:00:55. > :01:01.It's been a day of treacherous conditions on the roads in our area

:01:01. > :01:04.and police have criticised driving standards. Officers say many

:01:04. > :01:08.motorists are ploughing through thick freezing fog at high speeds

:01:08. > :01:12.and without lights. There have been a number of pile-ups on major roads

:01:12. > :01:16.in East Yorkshire and North Lincolnshire. The icy conditions

:01:16. > :01:26.are expected to stay until Wednesday. How have the authorities

:01:26. > :01:28.

:01:28. > :01:32.coped with the ice and snow? Although local authorities are

:01:32. > :01:36.telling us is that they are coping well. Gritters from East Yorkshire

:01:36. > :01:40.and Lincolnshire have left their depots loaded up with grit to do

:01:40. > :01:46.more spreading throughout the night. The temperatures are predicted to

:01:46. > :01:50.hit as low as seven below freezing on the coast. There is only so much

:01:50. > :01:57.that gritters can do and drivers have to take some responsibility.

:01:57. > :02:01.From my own experience, it is tough going. It's driving conditions like

:02:01. > :02:04.these that the police are criticising. High speeds and per

:02:04. > :02:13.use of lights were a source of frustration for officers. They

:02:13. > :02:18.dealt with two major pile-ups. would urge everybody to you have at

:02:18. > :02:23.their lights on at all times. Driving appear this morning, I see

:02:23. > :02:28.that every other car have their lights off. It does not cost

:02:29. > :02:33.anything to have them on. Other people will be able to see you.

:02:33. > :02:39.a three-car collision close to the A15 for much of the morning. It is

:02:39. > :02:45.only a couple of weeks since these ice warning signs were installed.

:02:45. > :02:50.This road is the Tories for being I see, but fog was the problem today.

:02:50. > :02:54.Despite the problems here, most roads in our area have been moving

:02:54. > :02:59.freely. North Lincolnshire Council use 650 tonnes of grit over the

:02:59. > :03:04.weekend. Lincolnshire County Council treated nearly 2000 miles

:03:04. > :03:09.of the roads in preparation for the snow and used 11,000 tonnes of grit

:03:09. > :03:14.on Friday alone. It is something we are prepared for. They fair amount

:03:14. > :03:19.of snow came into Lincolnshire at 5 o'clock on Saturday evening. We

:03:19. > :03:23.have been working continuously since then. We have used 15,000

:03:23. > :03:27.tonnes and 4,000 of that have been over this weekend. It is not just

:03:27. > :03:32.local councils, but communities that tell us they have learnt

:03:32. > :03:37.lessons from last year's extreme winter. This was one year ago.

:03:37. > :03:40.Today, the village is coping well. This man says it is not only

:03:40. > :03:45.because there is less snow. county have done a lot more this

:03:45. > :03:50.year, based on what went on last year. We are ready for it. The

:03:50. > :03:56.county have supplied us with salt and grit, which we have hidden away.

:03:56. > :04:00.It is put out around the market place. It has been a quiet weekend

:04:00. > :04:07.for Joe Parsons. As the landlady, not even a heart-warming meals

:04:07. > :04:12.could join the punters. It was in your face as soon as the news came

:04:12. > :04:17.on. Good snow was backward and it's no? People were more prepared in

:04:17. > :04:25.one respect. They were more prepared to and had the memories of

:04:25. > :04:31.last year. Tonight, there is no let up at this gritting depot. Freezing

:04:32. > :04:35.temperatures are predicted to continue for the next few days.

:04:35. > :04:39.The police have given us some advice. If you must drive tonight

:04:39. > :04:43.or in the morning, remove eyes from your windscreens before you leave

:04:43. > :04:48.the house, keep your fog lights on and increase your braking distances

:04:48. > :04:54.to give a safe distance between you and the car in front of you. If you

:04:54. > :04:58.do not have to drive, do not do it. The accident on the A15 and the one

:04:58. > :05:02.last night on the M62, there were no major injuries. But that does

:05:02. > :05:05.not always have to be the case. What was your experience of

:05:39. > :05:43.The Queen has attended a ceremony in King's Lynn, 60 years to the day

:05:43. > :05:46.that she came to the throne. She was greeted by well-wishers before

:05:46. > :05:56.going into the town hall, where the Mayor of King's Lynn and West

:05:56. > :06:00.Norfolk made a Royal Address. behalf of the people of West

:06:00. > :06:04.Norfolk, we congratulate your Majesty on the occasion of the

:06:04. > :06:08.diamond anniversary of your recession to the throne. For 60

:06:08. > :06:11.years, your Majesty has given dedicated and exemplary service to

:06:11. > :06:14.the people of this country and the Commonwealth.

:06:14. > :06:16.After the address, the Queen went to spend time with children from

:06:16. > :06:19.the nearby Dersingham Infant and Nursery School. And today, people

:06:19. > :06:22.across our area have been re- counting their Royal memories. Phil

:06:22. > :06:26.Connell has the stories of those who have met the Queen in person,

:06:26. > :06:36.as well as those who remember the day in 1952 when a young princess

:06:36. > :06:36.

:06:36. > :06:43.became Queen. That slide is lower as the news

:06:43. > :06:49.spreads. The king is dead. For it was the sixth February, 1952. A

:06:49. > :06:53.dramatic news broadcast that would trigger weeks of morning. In our

:06:53. > :06:59.hearts we feel this cannot be. There was this mournful music on

:06:59. > :07:05.the radio. Programmes were suspended due to the death of his

:07:05. > :07:11.Majesty the King. Melbourne Randall was just seven years old but still

:07:11. > :07:15.remembers the day that was to change the life of a young princess.

:07:15. > :07:23.Everything stopped and the bus driver's, if I remember rightly,

:07:23. > :07:30.got out of their cabs. They stood for two minutes. I remember

:07:30. > :07:37.standing in a classroom for the silence and my teacher turned away

:07:37. > :07:40.at the end to wipe a tear from her eye. In the years that followed,

:07:44. > :07:48.Yorkshire and Lincolnshire providing many memorable moments.

:08:04. > :08:09.the police band, many of whom, 31 years on, can still remember the

:08:09. > :08:15.logistical problems the royal visit caused. She then went whizzing past

:08:15. > :08:18.and we had to pack up. Because of the security, we have to is a off

:08:18. > :08:23.down the sides, pack up all the gear up and return to the Guild

:08:23. > :08:27.Hall for when she finished her official lunch. Also playing for

:08:27. > :08:33.the Queen that day was Julia Thompson, neither band's longest

:08:33. > :08:39.serving member. It was such an honour. Representing the area was

:08:49. > :08:55.In 1999, Terry and Stella Cooney did just that, with Her Majesty

:08:55. > :09:05.dropping into their council house. She liked Yorkshire Water. Very

:09:09. > :09:15.little milk. She takes this weakness out of her handbag.

:09:15. > :09:21.stayed 20 minutes. She was only supposed to save 10. Her helicopter

:09:34. > :09:37.Lincoln County Hospital that it must improve. The Care Quality

:09:37. > :09:42.Commission says it found unacceptable failings on one ward

:09:42. > :09:49.during an unannounced visit. Our communities correspondent is here.

:09:49. > :09:54.What problems did the inspectors find?

:09:54. > :09:58.The inspection was carried out last November and they looked at five

:09:58. > :10:02.different words. One of the words, which specialises in care of the

:10:02. > :10:06.elderly, or was. To be a particular concern. They found one patient who

:10:06. > :10:11.had been left in a degrading situation for more than 30 minutes

:10:11. > :10:15.before being cleaned up. Another patient was in hospital for more

:10:15. > :10:19.than two days before being given a care plan. Do we care plans for a

:10:19. > :10:24.drum up was inconsistent and the not enough staff on duty.

:11:04. > :11:09.whole series of critical reports last year from one of the trust

:11:09. > :11:12.other possibles, Boston Pilgrim. They have had another inspection

:11:12. > :11:15.and that report is due out soon. It apparently shows the progress has

:11:15. > :11:19.been made. Three men charged with the murder a

:11:20. > :11:22.Polish man in Boston have been remanded in custody by a Magistrate.

:11:22. > :11:29.The body of 28-year-old Yann Pavul Stockneealec was found in this

:11:29. > :11:32.drain on the 25th of January. The three men are due to appear at

:11:32. > :11:35.Lincoln Crown Court next week. Police are investigating claims of

:11:35. > :11:40.racist abuse against the Archbishop of York following comments he made

:11:40. > :11:44.about gay marriage. Dr John Sentamu sparked protests when he said

:11:44. > :11:47.marriage must remain between a man and a woman. Today, the

:11:47. > :11:53.Archbishop's office said he had received a small number of abusive

:11:53. > :11:57.and threatening emails of a racist nature.

:11:57. > :12:02.New sprinkler systems will save the lives of people in their homes.

:12:02. > :12:05.That's according to Humberside Fire and Rescue & Service. A system like

:12:05. > :12:07.this one has already been installed in some homes in the West Midlands,

:12:08. > :12:15.where people who have mobility problems are vulnerable to being

:12:15. > :12:19.trapped. Now similar domestic sprinklers will be trialled here.

:12:19. > :12:28.They do help the most vulnerable, those people who cannot escape from

:12:28. > :12:33.fire. These measures actually help give us more time to get there.

:12:34. > :12:38.This system we have will pick up a fire at its early stages. Then it

:12:38. > :12:41.will fill the room with mist. Conventional sprinklers could take

:12:41. > :12:46.four or five minutes, by which time there is a good chance that the

:12:46. > :12:49.person is either dead or seriously injured.

:12:49. > :12:54.Still ahead tonight... Hull FC beat the snow, but they

:14:35. > :14:39.producing one or two light wintry showers. That will clear away and

:14:39. > :14:43.we will see some freezing fog developing across parts of East

:14:43. > :14:50.Yorkshire. Perhaps not quite as widespread as it was will stop the

:14:50. > :14:57.main concern will be over Lincolnshire. The sun will rise in

:14:57. > :15:02.the morning at around 7:38am. Those are the high water times... Any

:15:48. > :15:52.tomorrow. Plans to charge �25 a year for

:15:52. > :15:56.garden waste collection has been criticised by taxpayers and

:15:56. > :16:00.inventive. South Kesteven District Council will introduce the charge

:16:00. > :16:04.to cover the cost of running the service. Councillors in East

:16:04. > :16:08.Lindsey are considering a similar idea. Critics say it is a poll tax

:16:08. > :16:13.that will lead to fly-tipping. Keeping her garden tidy means

:16:13. > :16:17.creating some waste. But Charmaine Morgan from Grantham says plans to

:16:17. > :16:21.charge residents for collection should be thrown out. We have got

:16:22. > :16:26.people who are still going to have an ongoing need to dispose of their

:16:26. > :16:31.green waste. We are either going to have people struggling to try and

:16:31. > :16:35.get to the local tip to do it properly or we will see an increase

:16:35. > :16:38.in dumping. The need will not go away just because the council has

:16:38. > :16:45.decided that break -- that they will allow people to opt out of the

:16:45. > :16:50.schemes. 26,000 residents have opted into the scheme to have their

:16:50. > :17:00.garden waste recycled for free. It costs the council �500,000 a year.

:17:01. > :17:04.It is hoped an annual charge of �25 The council chose to do it has a

:17:04. > :17:09.discretion. It is one of those things that the consultation told

:17:09. > :17:14.us that the residents were prepared to pay for. Critics say a universal

:24:35. > :24:39.the moment. You have got to hope the camera works! Everybody takes

:24:39. > :24:47.pictures of the Snowman, especially when the children are outside. They

:24:47. > :24:53.are great fun and very humorous. This is a lovely picture. This is

:24:53. > :24:56.the one of the river and the snow looks very good when you have some

:24:56. > :25:02.sun, particularly in the winter when the sun is quite golden. This

:25:02. > :25:08.one has got some lovely golden feelings about it. A great shot

:25:08. > :25:13.there! Anyone can take a great photograph with any camera. First

:25:13. > :25:20.of all, you have to decide what you are going to photograph and way you

:25:20. > :25:25.are going to take it from. Light is a very important part of taking a

:25:25. > :25:30.photograph. We are using mystery as our subject and we are going to

:25:30. > :25:34.shoot directly into the light of -- we are using this three. My final

:25:34. > :25:38.tip is to be patient. If you are photographing an animal, you have

:25:38. > :25:48.to be quick. Sometimes if you wait a bit longer, you will get a much

:25:48. > :25:49.

:27:11. > :27:16.drivers either had no lights on at Old or have their sidelights on

:27:16. > :27:19.which was not enough. Please, reiterate how important it is for

:27:20. > :27:24.all drivers to have their headlights and rear fog lights on

:27:24. > :27:29.in this type of weather. Finally, drivers should be fined
