:00:44. > :00:54.There was a bright start today but it clouded over this afternoon.

:00:57. > :01:02.Similar tomorrow and for the full forecast, join me later.

:01:02. > :01:06.Good evening. The BBC understands that four nurses and a health care

:01:06. > :01:10.support worker have been suspended from the children's ward at the

:01:10. > :01:15.Scunthorpe General Hospital. It is alleged that a baby was restrained

:01:16. > :01:22.and injured while being treated on the Disney Ward. When did this

:01:22. > :01:26.happen? We understand that this incident occurred within the last

:01:26. > :01:31.few weeks and that it was on the Disney Ward, here at Scunthorpe

:01:31. > :01:38.General Hospital, which is the children's ward. We understand that

:01:38. > :01:43.an allegation was made that a baby was restrained and injured, and

:01:43. > :01:48.that was why it was being treated on the ward. We understand that it

:01:48. > :01:56.is about a year old and that five staff have since been suspended.

:01:56. > :02:01.What are the hospital and police saying tonight? The Hospitals Trust

:02:01. > :02:05.has confirmed to us that it is investigating an incident. My head

:02:05. > :02:10.of governance told us that the family is being kept fully informed.

:02:10. > :02:14.I have also spoken to Humberside Police. They said that a complaint

:02:14. > :02:19.is being investigated after an incident at a hospital. They said

:02:19. > :02:25.the investigation is in its early stages. What has been the reaction

:02:25. > :02:31.in the community? Patients and people who live in the area will be

:02:31. > :02:35.concerned to hear the news. In their last hour, we have spoken to

:02:35. > :02:41.beat Scunthorpe MP who has said he wants to reassure his constituents.

:02:41. > :02:46.We have to be as you do that a hospital has taken the steps that

:02:46. > :02:49.it has needed to take today in suspending these staff. It will

:02:49. > :02:56.ensure that safety and well-being is paramount and we need to be

:02:56. > :03:04.patient and debt matters take their course. -- let matters. The lead in

:03:04. > :03:08.the police or the trust could tell as a how long this investigations -

:03:08. > :03:10.- needed the police or the trust could tell us how long the

:03:10. > :03:18.investigation was going to take. They have said they will keep us

:03:18. > :03:24.fully conformed. -- informed. In a moment... Jobs at risk unless

:03:24. > :03:28.the government sheds more light on energy payments.

:03:28. > :03:33.British Telecom says it is one of the worst attacks on the bone at

:03:34. > :03:37.network by a metal thieves. More than half a mile of cable has been

:03:37. > :03:42.stolen near Beverley in East Yorkshire. Another mile has been

:03:42. > :03:47.damaged. It means hundreds of homes it may not get their phone lines

:03:47. > :03:55.and internet back for a breed as BT tries to find the net replacement

:03:55. > :04:02.cable. -- for a week. This is the disruption caused by a

:04:02. > :04:05.metal beads. They describe -- and they struck at night ripping up

:04:05. > :04:11.tons of telephone cables. It was sheer luck that this couple were

:04:11. > :04:16.home on Saturday night. They heard tapping on their window and it was

:04:16. > :04:21.their 92-year-old neighbour who had taken ill. She had to come out of

:04:21. > :04:26.her house because she did not have the phone. She needed help quite

:04:26. > :04:31.urgently. We needed to get her an ambulance. We don't have a

:04:31. > :04:36.particularly good mobile reception so it was very difficult to get

:04:36. > :04:40.hold of anyone to begin with. We couldn't get a signal. Nancy was

:04:40. > :04:46.too ill to talk to us today but like half of the village, she lost

:04:46. > :04:51.her telephone because it thieves stole two kilometres of cable from

:04:51. > :04:56.just outside the village. It is a massive job to repair and it is

:04:56. > :05:01.causing tailbacks surround the area. This particular area was a very

:05:01. > :05:08.severe incident and we lost two kilometres of cable, which was cut

:05:08. > :05:13.up to 15 -- cab at up to 15 locations. It has been a difficult

:05:13. > :05:18.task to get it online. Engineers have been working around the club.

:05:18. > :05:22.BT cable is distinguishable. Most merchants in the Humberside Police

:05:22. > :05:28.area have signed up to a code of conduct that forbids them from

:05:28. > :05:33.buying it. Someone somewhere is willing to pay. Almost a week

:05:33. > :05:37.without connection has made running a business difficult. Lots of

:05:37. > :05:43.people are affected. They have not got internet, they cannot contact

:05:43. > :05:47.their friends. It is cause big problems. We have got a cash

:05:47. > :05:54.machine that runs on a BT line and people have not been able to do --

:05:54. > :05:58.to use it. It could be Monday before repairs are complete which

:05:58. > :06:07.means, for some vulnerable pillagers, a baker and cut off and

:06:07. > :06:12.concerned. -- for some vulnerable villagers, a weekend cut off.

:06:12. > :06:15.Police said they are in a battle to protect phone networks. It is

:06:15. > :06:20.costing railway and phone companies millions of pounds a year and

:06:20. > :06:24.causing massive disruption to their customers. We report on the

:06:24. > :06:30.technology used to track the feed. From churches to cars, all of these

:06:30. > :06:35.are targets of metal thieves. There is a van, driven onto tracks near

:06:35. > :06:40.Hull, shows how far they will go to get their loot. Police have to be

:06:40. > :06:45.one step ahead. We have asked the Scrap Metal Dealers Act to sign up

:06:45. > :06:50.to a voluntary code. They ask for identification and install good

:06:50. > :06:53.quality CCTV. We have an information-sharing agreement

:06:53. > :06:57.whereby we release details of people convicted of metal theft and

:06:57. > :07:04.asked them not to trade with them. Thieves are turning to professional

:07:04. > :07:08.methods. This man helps repair phone cables but criminals have

:07:09. > :07:14.been known to pose as a work men and used massive winches to pull

:07:14. > :07:21.wires out of the ground. -- pose as work men. An alarm is triggered if

:07:21. > :07:29.a cable is stolen. We have put alliance into the Met work and use

:07:29. > :07:33.roving security patrols. We work very hard. We interrupted some

:07:33. > :07:39.attempted thefts during Christmas because of our security measures.

:07:39. > :07:43.The government is working on plans to combat theft including stopping

:07:43. > :07:49.cash payments for staff and getting more powers to close down rogue

:07:49. > :07:54.traders and for all dealers to be licensed.

:07:54. > :07:58.The police said they have helped to cut crime. Tagging technology and

:07:58. > :08:02.stop and search is also putting off. Until the price of metal drops the

:08:02. > :08:08.authorities are working hard to stay one step ahead.

:08:08. > :08:13.That is a story which will continue to follow.

:08:13. > :08:17.Unions at BAE Systems in Berra have criticised the Prime Minister after

:08:17. > :08:21.it was announced the sales of the company fell by 14% in the last

:08:21. > :08:30.year. Unite says the governor needs to work harder to bring defence

:08:30. > :08:32.contracts to the UK. -- the Government. 150 jobs are being lost.

:08:32. > :08:36.The Environment Secretary will meet water companies next week over

:08:36. > :08:45.fears of a worsening drought in Lincolnshire. There is concern over

:08:45. > :08:47.a hosepipe ban in eastern England 35 years. Anglian Water says it

:08:47. > :08:50.cannot rule out restricting supplies as early as the spring.

:08:50. > :08:55.If politicians in North East Lincolnshire are meeting tonight to

:08:55. > :09:00.discuss spending cuts. They are being asked to approve a budget

:09:00. > :09:03.reductions of 43 million over the next five years. Around 100 jobs at

:09:03. > :09:08.the council will be lost as part of the process.

:09:08. > :09:14.An MP has described the potential loss of 150 jobs at a solar panel

:09:14. > :09:17.company in Hull as a disgrace. She is blaming job cuts at Carrillion

:09:17. > :09:23.on the government because it is reducing the subsidy it gives to

:09:23. > :09:29.house owners may put -- he played solar panels on their roofs. -- who

:09:29. > :09:33.pet. In East Yorkshire and Lincolnshire

:09:33. > :09:39.around 4,000 homes have had them fitted. For those who can afford it,

:09:39. > :09:44.so will panels -- solar panels have become the greenway apparent in

:09:44. > :09:51.their homes while at the same time providing a sound investment. --

:09:51. > :09:57.the green way of Paris to their homes. They receive 43p for every

:09:57. > :10:01.can a lot of energy they create. It is being reduced to 21p this year.

:10:01. > :10:07.That is having an impact on the amount of business generated. The

:10:07. > :10:12.first big victim is Carrillion Energy, and the closure of their

:10:12. > :10:16.Hull office, which employs 150 people, was announced last night.

:10:16. > :10:21.They are a private sector company. There are jobs that we need in this

:10:21. > :10:25.city and they are going. This is on top of BAE and everything else.

:10:26. > :10:30.This is disappointing and worrying. Smart firms are being affected too.

:10:30. > :10:36.This man owns one of more than 40 solar panel businesses in hull

:10:37. > :10:42.alone. He has seen orders dropped by 95%. If I had known what I know

:10:42. > :10:50.that I would not have invested in it. It may still come good. We are

:10:50. > :10:56.still plugging away. At this moment in time it leaves a sour taste.

:10:56. > :11:05.Gordon had his solar panels fitted last year. He says with Paris about

:11:05. > :11:10.to be had, he thinks twice. -- with parrots about to be reduced by half.

:11:10. > :11:16.I think I would have to think long and hard whether it would be a

:11:16. > :11:23.beneficial move. Gillian says -- Karen Aim says its

:11:23. > :11:33.office may be closed by its office -- honest.

:11:33. > :11:36.

:11:36. > :11:46.Joining me now, a solar panel specialist. 43p a Kello what Barrar

:11:46. > :11:46.

:11:46. > :11:56.being paid to people, that was far too generous, wasn't it? 43 pence

:11:56. > :12:00.per kilowatt hour. They are reducing the tariff to 21p.

:12:00. > :12:05.government says this was my highest rate in the world. It made a lot of

:12:05. > :12:10.people very well off. That they want to spread the benefits which

:12:10. > :12:14.the 21p tariff. They can have twice as many customers benefiting from

:12:14. > :12:21.the reduced price. Hywel would you said the government has handled the

:12:21. > :12:24.situation? -- how well. Not very well at all. The feed in tariff has

:12:24. > :12:28.been a disaster. It was not structured correctly. There were a

:12:28. > :12:34.number of issues that came up relating to changes which had to be

:12:34. > :12:38.made. They are finally getting round to correcting this situation.

:12:38. > :12:43.A lot of people benefited because of the high tariffs in the meantime.

:12:43. > :12:49.Did too many firms jumped on the solar panel band widened? Will they

:12:49. > :12:55.struggle or her struggle to keep going as the uptake on solar panels

:12:55. > :12:59.dies? It was very good at the time but I think when they reflect that

:12:59. > :13:03.the price of materials has reduced and the price of installation has

:13:03. > :13:08.reduced, they should still be able to make their business worked on

:13:08. > :13:14.the 21p. Could we see the demise of the industry as this goes a long,

:13:14. > :13:21.if they persist in cutting the tariff? There is a consultation out

:13:21. > :13:25.at the manner which suggests that from July onwards, they will keep a

:13:25. > :13:29.track of how quickly so the prices are coming down and trying to marry

:13:29. > :13:39.the two together is you do not end up with excessive returns and you

:13:39. > :13:45.

:13:45. > :13:55.can have a stable growth in the Let us know what do you think about

:13:55. > :14:07.

:14:08. > :14:14.We will have some of your thoughts before we finish the programme.

:14:14. > :14:18.Still ahead tonight: Heroes remembered.

:14:18. > :14:21.A Scunthorpe school pays tribute to fjord -- tribute to former pupils

:14:21. > :14:29.killed in action. And the bird who has chosen

:14:29. > :14:34.Lincolnshire over East Yorkshire as its winter home.

:14:34. > :14:44.Keep your pictures coming in if you have got one you are proud of.

:14:44. > :14:47.

:14:47. > :14:52.Tonight's was taken by Rachel Angela said, I am glad to hear

:14:52. > :14:55.about the photo of Peter, but I am glad she did not show it!

:14:55. > :14:58.Once was enough. The end you very much for that! You

:14:58. > :15:04.will be repaid at a time of my choosing!

:15:04. > :15:08.It has been a nice day to day, but it was a bit wet for a time in the

:15:08. > :15:18.afternoon. Tomorrow will be similar. We will see rain later on. You can

:15:18. > :15:21.

:15:21. > :15:29.see the reason why on the pressure Chad. -- a pressure chart. The

:15:29. > :15:32.cloud will be pushing her way to the south. The wind is gentle from

:15:33. > :15:42.the West. Temperatures by the end of the night will have dropped down

:15:43. > :15:57.

:15:57. > :16:04.to about four. Here rather Sun- Not to Chile to begin with tomorrow.

:16:04. > :16:08.It will be a bright start with some spells of sunshine through the

:16:08. > :16:11.morning. The early afternoon will stay dry. As we head through the

:16:11. > :16:18.afternoon, there will be some outbreaks of rain for some of those.

:16:18. > :16:22.It will be light and patchy and I think we will see any increase in

:16:22. > :16:29.class. It will feel quite mild tomorrow. Temperatures will be into

:16:29. > :16:33.double figures. 10 degrees. It stays mild as we head into Saturday.

:16:33. > :16:40.In a frost-free start to their day. A band of heavy rain will push its

:16:40. > :16:49.way southwards during the day. It will feel cooler. On Sunday,

:16:49. > :16:53.temperatures only around five You might have been naughty last

:16:54. > :16:57.night, but it helps that we 10 numbers! I liked the old days

:16:57. > :17:00.better when you would not say boo to a goose.

:17:00. > :17:05.Now, businesses in Bridlington have criticised the number of parking

:17:05. > :17:08.tickets given out by East job to's new traffic wardens. It is that

:17:08. > :17:14.they have handed out as many tickets in one month as the old

:17:14. > :17:20.police wardens gave out in a year. Traders say it is driving customers

:17:20. > :17:23.away. Bryan Hepworth is disabled and often relies on the goodwill of

:17:24. > :17:28.others to get out. On a recent visit to his optician in

:17:28. > :17:32.Bridlington Town Centre, that is not what he got. Instead, he was

:17:32. > :17:38.told by a traffic warden to move his car or get a ticket. I have

:17:38. > :17:44.always left my car there. Commonsense today, I was only a

:17:44. > :17:47.quarter of an hour. But they are a law unto themselves. The ease

:17:47. > :17:53.traffic wardens are new. East Riding of Yorkshire Council took

:17:53. > :17:56.over parking duties from Humberside Police in November with what they

:17:56. > :18:01.call civil enforcement officers. In that same month, these wardens

:18:01. > :18:04.issued more tickets than the police issued in a whole year. They police,

:18:04. > :18:08.because they knew they were giving up that service, run the service

:18:08. > :18:12.down and only had a few number of officers dealing with traffic

:18:12. > :18:19.warden duties. Those officers would be used for other police priorities

:18:19. > :18:23.as well. Although there is free parking available in the town

:18:23. > :18:28.centre, it is limited. As well as that, the time you can stay packed

:18:28. > :18:33.up for is not law. The shopkeepers I spoke to were concerned that the

:18:33. > :18:37.new wardens are bad for business. When business is struggling, a lot

:18:37. > :18:42.of business in the town would like to see more people coming into the

:18:42. > :18:46.town, but I think the new enforcement officers are being very

:18:46. > :18:53.keen and not giving people a chance. We do know what people being in

:18:53. > :18:56.trouble for parking. We want as many customers as we can get.

:18:56. > :19:00.Easter onwards, parking restrictions here in Bridlington

:19:00. > :19:04.will become even stricter. Along the seafront, weekend charges and

:19:04. > :19:09.now back in operation. With hundreds of thousands of visitors

:19:09. > :19:16.expected during the summer, it is likely there will be even more

:19:16. > :19:23.tickets handed out. That is another one you might have

:19:23. > :19:27.an opinion on. If you have, get in touch. Thank you to everyone who

:19:27. > :19:31.got in touch after last night's programme when we reported that

:19:31. > :19:41.senior Lincolnshire Police officers were urging the government to set a

:19:41. > :20:14.

:20:14. > :20:19.The mother of a soldier who died in Afghanistan has welcomed a wall of

:20:19. > :20:22.tribute that has been put about her son's old school. Anthony Lombardi

:20:23. > :20:27.is one of three former pupils at Melior Community College in

:20:27. > :20:37.Scunthorpe who have died in military service. They are all on

:20:37. > :20:37.

:20:37. > :20:39.the school's new hero wall. Corporal Byran Budd, Corporal Ben

:20:39. > :20:45.Leaning and Craftsman Anthony Lombardi all lost their lives

:21:03. > :21:09.all the soldiers who have died in Afghanistan, including Bryan and

:21:09. > :21:13.Anthony. Ben died in Iraq in 2007. Now, a memorial to all three men

:21:13. > :21:17.has been erected in their hometown of Scunthorpe. This wall does not

:21:17. > :21:26.just there to commemorate those associated with the college, but

:21:26. > :21:29.they are selling these panels to raise money for help their heroes.

:21:29. > :21:35.They are very important in helping ex-servicemen who have returned and

:21:35. > :21:40.may be injured or traumatised. They also helping the families in lots

:21:40. > :21:46.of different ways. We are very proud to be included. As long as

:21:46. > :21:51.the school is open, we know that the pupils passing through that

:21:51. > :21:57.school we hear of them. It will honour what they gave, what they

:21:57. > :22:00.were doing and what they did best. That was being part of the British

:22:00. > :22:03.Army. The wall will serve as a long lasting tribute to these three

:22:04. > :22:13.soldiers, but it is hoped the money raised will help many more families

:22:13. > :22:16.affected by war. School children in Hull came in

:22:16. > :22:20.from a surprise today when their lesson was taken by the captain of

:22:20. > :22:25.Hull City. Jack Hobbs lent his support to a new online revision

:22:25. > :22:32.programme which is backed by the Football Club. The former Spalding

:22:32. > :22:38.Grammar School pupil certainly knew his stuff when it came to Mass. --

:22:38. > :22:44.maths. This online learning programme

:22:44. > :22:52.features Hull City quite heavily. These pupils work saying, sir, to

:22:52. > :22:56.Jack Hobbs, the captain of Hull City. I remember spending are was

:22:56. > :22:59.looking through books, trying to pick things up. Sometimes, when you

:22:59. > :23:07.get it through a different angle, it can help stick in your mind.

:23:07. > :23:11.That is the idea behind it. I hope it will catch on. Schools are

:23:11. > :23:15.always investigating new ways of engaging children in revision.

:23:15. > :23:22.Teachers who have reviewed this one say it is one of the best. It is

:23:22. > :23:27.something they can do at home. It will grab their interest. I think

:23:27. > :23:35.it is really good. You know how boring it can sometimes be a

:23:35. > :23:43.reading through books, so this put an edge on its. What do you like

:23:43. > :23:49.about it? All the learning that you can do. What did you like about it?
