:01:05. > :01:12.Good evening. It is expected to attract thousands of people and is

:01:12. > :01:17.being billed as one of the biggest events of 2012. The Olympic Torch

:01:17. > :01:24.relay will not arrive in our area until June. Hundreds have taken

:01:24. > :01:30.part in a dry run for an 80-mile section. It was designed to put

:01:30. > :01:35.logistics to the test. An hour ago, the full rehearsal arrived in

:01:35. > :01:39.Stamford. What happened? Well, there has been

:01:39. > :01:43.a buzz of excitement here in Stamford for the whole of the day.

:01:43. > :01:47.People began lining this route more than two hours before the torch

:01:47. > :01:51.even arrived. Many people told me they felt this was their chance to

:01:51. > :01:56.get involved with the Olympics and be a part of it. Many told me they

:01:56. > :02:00.felt honoured that their town had been chosen out of everywhere in

:02:00. > :02:04.the country for this rehearsal. Hundreds of people lined the

:02:04. > :02:09.streets to welcome the Olympic Torch to Stamford.

:02:09. > :02:13.Arriving in Lincolnshire for the very first time today, young and

:02:13. > :02:20.old were determined to catch a glimpse. For the lucky few, they

:02:20. > :02:25.got a chance to hold it too. It is very exciting. I thought it would

:02:25. > :02:31.never happen in my life. What was it like to hold it in your hand?

:02:31. > :02:37.Cool! Special. A special moment. Setting off at dawn in Leicester,

:02:37. > :02:44.the torch began its 80-mile journey across the East Midlands. It left

:02:44. > :02:51.under the power of steam. Next stop Loughborough and meltonmo bury. It

:02:51. > :02:56.caught a boat over Rutland Water. This is a rigorous test. It will

:02:56. > :03:02.allow us to do what we have done in all our testing, which is to go

:03:02. > :03:06.away, look at things we may need to refine. That illusive chase for

:03:06. > :03:11.perfection. The torch will light up East Yorkshire and Lincolnshire

:03:11. > :03:17.when it goes through Bridlington on June 18th. It will pass through

:03:17. > :03:22.dozens of communities, including Hull, Mablethorpe, Skegness and

:03:22. > :03:30.King's Lynn before it leaves for Norwich. While here it will be

:03:30. > :03:33.abseiled down the Grimsby Dock Tower and take a trip on the

:03:33. > :03:39.Cleethorpes Light Railway. People hope it will bring benefits for the

:03:39. > :03:43.town. We hope it will put it on the worldwide map and encourage tourism.

:03:44. > :03:48.It is the oldest stone town in the country. The festivities will be

:03:48. > :03:55.immense. If this reception is anything to go by, when the torch

:03:56. > :04:01.returns in July, organisers are expecting 10,000 people to be here.

:04:01. > :04:06.Sarah, what is happening with the torch now then? Well, Peter, in the

:04:06. > :04:13.last few moments the torch and the convoy of vehicles have all arrived

:04:13. > :04:19.in the grounds of Burley House, which will play a big part in the

:04:19. > :04:23.relay on July 3rd before it stops off in Peterborough. This was just

:04:23. > :04:26.a dress rehearsal today. The torch will arrive in our area for real in

:04:26. > :04:30.just over a month. Now, if the crowds from today are

:04:30. > :04:33.anything to go by, it's going to be a huge, huge event for the whole

:04:33. > :04:38.country. It certainly is. Thank you very

:04:38. > :04:44.much indeed. Now, in a moment on tonight's programme, from the torch

:04:44. > :04:48.to the sport - the 2012 hopefuls aiming for gold.

:04:48. > :04:52.Hull businesses are calling on the Government to step in to help

:04:52. > :04:56.address the issue of insurance costs for young drivers sms they

:05:01. > :05:06.teenagers are missing out on jobs because employers cannot afford

:05:44. > :05:50.apprenticeship is the best way, but on that wage you cannot afford

:05:50. > :05:55.insurance. I would prefer to stay at college, work part-time and earn

:05:55. > :06:00.some money. The insurance costs are hitting employers too. This man

:06:00. > :06:05.cannot allow drivers younger than 19 to drive work vans as insurers

:06:05. > :06:11.refuse the risk. It is unfair that the insurance companies tar

:06:11. > :06:15.everyone with the same brush. There are many 17-19 year olds looking

:06:15. > :06:18.for work. They are not all mad- heads. They want to drive in an

:06:18. > :06:23.every day working environment. That is very difficult. The Federation

:06:23. > :06:26.of Small Businesses say they have seen an overwhelming response to

:06:26. > :06:30.the problem of high insurance costs and believe it is causing young

:06:30. > :06:34.people to miss out. They are missing out on the apprenticeship,

:06:34. > :06:38.on the experience to move forward. The Federation of Small Businesses

:06:38. > :06:42.would like to see the Government step in, in conjunction with

:06:42. > :06:46.insurance companies to enable young people to drive at a reasonable

:06:46. > :06:51.rate of insurance. But the Association of British Insurers

:06:51. > :06:54.maintains that the number of young people involved in accidents is

:06:54. > :06:58.disproportionately high. Unless there is other involvement, the

:06:58. > :07:05.stealmate will continue and young people like this will keep paying

:07:05. > :07:10.the price. It's not just insurance costs - fuel prices have today

:07:10. > :07:15.reached a record high, leading to calls for more people to turn to

:07:15. > :07:20.electric cars. Currently there are just five charge points in the

:07:20. > :07:24.whole of Lincolnshire. Cars need charging at least every

:07:24. > :07:30.100 miles. You could not drive from Bridlington to Bourne without

:07:30. > :07:34.stopping. It's a worrying kiss of deja vu.

:07:34. > :07:39.Fuel prices are at record highs and fears of another bout of panic

:07:39. > :07:46.buying due to the continuing threat of tanker drivers striking. For

:07:46. > :07:50.some, electric cars, like this, which do not rely on petrol are a

:07:50. > :07:53.liberating alternative. Electric cars are the future. We are

:07:53. > :07:57.producing electricity domestically. We don't have to import gas or coal

:07:57. > :08:01.or anything like that in future. We are becoming more independent.

:08:01. > :08:05.how do these electric cars compare to regular ones? Well, to buy they

:08:05. > :08:09.are almost twice the price. Once you are on the road they cut fuel

:08:09. > :08:15.bills by about 80%. Emissions are down and if you listen they are

:08:15. > :08:20.also a lot quieter. They do depreshyailt faster. This is really

:08:20. > :08:24.a question of -- depreciate faster. This is a question of green

:08:24. > :08:29.credentials over cash. These cars need charging around every 100

:08:29. > :08:33.miles. At the moment there are only five charge posts in Lincolnshire.

:08:33. > :08:39.Two in Hull and none in the East Riding or northern Lincolnshire.

:08:39. > :08:42.With all that in mind, are people keen to go electric? I would not

:08:42. > :08:48.buy one. There are not enough charging points. You don't get the

:08:48. > :08:52.thrill of driving a car. It is too quiet. The cost of fuel is sky-

:08:52. > :09:00.rocketing. So long as it could fulfil my daily business on a day-

:09:00. > :09:04.to-day or weekly basis, then yes,, yes, I would consider it. Seemens

:09:04. > :09:08.have a fleet of electric cars and charge points in Lincoln. We found

:09:08. > :09:13.it is beneficial in terms of reducing our impact in pollution.

:09:13. > :09:17.We can run these vehicles almost for the same price we would a

:09:17. > :09:20.diesel vehicle. Work is underway to make it easier to charge cars

:09:20. > :09:26.outside London, in the hope more people will choose electric rather

:09:27. > :09:29.than queuing at the pumps. Well, Dr Ben Lane is the managing

:09:34. > :09:40.that the electric cars are just expensive vehicles for the rich.

:09:40. > :09:45.Well, to some extent it is. I mean electric vehicles can be as high as

:09:49. > :09:55.conventional diesel vehicle. Certainly, as of today, the

:09:55. > :10:00.purchase prices are very high. It's also true that the whole life costs

:10:00. > :10:03.are higher, even when you take into account the fuel cost is 80% lower.
