:01:14. > :01:17.Patients are being put at potential risk.

:01:17. > :01:20.That's the verdict today from the Care Quality Commission on our

:01:20. > :01:22.newest hospital. When it opened just over a year ago the East Riding

:01:22. > :01:32.Community Hospital was supposed to provide more convenient treatment

:01:32. > :01:33.

:01:33. > :01:36.but the health watchdog says some staff there are unable to cope. Now

:01:36. > :01:38.local health managers have been given just a week to show they're

:01:38. > :01:43.making improvements. With more here's our health correspondent,

:01:43. > :01:47.Vicky Johnson. It was supposed to bring community

:01:47. > :01:54.hospital care into the 21st century, but just a year after opening it's

:01:54. > :01:56.beset with problems and protests. You this might not be the last

:01:56. > :02:03.demonstration. Earlier, the Care Quality Commission

:02:03. > :02:06.had published its findings following an inspection last month. According

:02:06. > :02:16.to the Care Quality Commission, there had been sick untoward

:02:16. > :02:29.

:02:29. > :02:31.incidents. - - six is. Full is to Inspectors found that as well as

:02:31. > :02:34.failing to meet national standards with regards to the Care and welfare

:02:34. > :02:37.of people using the services. Action is also needed to support

:02:37. > :02:38.workers - especially those who had transferred from Hornsea, Driffield

:02:38. > :02:41.and the old Beverley Westwood hospitals.

:02:41. > :02:44.They also demand better ways of monitoring the quality of service.

:02:44. > :02:47.In response, the Humber NHS Foundation Trust has issued a

:02:47. > :02:57.statement, saying they "already taking action to assure the CQC that

:02:57. > :03:01.we comply with essential standards. Win shouldn't be facing a situation

:03:01. > :03:11.where people are coming out of hospitals and cannot get a bed in

:03:11. > :03:22.

:03:22. > :03:32.Beverley because the wards are go somewhere, you will be worried

:03:32. > :03:34.

:03:34. > :03:44.are they going to be safe. I came today and everything was OK.

:03:44. > :03:47.thought it would be an asset with it being so close. So it was mostly

:03:47. > :03:54.business as usual today, with people coming and going for outpatient

:03:54. > :04:04.appointments. Both local resident and management wants normal services

:04:04. > :04:11.to be resumed as soon as it is safe to do so. Joining me is Graeme

:04:11. > :04:16.Stuart. Brand-new hospital, already patients are at risk. Is this an

:04:16. > :04:19.embarrassment to the government who fund it? I think everyone will be

:04:19. > :04:24.saddened that the hospital hasn't lived up to our highest hopes. It is

:04:24. > :04:31.the first year of operation. I am pleased there is now a regulator

:04:31. > :04:36.which isn't afraid to step in. If there was something wrong, say so,

:04:36. > :04:43.do something about it. The Labour Party have said this is a damning

:04:43. > :04:46.report. Would you agree with that? would agree with that. I am not sure

:04:46. > :04:48.what they were demonstrating about. They seem to be demonstrating

:04:48. > :04:58.against having a strong report urging improvements for this

:04:58. > :05:00.

:05:00. > :05:06.hospital. It was complete and utter nonsense. This isn't a huge hospital

:05:06. > :05:12.to get right, yet they are told to reduce beds from 30 down to 12. What

:05:12. > :05:17.will you be doing to make sure the beds are opened again quickly?

:05:17. > :05:23.have seen stuff coming in from different community hospitals to

:05:23. > :05:28.this one. The patient mix is more demanding than they are used to and

:05:28. > :05:34.became a cult leadership from GPs is not saying. The plan is to train up

:05:34. > :05:40.the stuff, make sure there was better leadership. That should have

:05:40. > :05:45.been done before the hospital open. I agree. Two of our hospital trusts

:05:45. > :05:54.are in special measures, problems with the 111 emergency line and the

:05:54. > :06:04.BMA said even the QC queue - - the BMA said even the sea QC has lost

:06:04. > :06:08.

:06:08. > :06:15.its grip. We heard from people before they were told not to make a

:06:15. > :06:21.force. Now we have transparency. People can go to a hospital knowing

:06:21. > :06:31.they are not being fed a line, they are getting high quality care. This

:06:31. > :06:31.

:06:31. > :06:35.government is getting to grips with this. Mr Stewart, thank you very

:06:35. > :06:38.much for coming in. We'd like your thoughts on this

:06:38. > :06:48.story. Is this latest report a sign that the Government is getting to

:06:48. > :07:03.

:07:03. > :07:06.grips with the problems in the NHS In a moment: Five months after sand

:07:22. > :07:32.Lincolnshire town that's already happening. A credit union which

:07:33. > :07:36.offers loans runs every week at Holy Trinity Church in Louth. Organisers

:07:36. > :07:39.says their service is essential to stop people signing up for high

:07:39. > :07:49.interest loans and they've recently been visited by an adviser to the

:07:49. > :07:54.

:07:54. > :07:57.Archbishop. Jo Makel takes up the story. This parish church in

:07:57. > :08:07.Lincolnshire isn't just offering spiritual guidance. It can do

:08:07. > :08:08.

:08:08. > :08:12.financial services as well. I wanted to save money on a regular basis. I

:08:12. > :08:20.was spurred on by what Justin Welby said earlier in the week about

:08:20. > :08:25.helping other people. The Archbishop of Canterbury has said he wants

:08:25. > :08:30.payday loan companies to be put out of this mess. He has also had to

:08:30. > :08:40.face the embarrassment that the Church of England has itself

:08:40. > :08:41.

:08:41. > :08:48.indirectly infested and �75,000 in Wonga. Church members here feel they

:08:48. > :08:55.are leading the way. We believe in the ethics of this. We think people

:08:55. > :09:00.have issues with money management need some support and help. If we

:09:00. > :09:05.were not here, people would have access to doorstep loans and payday

:09:05. > :09:09.lenders. Credit unions are financial cooperatives, usually within a

:09:10. > :09:16.community. That means members have a force in how they are run, and like

:09:16. > :09:26.a bang, savings are protected. - - embers have a voice in how they are

:09:26. > :09:26.

:09:26. > :09:36.run, and by Kate Anka, savings are protected. The consumer finance the

:09:36. > :09:52.

:09:52. > :09:56.lending? I think it is a good idea in general. If we can't afford it,

:09:56. > :10:01.we don't have it. It is a church and should not be used for anything else

:10:01. > :10:04.other than church at notice. If the church has its way, credit unions

:10:04. > :10:09.that the once based here will be in the front-line in the battle against

:10:09. > :10:14.the payday loan companies. That Bishop of Canterbury wants to

:10:14. > :10:19.replicate these schemes in parish churches across the country.

:10:19. > :10:21.If the Archbishop of Canterbury has his way, pay day loan companies will

:10:21. > :10:25.be put out of business by church Credit Unions like these. I've been

:10:25. > :10:32.talking to the Bishop of Hull about this and asked him if there is room

:10:32. > :10:36.for both types of lending. What worries me about the payday loans is

:10:36. > :10:46.the exorbitant interest rates. If they were reasonable, it would be

:10:46. > :10:49.

:10:49. > :10:59.different. They are only about 1% a day. Both are reasonable length of

:10:59. > :11:01.

:11:01. > :11:05.time, it gets astronomical - - over a reasonable length of time. Watch

:11:05. > :11:12.the church want to do is have the same amount of lending, but over a

:11:12. > :11:15.longer period of time. That is just as hard, isn't it? At a greatly

:11:15. > :11:21.reduced interest rate. That is what is exploiting the poor, when

:11:21. > :11:26.interest rates are so high that it physically penalises the poor.

:11:26. > :11:31.you like to get rid of these companies altogether? I think it

:11:31. > :11:36.would be healthier if there was no need for them. I agree with the

:11:36. > :11:40.Archbishop on that respect. If you push them out of business, and the

:11:40. > :11:47.Church cannot manage to do with everyone who wants to borrow money,

:11:47. > :11:52.there will be many people who rely on these fans. I think the major

:11:52. > :11:57.emphasis should be on the development of credit unions. The

:11:58. > :12:02.one in Hull and the East Riding is doing a tremendous job. We need more

:12:02. > :12:06.people to sign up credit unions. some of the payday lending company

:12:06. > :12:10.'s went out of his this and there wasn't enough with the church credit

:12:10. > :12:18.unions to deal with people, there would have nowhere to go. People

:12:18. > :12:23.would be desperate. Now, I think there would be more credit unions. I

:12:23. > :12:27.do not think there have to be run by the church. The Archbishop is

:12:27. > :12:32.encouraging church members to give up their time and expertise. Is it a

:12:32. > :12:36.sad state of affairs we are talking about this? Very much indeed. The

:12:36. > :12:40.poor are being made scapegoats for our current circumstances. Thank you

:12:40. > :12:44.very much for coming in. And this is another story we'd like

:12:44. > :12:47.your views on. Is it right for the church to be involved in money

:12:47. > :12:57.lending. What do you think of the Archbishop's plan to "compete" the

:13:04. > :13:07.pay day loan companies out of East Midlands Trains have failed in

:13:07. > :13:11.a legal attempt to halt industrial action by members of the RMT Trade

:13:11. > :13:13.Union. The company claims that an overtime ban and work to rule have

:13:13. > :13:16.been introduced because of an invented dispute. The Union says

:13:17. > :13:25.it's taking the action because of a break down in negotiations over

:13:25. > :13:27.changes to shift patterns. It's a problem which began on the

:13:27. > :13:31.Lincolnshire coast in March but people living in Mablethorpe and

:13:31. > :13:34.Sandilands say they still need more help to sort it out. Tonnes of sand

:13:34. > :13:37.were blown in from the beaches by strong winds into gardens and

:13:37. > :13:40.business properties. Despite work by the council to clear it, people

:13:40. > :13:46.affected say it's not enough and they're worried that the problem

:13:46. > :13:50.will happen again. Caroline Bilton reports.

:13:50. > :13:58.This was the Lincolnshire coast five months ago. Homes and businesses

:13:58. > :14:07.varied under tonnes of sand. The owner of this cafe at to dig his way

:14:07. > :14:12.into his business. The sound was this high. We were having to cancel

:14:12. > :14:19.bookings, which costs us money. months on, and rows and of tonnes of

:14:19. > :14:25.sand has been shift in. From March to May, 1700 man-hours have been

:14:25. > :14:28.spent shift in 11,000 tonnes of sand. That is in addition to the

:14:28. > :14:35.350,000 tonnes shifted by the Environment Agency using heavy

:14:35. > :14:42.machinery. People here today told me there is still a problem with sand

:14:42. > :14:52.drift here on the Lincolnshire coast. Everybody is complaining

:14:52. > :14:56.about the inability to get between a few places. We are smack bang in the

:14:56. > :15:02.middle of the season. It will be too late in a month plus much time. The

:15:02. > :15:09.holiday-makers would have gone. beaches act as a natural flood

:15:09. > :15:15.defence. Some people believe the additional sand has exacerbated the

:15:15. > :15:21.problem, and there is concern it is not being cleared for a reason.

:15:21. > :15:24.People are feeling, are they allowing some of the sand not to be

:15:24. > :15:31.cleared to become part of the natural sea defence, and if that is

:15:31. > :15:35.the case, letters have the dialogue. The council say this is not the

:15:35. > :15:39.case, but admit it is not a problem that will go away any time soon.

:15:39. > :15:47.think the reality is, the issue with sand is not going to go away any

:15:47. > :15:55.time soon. A freak storm caused this unprecedented disruption. People

:15:55. > :16:00.want it clearing, and they wanted clearing soon.
