:01:12. > :01:17.have failed to meet any national care standards. The Care Quality

:01:17. > :01:21.Commission visited Lincoln County and the Pilgrim in Boston after they

:01:21. > :01:27.were put into special measures due to higher than expected death rates.

:01:27. > :01:30.Now a manager from a top performing trust in Sheffield is being brought

:01:30. > :01:32.in to help managers from the United Lincolnshire Hospital Trust improve

:01:32. > :01:40.its services. Caroline Bilton reports.

:01:40. > :01:47.Two months ago they were told they must improve.

:01:47. > :01:50.of five in Lincolnshire placed in special measures. A new daily

:01:50. > :01:53.monitoring system is in place to ensure patients needs are being met.

:01:53. > :02:04.Those working here believe it is helping to drive up standards.

:02:04. > :02:09.We have seen a big difference on Dixon Ward with our standards. It

:02:09. > :02:13.has given me quality assurance every day that every patient on my ward is

:02:13. > :02:15.risk assessed and they are receiving the care that is needed.

:02:15. > :02:17.Today, though, another damning report from inspectors — Lincoln

:02:17. > :02:20.County Hospital and Boston's Pilgrim Hospital are failing to meet any

:02:20. > :02:23.national care standards. The Trust argues it's working hard

:02:23. > :02:26.to improve, but for the foreseeable future, unannounced inspections are

:02:26. > :02:35.going to continue at these two hospitals. These are problems that

:02:35. > :02:41.date back three years. Two years later, patients were found to be

:02:41. > :02:44.dying a necessarily at Stafford Hospital. It prompted an

:02:44. > :02:50.investigation called the key report, which would scrutinise all

:02:50. > :02:53.hospitals. Shortly after that, it was said that things were improving

:02:53. > :03:00.at Boston hospital, and it was meeting targets. That good news was

:03:00. > :03:02.short lived when the Health Secretary placed United Lincolnshire

:03:02. > :03:09.hospitals trust and another trust in our area in special measures. The

:03:10. > :03:19.report had found serious failings at birth. Today, the quiet — — the

:03:19. > :03:26.QC said the hospital trust are failing to meet standards. Unions

:03:26. > :03:32.say this is affecting morale. I talked to nurses today. They feel as

:03:32. > :03:36.if they are being scapegoated for the failings of management. If you

:03:36. > :03:40.do not have sufficient staff, you will get a position where there will

:03:40. > :03:45.be difficulties for the staff to complete all the tasks that I needed

:03:45. > :03:59.to provide the highest standards of care. We have 87 new nurses starting

:03:59. > :04:05.this month. We are actively pursuing international recruitment. Despite

:04:06. > :04:11.the negative reports, patients today seemed happy with the care they were

:04:12. > :04:19.receiving. Absolutely fabulous. Couldn't wish for a better team.

:04:19. > :04:26.Farewell really friendly. — — they were really friendly. My wife just

:04:26. > :04:30.had to treatment and she has been fine. No complaints. The trust

:04:30. > :04:35.argues it is working hard to improve, but for the facility will

:04:35. > :04:40.future, unannounced inspections will continue at least two hospitals.

:04:40. > :04:43.Earlier, I spoke to Julie Walton from the Care Quality Commission.

:04:43. > :04:53.She told me what was wrong with the two hospitals.

:04:53. > :04:56.They are basically not meeting the essential standards from care,

:04:56. > :05:01.staffing levels, record—keeping, looking after medication is, they

:05:01. > :05:08.are just not delivering basic standards. In April, the trust met

:05:08. > :05:15.nearly all of its target. How can things have changed in such a short

:05:15. > :05:22.time? There have been a lot of changes over the summer. A lot of

:05:22. > :05:26.changes have been put in place. Things were looking much brighter.

:05:26. > :05:35.Staff were not reporting things there have been. Are you confident

:05:35. > :05:37.in your organisation 's credibility? The Health Secretary said the

:05:37. > :05:45.organisation was fundamentally flawed when it was better. Is that

:05:45. > :05:49.right? I am very confident in the findings. I am confident we have

:05:49. > :05:57.applied the appropriate methodology. But are you doing more

:05:57. > :06:03.harm than good? The union says staff morale is suffering. What is your

:06:03. > :06:09.message say to nurses who feel constantly scrutinised? It is really

:06:09. > :06:17.down to the trust to take ownership of the problem, and staff who

:06:17. > :06:23.reported two was that this inspection — — and staff reported to

:06:23. > :06:30.those low levels of morale. They were already know and demoralised

:06:30. > :06:34.before we went in. These inspections should result in improvements that

:06:34. > :06:39.will hopefully bring that morale back to the staff. Very good to talk

:06:39. > :06:41.to you. Thank you very much. As well as United Lincolnshire,

:06:41. > :06:44.another trust described as failing in our area will get staff and

:06:44. > :06:48.managers from successful hospitals to help it improve. Northern

:06:48. > :06:51.Lincolnshire and Goole is still waiting to hear from the Health

:06:51. > :06:54.Secretary as to who they'll be paired with. Hospitals in

:06:54. > :07:02.Lincolnshire will work alongside managers at Sheffield Teaching

:07:02. > :07:09.Hospitals NHS Trust. The biggest single thing we can do is give them

:07:09. > :07:19.a partner organisation that is successful, that has done all the

:07:19. > :07:21.things they are trying to do. I think it will make a real

:07:21. > :07:25.difference. We want to hear from you on this

:07:25. > :07:26.story. Do you think the hospitals in Lincolnshire are getting better or

:07:27. > :08:02.worse? of Humber jobs could be compromised

:08:02. > :08:09.unless the Government commits to green energy.

:08:09. > :08:12.A woman from Lincoln is calling on the county council to install

:08:12. > :08:16.stronger crash barriers, after a car careered into her back garden. The

:08:16. > :08:19.vehicle landed in an area where her young daughter had been playing only

:08:19. > :08:34.hours before. Jake Zuckerman reports. Look at all the damage.

:08:34. > :08:36.Lisa Cowley and her daughter, Bethany, examined the damage to the

:08:36. > :08:39.back garden of their family home in Lincoln. This was the scene one

:08:39. > :08:41.month ago after a car left the road, ploughing straight through crash

:08:41. > :08:45.barriers. Coincidently, no—one was outside. It was a lovely sunny day

:08:45. > :08:49.and myself and Bethany we were outside that morning. My husband was

:08:49. > :08:55.out here, just half an hour before it happened. You know, it was

:08:55. > :09:00.incredibly fortunate. Now Lisa and her husband have started a petition.

:09:00. > :09:04.They want the county council to install stronger barriers. I want

:09:04. > :09:10.them to reinforce the roadside barrier on there. It clearly wasn't

:09:10. > :09:15.fit for purpose. The vehicle came through it, it broke through into

:09:15. > :09:20.the garden, quite easily. The council denies there is a problem.

:09:21. > :09:26.We put barriers in where there is a track record of accidents. There is

:09:26. > :09:29.no real history of accidents at this spot and the right approach is not

:09:29. > :09:35.if there is an accident, we spend taxpayers money. In hotspots where

:09:35. > :09:44.people are being killed, that is where I want to spend our money.

:09:44. > :09:47.Lisa and Andrew say they feel it is not safe for the family to use their

:09:47. > :09:55.own garden, and are determined to continue their fight until the

:09:55. > :09:58.council takes notice. An investigation is taking place

:09:58. > :10:04.into a bomb hoax at Lincoln Prison earlier today. Emergency services

:10:04. > :10:09.were called to the jail on Greetwell Road this morning and remained there

:10:09. > :10:13.for several hours. The Prison Service say there was no threat to

:10:13. > :10:16.the public, staff or prisoners. Two petitions campaigning for a

:10:16. > :10:22.swimming pool in Hull to remain open have been handed in to councillors.

:10:22. > :10:25.Hull City Council says closing Ennerdale Pool will save £220,000

:10:25. > :10:29.and ensure that four others in the city remain open. The authority is

:10:29. > :10:35.asking the public for its views on the proposal.

:10:35. > :10:38.The UKIP leader Nigel Farage has admitted that a recent split in the

:10:38. > :10:41.party in Lincolnshire has been damaging. Six UKIP councillors have

:10:41. > :10:44.formed a breakaway group on the county council and their former

:10:44. > :10:49.group leader has been thrown out of the party. In an interview for BBC

:10:49. > :10:52.Look North, Mr Farage refused to rule out speculation that he might

:10:53. > :10:56.stand in Boston and Skegness at the next general election. He's been

:10:56. > :11:08.speaking to our political editor Tim Iredale, who's live at Westminster.

:11:08. > :11:13.So what has Mr Farage had to say? Nigel Friars has been responding to

:11:13. > :11:21.critics who say his party is in a bit of a mess in Lincolnshire. It

:11:21. > :11:30.was confirmed that Chris Payne had been expelled from the party. He is

:11:30. > :11:36.appealing, but Chris Pain is one of six councillors who have now formed

:11:36. > :11:42.a breakaway group from the main audio Lincolnshire county council.

:11:42. > :11:46.They are calling themselves UKIP Lincolnshire. I asked Mr Farage

:11:46. > :11:53.today how much damage this than to his party. Short—term, it doesn't

:11:53. > :12:04.look very good, but it is a question of how we get out of this. The other

:12:04. > :12:12.counties have not suffered this. Chris Pain has gone. The other

:12:12. > :12:18.councillors need to recognise the one the seats with the UKIP label.

:12:18. > :12:24.We need to get reunited. They risk a vacancy when it comes to a UK

:12:24. > :12:34.Parliamentary candidate in the bottom in Skegness constituency.

:12:35. > :12:43.They did very well in the last elections. There has been widespread

:12:43. > :12:46.speculation that Nigel Farage himself make take on sitting Tory MP

:12:46. > :12:52.Maxim and at the next general election. I asked in that question

:12:52. > :12:56.and he said he wasn't really himself in but wasn't running himself out.

:12:56. > :13:04.There are a series of constituencies around the country that look very

:13:04. > :13:10.tempting for UKIP. My absolute priority is to do well at the

:13:10. > :13:14.European elections next year. The UKIP at a conference gets under way

:13:14. > :13:22.tomorrow here in London. One item which caught my eye on the agenda is

:13:23. > :13:25.a discussion on women's rights. It involves the outspoken Godfrey

:13:25. > :13:30.Bloom, who recently said women's talents were more suited to the

:13:30. > :13:35.kitchen and driving a car. That will be interesting, Peter.

:17:03. > :17:06.fully develop. Its latest report says that the UK has seen a 74%

:17:06. > :17:09.increase in jobs in the sector since 2010. And those already working in

:17:09. > :17:15.the industry say they've noticed a steady growth in the number of

:17:15. > :17:17.opportunities. Here's Paul Murphy. 300 offshore wind technicians are

:17:17. > :17:26.based in Grimsby. using the high street catamarans

:17:26. > :17:30.which shuttle to and from the turbine fields of the North Sea.

:17:30. > :17:35.Plenty of evidence this is a growing industry. That growth is not really

:17:35. > :17:43.reflected in other industries in the UK, and in Grimsby, we started off

:17:43. > :17:50.with just Siemens and Centrica, and now we have more companies.

:17:50. > :17:56.Renewables UK belief 70,000 green jobs could be created nationally in

:17:57. > :18:03.the next year, with the humble winning the lion 's share. This

:18:03. > :18:06.report warns that the government needs to give the industry more

:18:06. > :18:10.support, and says that schools and colleges need to think more

:18:10. > :18:15.carefully about equipping the next generation of renewables workers at

:18:15. > :18:25.the right skills. Government has an energy bill. What we need is to seek

:18:25. > :18:32.government has strong aspirations. A mood of uncertainty has stalled

:18:32. > :18:36.projects, like the proposed Siemens factory in Hull. That does not

:24:28. > :24:30.design every year, Dennis's colourful displays have brought him

:24:57. > :25:04.champion has 131 awards. It all started at school. When I was ten

:25:13. > :25:21.talent and work helping other gardeners. That is fabulous.

:25:21. > :25:28.He's certainly made a name for himself. We first met him on Look

:25:28. > :25:32.North 20 years ago. He's also appeared on Gardeners World. But his

:25:32. > :25:41.favourite tale — having lunch with the Queen. We were talking about

:25:41. > :25:48.gardens. I said to her, what is your favourite colour? She said, every

:25:48. > :25:56.flower is beautiful. I got the official tour today. We are looking

:25:56. > :25:59.that way and that way, to see the beauty of the garden. If you ever

:25:59. > :26:06.get down, walk around Europe garden, see the beauty. It works wonders.

:26:06. > :26:09.So as Dennis and wife Beryl add the latest prize to the collection — the

:26:09. > :26:12.next honour in his sights, the Hull in Bloom Award, he's won it 29 years

:27:24. > :27:31.and they were fantastic. Some good news there. This is another message,

:27:31. > :27:36.as an ex—NHS employee, I saw the money wasted by senior managers.

:27:36. > :27:40.They cost low morale and are not bothered about the stuff of
