:01:10. > :01:14.A leading energy expert says the Government is letting the public

:01:15. > :01:20.down by investing so heavily in renewables and turning its back on

:01:21. > :01:23.coal. It comes on the day that another power company has announced

:01:24. > :01:30.a price increase. Npower says part of today's increase is to help pay

:01:31. > :01:33.for investment in green energy. Local authority figures show in

:01:34. > :01:41.parts of our region, one in five people is now facing fuel poverty.

:01:42. > :01:44.Well, Peter, the latest price rise comes on the day the government has

:01:45. > :01:48.given the go`ahead for the UK's first new nuclear power station in a

:01:49. > :01:52.generation. Energy firm Npower has become the third major supplier in

:01:53. > :01:55.the last ten days to announce price rises, with a dual`fuel bill to go

:01:56. > :02:03.up 10.4%, the highest increase announced by any supplier so far.

:02:04. > :02:09.SSE will increase prices by 8.2% and British Gas says prices will go up

:02:10. > :02:12.by 9.2%. I've been talking to a family who say these increases have

:02:13. > :02:18.caused a financial burden which is hard to bear.

:02:19. > :02:27.Working out what they can afford for this week's shop. Are we going for

:02:28. > :02:30.frozen or fresh vegetables? An out of work family from Lincoln are

:02:31. > :02:34.facing up to the reality of fuel poverty, where the cost of fuelling

:02:35. > :02:37.their home accounts for more than ten percent of their income. It

:02:38. > :02:45.means making some hard choices and not just about what they eat. Do we

:02:46. > :02:55.eat two meals a day or do we only have the one? We have two grades are

:02:56. > :03:01.washing on how dirty it is still depends on what cycle of wash it

:03:02. > :03:08.goes on. One of us has to be up about 1am so it goes on economy

:03:09. > :03:16.seven and then we just have strict washes. It's predicted the recent

:03:17. > :03:19.rise in energy prices could put a further 8,000 families into fuel

:03:20. > :03:22.poverty in Lincolnshire ` one in five homes. That takes the total

:03:23. > :03:25.number of families facing the situation to almost 80,000 across

:03:26. > :03:28.the county. Fuel companies blame the rise on government targets to

:03:29. > :03:33.replace dirty fuel with cleaner, renewable energy, but it's not ready

:03:34. > :03:37.yet. Over the last seven days it accounted for less than five percent

:03:38. > :03:41.of the Uk's energy. So it's unable to fill the gaps on the National

:03:42. > :03:49.Grid, a situation that many feel could have been avoided. This

:03:50. > :03:57.government have all been told we would run into the sort of situation

:03:58. > :04:01.by 2014 as various power stations are closed down for various reasons

:04:02. > :04:04.are not being be placed. The government have sat on their hands

:04:05. > :04:07.are not done anything about it. But Drax, a coal`fired power station

:04:08. > :04:14.near Goole, is looking at greener alternatives and ways to reduce its

:04:15. > :04:18.carbon emissions. I don't think this plant in its current form will be

:04:19. > :04:23.burning sustainable biomass in 30 years. There will be more efficient

:04:24. > :04:29.ways to do it but as transition technology, applying sustainable

:04:30. > :04:33.practices to them is a very good way to get the practice moving. There

:04:34. > :04:37.doesn't seem to be a quick solution to bring fuel prices down ` so many

:04:38. > :04:44.families will still have to budget carefully well into the future.

:04:45. > :04:48.Sam Pick represents the renewables industry and asked him what he

:04:49. > :04:54.thought of comments made by the Head of UK Coal that too much money was

:04:55. > :04:59.being poured into green energy. It is a simple choice. Coal is

:05:00. > :05:06.undisputedly the cheapest way of producing energy. The issue is that

:05:07. > :05:13.it is also by far the worst in terms of pollution and it has a huge

:05:14. > :05:16.impact in terms of planning. If you are worrying about your energy bill,

:05:17. > :05:25.you're not too worried about pollution. In my experience of

:05:26. > :05:30.talking to people, consumers and planning applications and so on,

:05:31. > :05:35.they are concerned about the environment and that is a valid

:05:36. > :05:41.issue. It is about compromise and we need to be investing in a mix of

:05:42. > :05:50.energy. The problem with coal specifically as it is so bad in

:05:51. > :05:55.terms of pollution. If these subsidies were cut, people say an

:05:56. > :06:05.average of ?110 would be cut from a bell. Here's the head of a wealthy

:06:06. > :06:10.multinational company which is making huge profit. Reading your

:06:11. > :06:16.balls are right now a more expensive way of producing energy. People are

:06:17. > :06:22.not convinced they work? They do work that they would not be building

:06:23. > :06:28.them if they did not. Why do I get e`mails seeing wind turbines do not

:06:29. > :06:32.turn and so one? The wind turbine is not turning our because the car on

:06:33. > :06:39.and find you occasionally stop them for maintenance, the power demand

:06:40. > :06:52.for this country is not flat, so you adjust them. It can mean there is no

:06:53. > :07:01.demand for it right now. The energy issue this country faces are really

:07:02. > :07:06.a complex problem with no single solution that will make everybody

:07:07. > :07:11.happy. It is about an energy mix and coal is a part of that but the

:07:12. > :07:27.simple solution is not a massive number of coal power stations.

:08:09. > :08:21.specialist care after being badly burned by a bonfire in Lincoln.

:08:22. > :08:29.Police were called to a house in the east of the city after receiving

:08:30. > :08:36.reports two children were heart. `` hurt. It is thought five

:08:37. > :08:42.teenagers started this fire here and we are told that an Excel and was

:08:43. > :08:53.added and fire officers stored as it is the kind that is used in toy

:08:54. > :08:58.cars. `` accelerant. One boy was so seriously heart he has been taken to

:08:59. > :09:03.a specialist unit in Birmingham and his parents by his bedside tonight.

:09:04. > :09:08.Another 12`year`old boy was burned on the face but he has been

:09:09. > :09:16.released. Fire officers have said this serves as a warning to people

:09:17. > :09:23.not to put things on fires. We were alerted to children having formed a

:09:24. > :09:29.bonfire and when you ignite a vapour cloud, you can be standing in its

:09:30. > :09:33.path. I spoke to a neighbour who did not want to be filmed but said he

:09:34. > :09:40.heard the screams coming from the back garden and the police said

:09:41. > :09:45.earlier he hopes it will serve as a warning not to start fires in the

:09:46. > :09:50.run`up to bonfire night. This is an awful incident where the local

:09:51. > :09:54.youngster has been very badly heart and it demonstrates the dangers of

:09:55. > :10:02.messing around with fire and accelerants. This afternoon we have

:10:03. > :10:08.seen police officers making house`to`house enquiries here and

:10:09. > :10:10.the police have also arrested a 15`year`old boy who is helping them

:10:11. > :10:14.with their enquiries. A sweet factory in Skegness, which

:10:15. > :10:18.employs more than 80 people, is to close. Manufacturing at Glisten in

:10:19. > :10:21.the town is to be transferred to Leicester and the Czech Republic.

:10:22. > :10:26.Staff have been offered the chance to move to other UK sites.

:10:27. > :10:30.The steel works in Scunthorpe has won a contract to supply track to

:10:31. > :10:33.Network rail for at least the next five years. Tata steel will provide

:10:34. > :10:38.95% of Network rail's steel until 2019. Managers say they hope the

:10:39. > :10:42.contract will secure jobs at the plant, which employs 6500 people.

:10:43. > :10:46.Delays for communters using the Humber Bridge this morning were

:10:47. > :10:49.caused in part by a broken down vehicle. The Bridge master Peter

:10:50. > :10:55.Hill says his staff are working hard to minimise disruption to journeys

:10:56. > :10:59.caused by toll booth work. Additional repair work to the bridge

:11:00. > :11:02.has been delayed until next month. A disused church, used in the ITV

:11:03. > :11:06.production of 'Moll Flanders' has been badly damaged in a fire. The

:11:07. > :11:11.roof on St George's church at Goltho near Wragby, was destroyed by the

:11:12. > :11:22.blaze. Damage to the interior of the building is extensive. The roof is

:11:23. > :11:24.gone completely and internally it is still smouldering with all the

:11:25. > :11:30.fixtures and fittings still destroyed. The font has obviously

:11:31. > :11:36.been damaged when things falling down on it. It is a true disaster as

:11:37. > :11:43.far as the building is concerned and I cannot see how it is ever going to

:11:44. > :11:48.get back to like it was before. A fire at Boston's Pilgrim Hospital

:11:49. > :11:53.has caused most planned appointments to be cancelled this afternoon. The

:11:54. > :11:58.fire started near the X`ray department but nobody was heart.

:11:59. > :12:02.`` hurt. Concern is growing for the safety of

:12:03. > :12:05.a 73`year`old man who's gone missing from his home in Hull. Keith

:12:06. > :12:08.Thompson hasn't been seen since yesterday and police say they don't

:12:15. > :12:18.Scientists think they may have found the cause of an illness which has

:12:19. > :12:21.been killing dogs in several parts of our area. It's now peak season

:12:22. > :12:25.for Seasonal Canine illness and around 50 dogs have fallen ill this

:12:26. > :12:28.autum after visiting woods in North Norfolk including the royal estate

:12:29. > :12:32.in Sandringham. Now the estate has teamed up with the Animal Health

:12:33. > :12:34.Trust who say all the data they have collected points to a tiny bug as

:12:35. > :12:41.the strongest explanation. Leanne Brown has more.

:12:42. > :12:43.At this time of year dogs are at a high risk of catching Seasonal

:12:44. > :12:47.Canine illness, this vet recently saw half a dozen dogs in one day,

:12:48. > :12:55.all of which had been on the Sandringham Estate. The owners have

:12:56. > :13:05.said that the dog has started to shiver and shake and looks in pain

:13:06. > :13:11.and is being sick. They often had orange dust on them which we found

:13:12. > :13:17.to be caused by harvest mites. We looked under the microscope and

:13:18. > :13:20.could see them. The size of a pinhead, it's now thought the havent

:13:21. > :13:24.mite could be responsable for the illness. Living in the undergrowth

:13:25. > :13:27.they only bite during their larval stage in autumn. It wasn't something

:13:28. > :13:31.consistent with all cases and at first we thought it could be a

:13:32. > :13:38.coincidence because harvest mites are active at the same time of year.

:13:39. > :13:42.However, more recently it has become more consistent with more cases

:13:43. > :13:46.being reported that also have harvest might infestations.

:13:47. > :13:50.The investigating team are now doing more research on the Sandringham

:13:51. > :13:56.Estate and want dog owners to help them. We are encouraging owners to

:13:57. > :14:00.speak to the vet about preventative treatments with the idea that if

:14:01. > :14:04.they use these and then the number of cases decreases, that could

:14:05. > :14:06.potentially be evidence that there is a link. Their study concludes

:14:07. > :14:10.next month and warning signs have been put up across Lincolnshire and

:14:11. > :14:19.North Norfolk, until they know for sure if this tiny mite has caused so

:14:20. > :14:23.much damage to dogs. If you are dull corner and have a

:15:34. > :15:37.it turns lighter and patchy and some of us to look to have a reasonable

:15:38. > :15:42.afternoon but then a scattering of showers which will fizzle out and

:15:43. > :15:55.for the bulk of the night it will be dry. Loads of around 14 Celsius. ``

:15:56. > :16:06.lows. Tomorrow morning, the sun will rise. These are the high water

:16:07. > :16:15.times. We hold on the southerly ear so it will be a mild day but once

:16:16. > :16:24.again, increasingly breezy. Some fairly heavy and persistent bursts.

:16:25. > :16:30.Some fairly heavy and persistent downpours but in more northern

:16:31. > :16:44.parts, it could be largely dry with temperatures much like today. This

:16:45. > :16:51.continues and overnight into Wednesday we are looking at strong

:16:52. > :16:55.and persistent showers. It may feel a little cold but there should be

:16:56. > :16:57.some showers around. We are once again looking at heavy rain from the

:16:58. > :17:01.south. More local jobs should be created in

:17:02. > :17:04.Withernsea following a multi`million pound investment in the town's

:17:05. > :17:09.Shellfish industry. Crab and lobster catches are worth up to a million

:17:10. > :17:12.pounds a year to the local economy. Now, a new compound and freezers are

:17:13. > :17:15.being built on the sea front which it's hoped will boost the industry.

:17:16. > :17:28.Our business Correspondent Paul Murphy reports.

:17:29. > :17:32.This is one of 11 shellfish boats operating out of here and the crew

:17:33. > :17:37.will soon be benefiting from a ?4 million project to improve the

:17:38. > :17:45.seafront compound where local fishermen store their catches. It

:17:46. > :17:50.should give the industry much more flexibility in the way we work, and

:17:51. > :17:55.we should be able to buy it in bulk and stored it, but at the moment we

:17:56. > :18:03.should have only small freezers at home. We will have more facilities.

:18:04. > :18:10.It will allow the industry to be far more competitive. In a town where

:18:11. > :18:15.unemployment is far higher than the regional average, people hope this

:18:16. > :18:19.industry can be developed further particularly for the next

:18:20. > :18:24.generation. By the time I left school, I had started school time

:18:25. > :18:35.and since then I have worked my way up and I am now the skipper. I love

:18:36. > :18:43.it. The fishermen have been working with the Yorkshire wildlife staff.

:18:44. > :18:48.Yorkshire land crab below a certain size are never taken from the sea.

:18:49. > :18:53.They also want to get more of what is caught here eating here. Most of

:18:54. > :18:58.it is exported at the moment but it has the potential to be marketed as

:18:59. > :19:05.a high`quality local food. It is fantastic. Any investment to move

:19:06. > :19:09.the town former is. We are told we are told the crabs and lobsters here

:19:10. > :19:14.are the best in Europe so we want to make the most of them. This fishery

:19:15. > :19:19.is worth ?1 million a year to the town but many believe it is a

:19:20. > :19:26.sleeping giant. Hopefully, the ongoing investment can help to make

:19:27. > :19:29.it. Let's hope for some good news.

:19:37. > :19:39.Hull at the weekend to oppose B and K Universal's application to extend

:19:40. > :19:43.their site at Grimston. They already breed some smaller animals for lab

:19:44. > :19:47.work. UK law says all new medicines must be tested on animals. It's a

:19:48. > :19:51.controversial issue and we had a lot of messages from people on both

:19:52. > :19:54.sides of the debate. Jonathan says, "Medical trials should be carried

:19:55. > :19:57.out on willing volunteers, not animals. Many people would respond

:19:58. > :20:04.if they were terminally ill and it allowed them to make a difference

:20:05. > :20:06.for somebody else." Jordan thinks animal testing is

:20:07. > :20:12.wrong "because scientists can't be completely sure that the effects on

:20:13. > :20:15.the animals will be the same on us." While Chris says "I don't

:20:16. > :20:22.particularly like the idea of testing on dogs but my Mum died from

:20:23. > :20:35.cancer when I was 12. So if there is a chance to cure cancer and this is

:20:36. > :20:40.what you have to do, then do it." Greg Knight is to receive a

:20:41. > :20:48.knighthood. Downing Street confirmed today. He recently lost his job as a

:20:49. > :20:51.government whip in the reshuffle. A motorcyle racer from Lincoln is

:24:19. > :24:24.For more than 100 years, the Jolly Fisherman has been a symbol for

:24:25. > :24:28.holiday`makers in Skegness. One revised design was ejected but

:24:29. > :24:32.finally the sculpture has been cast and is almost ready to be shown to

:24:33. > :24:33.the public. Gemma Dawson has been to Buckinghamshire to see the new

:24:34. > :24:36.sculpture. He's a familiar site in Skegness.

:24:37. > :24:43.But inside this workshop in Buckinghamshire, a new Jolly taking

:24:44. > :24:49.shape. He is very bright at the moment but he looks good. Now he is

:24:50. > :24:55.out of the mould and you can see the colours and what he looks like and

:24:56. > :25:04.how it is actually evil thing into a finished piece. The new statue is

:25:05. > :25:08.made from fibreglass. `` evolving. Lynne's now filing down the joins

:25:09. > :25:11.then she'll need to treat the surface of the statue. But it's been

:25:12. > :25:14.a long and controversial process to get to this point.

:25:15. > :25:18.This was one of the original designs ` but it received local opposition.

:25:19. > :25:21.So it was decided the new statue should look like the original, which

:25:22. > :25:23.was removed from Skegness Station earlier this year. Back in

:25:24. > :25:30.Buckinghamshire, artist Siobhan Coppinger has arrived to see the new

:25:31. > :25:37.sculpture for the first time. I was delighted. I know how much work it

:25:38. > :25:39.is to make a cast like this and although there are flaws at this

:25:40. > :25:43.stage, it will be fabulous. Siobhan's no stranger to Jolly. She

:25:44. > :25:52.made the old station statue more than 20 years ago. The original

:25:53. > :25:57.piece was designed specifically to beyond the platform all in one

:25:58. > :26:02.sense, I am slightly sad he is going outside but having said that,

:26:03. > :26:08.obviously people were very proud of him and want him to be seen. There

:26:09. > :26:14.are just some finishing touches to do before this can be installed in

:26:15. > :26:23.its new position. Let's get a recap of the national
