:01:16. > :01:18.Minister, the only way to solve Britain's housing crisis is for more

:01:19. > :01:22.homes to be built in the countryside. But it's a policy

:01:23. > :01:26.that's put him on a collision course with Tory`run councils like East

:01:27. > :01:30.Riding. Today a public inquiry began into plans for 500 new homes at

:01:31. > :01:33.Melton Fields near North Ferriby. The planning application was

:01:34. > :01:36.rejected by the East Riding of Yorkshire Council earlier this year.

:01:37. > :01:40.The final decision will now be made by the government. Jessica Lane was

:01:41. > :01:48.at today's inquiry. North Ferriby in East Yorkshire. A

:01:49. > :01:50.rule home for more than 3000 people. According to developers, an

:01:51. > :02:00.attractive place to build for even more. Residents are worried this

:02:01. > :02:04.will ruin their Village. There is a lot of housing available already

:02:05. > :02:10.full is up once you put concrete on something, it is there already. Once

:02:11. > :02:13.you have done it, it is done. East Riding of Yorkshire Council has

:02:14. > :02:16.already approved planning permission for this to be used for employment

:02:17. > :02:18.use. But the developer argues there are enough commercial sites in the

:02:19. > :02:31.area In a statement, it said... The population of the UK is growing.

:02:32. > :02:35.And national housing charity Shelter estimates we'll need up build up to

:02:36. > :02:40.250,000 new houses a year to cope with the rising demand. The

:02:41. > :02:43.Lincolnshire Lakes development near Scunthorpe would create 3500 new

:02:44. > :02:48.houses. East Lindsey District Council is planning to spend ?1.5

:02:49. > :02:53.million on affordable housing. And approval has been given for up to

:02:54. > :03:00.400 homes to be built near Stamford. All in line with what the local MP

:03:01. > :03:05.and planning Minister wants to see. In my view, the worst failure of

:03:06. > :03:09.social justice, at the moment, is the way in which young families are

:03:10. > :03:13.forced to bring kids up in tiny flats without any green space. We

:03:14. > :03:17.will put a lot of pressure and creative ways to get billed to build

:03:18. > :03:22.more beautifully, actually respect local design. Back in North Ferriby,

:03:23. > :03:27.some think the houses here are needed. More affordable houses would

:03:28. > :03:33.be a good idea, but there are some for sale at the moment, so the

:03:34. > :03:40.property market is obviously moving. It is usually built first, worry

:03:41. > :03:48.about their bosses later. 500`600? Definitely no. The council is

:03:49. > :03:52.funding the public enquiry, the developer funding its own cost. The

:03:53. > :03:55.final cost will depend on how long it goes over, but it should be tens

:03:56. > :03:59.of thousands of pounds. The inquiry continues on Thursday for four days

:04:00. > :04:02.and is then adjourned again until February. The planning inspector

:04:03. > :04:05.will send a report to the Local Government Secretary Eric Pickles.

:04:06. > :04:15.He will make the final decision about what happens here.

:04:16. > :04:21.Earlier, I spoke to someone from the housing charity Shelter. She began

:04:22. > :04:28.by Timmy how important it is the new homes are built. `` by killing me.

:04:29. > :04:37.Families all over the country are struggling. `` by telling me. No one

:04:38. > :04:40.wants to move half a mile across the country to find somewhere

:04:41. > :04:46.affordable. It is important to build new homes in every community, that

:04:47. > :04:50.families can afford. But shouldn't we build and every Brownfield site

:04:51. > :04:58.before building 500 homes in nice countryside rural areas? Babel in

:04:59. > :05:02.rural areas also need affordable homes just as much as people in

:05:03. > :05:07.urban areas. It is right that young families should work hard and save

:05:08. > :05:13.up to get a home, but the government must meet them halfway and make sure

:05:14. > :05:17.we build homes for two`day's families. But many people in

:05:18. > :05:22.Yorkshire and East Lincolnshire paid good money to live in these homes,

:05:23. > :05:28.then suddenly get whacked with 500 homes on their doorstep, surely that

:05:29. > :05:31.is not there? I know families in East Yorkshire and Lincolnshire want

:05:32. > :05:36.to see their children and grandchildren have what they enjoy,

:05:37. > :05:40.the stability of a home where they can put down roots and though it is

:05:41. > :05:45.affordable, without having to move far away from their communities and

:05:46. > :05:51.families. If we are going to make that a reality, we have to build

:05:52. > :05:55.homes in every community. So are these people just moaning and do not

:05:56. > :06:01.want a new development on their doorstep? It is right that new

:06:02. > :06:09.development have to be right for a new community. But we must not

:06:10. > :06:13.mistake we need affordable homes. Just 25% of homes are affordable in

:06:14. > :06:17.East Yorkshire to a family on average wages. That poses a

:06:18. > :06:21.challenge to families who want to put down roots and do not want to be

:06:22. > :06:28.forced to move away. Thank you for speaking to us. You might like to be

:07:26. > :07:27.customers off shopping in the city and causing long delays for

:07:28. > :07:31.motorists. That's the warning from drivers and businesses as a main

:07:32. > :07:34.route into the city is to shut over Christmas. A railway bridge on

:07:35. > :07:37.Spring Bank West needs replacing, closing the road for two weeks at

:07:38. > :07:42.the busiest time of year for retailers. Sarah Corker reports.

:07:43. > :07:47.They are the signs and signs motorists dread, the essential

:07:48. > :07:52.repairs that cause long queues. In Hull, 15 roads are being dug up at

:07:53. > :07:58.the same time. Every time a major road shut, it causes a nightmare

:08:05. > :08:08.15 minutes to commute. It is important to planet when traffic

:09:41. > :09:46.damaging for trade. The busiest time of year, when we should be busy with

:09:47. > :09:50.footfall, but people will try to avoid the area. X date some delays

:10:22. > :10:25.south of Grantham. The road will link the A1 and the A52 south of the

:10:26. > :10:29.town. The local council thinks it could create more than 20,000

:10:30. > :10:36.construction jobs and lead to 4000 new homes being built in the area.

:10:37. > :10:45.What this road will do will link the A52 via the A1, so we can ban HGVs

:10:46. > :10:50.and lorries in the city centre, making a huge difference to

:10:51. > :10:54.commuters, and to the town centre, removing congestion and making it an

:10:55. > :10:59.easier place to get to work, go to school, to shop, and enjoy the town.

:11:00. > :11:02.Police are investigating after bank notes worth thousands of pounds were

:11:03. > :11:08.spotted floating in a Lincolnshire river. The cash was discovered by a

:11:09. > :11:11.dog walker in the South Drove Drain near Spalding town centre last

:11:12. > :11:15.month. Officers retrieved the bank notes from the river and say they

:11:16. > :11:21.add up to around ?60,000. They now plan to contact the Bank of England

:11:22. > :11:25.for assistance. Giant sand islands could be built

:11:26. > :11:31.off the Lincolnshire coast as part of new flood defences. Lincolnshire

:11:32. > :11:33.County Council are investigating an idea pioneered in Holland, where

:11:34. > :11:37.they've created an artificial island more than a mile long. Jake

:11:38. > :11:41.Zuckerman reports. Every year, thousands of tonnes of

:11:42. > :11:44.sand are dredged from the bottom of the sea and piled on to

:11:45. > :11:48.Lincolnshire's beaches. It is to replace the sand that's been washed

:11:49. > :11:51.away. It is vital work that protects the coast from flooding, at a cost

:11:52. > :11:55.of ?6 million a year. But now Lincolnshire County Council are

:11:56. > :11:57.looking at a brand new way of dealing with the problem, which

:11:58. > :12:04.could see huge man`made islands built off the coast. If this works,

:12:05. > :12:09.instead of spending ?6 million every year for how long, we could perhaps

:12:10. > :12:16.spend considerably large amount in any one year, but perhaps leave it

:12:17. > :12:20.there for ten years or longer and then it stays in place, so rather

:12:21. > :12:24.than having to come back every year, there is a body of sand that looks

:12:25. > :12:27.after the coast for us. The idea comes from the Netherlands, where

:12:28. > :12:31.they've created this peninsula more than a mile long using more than 700

:12:32. > :12:46.million cubic feet of sand. They call it the sand motor. Because, as

:12:47. > :12:49.this simulation shows, the natural current should deposit that sand on

:12:50. > :12:53.beaches all the way down the coast. That may mean they won't need to

:12:54. > :12:56.replenish the sand on those beaches for 20 years. Lincolnshire County

:12:57. > :13:00.Council has arranged a meeting in December with a Dutch company to see

:13:01. > :13:04.if a similar scheme would work here. This idea is still very much in its

:13:05. > :13:07.early stages. But if the sums add up, then sand motors could change

:13:08. > :13:10.the face of the Lincolnshire coast. And perhaps even prove to be a

:13:11. > :13:13.tourist attraction in their own right.

:16:39. > :16:41.Claims largely based on the experience of Liverpool, which held

:16:42. > :16:45.the title in 2008. Our Business Correspondent Paul Murphy has been

:16:46. > :16:51.to the other end of the M62 to investigate.

:16:52. > :16:53.Many will tell you that the transformation of this city centre

:16:54. > :17:03.only really got going when Liverpool was named Capital of Culture 2008. I

:17:04. > :17:07.quite like it... It was a former government adviser, himself a

:17:08. > :17:11.Liverpudlian, said it is more complicated than that. The idea you

:17:12. > :17:19.can host an eventful year, then suddenly have a new economy, new

:17:20. > :17:23.shops, hotels, moving to cultural and creative and tourism from

:17:24. > :17:33.manufacturing, that is not the case, it needs more planning. 3.5 million

:17:34. > :17:39.visitors came here in 2008, to see concerts to giant mechanical spiders

:17:40. > :17:42.roaming the streets. An arts centre opened in the same year. And they

:17:43. > :17:48.have no doubt here is that the culture year brought arena sounds to

:17:49. > :17:54.the city centre. `` brought arena songs. Tourism is major to the city

:17:55. > :18:01.centre. It creates jobs, wealth, businesses coming in, people coming

:18:02. > :18:05.in and spending money, so evidence is there. Looking around, it is not

:18:06. > :18:12.hard to be impressed by how the city has used its rich city and culture

:18:13. > :18:15.as a tool for regeneration. But away from the tourism hotspots, have the

:18:16. > :18:21.lives of ordinary Liverpudlians really been transformed? Just a mile

:18:22. > :18:28.or two out of town, the economic benefits are less evidence. But the

:18:29. > :18:34.volunteers setting up this community bakery in Anfield are trying to

:18:35. > :18:39.breathe a bit of life into an area where regeneration has been slow. It

:18:40. > :18:43.cannot just happen in the city centre. That is amazing, giving

:18:44. > :18:52.culture and things to look forward to at the weekend, but you come home

:18:53. > :18:58.and you cannot buy a nice cup of coffee, can go for a nice pint of

:18:59. > :19:01.lager. What happened in 2008 was spectacular and inspiring. But they

:19:02. > :19:05.will tell you it was only the beginning of the hard work to

:19:06. > :19:12.improve the local economy and not the end of it.

:24:27. > :24:33.bee to go to the Busy Bees nursery. BUZZING. But today, it helped.

:25:28. > :25:31.top hive. Because this one had a very special Queen Bee and special

:25:32. > :25:37.guest. Who else but Hull's Bee Lady, Jean Bishop? She must have thought

:25:38. > :25:42.she'd grown a colony. I did not know I had been so busy! Yes, all my

:25:43. > :25:48.little bees. They were beautiful, yes. Of course, she soon set them to
