:00:00. > :00:20.you are. The UK City of Culture 2017 is Hull.

:00:21. > :00:26.A day of celebrations as Hull is named City of Culture 2017. What

:00:27. > :00:31.that sums up is the passion and desire and hunger for this city to

:00:32. > :00:36.have it. I'm live in Hull where the

:00:37. > :00:40.celebrations show no sign of stopping.

:00:41. > :00:45.Outside the city, no`one thought Hull could do it but people in Hull

:00:46. > :00:50.believed. We'll celebrate our arts like it is meant to be. At one time

:00:51. > :00:55.they put us down as the forgotten city. Now we are something. As the

:00:56. > :01:01.news broke, congratulations came in from celebrities across the world.

:01:02. > :01:07.Congratulations Hull, you did it. So proud. An unsettled night to come

:01:08. > :01:09.but the further outlook shows sitled weather to come. All those details

:01:10. > :01:23.follow in 15 mins. It is the day that Hull came under

:01:24. > :01:29.the international spotlight as the winner of City of Culture 2017. So

:01:30. > :01:33.often bottom of the league table, today, the city came out on top.

:01:34. > :01:37.Tonight, we'll have reaction from our reporters in the city and also

:01:38. > :01:40.in Westminster. We look at how Hull fought off competition from

:01:41. > :01:47.Leicester, Dundee and the favourites, Swansea Bay, to clinch

:01:48. > :01:53.that title. Also a look a ead to what winning will mean for people of

:01:54. > :01:58.the city. Today Martian the end of a campaign that's lasted almost 12

:01:59. > :02:01.months and ended with a simple announcement in London early this

:02:02. > :02:08.morning. Here's Anne`Marie Tasker with that moment and reaction from

:02:09. > :02:13.Hull. The UK City of Culture 2017 is Hull. The faces said more than any

:02:14. > :02:22.words could. People in Hull were elated to hear it chosen as the next

:02:23. > :02:25.City of Culture. It will bring 1500 cultural events to the city and the

:02:26. > :02:34.promise of millions of pounds to boost the economy. To think there's

:02:35. > :02:38.more people around the UK and worldwide, they'll see people of

:02:39. > :02:44.Hull for who they are. We are proud people, we deserve it. We got the

:02:45. > :02:49.result we wanted. The amount of support we had from the people, the

:02:50. > :02:55.judges could have looked at that and thought this will mean most to them.

:02:56. > :03:01.Around the city, people listened eagerly for the result. Yeah, we've

:03:02. > :03:07.got it. Fantastic for the town. We always new we'd do it. Young people

:03:08. > :03:13.looked forward to 2017. Hull's become a multicultural society. That

:03:14. > :03:18.is a big part in us winning the bid. So proud we've this determination

:03:19. > :03:22.and everything everyone's put in. Some students had even built a

:03:23. > :03:26.culture bomb to celebrate the city's new status. It is the people of Hull

:03:27. > :03:33.who give it its culture. More to come. Head judge Phil Redmond and

:03:34. > :03:37.Culture Secretary Maria Miller arrived in Hull to see the city

:03:38. > :03:42.itself. Hull have three years to finalise their bid. They have an

:03:43. > :03:46.amazing team of partners, involving the local business in some of the

:03:47. > :03:49.funding. It is also about getting people in the community involved

:03:50. > :03:52.too. That is really the power of the bid here and why it will be a great

:03:53. > :03:59.success. And these are some of the people

:04:00. > :04:03.sharing that success. They started celebrating at 7.45am. And they

:04:04. > :04:09.haven't stopped since. There's a real sense of excitement and pride

:04:10. > :04:19.here. It looks like this party is going to carry on going until 2017.

:04:20. > :04:26.What a day. Anne`Marie is at the bid team's celebration party they are

:04:27. > :04:32.having tonight. How will Hull gain then from this title that they've

:04:33. > :04:36.won today? Peter, it's not just the sense of

:04:37. > :04:42.pride this has given everyone in the city. There are real financial

:04:43. > :04:47.gains. Hull City Council expects the city of culture to generate ?184

:04:48. > :04:51.million in extra tourism spending over tif years. And in a city with

:04:52. > :04:58.one of the highest unemployment rates in the country, it expects it

:04:59. > :05:04.to create 7.5,000 jobs. It will have a real impact on the people working

:05:05. > :05:09.in the cultural scene of the city. Including Mark Wigan who creates the

:05:10. > :05:17.club Museum of club culture. What difference will it make when we get

:05:18. > :05:22.the city of culture? It will make a huge difference to our scene and the

:05:23. > :05:26.whole area. This cultural regeneration here in Humber Street.

:05:27. > :05:32.It will bring in bigger artists? It will bring in local, national and

:05:33. > :05:37.international artists. We want some really big cutting edge cultural

:05:38. > :05:41.experiences for people. And you expect many more young people to

:05:42. > :05:45.come here now? The legacy of this will be art students, design

:05:46. > :05:49.students will stay in the city and set up their own businesses here

:05:50. > :05:54.rather than going to bigger cities like Leeds and Manchester. It will

:05:55. > :05:59.incould you bait a new of artists. Thank you for joining us. With all

:06:00. > :06:03.the national news coverage this story created, there will be many

:06:04. > :06:06.more people who may not have known where Hull was this morning but

:06:07. > :06:11.certainly will tonight. That will be one party.

:06:12. > :06:15.The news has been welcomed by politicians on all sides, including

:06:16. > :06:20.the Prime Minister. Hull's MPs had been energetically lobbying for the

:06:21. > :06:25.city of culture title. Time Iredale is in Westminster at the moment.

:06:26. > :06:29.What's been the reaction down there? Everyone's delighted as you can

:06:30. > :06:35.imagine. David Cameron said it would be a fantastic tonight for Hull. It

:06:36. > :06:41.is a cliche, but local MPs say this really could be a game`changer for

:06:42. > :06:47.the city and its economy. This has been the day when our nation's

:06:48. > :06:53.capital city has paid particular Ute to the future `` tribute to the

:06:54. > :06:57.future Capital of Culture. The Gloom of Westminster disappeared

:06:58. > :07:03.as Hull's MPs heard the news they'd been hoping for. The UK City of

:07:04. > :07:08.Culture 2017 is Hull. It lifts the morale. It makes other

:07:09. > :07:14.cities and places around the country and around the world see what we've

:07:15. > :07:18.known already. Hull is a great city. Chock full of culture. Huge

:07:19. > :13:18.confidence boost to the people of Hull. Let's home lots of people We'd

:13:19. > :13:22.like to know what you think about Hull winning the title. What type of

:13:23. > :13:30.cultural attractions you'd like to see. How do you think it will change

:13:31. > :13:47.the city. Your thoughts now. The e`mail address:

:13:48. > :13:54.Still to come: How Hullness helped to win the city of culture 2017. A

:13:55. > :13:56.year of events across the city. We'll hear from the man in behind

:13:57. > :14:06.the bid about what happens now. Thank you for watching. Tonight's

:14:07. > :18:25.photograph is of blank any church. It proved to the judges that the

:18:26. > :18:29.city really wanted this title. Our Business Correspondent Paul Murphy's

:18:30. > :18:36.been taking a look at how and why the campaign worked. The video

:18:37. > :18:40.promoting Hull's bid has been watched by tens of thousands of

:18:41. > :18:45.people around the world. It is just one part of how the internet has

:18:46. > :18:50.brought an exciting new dimension to the City of Culture competition. I

:18:51. > :18:55.think we won this because we've proven we need it and we've proven

:18:56. > :19:01.we want it. The social media bit is, yes, we want this. On YouTube,

:19:02. > :19:07.Facebook and Twitter, the determination behind the Hull bid

:19:08. > :19:11.has been hard to escape. Hull's campaign to win this title has been

:19:12. > :19:15.a mass parities pace event much on social media where you've needed

:19:16. > :19:20.nothing more than a mobile phone to take part. Has the bid even

:19:21. > :19:29.benefitted from a bit of divine intervention? Sr Katherine has been

:19:30. > :19:35.busy campaigning for Hull. I have my Facebook and Twitter, and my emails.

:19:36. > :19:41.I have my Skype as well. In this day and age, you have to do Facebook,

:19:42. > :19:46.Twitter. I even tweeted the Pope. This map shows social media activity

:19:47. > :19:51.around Hull's bid at lunch time today. From Jakarta to Jamaica, a

:19:52. > :19:56.community united behind this campaign. I don't think we were

:19:57. > :20:00.favourites to win. I was delighted when we did. I think it was that

:20:01. > :20:04.deciding factor that made people think, wow, this is not only a

:20:05. > :20:08.strong bid but people are really supporting that.

:20:09. > :20:13.It is known as an end of the line city. But in the online world,

:20:14. > :20:25.location no longer matters. Hull has come out of the shadows with some

:20:26. > :20:29.style. Amazing. Amongst all the prays for the bid team today there's

:20:30. > :20:34.been special recognition for the people who live in Hull. They've

:20:35. > :20:40.been praised fortheir support and sense of Hullness which helped win

:20:41. > :20:46.the title. We've been looking at what Hullness means and the journey

:20:47. > :20:50.to the City of Culture. The word Hullness kept being thrown at me.

:20:51. > :20:54.The golden rules of Hull. Don't pretend you're something you're not.

:20:55. > :21:01.Don't think you're better than anybody else. Don't shout about it,

:21:02. > :21:08.get on with it. We are Hull, Hull, Hull. The other three cities put

:21:09. > :21:13.strong whizzed forward. Hull was the one that would Ben fit most from

:21:14. > :21:18.getting this. If that's what won it for us, what is Hullness? It is

:21:19. > :21:23.about the people, really. Nobody comes through here, you feel pride

:21:24. > :21:28.in it. People who've never been here have a lot to say which is pretty

:21:29. > :21:33.negative. We band together. Hull is a good place. We've had a lot of bad

:21:34. > :21:36.press over the years with unemployment and everything. I still

:21:37. > :21:40.think Hull people pull together. Now they'll need to. The city has three

:21:41. > :21:48.years to deliver what's been promised for Hull 2017. 265 days of

:21:49. > :21:52.activities of cities, galleries and music venues city`wide. 25

:21:53. > :22:01.festivals, including the Freedom Festival and new events celebrating

:22:02. > :22:06.architecture, cultural identity and 12 artists installed all rooted in

:22:07. > :22:10.Hull to bring art into people's homes and to its landmarks. So what

:22:11. > :22:14.could it do for the city? If you look at what Liverpool and Glasgow

:22:15. > :22:18.did, they've transformed their cities. That is what we are trying

:22:19. > :22:24.to and will do. A bitter city. A city people visit. Culturally more

:22:25. > :22:29.diverse. And increase employment. Together, Hull's recent culture

:22:30. > :22:32.events have given this city the freedom to dream with the hope there

:22:33. > :22:38.will be regeneration amid the fireworks.

:22:39. > :22:43.The man who led the successful bid is Andrew Dixon. He's with me now.

:22:44. > :22:46.Good evening. Congratulations. Thank you. How do

:22:47. > :22:50.you feel? I feel really proud for the people of Hull. It is not me

:22:51. > :22:55.that's led it. It is Hull that's led it. It has been a fantastic team

:22:56. > :22:59.that went to Derry. People were doing the tweeting. The artists who

:23:00. > :23:04.came up with the ideas, the city. University. A great team effort. How

:23:05. > :23:08.much of this bid was won by the people of the city. Their backing.

:23:09. > :23:13.Watching the film in enormous numbers. Watching the film. The

:23:14. > :23:19.other three didn't have this? We had to have a really strong serious bid.

:23:20. > :23:22.Tackling social and economic issues. Celebrating the strength of the

:23:23. > :23:27.city. At the end of the day, there are things which clinch these. It is

:23:28. > :23:31.about passion and people. 70,000 people watched that film on YouTube.

:23:32. > :23:37.16,000 people followed us on social media. It is just been fantastic.

:23:38. > :23:42.Phil Redmond, chairman of the judges, said to me you mentioned

:23:43. > :23:46.Hullness every third word when you were pitching last Thursday. What is

:23:47. > :23:54.Hullness to you? Hullness is being quietly proud. We are not Lippi like

:23:55. > :24:03.Liverpool. You wouldn't have said that to Phil Redmond a week ago! ?

:24:04. > :24:09.We are proud of what we do. Hullness has gotten a bit louder of thor. We

:24:10. > :24:18.recognise we take the brick bats but bounce back. Tell me about Karen

:24:19. > :24:25.Oakwood? She was on the panel? We had a terrific panel. Graham

:24:26. > :24:30.Chester, Steve Base. And more. Karen came to one of our workshops, the

:24:31. > :24:35.first one, she stayed with the bid all the way through. When we put the

:24:36. > :24:39.team together I wanted to take someone who was rooted in the

:24:40. > :24:43.community. Karen walked in the shoes of the people of Hull. She helped us

:24:44. > :24:49.clinch this bid. Phil said this puts Hull forward as the most compelling

:24:50. > :24:53.case, as a city coming out of the shadows. Will we come out of the

:24:54. > :24:59.shadows? I think we will. I lived here for five years, people said

:25:00. > :25:07.from Hull, hell and Halifax people deliver us! That's 400 years old.

:25:08. > :25:12.Hull's been scarred by it. It has been written off. This is the chance

:25:13. > :25:18.for Hull to shine. People will realise what Hull's done. Thank you

:25:19. > :25:21.very much. You've made us very proud.

:25:22. > :25:25.Now the main headlines: An independent inquiry's ordered into

:25:26. > :25:30.the scandal that's engulfed the Co`operative Bank. Paul flawers

:25:31. > :25:37.faces allegations of drugs, pornography and male prostitution.

:25:38. > :25:41.And celebrations as Hull is named the 2017 City of Culture. Tomorrow's

:25:42. > :25:48.weather, cloudy in places at first. Brightening up. Top temperatures 8

:25:49. > :25:54.Celsius. That's 46 Fahrenheit. Response coming in not surprising.

:25:55. > :26:01.Alan says "well done Hull. About time the city was recognised as a

:26:02. > :26:08.warm and friendly place." I am from Hull but live in Brittany. When I

:26:09. > :26:11.told ex`pats my city was a candidate for 2017 City of Culture title they

:26:12. > :26:16.fell about laughing. They are not laughing tonight." . Julia says "man

:26:17. > :26:21.congratulations to the team who made this happen. How much nicer if the

:26:22. > :26:26.city had been given its full title you can City of Culture Kingston

:26:27. > :26:31.upon Hull." There had to be one! Dave says." Congratulations, could I

:26:32. > :26:35.suggest for the benefit of those who live south of the Humber Bridge that

:26:36. > :26:40.the Humber Bridge tolls are scrapped in 2017 so we can join the

:26:41. > :26:46.festivities." . Loads of messages. Thank you for all of those. It has

:26:47. > :26:51.been an absoluly amazing day. Thank you to Andrew for joining us. Let's

:27:28. > :27:31.to be celebrated. One time they put us down as the

:27:32. > :27:38.forgotten city. Now we are something.

:27:46. > :28:08.Soul here. It is all about the people of Hull. They are the
