:01:08. > :01:12.in Lincolnshire and East Yorkshire could face tougher sanctions after
:01:13. > :01:15.new guidelines were published today. The recommendations come from a
:01:16. > :01:18.group which advises the NHS on health issues. They say smoking
:01:19. > :01:24.should be banned in all hospital grounds, and want shelters and other
:01:25. > :01:27.designated areas removed. Also, patients, staff and even visitors
:01:28. > :01:31.should be encouraged to give up smoking completely. Our health
:01:32. > :01:35.correspondent Vicky Johnson is with me. Vicky, how do our local
:01:36. > :01:44.hospitals deal with the problem of smoking? Despite recent anti`smoking
:01:45. > :01:48.measures, one in five of us nationally still insist on our
:01:49. > :01:52.cigarettes. . It's having a huge toll on our health, causing around
:01:53. > :01:55.80,000 premature deaths a year, and on our finances ` estimated costs to
:01:56. > :01:59.the NHS and our wider society is more than ?16 billion every year.
:02:00. > :02:02.But even when they're ill, people are reluctant to kick the habit,
:02:03. > :02:09.even dragging drip stands outside so they can have a cigarette.
:02:10. > :02:16.For people like myself that come in for my children, it is a life`saver
:02:17. > :02:22.to be able to run out and have a cigarette and go back inside and get
:02:23. > :02:25.on with it. There are people who have just had surgery or cancer
:02:26. > :02:31.patients and they have to come outside and smoke in the snow. They
:02:32. > :02:34.have to walk over there. They should be able to sit here and smoke.
:02:35. > :02:37.Lincolnshire's three main hospital sites still have designated smoking
:02:38. > :02:40.areas. But a statement has been issued from the trust, saying, "We
:02:41. > :02:43.regularly review our practices and guidelines to ensure our local
:02:44. > :02:46.practices are in line with national guidance, and will be considering
:02:47. > :02:51.the recommendations from the NICE report." Neither the Northern
:02:52. > :02:55.Lincolnshire and Goole nor the Hull and East Yorkshire Hospitals Trusts
:02:56. > :02:58.have specific areas for smokers. In fact, in Hull, where almost 30% of
:02:59. > :03:09.the population are addicted, they're aiming to adopt a zero tolerance
:03:10. > :03:14.approach. That's our aspiration, what we work towards. Our staff
:03:15. > :03:18.understand that and try to support patients when they are using our
:03:19. > :03:23.services to try to stop smoking, and we sensitively have a word about the
:03:24. > :03:27.blog about moving off the premises, but sometimes they can't do that.
:03:28. > :03:30.They're also supporting patients who smoke to give up before being
:03:31. > :03:35.admitted to hospital for a planned treatment. The important thing of
:03:36. > :03:41.all this is that we follow the patient up when they have gone home,
:03:42. > :03:43.so once we see them in hospital, we carry on support over six or eight
:03:44. > :03:47.weeks after they have been discharged. NICE wants our hospitals
:03:48. > :03:50.to go even further. They're aiming to change the culture so that
:03:51. > :03:55.smoking is no longer acceptable on NHS grounds.
:03:56. > :04:04.Thank you, Vicky. I'm joined this evening by Professor John Britton
:04:05. > :04:10.from NICE. Isn't this a bit nanny state? People are not breaking the
:04:11. > :04:16.law. Hospitals are trying to dissuade people but they can't do
:04:17. > :04:21.any more. They can, because we undress people when they come into
:04:22. > :04:26.use our services, but generally it is on the lines of telling them they
:04:27. > :04:30.have do get `` they could get help. We don't provide support and
:04:31. > :04:33.treatment for people when they come in. Treatments are effective but
:04:34. > :04:36.they are not being used. What do you make of the decision by the
:04:37. > :04:41.hospitals trust in Lincolnshire providing designated smoking areas
:04:42. > :04:45.at its three main sites? That effectively just how smokers
:04:46. > :04:49.clustering in certain parts of the grounds but it maintains that model
:04:50. > :04:53.of smoking being acceptable in the hospital trust, so if you're a
:04:54. > :04:58.patient sitting in bed trying to give up smoking, you have a
:04:59. > :05:02.continuous image of how easy it is to go out and smoke. If we are going
:05:03. > :05:06.to have a smoke free culture in the NHS, it has to be extended. But
:05:07. > :05:09.aren't they just acknowledging reality, which is that patients and
:05:10. > :05:12.visitors have smoked, do smoke and will
:05:13. > :05:24.do? Know, because we have seen it all. We have seen great progress.
:05:25. > :05:28.Those trust spending money on shelters might spend the instead to
:05:29. > :05:34.help the people they treat to quit smoking completely. If you are a
:05:35. > :05:41.smoker in hospital it may be more stressful. The evidence is
:05:42. > :05:45.otherwise. The important thing is that hospitals treat the problem, so
:05:46. > :05:55.provide medicines for nicotine addiction straightaway, provide
:05:56. > :05:58.behaviour support from admission. Would you like to see a law that
:05:59. > :06:05.banned smoking in hospital grounds altogether? We are suggesting that,
:06:06. > :06:12.which is to make the NHS smoke`free for the people who use it. Thank

:07:06. > :07:07.this morning. The stretch of road between Wetwang and
:07:08. > :07:18.Wharram`le`Street has been closed for much of the day.
:07:19. > :07:25.Tonight the recovery of three bodies and two vehicles, with two people
:07:26. > :07:30.from east Yorkshire travelling to Malton for an early shift, the other
:07:31. > :07:36.a relay van heading towards Driffield. Its driver and two
:07:37. > :07:40.passengers from the other car or in a serious condition in hospital
:07:41. > :07:46.after a fire at the scene. It is a difficult seem to be present at.
:07:47. > :07:50.There has been a small fire at the scene involving the vehicles and
:07:51. > :07:56.officers are dealing with that as sensitively as they can given the
:07:57. > :08:00.circumstances we are dealing with. Workers at the bacon factory are

:08:29. > :08:34.concluding. They have been there since 6am when three people were
:08:35. > :08:38.killed in this collision. People nearby say this road has a history
:08:39. > :08:42.of accidents and they would like to see the parties do something about
:08:43. > :08:50.it. It is shocking but not surprisingly. I have been a couple
:08:51. > :08:55.of fatalities in the last two years, and we are concerned about the speed
:08:56. > :09:00.and overtaking on the road. A woman and two men have lost their lives
:09:01. > :09:03.here are but another two in their mid`30s and the driver of the
:09:04. > :09:07.Citroen remain in hospital following this fatal crash. Crispin is just
:09:08. > :09:17.outside the village of Fimber this evening, what do we know about those
:09:18. > :09:23.involved in the crash? We know that most of them were men,
:09:24. > :09:28.apart from one woman who was fatally injured, and that the five Indo
:09:29. > :09:34.forward focus were all from east Yorkshire. They all worked at the
:09:35. > :09:39.Malton Bacon factory and I spoke to colleagues there who told me the
:09:40. > :09:44.factory it is 100 strong, many people there. They knew one of the
:09:45. > :09:49.individuals involved, there are a number of nationalities and the
:09:50. > :09:52.feeling among the community of that factory is that those who were dead
:09:53. > :10:02.will be sadly missed. Thank you, Crispin. The defence in the case of
:10:03. > :10:07.a man accused of aiding and abetting an arson attack on a Grimsby Mosque
:10:08. > :10:10.says there is no evidence of his car was near the building at the attack.
:10:11. > :10:13.Daniel Cressey, who's 24 and from New Holland in North Lincolnshire,
:10:14. > :10:17.denies driving two of his cousins to the scene of the petrol bomb attack.
:10:18. > :10:20.The defence also says CCTV footage of his car is inconclusive. The case
:10:21. > :10:23.continues. Railway bosses have met with people
:10:24. > :10:27.in a Lincolnshire village whose road will be cut off by engineering works
:10:28. > :10:30.over Christmas. Network Rail is closing a crossing in Saxilby,
:10:31. > :10:42.meaning residents on one side of the tracks will only be able to get in
:10:43. > :10:46.and out by foot. Residents of West Bank in Saxilby are preparing for
:10:47. > :10:50.Christmas, but for them that means attending meetings with Network Rail

:11:41. > :11:46.buses to get to their cars which will be held in a temporary car

:11:55. > :12:00.massive job that this is an inconvenience. We are at affecting
:12:01. > :12:04.people 's lives at a sensitive time. We want to recognise that and do
:12:05. > :12:12.everything we can to minimise it. The atmosphere was calm but with the

:13:02. > :13:08.inconvenient Christmas will be for them now, with no shift towards any
:13:09. > :13:11.alternative in place. Network Rail spoke about how they will make
:13:12. > :13:15.improvements to the footpath, how they have liaised with every
:13:16. > :13:21.emergency service and how they will help every person as much as they
:13:22. > :13:24.can, but right now the second of those meetings is taking place and
:13:25. > :13:32.whether this one is going any more smoothly then this afternoon, we

:16:28. > :16:31.important churches may have been destroyed forever by a fire. St
:16:32. > :16:33.George's in Goltho is a very rare example of a Tudor church which
:16:34. > :16:36.housed irreplaceable medieval artefacts. It's also credited with
:16:37. > :16:46.inspiring one of the country's best`known poets. From a distance,
:16:47. > :16:50.this little church still looks peaceful and inviting, but up close
:16:51. > :16:59.the damage is clear, so different from how it used to be. We had pale,
:17:00. > :17:05.cream walls, the chancel at the end, stunning but simple. It is thought
:17:06. > :17:11.this place inspired one of the country's greatest poets. Someone
:17:12. > :17:16.was up here and my father came up to see who it was. They had a talk

:17:25. > :17:28.was John Betjeman. Grass is drowning the headstones, sloping this way and
:17:29. > :17:33.that. Cathedral glass in the windows, a roof of slate, restored
:17:34. > :17:42.with a vengeance for certain about 1888. In its heyday, it was used as
:17:43. > :17:48.a film set for a period drama. But on October the 21st, there was a

:18:18. > :18:24.visitors a year to Goltho, most welcomed at the nearby coffee shop.

:20:35. > :20:38.nuclear testing in the South Pacific in the 1950s, have handed in a

:24:04. > :24:06.feeling is lacking, after it was announced the town's Christmas
:24:07. > :24:09.Market has been cancelled, just two days before the event was due to
:24:10. > :24:13.take place. And the Lincolnshire town isn't the only place in our
:24:14. > :24:24.area where Christmas cheer is hard to find. Boston, filled with festive
:24:25. > :24:29.fun. This was last year's Christmas market, a hit with visitors and
:24:30. > :24:34.traders, but what a difference a year makes. Today few people here
:24:35. > :24:37.were feeling festive after it was announced this year's market has
:24:38. > :24:44.been cancelled because organisers ran out of time to complete the
:24:45. > :24:49.necessary safety requirements. All the businesses wanted it. We feel so
:24:50. > :24:53.sorry for the people in the market, a lot of whom had bought stalk to do
:24:54. > :25:00.this market and now it isn't going ahead. The safety aspect of it
:25:01. > :25:06.outweighs what we can do. In the market base, traders were feeling
:25:07. > :25:11.fed up. Many stallholders had been due to be back for the Christmas
:25:12. > :25:15.market on Friday and Sunday. Some told me they had already bought
:25:16. > :25:21.stock and its cancellation could cost them thousands. Fortunately I
:25:22. > :25:26.got to know in time and I haven't put in a good order for stock which
:25:27. > :25:31.I was about to do. As soon as we hit the December, everybody starts
:25:32. > :25:37.thinking about Christmas and we have lost that. I've ordered a lot of
:25:38. > :25:47.extra stock in ready for a busy weekend. Now we don't know what's
:25:48. > :25:50.going to happen. But it is not just here that Christmas cheer is hard to
:25:51. > :25:54.find. In Hull, Newland Avenue won't be lit up this year. The Christmas
:25:55. > :26:00.lights are too expensive. So shops have been trying to restore some joy
:26:01. > :26:05.by putting up their own decorations. It costs about ?45 to put them up
:26:06. > :26:10.and due to lack of funding this year we could not afford to get them up
:26:11. > :26:20.in time. `` ?40,000. Back in Boston, the Christmas lights will still be
