:00:13. > :00:15.Savile will now look at his links to a hospital in East Yorkshire.

:00:27. > :00:29.jobs and plunge us into darkness. It is about providing energy and if

:00:30. > :00:33.you don't do it right, let's could go out.

:00:36. > :00:38.thieves strike again. Why fancy dress shops in North

:00:39. > :00:43.Lincolnshire are all out of squirrel outfits.

:00:44. > :00:47.And it is a windy evening out there at the moment, some guilt along the

:00:48. > :00:58.coast this evening, but a fine weekend on the card. `` cards.

:00:59. > :01:02.Good evening. A former East Yorkshire psychiatric hospital is

:01:03. > :01:06.one of 19 hospitals added to the investigation into sexual abuse by

:01:07. > :01:10.Jimmy Savile. The De La Pole Hospital in Willerby near Hull

:01:11. > :01:13.closed 17 years ago. Our correspondent Paul Murphy has been

:01:14. > :01:21.following this story and is in Willerby. Paul, what more do we know

:01:22. > :01:29.about this planned investigation? Well, the yellow pole hospital, ``

:01:30. > :01:33.De La Pole Hospital, was closed in 1997 but it is now one of 32

:01:34. > :01:37.hospitals around the country with which Jimmy Savile had some form of

:01:38. > :01:42.contact. It is part of a wide`ranging investigation which

:01:43. > :01:47.will be overseen by a senior former barrister, who will produce a report

:01:48. > :01:51.in the fullness of time. But already, there are concerns about

:01:52. > :01:57.the scale of this enquiry and its timescale. It does not surprise me

:01:58. > :02:00.that there has been a further 19 hospitals investigated. What

:02:01. > :02:08.concerns me is this will delay the outcome of the report. The victims

:02:09. > :02:11.gave their statements to Operation Yewtree a long time ago and they

:02:12. > :02:19.await the outcome of this report eagerly. The Hull and East Yorkshire

:02:20. > :02:24.hospitals trust, which has no direct connection to De La Pole Hospital,

:02:25. > :02:27.has told us tonight it will investigate thoroughly, as

:02:28. > :02:30.instructed by the Department of Health, but it is yet to see any of

:02:31. > :02:37.the details of any of the allegations. There's a warning we

:02:38. > :02:40.could be facing blackouts if the Government goes ahead with plans to

:02:41. > :02:44.cut green taxes. Green levies currently add more than ?100 a year

:02:45. > :02:48.to the typical household energy bill. The renewables industry is

:02:49. > :02:50.asking the Chancellor not to cut these taxes in next week's Autumn

:02:51. > :02:55.Statement, claiming they're vital for the creation of new jobs in East

:02:56. > :03:05.Yorkshire and Lincolnshire. Our political editor Tim Iredale

:03:06. > :03:09.reports. In this corner of East Yorkshire,

:03:10. > :03:14.many people have become used to living in the shadow of wind

:03:15. > :03:18.turbines. However, the boss of this caravan repair business is not a

:03:19. > :03:22.happy man. Peter Mills has just received his latest energy bill. He

:03:23. > :03:34.wants to know why it is so high. None of us householders or business

:03:35. > :03:37.premises see anything that this tax we are being forced to pay. We

:03:38. > :03:41.cannot opt out. I do not think the Government is even aware where the

:03:42. > :03:46.green taxes going to. According to the Department and energy, consumers

:03:47. > :03:53.are charged a range of green levies on their bills, designed to reduce

:03:54. > :03:57.the UK's carbon emissions. It adds to `` adds up to 100 top and per

:03:58. > :04:01.year for the typical household. There is a different side to this

:04:02. > :04:05.story. Leading figures in the renewables energy sector claim green

:04:06. > :04:11.taxes are vital if thousands of new jobs are to be created on the

:04:12. > :04:17.Humber. This is the view of a leading industry trade body. There

:04:18. > :04:20.is the opportunity around the Humber to develop a world beating industry,

:04:21. > :04:25.exporting to many parts of the world. It is not just about the low

:04:26. > :04:28.carbon agenda but abiding energy, and if we do not do it right, lights

:04:29. > :04:35.could go out. The Government needs to be careful about changing course

:04:36. > :04:39.in any way. Business leaders hoping to attract new companies to the

:04:40. > :04:42.Humber region say it is vital the Chancellor stands out the right

:04:43. > :04:50.message in his Autumn Statement next week. Now is the right time. We are

:04:51. > :04:52.in the best locate a place in the UK to make the best investments in

:04:53. > :05:01.offshore renewables. `` best located. With Labour pledging to

:05:02. > :05:04.freeze energy bills if they win the next election, the Chancellor is

:05:05. > :05:09.under pressure to secure a better deal for customers while ensuring

:05:10. > :05:13.our lights stay on in future. In a moment we will hear from a

:05:14. > :05:16.spokesman from the big energy companies. But first, we spoke to

:05:17. > :05:26.consumers in Lincoln and this is what they told us.

:05:27. > :05:31.Any sort of money which would be put into technology, making energy

:05:32. > :05:36.green, is really good. In principle it is a good think. I feel the way

:05:37. > :05:41.the Government is going up and down about it is disconcerting. If they

:05:42. > :05:50.want to pay extra, let them. I do not want to. Lawrence Slade is from

:05:51. > :05:53.Energy UK, who represent power companies. Earlier I started by

:05:54. > :05:56.asking him why the big six are insisting on a reduction in green

:05:57. > :06:01.levies, rather than taking a cut in their own profits. Well, there are

:06:02. > :06:06.two points. First, the companies need to make a profit to enable them

:06:07. > :06:11.to invest in a future generation in the UK. Secondly, no one has

:06:12. > :06:15.actually said we want to get rid of these green levies, what we have

:06:16. > :06:18.said is we are happy to talk to the Government and make sure that money

:06:19. > :06:22.is being spent in the most efficient way, getting energy efficiency

:06:23. > :06:26.measures to people that need it. But you do not need to make the

:06:27. > :06:36.profits. You are making huge amounts of money. We are certainly making a

:06:37. > :06:41.margin that is between 5% or 6%. ?30 from each bill in 2011, household,

:06:42. > :06:47.?105 this year, figures from Ofgem today. That is a massive increase.

:06:48. > :06:51.Labour are suggesting we need to invest over ?200 billion by 2020, to

:06:52. > :06:56.make that kind of investment, you need to have a healthy, vibrant

:06:57. > :07:00.energy sector. What do you say to the thousands of unemployed people

:07:01. > :07:03.in this area who are desperate for investment in green energy two if

:07:04. > :07:08.these green taxes are removed, that is not going to happen. What we want

:07:09. > :07:11.to do is to make sure these dream levies are getting to the right

:07:12. > :07:16.people in the right way. `` green levies. If your viewers are

:07:17. > :07:21.concerned about their bills, it is really important that they get

:07:22. > :07:24.indirect contract `` contact with their energy companies to stop but

:07:25. > :07:28.they will be saying you do not need to make as much profit as you are,

:07:29. > :07:33.do you agree with Ed Miliband, let's freeze the bills for a period of

:07:34. > :07:39.time? The problem with that proposal, and we need to see more

:07:40. > :07:42.about it, is that nearly half of everyone's energy bill is based on

:07:43. > :07:49.wholesale energy prices. We are not in control of those prices. Yes, but

:07:50. > :07:55.you talk about wholesale costs, if we make our own, through wind, for

:07:56. > :08:01.example, you wouldn't need to worry about that. In the long`term, once

:08:02. > :08:04.you have made that ?300 billion investment in the future of the

:08:05. > :08:10.industry, all right. But somehow, that money has to be paid, it has to

:08:11. > :08:13.be found between now and 2020. So we have to make these investments and

:08:14. > :08:18.make a margin so we have to make these investments and make a that

:08:19. > :08:22.investment on international markets. Would you welcome the removal of

:08:23. > :08:25.these green levies and lower bills? Maybe you worry what that might mean

:08:26. > :08:36.for the renewable energy industry here?

:08:37. > :08:38.Your thoughts on this one. Yorkshire Water has announced its bills will

:08:39. > :09:03.only rise in line with we look forward to hearing from you.

:09:04. > :09:07.Sunday Politics will be discussing green taxes and how the Government

:09:08. > :09:15.should tackle rising energy bill. The guests include MEP Godfrey

:09:16. > :09:18.Bloom. Yorkshire Water has announced its

:09:19. > :09:21.bills will only rise in line with inflation for the next six years.

:09:22. > :09:24.The company says the move is designed to help ease the pressures

:09:25. > :09:27.on households. Yorkshire Water has come under increasing pressure to

:09:28. > :09:30.take action after it emerged it had paid no corporation tax, despite

:09:31. > :09:40.making ?186 million profit last year.

:09:41. > :09:43.We have heard the message about affordability, so we took the

:09:44. > :09:48.decision to go for flat prices in the next periodic review, but also

:09:49. > :09:52.to do that a year early. A former Scout leader has been

:09:53. > :09:56.jailed after pleading guilty to 49 child sex offences in Lincolnshire.

:09:57. > :09:59.The judge said 37``year`old David Sewell carried out a series of

:10:00. > :10:06."sordid and disturbing" attacks in the Grantham area, some on boys as

:10:07. > :10:11.young as ten. Tonight he's starting an 18`year jail sentence. Jake

:10:12. > :10:19.Zuckerman has been in court in Lincoln this afternoon. What more

:10:20. > :10:21.can you tell us you Mac ``? Described as a dangerous and

:10:22. > :10:25.predatory paedophile, David Sewell was a Scout leader in the Grantham

:10:26. > :10:28.area and had been involved with the movement for over 20 years. The

:10:29. > :10:31.court heard that between 2004 and his arrest this year, he'd committed

:10:32. > :10:34.at least 49 offences against boys he'd come into contact with through

:10:35. > :10:37.the Scouting Movement. Offences which included rape, sexual assault,

:10:38. > :10:41.sexual touching and the possession of indecent images. For many years,

:10:42. > :10:46.Sewell had operated under the radar, grooming Young Boys at his home in

:10:47. > :10:49.Grantham. His offences only came to light after one of his victims

:10:50. > :10:52.complained to the police. In sentencing him to 18 years in

:10:53. > :10:54.prison, Judge Michael Heath said, "Over a ten`year period, you

:10:55. > :11:00.systematically and gratuitously abused no fewer than 11 boys in a

:11:01. > :11:05.sordid and disturbing manner. You met these boys in your capacity as a

:11:06. > :11:10.Scout master of long standing. Their parents trusted you with sons and

:11:11. > :11:13.you gravely breached their trust. Police have welcomed the sentence

:11:14. > :11:23.and say his victims and their families are still suffering the

:11:24. > :11:29.consequences of his abuse. I cannot begin to imagine what they are going

:11:30. > :11:32.through. The judge commented on the horrific effect it has on victims

:11:33. > :11:38.and their families. It is difficult to know how they can move forward.

:11:39. > :11:41.But for ourselves, and the specialist third agencies, we are

:11:42. > :11:43.there to support them. The Scout Association say Sewell had been

:11:44. > :11:50.subject to an advanced criminal records check. But he had not been

:11:51. > :11:54.charged at that time. They added, "We are pleased that he has pleaded

:11:55. > :11:57.guilty to his crimes and that he has been suitably punished for his

:11:58. > :11:59.actions. The Scout Association condemns the actions of Sewell."

:12:00. > :12:03.Well, tonight, Sewell is beginning an 18`year prison sentence, and will

:12:04. > :12:10.remain on the Sexual Offenders Register for life.

:12:11. > :12:13.Hundreds of people have attended the funeral of a teenager who was killed

:12:14. > :12:17.crossing a road in North Lincolnshire. 15`year`old Koen

:12:18. > :12:22.Allwood died two weeks ago when he was hit by a car in Barton upon

:12:23. > :12:27.Humber. Koen's classmates from Baysgarth School lined the streets

:12:28. > :12:30.this morning. The headteacher described him today as a popular and

:12:31. > :12:37.hardworking boy. Sarah Corker reports.

:12:38. > :12:43.The church bells rang out across Barton as the funeral cortege made

:12:44. > :12:51.its way to St Mary's. Mourners fell silent, lining the streets. Koen's

:12:52. > :12:56.family walking behind his coffin. Remembered today as a much loved

:12:57. > :13:06.son, brother and grandson. For 200 of his classmates, a chance to

:13:07. > :13:09.reflect on his life. My best friend. `` a best friend to everyone. Held

:13:10. > :13:16.in great affection, with a lot of respect. Those close to him have

:13:17. > :13:20.been incredibly supportive. We will also miss his very dry sense of

:13:21. > :13:24.humour. A bright student and a keen musician. Candles were lit at the

:13:25. > :13:31.service and a book of condolence opened. Koen died when he was hit by

:13:32. > :13:39.a car as he crossed this road just before 11pm on November 13. Please

:13:40. > :13:42.have their call for witnesses, and are now can't trace a couple

:13:43. > :13:45.described as being of Eastern European origin, who may have seen

:13:46. > :13:48.this collision. A man has been arrested and bailed on suspicion of

:13:49. > :13:52.death by dangerous driving. Flowers still mark the scene of the

:13:53. > :13:59.accident. A memorial fund has been set up for the teenager. You will

:14:00. > :14:05.have seen from the number of people at the service today, this sense of

:14:06. > :14:09.community. We want to give it thought. It has to be a fitting

:14:10. > :14:14.tribute to Koen. For those who knew and loved Koen, it was a day to say

:14:15. > :14:22.goodbye and celebrate his life. Sarah Corker with that report.

:17:27. > :17:30.People living in a village in North integers say they have been cut off

:17:31. > :17:36.after thieves stole copper cables for the sixth time in two years.

:17:37. > :17:41.Internet and phone services were lost when the wires were stolen. BT

:17:42. > :17:43.says the lines should be back up by Sunday but people living there say

:17:44. > :17:52.they are becoming increasingly frustrated.

:17:53. > :17:55.Cut off again for the sixth time in two years, phone engineers are once

:17:56. > :18:00.again repairing the damage left by copper thieves. They were here doing

:18:01. > :18:04.the same thing just six weeks ago. For this village in northern

:18:05. > :18:10.Lincolnshire, this is Groundhog Day. The worst thing was last Christmas,

:18:11. > :18:13.when it was two weeks. Every time the thieves strike, villagers are

:18:14. > :18:17.left without a phone line, the latest incident was on Monday and

:18:18. > :18:21.they are not likely to be able to use their phones until Sunday. I am

:18:22. > :18:26.frustrated. I am not angry with the people who are trying to mend it.

:18:27. > :18:32.But I am angry with BT who do not seem to care about their customers.

:18:33. > :18:34.BT says this is costing them in excess of ?70,000. They say they are

:18:35. > :18:39.working closely with the police to catch those responsible. Night

:18:40. > :18:43.patrols have been increased in the area. Extra security measures are

:18:44. > :18:48.now in place. Alarmed cables have been laid. On this occasion, they

:18:49. > :18:53.were triggered, so the thieves were only able to steal a very small

:18:54. > :18:56.amount of cable. Today, residents received leaflets asking them to be

:18:57. > :19:01.vigilant and to report anything suspicious. But there was no comfort

:19:02. > :19:08.for the likes of Barry, who feels let down by BT. For a company the

:19:09. > :19:15.size of BT, it is a lack of being able to contact anybody, somebody

:19:16. > :19:18.who has got the know`how and the power to be able to do something

:19:19. > :19:24.about it. All we want is what we are paying for. At the end of the day,

:19:25. > :19:28.it is the criminals who are responsible, not easy, but I want to

:19:29. > :19:31.have a meeting in the village so we can talk to residents about what

:19:32. > :19:35.else they want to see. And how residents can help catch these

:19:36. > :19:42.people. While the village which to be connected, BT is having a reward

:19:43. > :19:45.of ?1000 will happen to catch those responsible and end this misery once

:19:46. > :19:48.and for all for their customers. Big response about the East

:19:49. > :19:51.Yorkshire based Euro MP Godfrey Bloom, who has been criticised for

:19:52. > :19:54.comments he's made about speeding drivers.Mr Bloom says he wants to

:19:55. > :19:57.stand for Parliament as a "motorists' champion", but he's

:19:58. > :20:08.angered some road safety campaigners by claiming that speed doesn't kill.

:20:09. > :20:12.Thanks for your responses on this. Just a few of the many. James on

:20:13. > :20:14.Twitter says, "I agree with Bloom's comments. It's dangerous driving and

:20:15. > :20:18.overtaking that causes fatalities, not necessarily speeding."

:20:19. > :20:22.Jenny from Bridlington sent this by text. "My son and two of his friends

:20:23. > :20:29.were killed in a speeding accident. Speed does kill and those deaths

:20:30. > :20:33.affect families forever." And Mike in Hull got in touch to

:20:34. > :20:36.say, "Excessive speed is a bad thing. But a few miles per hour

:20:37. > :20:41.should be tolerated, and the revenue from speed cameras is disgusting."
