:01:29. > :01:32.wind farms will receive less state aid in favour of offshore wind
:01:33. > :01:34.projects. Campaigners in Lincolnshire and East Yorkshire hope
:01:35. > :01:41.this will now mean fewer wind farms are built. Many working in the
:01:42. > :01:46.offshore industry say the news is a potential boost to business and
:01:47. > :01:49.jobs. Tonight, Siemens, who want to build a turbine factory in the
:01:50. > :01:55.Humber, described today's announcement as a step in the right
:01:56. > :01:59.direction. Here is Paul Murphy. Building turbines at the end getting
:02:00. > :02:03.them to work properly is an expensive business. That is why this
:02:04. > :02:07.industry has always said it needs government subsidy. Today, after
:02:08. > :02:15.years of uncertainty, that commitment appears to have arrived.
:02:16. > :02:23.We will increase what we pay for offshore wind. We believe this will
:02:24. > :02:31.make the targets achievable. These words are going down well on the
:02:32. > :02:40.Humber. Siemens has described the announcement as a step in the right
:02:41. > :02:47.direction. It is good news. We have seen another company make an
:02:48. > :02:52.announcement, and it is an excellent commitment from the government. We
:02:53. > :02:55.have not heard those words before so it is quite encouraging. Despite the
:02:56. > :03:02.hype, large`scale renewable energy projects in Hull are still only
:03:03. > :03:05.artist's impressions. There is a sense that the announcement is
:03:06. > :03:12.something of a turning point for this industry. But not all turbines
:03:13. > :03:15.are the same. The government is taking a different view of the
:03:16. > :03:22.land`based industry. The prices it pays for onshore wind and solar
:03:23. > :03:25.energy will be cut from 2015. That will enable the government to pay
:03:26. > :03:30.more for electricity from offshore wind, and that is going down well in
:03:31. > :03:33.parts of Lincolnshire and East Yorkshire, where there has been
:03:34. > :03:43.fierce opposition to these onshore machines. I think this will
:03:44. > :03:47.seriously impact on developers. Without the subsidies, substantial
:03:48. > :03:53.subsidies, wind turbines are not viable. Local communities will be
:03:54. > :03:58.delighted if subsidies are withdrawn. The big argument is the
:03:59. > :04:04.economic argument. They do not deliver to significant CO2
:04:05. > :04:09.reductions. This is an industry which will continue to divide
:04:10. > :04:14.opinion. Today's announcement has managed to give hope to those both
:04:15. > :04:18.against and for green energy. I'm joined in the studio by Tim
:04:19. > :04:23.Iredale. How has this change in support for wind energy been
:04:24. > :04:27.received in Westminster? I think many MPs will be delighted,
:04:28. > :04:35.especially in Lincolnshire, where they always complain that postbag

:05:40. > :05:42.the Treasury. That could be something that Chancellor pulls out

:06:19. > :06:21.questioning health officials from Hull and The East Riding about local
:06:22. > :06:30.support for young people with mental health problems. Two families also
:06:31. > :06:33.had a chance to talk to Norman Lamb about their experiences of mental
:06:34. > :06:36.health care including a journey for treatment of more than 100 miles
:06:37. > :06:40.because the local residential unit had been closed. The meeting was
:06:41. > :06:50.prompted by MP Alan Johnson. He's now hopeful residential care will be
:06:51. > :06:53.returned to the city. This teenager from Hull is one of an
:06:54. > :06:59.increasing number who's had to be treated at mental health units far
:07:00. > :07:02.away from home. We have replaced her voice to protect her identity. I
:07:03. > :07:06.still have nightmares about it sometimes. They went very nice to
:07:07. > :07:16.me. I used to cry every night for my mum. It follows the closure of the
:07:17. > :07:19.residential unit at the West End Centre in Hull. In October Alan
:07:20. > :07:22.Johnson raised the issue in the Commons. In response Care Minister
:07:23. > :07:25.Norman Lamb called today's meeting. He's known to be sympathetic too
:07:26. > :07:29.mental health provision, calling it the Cinderella service of the NHS.
:07:30. > :07:31.This mum told him that when her teenage daughter suffered a serious
:07:32. > :07:44.episode last week the police were called. My daughter was wrestled to
:07:45. > :07:48.the floor and put in handcuffs. People who knew what they were
:07:49. > :07:52.doing, that an unnecessary drama would not have happened. But health
:07:53. > :07:55.officials insist there simply isn't the demand for a 24/7 service for
:07:56. > :07:58.young people. A statement from NHS England today said they're now
:07:59. > :08:02."providing an enhanced community service and extended day care and
:08:03. > :08:11.treatment provision." Alan Johnson says Norman Lamb was impressed by
:08:12. > :08:16.their arguments. I think they made a powerful case. I think he was
:08:17. > :08:20.impressed by the fact that it is costing money to send kids and their
:08:21. > :08:24.parents and clinicians miles away to be treated. Department of Health
:08:25. > :08:29.officials said tonight they want young people with mental health
:08:30. > :08:35.problems to be supported closer to home. Local families say this could
:08:36. > :08:40.mean residential care could be reinstated in the area.
:08:41. > :08:49.We will follow that story. A man has died following a caravan
:08:50. > :08:53.fire in Hull. Firefighters were called to a business on Crowle
:08:54. > :08:57.Street in the East of the city at nine o'clock this morning. After
:08:58. > :09:00.putting out the fire, they found the body of a man inside a caravan. An
:09:01. > :09:04.investigation is now under way. Plans to develop an area south west
:09:05. > :09:09.of Lincoln have been described as "off the scale" in terms of anything
:09:10. > :09:12.the city council has done before. The ?250 million plan would see
:09:13. > :09:15.3,000 new homes built in the Skellingthorpe Road area known as
:09:16. > :09:18.Swanpool. Concerns over flooding have prevented developments in the
:09:19. > :09:21.past, but the council says it has measures to address concerns and the
:09:22. > :09:33.Environment Agency has removed its objection. It is off the scale. In
:09:34. > :09:38.terms of the importance, Lincoln frankly cannot afford those not to
:09:39. > :09:43.provide this level of housing and employment for generations to come.

:11:19. > :11:21.Here in Hornsea tomorrow, high tide will be in the evening just before
:11:22. > :11:33.five to six, while its at six minutes past seven in Grimsby, and
:11:34. > :11:36.Skegness at 7.37pm. On Friday morning, those high tides will be at
:11:37. > :11:39.half past six here in Hornsea, 7.45am in Grimsby, and 12 minutes
:11:40. > :11:42.past eight in the morning at Skegness. But high winds and rain
:11:43. > :11:45.from tomorrow morning means there's already been some changes when it
:11:46. > :11:48.comes to transport, especially for anyone heading north tomorrow on the
:11:49. > :11:51.trains. First Transpennine Express has suspended services between York
:11:52. > :11:54.and Newcastle until at least 2pm tomorrow East Coast, which operates
:11:55. > :11:56.services between London and Scotland, is also expecting
:11:57. > :12:00.disruption and says tickets for tomorrow will now also be valid for
:12:01. > :12:03.travel on Friday. Also tonight, the Yorkshire Wildlife Trust is advising
:12:04. > :12:05.anyone of thinking of visiting the Spurn National Nature Reserve

:12:50. > :12:55.What should people be doing what they do to prepare? The Environment
:12:56. > :13:01.Agency's main message is one of personal safety. Waves are very
:13:02. > :13:04.powerful, I know they are spectacular to watch but we are
:13:05. > :13:12.asking people to stand back, stand well away and keep well away from
:13:13. > :13:20.areas are at risk. Coastal footpaths, top of the cliffs and
:13:21. > :13:26.harbour areas. Do people to lead to do something to protect their homes
:13:27. > :13:29.if they are close to the sea? `` do people need to do something to
