:00:36. > :00:42.for the Christmas getaway. The forecast was so bad, I decided to

:00:43. > :00:46.leave a little bit earlier. This time last year, Burton Fleming

:00:47. > :00:50.was flooded. Now engineers are looking at how to lower the flood

:00:51. > :00:53.risk. And after putting Grimsby on the

:00:54. > :01:03.map, Strictly's Kevin Clifton comes home to a hero's welcome.

:01:07. > :01:16.latest. Our top story tonight: Drivers are

:01:17. > :01:22.in Hull and parts of Lincolnshire are funding record profits from

:01:23. > :01:25.parking charges and fines. According to figures released by a leading

:01:26. > :01:34.motoring organisation ` the City of Lincoln had the largest recorded

:01:35. > :01:37.surplus in our area. However, both Hull and North East Lincolnshire

:01:38. > :01:42.have seen big increases in the amount of money they raise from

:01:43. > :01:45.parking. Jessica Lane reports. Finding a place to park and paying

:01:46. > :01:52.for it. Subjects which can drive motorists around the bend. The RAC

:01:53. > :01:57.Foundation says we should know where our cash goes after we've put it in

:01:58. > :02:06.the machines. We would want every local authority to be required to

:02:07. > :02:09.give an annual report to explain why parking revenues Research by the RAC

:02:10. > :02:12.Foundation suggests that, in the last year, the City of Lincoln

:02:13. > :02:15.council made more than ?2 million from car parking charges and fines.

:02:16. > :02:19.Are what they are. Local authorities across the rest of Lincolnshire made

:02:20. > :02:23.more than ?2.5 million. Hull City Council had 1.9 million in surplus

:02:24. > :02:29.money, more than double that made in the East Riding of Yorkshire at

:02:30. > :02:32.?800,000. More than ?1 million was collected in North East Lincolnshire

:02:33. > :02:43.and nearly ?700,000 in North Lincolnshire. Some say the extra

:02:44. > :02:48.cash could be spent helping businesses. I would like to season

:02:49. > :02:56.them like a disabled permit given to each shop in the area, then if they

:02:57. > :03:02.have customers who are disabled, they can buy a permit. People in

:03:03. > :03:10.Hull are surprised about the money made from parking. It is outrageous.

:03:11. > :03:15.People come into the town to try to spend money and profit the time,

:03:16. > :03:18.when all profit is being made by the Council. It is an absolute fortune,

:03:19. > :03:24.and it could be used for an awful lot of things, I should think.

:03:25. > :03:28.Figures are calculated by adding up parking charges and penalties

:03:29. > :03:34.notices, and deducting running costs. The Council say it is not a

:03:35. > :03:43.profits. They had to spend some money on improvements.

:03:44. > :03:49.I'm joined live by the deputy leader of Hull City Council Daren Hale.

:03:50. > :03:54.Your authority has continued to increase the money it is made from

:03:55. > :04:00.parking charges. Our motorists are convenient cash cow? No, because

:04:01. > :04:06.that money goes into a load of transport schemes. In Hull, we have

:04:07. > :04:11.the bus pass for pensioners, so they can get a bus at any time, we have

:04:12. > :04:19.to pay for Park and right, parking schemes cost a lot of money. We have

:04:20. > :04:23.also got a load of money spent on road repairs and improvements. But

:04:24. > :04:33.that applies to all authorities. Your neighbour in the East Riding of

:04:34. > :04:42.Yorkshire has gone the other way. We only get funded for residents that

:04:43. > :04:47.live in Hull. East Riding residence, induced museums and the

:04:48. > :04:52.Art Gallery and so on. Councils do not make a profit out of anything.

:04:53. > :05:01.That money goes towards general council spending. It will be cuts

:05:02. > :05:10.this coming year. It goes towards funding transport schemes but also

:05:11. > :05:14.paying for vital services. Wouldn't it encourage people if parking

:05:15. > :05:24.charges were lower and they went good to get a ticket? A lot of

:05:25. > :05:37.businesses need that parking turnover. They need to stay in town

:05:38. > :05:46.just for a couple of hours. We do need turnover and we need parking

:05:47. > :05:50.enforcement. As parking schemes are in force. It is important we

:05:51. > :05:54.generate money and it contributes to vital other services like museums,

:05:55. > :05:56.galleries and theatres. Thank you very much.

:06:32. > :06:34.disruption in the South and across Wales earlier today have been

:06:35. > :06:40.causing problems in Lincolnshire this afternoon. Train services have

:06:41. > :06:43.been disrupted, while drivers on the Humber Bridge have also been

:06:44. > :06:46.affected. Forecasters are warning that the bad weather will continue

:06:47. > :06:49.through the night. Caroline Bilton has been following events throughout

:06:50. > :06:52.the day. Where have the main problems been?

:06:53. > :06:56.The main problems have been on the trains. However, winds of up to

:06:57. > :06:59.50mph has lead to the Ouse Bridge on the M62 being closed to high sided

:07:00. > :07:15.vehicles. Speed restrictions on the Humber Bridge have been reduced to

:07:16. > :07:21.30mph. Let me bring you up to date on rail services.

:07:22. > :07:23.East Coast Trains are running a reduced service due to speed

:07:24. > :07:26.restrictions being imposed to and from London Kings Cross. They're

:07:27. > :07:29.slowing everything down in case there are fallen trees. Ticket

:07:30. > :07:32.restrictions have been lifted to allow people to travel earlier

:07:33. > :07:35.should they wish to avoid delays. East Midlands Trains will also be

:07:36. > :07:38.running a reduce service to London. They're offering a full service on

:07:39. > :07:40.their other routes but journey times will be extended due to the speed

:07:41. > :07:47.restrictions. And there is disruption on First

:07:48. > :07:51.Hull Trains between Hull and Kings Cross ` trains may be delayed by up

:07:52. > :07:55.to an hour and some trains will start and terminate early. It's by

:07:56. > :08:03.no means been chaos but it has caused disruption for those trying

:08:04. > :08:10.to get home for Christmas. I decided to leave early because the forecast

:08:11. > :08:20.was so bad. I need to try and find a way to get home. We were booked in

:08:21. > :08:24.for one for 25 to three, but at Kings Cross, they are telling the

:08:25. > :08:27.body to just get on a train. The bad weather is expected to continue into

:08:28. > :08:30.the evening so there is potential for further problems on the rail

:08:31. > :08:34.network. Train operators are warning it could have a knock on effect on

:08:35. > :08:37.trains in the morning. The advice is to avoid travelling in rush hour

:08:38. > :08:41.tomorrow and perhaps delay your journey til later in the day when

:08:42. > :08:45.the weather is expected to improve. We have been urging people to travel

:08:46. > :08:49.today because the worst of the weather is expected to come this

:08:50. > :08:54.evening. We expect we will have to reduce services to just four trend

:08:55. > :08:58.in in and out of King's Cross inside of the normal seven. It will be

:08:59. > :09:09.quite challenging conditions out there. Perhaps today your journey

:09:10. > :09:12.For the latest travel information do listen to your local BBC Radio

:09:20. > :09:21.?48 million in savings over the next two years after receiving

:09:22. > :09:25.information about its likely funding from the Government. The authority

:09:26. > :09:28.says that means it faces a cut of more than 23% and this will

:09:29. > :09:33.inevitably change the way that some services are provided. The

:09:34. > :09:54.Government says Hull's spending power will fall by only 5.5% over

:09:55. > :09:57.the next financial year. Police have started a search for a

:09:58. > :10:00.man who's gone missing at Bempton Cliffs near Bridlington. A camper

:10:01. > :10:03.van belonging to 47`year`old Simon Hodgson`Greaves was found parked at

:10:04. > :10:06.the RSPB visitor centre yesterday. Police say they're exploring the

:10:07. > :10:09.possibility that he may have gone walking and got into difficulties.

:10:10. > :10:12.An inmate who was found dead at Lindholme Prison near Scunthorpe at

:10:13. > :10:21.the weekend was stabbed, a postmortem examination has revealed.

:10:22. > :10:23.The 22`year`old man, who has not yet been named, was discovered on

:10:24. > :10:26.Saturday afternoon. Two other prisoners, aged 23 and 26, were

:10:27. > :10:29.arrested on suspicion of murder. They have since been released from

:10:30. > :10:32.police custody and returned to prison while inquiries continue.

:10:33. > :10:36.Three people from Hull who died in a crash near Malton at the end of last

:10:37. > :10:39.month have been named. 40`year`old Iwona Bartczak and her 18`year`old

:10:40. > :10:41.son Konrad died along with 47`year`old Rysard Orlowski after

:10:42. > :10:45.the car they were travelling in hit a van on the B1248.

:10:46. > :10:50.12 months ago, people in Burton Fleming spent last Christmas pumping

:10:51. > :10:54.out their homes and businesses. Now engineers are looking at three

:10:55. > :10:56.options to prevent future flooding in the East Yorkshire village. An

:10:57. > :11:00.alarm system's been installed in the beck and the Council's investigating

:11:01. > :11:04.ways to reduce the risk of any similar flooding in the future.

:11:05. > :11:15.Gemma Dawson reports. Whenever it rains here, people

:11:16. > :11:22.nervously watch the beck. That's because last Christmas, this is how

:11:23. > :11:27.the village looked. We were not back open to the end of February. We were

:11:28. > :11:32.out of work until then. Once we reopened, we have slowly, gradually

:11:33. > :11:36.been getting our customers back, but it has taken a long time to get up

:11:37. > :11:39.and running properly again. Prince Charles heard about what

:11:40. > :11:42.happened here and visited in the summer to meet the flood victims,

:11:43. > :11:48.including Joyce and Chris. We first met them in January, surveying the

:11:49. > :12:06.damage to their home. Christmas Eve, wasn't it? Every time it rains, you

:12:07. > :12:10.think, is it going to come again? An early warning alarm system has been

:12:11. > :12:13.installed in the beck here ` and the council's bought its own pumps. A

:12:14. > :12:19.recent report blamed record rainfall and high ground water levels for

:12:20. > :12:23.this flooding. There is no guarantee it won't happen again, but the

:12:24. > :12:33.council is investigating three ways to try and prevent it. One option is

:12:34. > :12:38.to lower the carriageway, which would allow floodwaters travel

:12:39. > :12:42.through the village in exceptional circumstances, and the road might be

:12:43. > :12:48.close, but that is better than having properties flooded. Another

:12:49. > :12:50.option is to upgrade the transport system.

:12:51. > :12:54.It's welcome news for Gillian, the new landlady at the Burton Arms. She

:12:55. > :12:56.wasn't here last Christmas when the pub's restaurant flooded, but

:12:57. > :13:03.remains optimistic this won't happen again. Hopefully, there have got on

:13:04. > :13:08.top of it now, and from here on, it will get better and be safer.

:13:09. > :13:10.Hopefully, the measures they will put into place will not happen

:13:11. > :13:12.again, and I really hope it doesn't.

:13:13. > :13:20.So for now, residents here, hoping this Christmas will be a dry one.

:15:02. > :15:21.the south`west. Lowest temperatures down to three or four Celsius. For

:15:22. > :15:26.Celsius is 39 Fahrenheit. Weather`wise, I think it will be

:15:27. > :15:29.bright with some sunshine. Many of those will be dry tomorrow. There

:15:30. > :15:37.will be that strong, south`west wind. Gales fairly widespread at

:15:38. > :15:41.times. Let us look at the top temperatures. It will feel pretty

:15:42. > :15:47.chilly outside. Highs of about six Celsius. That is slightly below

:15:48. > :15:51.average for late December. Christmas Day and Boxing Day look fine, with a

:15:52. > :15:55.lots of sunshine, and much less windy. Wind and leg`macro return on
