:00:24. > :00:26.Red Arrows pilot. The inquest into Sean Cunningham's

:00:27. > :00:33.death was told seven people didn't see that the ejection seat handle

:00:34. > :00:37.was in an unsafe position. Cutting the price at the pumps.

:00:38. > :00:39.Could EU funding reduce the cost of rural fuel?

:00:40. > :00:57.And the pupils planning to build and fly their own plane. The latest

:00:58. > :01:01.forecast comes up shortly. The inquest into the death of a Red

:01:02. > :01:05.Arrows pilot has been told seven people missed a fault with the

:01:06. > :01:09.plane's ejection seat. Flight Lieutenant Sean Cunningham died when

:01:10. > :01:14.the seat in his Hawk jet fired as he prepared to take off and the

:01:15. > :01:17.parachute failed to open. Today, experts from the Military Aviation

:01:18. > :01:21.Authority told the court that the safety pin on his ejector seat had

:01:22. > :01:25.not been inserted correctly. Caroline Bilton has been in court

:01:26. > :01:36.today. How significant was today's evidence? It was the first

:01:37. > :01:42.opportunity to hear the findings of that report. The aim was to

:01:43. > :01:45.investigate the accident, but to make sure safety was improved

:01:46. > :01:53.following the accident. There have been many twists and turns in the

:01:54. > :01:58.last few weeks of this inquest. Today, we got answers to some of the

:01:59. > :02:01.many questions that had been asked. He was a pilot who had flown

:02:02. > :02:05.thousands of times before, but today, at the inquest into his

:02:06. > :02:08.death, the findings of an inquiry by the Military Aviation Authority were

:02:09. > :02:11.given, headed up by this man, Commander Daniel Stemmbridge. They

:02:12. > :02:14.found that on the day of his accident Flight Lieutenant Sean

:02:15. > :02:18.Cunningham had not noticed the handle to his ejection seat ` one

:02:19. > :02:22.that he had sat in hundreds of times ` had been left in an unsafe

:02:23. > :02:30.position. Nor did he realise the safety pin preventing it from firing

:02:31. > :02:33.had been incorrectly inserted. But Sean hadn't been the only one to

:02:34. > :03:08.miss this. The service inquiry concluded that:

:03:09. > :03:12.Commander Stemmbridge will be back giving evidence tomorrow into the

:03:13. > :03:15.Military Aviation Authority's findings. It will be another week

:03:16. > :03:18.before the coroner makes his conclusions. We also learned a

:03:19. > :03:23.little about how the Red Arrows operate. The enquiry found that the

:03:24. > :03:29.time is taken from briefing to take off work although entirely

:03:30. > :03:33.appropriate and professional, too short to carry out the relevant

:03:34. > :03:36.safety checks. They were a lot shorter than those carried out by

:03:37. > :03:43.front man squadrons, for example. The service enquiry also found this

:03:44. > :03:46.quadrant had attended less and 50% of safety meetings. The enquiry

:03:47. > :03:49.concluded these may have been contributory factors to the

:03:50. > :03:53.accident. However, I must point out that throughout the inquest as the

:03:54. > :03:59.pilots have been interviewed, none of them said they felt rushed to

:04:00. > :04:00.carry out safety checks whilst in the aircraft.

:04:01. > :04:04.Thank you. In a moment: Prepare for more

:04:05. > :04:06.flooding ` caravan park owners are urged to put evacuation plans in

:04:07. > :04:09.place. A school in Hull and one in North

:04:10. > :04:15.Lincolnshire are among the worst` performing schools in the country

:04:16. > :04:23.according to new league tables. In contrast, some schools in

:04:24. > :04:26.Lincolnshire are among the best. The national tables are based on the

:04:27. > :04:28.latest GCSE results. Sarah Corker has been looking at the tables for

:04:29. > :04:32.us. The Government target is for 40% of

:04:33. > :04:38.pupils to get five GCSEs grade A`star to Cs, including English and

:04:39. > :04:40.Maths. But there's a wide variation in performance.

:04:41. > :04:47.Two schools in Lincolnshire feature amongst the best.

:04:48. > :04:50.Kesteven and Grantham Girls school got 100%, as did Caistor Grammar,

:04:51. > :04:54.putting them both into the top 100 schools nationally.

:04:55. > :05:04.But two of our academies had some of the lowest pass rates. Scunthorpe's

:05:05. > :05:07.Invenio Academy had a 24% pass rate. In Hull, only 20% of students at the

:05:08. > :05:17.Thomas Ferens Academy got the expected standard, putting both in

:05:18. > :05:20.the bottom ten. We only had the students to terms. They joined as in

:05:21. > :05:25.September 2012. The results were very disappointing. We worked

:05:26. > :05:30.incredibly hard with the students. Because we only have them for two

:05:31. > :05:33.terms, there was a limited amount we could do to rectify the situation we

:05:34. > :05:38.inherited. It's a mixed picture too for our

:05:39. > :05:41.local authorities. In Lincolnshire almost 62% achieved the standard,

:05:42. > :05:44.narrowly missing out on a place in the top third in the UK.

:05:45. > :05:47.In North Lincolnshire the figure is almost 57% ` another improvement,

:05:48. > :05:52.but still below the national average. East Riding schools have

:05:53. > :05:55.also seen an improvement, 61% of pupils hitting the target, and

:05:56. > :06:01.moving into the top half of the table. The only authority to see a

:06:02. > :06:04.drop in results was North East Lincolnshire where all its schools

:06:05. > :06:08.are acadamies, 58.5% meeting the expected standard. In Hull it was

:06:09. > :06:12.50% ` that's above the Government target and an improvement. Six years

:06:13. > :06:23.ago Hull had the worst`performing schools. It's now eighth from the

:06:24. > :06:27.bottom. It is reaching 50% is the first step for Hull in making

:06:28. > :06:32.improvements across the city in terms of educational standards. It

:06:33. > :06:36.was in our minds, we felt it was a target we must try and reach. We

:06:37. > :06:38.have reached that and now we must press on and improve.

:06:39. > :06:42.Nationally more schools are achieving the GCSE standard and that

:06:43. > :06:48.performance is mirrored in most, but not all, of our schools.

:06:49. > :06:54.We want to hear from you on this story. What more can be done to

:06:55. > :07:27.improve standards in our secondary schools?

:07:28. > :07:33.An ?11 million technology college is to be built in Scunthorpe creating

:07:34. > :07:36.70 new jobs. The centre will help young people get the specialist

:07:37. > :07:39.skills they need for careers in engineering and renewable energy,

:07:40. > :07:46.and is backed by Able UK, Tata Steel and the University of Hull amongst

:07:47. > :07:51.others. Last month, the Government gave the green light to the ?450

:07:52. > :07:59.million Able Marine Energy Park. This has been two years in the

:08:00. > :08:03.planning. We're almost there is a skills shortage and that is what

:08:04. > :08:10.we're trying to address. We to be one of the first in this region to

:08:11. > :08:13.give people the opportunity to train for those engineering jobs that

:08:14. > :08:16.businesses are asking for. Parking charges for hospitals in

:08:17. > :08:20.Goole, Scunthorpe and Grimsby are to be reduced. Most tickets prices will

:08:21. > :08:25.fall by 50 pence so that parking for an hour will cost ?2, and a day

:08:26. > :08:28.ticket will be ?4.50. The Northern Lincolnshire and Goole hospitals

:08:29. > :08:31.trust says the new charges mean they'll still be able to invest in

:08:32. > :08:38.security and maintenance at the sites.

:08:39. > :08:41.Those campaigning for a cut in the cost of petrol and diesel in parts

:08:42. > :08:49.of rural Lincolnshire say they're encouraged by a response from the

:08:50. > :08:57.Government. Councillors in East Lindsey wrote to ministers asking

:08:58. > :09:00.them to reduce fuel duty. The government has responded saying they

:09:01. > :09:14.may consider applying to the EU for permission to offer a deduction.

:09:15. > :09:17.Jake Zuckerman reports. Customers fill up at the Windmill

:09:18. > :09:26.Garage in Saltfleet on the Lincolnshire coast. In this rural

:09:27. > :09:32.area fuel costs are higher. For local people it's a major issue.

:09:33. > :09:40.There is no bus service. Only in the morning, twice a day. Without a car,

:09:41. > :09:47.you are lost. I had to Curzon had to cut down one because it is such an

:09:48. > :09:50.expense. `` I had two cars and Motorists living in the remote

:09:51. > :09:53.Scottish Islands and Isles of Scilly already benefit from a fuel duty

:09:54. > :09:56.discount worth 5p a litre. Had to put down. Chief Secretary to

:09:57. > :09:59.the Treasury Danny Alexander, has applied to the EU to extend that

:10:00. > :10:03.scheme to other areas where there's a high of cost of transporting

:10:04. > :10:05.petrol and diesel, including towns in North Yorkshire, Cumbria and

:10:06. > :10:15.Devon. But Lincolnshire isn't on that list. When you get a big tanker

:10:16. > :10:18.going to Tesco, it is worth it. In Saltfleet today a litre of unleaded

:10:19. > :10:22.costs 132.9p compared to only 130.9 in Settle in North Yorkshire, and in

:10:23. > :10:24.Illfracombe in Devon it's 135.9p a litre. East Lindsey District

:10:25. > :10:25.Councillors have asked Danny Alexander to extend the discount to

:10:26. > :11:02.Lincolnshire. His reply reads: I think it would make a trend is

:11:03. > :11:07.difference. I hope Danny Alexander would listen to the people of

:11:08. > :11:13.Lincolnshire. But here they may have to prepare for disappointment. One

:11:14. > :11:16.of the key criteria for success is that towns have to be over 100 miles

:11:17. > :11:20.by road from the nearest refinery. The presence of oil refineries at

:11:21. > :11:27.nearby Killingholme seems to put Lincolnshire out of contention.

:15:58. > :16:03.happen, should the water come onto their site, we need them to be able

:16:04. > :16:09.to get out. This coastline is also haunted by the terrible flooding of

:16:10. > :16:15.1953, in which 42 people died in Lincolnshire alone. Warning systems

:16:16. > :16:27.and evacuation systems have improved since then. We have got

:16:28. > :16:31.inflatables, we have got sandbags and everything like that. The most

:16:32. > :16:36.important thing is we have told the occupiers to register for flood line

:16:37. > :16:43.to get the warnings, and then we have got a plan for them and by

:16:44. > :16:47.staff to actually evacuate as the alarms go off. In recent years,

:16:48. > :16:51.there has been a rapid expansion in the coastal caravan industry, but

:16:52. > :16:56.the concern is that this must continue to take place with safety

:16:57. > :17:03.in mind. Do we want our coastline to be safe, yes. We wanted to thrive.

:17:04. > :17:07.We want to be aware of what might happen and so be better prepared.

:17:08. > :17:10.This could also be a hidden community, knowing who is here and

:17:11. > :17:20.when is also sometimes difficult to establish. Just another challenge in

:17:21. > :17:23.keeping those here safe. Several MPs from our area have been discussing

:17:24. > :17:36.the issue of flooding in Parliament this afternoon. Martin Vickers

:17:37. > :17:44.secured a debate. My constituents want to hear a reassurance that

:17:45. > :17:47.everything possible will be done, and if additional resources are

:17:48. > :18:03.required, they will be made available. There is no price tag on

:18:04. > :18:08.that. Better warnings are provided. Does the honourable gentleman share

:18:09. > :18:12.with me concerned about flood insurance being available to small

:18:13. > :18:15.businesses in particular and other businesses, because they are vital

:18:16. > :18:19.to the economy in our local area, and the new government scheme which

:18:20. > :18:25.will exclude small businesses from the flood insurance scheme the

:18:26. > :18:30.government is proposing? Diana Johnson they're talking about

:18:31. > :18:33.flooding. We will continue to follow that story.

:18:34. > :18:51.Thanks to everyone who got in touch about the fall in unemployment. The

:18:52. > :18:55.Government says thousands more people are in work in the Yorkshire

:18:56. > :18:57.and Humber region and in the East Midlands, which includes

:19:00. > :19:02.believed there were opportunities to help unemployed people back into

:19:03. > :19:05.work locally. They shouldn't have to leave their area. Employment has

:19:06. > :19:13.gone up. There are opportunities. There is work across the spectrum of

:19:14. > :19:24.jobs, IT, leisure, retail. Apprenticeships has gone up. This

:19:25. > :19:28.started the debate. We were also talking to one of our MPs.

:19:29. > :20:13.Lots of responses on this one, many disputing the figures.

:20:14. > :20:19.Teaching staff what's up this morning in a dispute over pay. It is

:20:20. > :20:21.the third time they have taken industrial action in the past

:20:22. > :20:25.formance. Trade union say members have had to strike because staff

:20:26. > :20:32.have only been offered a 1% pay rise. We want something reasonable,

:20:33. > :20:38.something more in line with inflation and taking into

:20:39. > :20:41.consideration some catch up for the reduction over the past four years.

:20:42. > :20:48.The Queen has been visiting her local branch of the Women Institute

:24:13. > :24:17.to fly. Sarah Walton has been to see how they're getting on.

:24:18. > :24:21.It's not your average class project. Goole High is one of just four

:24:22. > :24:28.schools across the country taking part in a plane building project,

:24:29. > :24:35.led by a former RAF pilots. We are all getting older. We have got a

:24:36. > :24:42.generation gap. We need to get engineers in now to replace as old

:24:43. > :24:47.folk that are retiring soon. This is what the planes will look like. When

:24:48. > :24:54.it is done, it will teach people in East Yorkshire how to five.

:24:55. > :24:58.Biplanes were championed by the Wright Brothers in the early 1900s.

:24:59. > :25:02.And by the First World War, they were being used by the RAF. But with

:25:03. > :25:07.the development of faster planes they gradually fell out of use.

:25:08. > :25:12.These pupils are bringing them back. The plane comes in a kit. This is

:25:13. > :25:20.part of the few is a large. This is part of the wing. Pupils are having

:25:21. > :25:30.to learn specialist skills. We put it on the plane then put it

:25:31. > :25:34.together. I come every Monday and Saturday is on Thursdays if I can

:25:35. > :25:39.make it, but I can't always make it. It is a good opportunity to come

:25:40. > :25:46.and do engineering stuff. They are making something that will

:25:47. > :25:51.contribute to the community. It is an important thing for them to

:25:52. > :25:57.develop as they get older. Do you trust them? Would you go in it? I

:25:58. > :26:01.have said I will do. They are still raising the money needed to make the

:26:02. > :26:08.plane. They hope to have it in the air by the end of that year.

:26:09. > :26:11.That is great. Let's get a recap of the national and regional headlines.

:26:51. > :26:54.for everyone, not the favoured few. Ian says, I don't know where people

:26:55. > :26:58.get the idea that people in the countryside are wealthy, we cannot

:26:59. > :27:03.all live in towns and cities, I live in a large village but I have to

:27:04. > :27:09.travel to work the same as 90% of the people who live there. Another

:27:10. > :27:13.one saying, people choose to live in the countryside, why should they get

:27:14. > :27:18.a cut? I can't afford to live in the countryside. Sean says, it would be

:27:19. > :27:27.really helpful as we have to drive further distances to get to decent

:27:28. > :27:31.shops. Finally, Pete Jones says, no, there should be no cuts. Those

:27:32. > :27:37.others who live in and cities have to drive, but nobody ever talks

:27:38. > :27:42.about giving his money. If you don't like it, move. Thank you for
