:01:13. > :01:16.told BBC Look North that Hull is really motoring despite a new report
:01:17. > :01:20.which shows the city is being left behind in the economic recovery. The
:01:21. > :01:27.report from Centre for Cities says Hull has missed out on investment
:01:28. > :01:30.and growth in recent years. But the Government Minister Greg Clark says
:01:31. > :01:33.jobs and opportunities are being created. In a moment, we'll be
:01:34. > :01:36.hearing from Mr Clark, but first, our Business Correspondent Paul
:01:37. > :01:42.Murphy has been looking at the report.
:01:43. > :01:45.What does it say? Peter, today's report claims many
:01:46. > :01:48.northern cities are being left behind in the UK recovery. That for
:01:49. > :01:52.every one public sector job created in London, two are lost in other
:01:53. > :01:56.parts of the country. That the average weekly wage in Hull is
:01:57. > :01:58.nearly half of what it is in London. The Centre for Cities believes it's
:01:59. > :02:12.time governments started giving greater priority to the North.
:02:13. > :02:16.Give cities more powers and responsibilities so they can affect
:02:17. > :02:20.their places more, give them more control over services and budgets so
:02:21. > :02:23.they can spend on the things that matter to them and their people. In
:02:24. > :02:27.some ways, give them some of the powers that we see London has had
:02:28. > :02:31.for the last decade or so. There are some positives though. The report
:02:32. > :02:35.says Grimsby has some of the highest number of start`up businesses in the
:02:36. > :02:37.UK. I've been to see one of them. This is an unusual start`up
:02:38. > :02:52.business. But it is a success. He teaches a forum of street gymnastics
:02:53. > :02:57.cold parkour. I wanted to find something that I wanted to do. You
:02:58. > :03:01.have to find something engaging to do if you are working. Why is
:03:02. > :03:08.Grimsby a hotbed of new business? In the town, they claim the business
:03:09. > :03:13.support network is second to none. I think the difference we have had is
:03:14. > :03:16.that if you are sitting at home in Grimsby, wanting to start a
:03:17. > :03:21.business, all you have to do is pick up a phone and you will get a
:03:22. > :03:24.meeting with someone who will encourage you and ease you through
:03:25. > :03:31.some of the challenges of starting a business. The report's overview of
:03:32. > :03:36.the local economy is mixed. But some believe we are turning the corner.
:03:37. > :03:45.We are waiting for some big investments to come along. Things
:03:46. > :03:58.are going in the right direction. The regional growth fund is one way
:03:59. > :04:03.that companies like this one in Hull are trying to compete with the rest
:04:04. > :04:09.of the country. These are desirable fashion accessories. People look at
:04:10. > :04:17.manufacturers that can do that kind of leather goods. They want quality,
:04:18. > :04:22.handmade leather goods. It is only a few weeks since the government to's
:04:23. > :04:27.city deal gave more power and influence to the region, but
:04:28. > :04:36.today's report says more must be done.
:04:37. > :04:40.I've been talking to the Minister for Cities, Greg Clark, and asked
:04:41. > :04:54.him why Hull is missing out on growth and investment? It isn't. In
:04:55. > :04:58.the most recent figures for the last year, the fall in unemployment in
:04:59. > :05:01.Hull is one of the biggest in the country. Actually rivalling London.
:05:02. > :05:04.I got the impression that Hull has got momentum behind it. I got the
:05:05. > :05:08.impression that we need 16,500 jobs just for the city to get to the
:05:09. > :05:12.national average of employment. Don't get me wrong, Hull as well as
:05:13. > :05:15.some of the other cities across the country have started some way back
:05:16. > :05:19.for many decades now and we are doing everything we can to drive
:05:20. > :05:23.that forward. Last time I was in Hull just before Christmas, I signed
:05:24. > :05:26.a city deal to invest in skills to make sure that the jobs being
:05:27. > :05:30.created will be filled by people locally. But for every public sector
:05:31. > :05:33.job created in London, two are lost in Hull. We don't want to be bottom
:05:34. > :05:36.of the employment league tables. Hull is not bottom of the employment
:05:37. > :05:40.league table. The most recent figures show that Hull is really
:05:41. > :05:44.motoring when it comes to job creation. There's a big reduction in
:05:45. > :05:49.unemployment in Hull. Why doesn't it feel like that? Why will people be
:05:50. > :05:53.shouting at the telly as they watch you say that? Everyone knows that
:05:54. > :05:56.Hull, for many years now, has had and has been behind other places in
:05:57. > :06:00.the country. But equally, I know from my frequent visits to the city
:06:01. > :06:10.over recent years that there is a sense of greater optimism. Jobs are
:06:11. > :06:15.being created, we have seen that. They also talk in this report about
:06:16. > :06:18.the brain drain. If you are a young graduate, you leave Hull University,
:06:19. > :06:23.you can't get a job in this city, you go to London and that is why it
:06:24. > :06:27.is happening. It is not true that you can't get a job in the city. If
:06:28. > :06:30.you talk to some of the engineering businesses in the area, their order
:06:31. > :06:34.books are starting to fill and one of the reasons that the City Deal
:06:35. > :06:38.was about investing in skills is to ensure that as people get jobs,
:06:39. > :06:41.other people come in behind them that have the skills that are needed
:06:42. > :06:53.to take up the opportunities that they are. `` that are there. It is
:06:54. > :06:56.important to invest for the future and this City Deal that was agreed
:06:57. > :06:59.following proposals made by leaders, not just in Hull, but across the
:07:00. > :07:03.Humber, from councils and businesses from both sides of the Humber,
:07:04. > :07:13.saying this is what is needed. The government backed that.
:07:14. > :07:26.Thank you. The ministers saying that whole is motoring, and that you can

:08:06. > :08:09.aircraft was on the ground at RAF Scampton two years ago. Today at an
:08:10. > :08:11.inquest into his death, the Ministry of Defence outlined what lessons
:08:12. > :08:17.have been learnt. Caroline Bilton reports.
:08:18. > :08:22.This was the man who came to speak on behalf of the MOD. He would set
:08:23. > :08:25.out just what had changed at RAF Scampton following the death of
:08:26. > :08:28.Flight Lieutenant Sean Cunningham two years ago. The inquest here at
:08:29. > :08:31.Lincoln's Cathedral Centre has over the last three weeks heard criticism
:08:32. > :08:37.of how the team operates, how staffing was worringly low, training
:08:38. > :08:41.was poor and timetables tight. The MOD says it has addressed all of
:08:42. > :08:46.the 59 recommendations made in the official service inquiry. Staffing
:08:47. > :08:49.has changed. Red Arrows displays have reduced by 20% in an effort to
:08:50. > :08:52.reduce pressure on the team. Engineering manpower has increased
:08:53. > :08:56.by 25% after it was found the squadron was understaffed by 40
:08:57. > :08:59.people. Five new training courses have been introduced and the seat
:09:00. > :09:02.firing handle on the ejection seat has been redesigned, as has the
:09:03. > :09:05.crucial nut and bolt that prevented Sean's parachute from deploying.
:09:06. > :09:17.They are currently undergoing trials. Sean Cunningham's family say
:09:18. > :09:21.they want to make sure the safety of other servicemen and women is
:09:22. > :09:27.protected in the future. It's hoped today's recommendations will go some
:09:28. > :09:30.way to achieving that. The coroner has now heard all the evidence in
:09:31. > :09:34.this case. He will now spend the next two days going through all of
:09:35. > :09:38.that and he says he expects to be able to conclude earlier than first
:09:39. > :09:45.thought. We are expecting this inquest to end this Wednesday.
:09:46. > :09:49.Humberside Police have launched a murder investigation after the death
:09:50. > :09:53.of a man from multiple stab wounds in Hull. 51`year`old Keith John
:09:54. > :09:56.Opray was found dead at his home on Wareham Close in Bransholme on
:09:57. > :10:01.Saturday. Officers are now appealing for anyone who may have seen him in
:10:02. > :10:06.the days leading up to his death. A 44`year`old man has been arrested
:10:07. > :10:09.and released on bail. A teenager has admitted stabbing his
:10:10. > :10:16.grandparents in their bed while he was high on methadrone. The jury at
:10:17. > :10:19.Hull crown court heard that Irene Dale died in the attack last April.
:10:20. > :10:28.17`year`old Luke Dale denies murder and attempted murder. The case
:10:29. > :10:31.continues. Police say they need help
:10:32. > :10:37.identifying a man who says he does not know who he is. He may have lost
:10:38. > :10:46.his memory because of some sort of traumatic experience. He gave his
:10:47. > :10:48.name as Tony Thorpe. The Football Association says it

:10:52. > :10:55.Goole Town player who confronted fans after being sent off. The club

:12:21. > :12:22.that it will highlight areas for improvement. Last month, 3,500
:12:23. > :12:25.people gave feedback on their experience and hospital managers say
:12:26. > :12:31.the ratings are already showing results. More from our health
:12:32. > :12:36.correspondent Vicky Johnson. When booking a hotel, many of us
:12:37. > :12:40.will go online to see how it rates. Now patients are able to do the same
:12:41. > :12:43.about hospitals and doctors. It's a survey...
:12:44. > :12:50.Last month, 3500 patients completed these short questionnaires at Hull
:12:51. > :12:53.and East Yorkshire's hospitals. Feedback forms in general are only
:12:54. > :12:57.going to give some sort of advice to this hospital how they could treat
:12:58. > :13:04.people better. It gives them some idea on how long you have waited.
:13:05. > :13:07.Every day, Rachel Pearce sifts through scores of patient feedback
:13:08. > :13:15.forms and online comments, most are positive, but it is the negative
:13:16. > :13:17.ones which prompt change. One of the things patients were negatively
:13:18. > :13:22.putting on feedback forms was that they never see Ward sisters. Ward
:13:23. > :13:27.sisters now have their own clinics where patients can speak to them
:13:28. > :13:30.along with their relatives. For surgeons like this man, the
:13:31. > :13:34.extension of the feedback scheme will have real benefits for patients
:13:35. > :13:38.and their doctors. I think patients will be able to
:13:39. > :13:41.choose the doctor that most matches their needs. Also, those doctors
:13:42. > :13:49.that are consistently not very good, the whole point is that they need to
:13:50. > :13:53.have evidence for that. Human nature says that we all think we are above
:13:54. > :13:58.average at what we do but we're not. Some of us are good and some of us
:13:59. > :14:00.are not very good. I think this will raise standards.
:14:01. > :14:04.The vast majority of patients do leave positive comments about their
:14:05. > :14:07.hospital experiences. It is hoped by broadening this scheme and
:14:08. > :14:10.encouraging more to take part, it will help drive up standards even
:14:11. > :14:15.further. Patients here have already shown they like leaving the
:14:16. > :14:19.feedback. More than 30,000 of them have done so in the last year. It is
:14:20. > :14:33.hoped that more can be persuaded to give their opinions on those who

:18:11. > :18:14.engineers have discovered that more work is needed to allow traffic to

:19:20. > :19:27.repairs. That now needs to be replaced with lime mortar. English

:24:58. > :25:02.onto the street. Without these, they would have nowhere to go. They have
:25:03. > :25:13.been told they would never succeed. But they have got practical skills.
:25:14. > :25:18.I like to do this. It gives me qualifications and hopefully I will
:25:19. > :25:30.get a job. It was also a chance to put the students' handiwork through
:25:31. > :25:37.its paces. And the reward... I got my hands dirty and I loved it. It is
:25:38. > :25:43.a great way of having them stay focused and very positive. The
:25:44. > :25:51.patients they put into it is incredible.
:25:52. > :26:05.In 2012, Sport Relief raised almost ?70 million for projects like this.
