:00:30. > :00:33.Yorkshire road. 18,000 vehicles use this road every day. It's hoped the

:00:34. > :00:38.scheme will cut congestion and boost businesses.

:01:08. > :01:12.The father of the Hull teenager Lewis Dale who murdered his

:01:13. > :01:15.grandmother, while high on the banned drug M`Cat, says his son was

:01:16. > :01:19.not to blame. David Dale blames the drugs for affecting his son's mind

:01:20. > :01:25.and has told Look North about his struggle to get Lewis away from a

:01:26. > :01:28.persistent drug dealer. After taking a large quantity of M`Cat, the

:01:29. > :01:32.17`year`old stabbed both his grandparents as they slept in their

:01:33. > :01:36.east Hull home last April. A jury found him guilty of murder and

:01:37. > :01:47.attempted murder earlier this week. Vicky Johnson reports.

:01:48. > :01:55.Every day, David Dale writes to his son. It's bizarre, it does not add

:01:56. > :02:04.up. I love my son, I love my parents, and that is how I am, but

:02:05. > :02:07.this was not Lewis Dale, it was not my son.

:02:08. > :02:11.Last April, Lewis was staying with his grandparents in East Hull while

:02:12. > :02:14.on bail for an alleged assault when he attacked them during the night

:02:15. > :02:21.with kitchen knives. He'd been taking M`Cat in the hours before.

:02:22. > :02:29.There is no sense in it. Nothing adds up. From the studies I have

:02:30. > :02:33.done, it is just a terrible drug. M`Cat or to give it its official

:02:34. > :02:35.name mephedrone has gained quite a following among teenagers. It's a

:02:36. > :02:39.synthetic drug which was once a legal high. But head teachers lead a

:02:40. > :02:43.campaign to get it banned because it was so widespread. In 2010, the

:02:44. > :02:47.Government made it illegal and it became a Class B drug. But it can

:02:48. > :02:55.still be bought for around ten pounds a gram. David says they'd

:02:56. > :02:59.moved to Brough from Hedon two years ago to get Lewis away from local

:03:00. > :03:02.drug dealers. But they followed him. Four months before the killing,

:03:03. > :03:11.David claims he reported them to the police. I went into the police

:03:12. > :03:16.station on the 20th of January, I explained to them what the situation

:03:17. > :03:20.was, I gave him his name, I gave him where he lived, I think I even

:03:21. > :03:25.showed them text messages as he was text in the F1 point to see if I

:03:26. > :03:28.wanted any. `` at one point. Humberside Police though says that

:03:29. > :03:32.all the information they receive is reviewed and dealt with in the most

:03:33. > :03:35.appropriate way. When Lewis' mum died from cancer seven years ago,

:03:36. > :03:38.David promised to support him always, as have the rest of the

:03:39. > :03:42.family. This was his granddad after Tuesday's guilty verdict. We are a

:03:43. > :03:55.close`knit family. Always have been, always will be. He was my first

:03:56. > :04:03.grandson. You never know what around `` what is around the corner. It has

:04:04. > :04:08.destroyed everything. I don't see anything in the future. How do you

:04:09. > :04:13.reconcile the fact that the boy you lot are killed your mum? I cannot. I

:04:14. > :04:20.cannot understand why it has happened. While David struggles to

:04:21. > :04:24.make sense of the tragedy, he's having to mourn the loss of his

:04:25. > :04:27.mother. Professor Richard Hammersley from

:04:28. > :04:31.Hull University is a psychologist and an expert on addictions. I

:04:32. > :04:42.started by asking him for his reaction to the murder.

:04:43. > :04:46.It is awful. It is very unusual for drugs to lead to this sort of

:04:47. > :04:53.tragedy. It is very worrying, I think. Some people watching will

:04:54. > :04:59.think he is a bad person. Can this drug really alter the mind that

:05:00. > :05:05.much? As far as you can tell from what limited information we have, he

:05:06. > :05:12.was taking large quantities. At the quantities he was taking, it can

:05:13. > :05:18.have unfortunate effects. How does it change the state of mind? A small

:05:19. > :05:23.dose makes people feel a bit high, euphoric and loving towards people.

:05:24. > :05:28.He seems to have been taking something like ten, 20, 30 times the

:05:29. > :05:33.amount people normally take over 24 hours before what happened. At that

:05:34. > :05:38.level, people get paranoid. There have been reports of people phoning

:05:39. > :05:42.helplines worried about delusions. That seems to be the sort of state

:05:43. > :05:47.he has described himself as going in. To go from being loving, to be

:05:48. > :05:56.able to kill, that is conceivable, is it? We don't know how many nights

:05:57. > :06:00.he had gone without sleep. That can have unfortunate effects on people.

:06:01. > :06:06.Many will think it was his desperation for the drug that

:06:07. > :06:11.allowed him to kill. It is not addictive in the sense that heroin

:06:12. > :06:16.or something is. What does happen is that when you are taking high

:06:17. > :06:24.doses, apparently, you tend to want to keep going, taking more and more.

:06:25. > :06:28.What should parents watch out for? What are giveaway signs? I don't

:06:29. > :06:33.think there are any giveaway signs of the drug. But I think parents

:06:34. > :06:38.should watch out for the fact that almost any drug, including alcohol,

:06:39. > :06:45.it is one thing to take a small amount, it is another to take a lot

:06:46. > :06:53.for days on end. They should watch out for signs that that is what is

:06:54. > :06:59.going on. We have a huge problem with binge drinking. Two drinks are

:07:00. > :07:05.good, five of fun, does not mean that 20 are even better, does it? It

:07:06. > :07:12.is the same with any drug. Thank you for your advice.

:07:22. > :07:31.community unable to get children into their local school.

:07:32. > :07:35.The cost of council tax in the East Riding could stay the same for the

:07:36. > :07:38.next four years. The Council's leader Stephen Parnaby has approved

:07:39. > :07:42.a freeze on council tax bills for the next financial year, but has

:07:43. > :07:45.made plans to do so for the next four. The authority has made savings

:07:46. > :07:51.of nearly ?24 million pounds from its budget, but says it won't impact

:07:52. > :07:55.on services. Things like libraries, moving all of those things together,

:07:56. > :08:02.people accept that. That's releases money and energy cost. But you need

:08:03. > :08:06.the people to be able to drive that. If you get rid of the people first,

:08:07. > :08:13.there is no one went there to do it for you. If you have talented

:08:14. > :08:17.people, you should keep them. Police say a man who turned himself

:08:18. > :08:20.in over the theft of a handbag in Bridlington never came into physical

:08:21. > :08:23.contact with the victim. Pam Roddis from Sheffield died of a brain

:08:24. > :08:27.haemorrhage four days after her bag was taken in January. Police say

:08:28. > :08:31.CCTV shows the bag being picked up shortly after it was dropped. The

:08:32. > :08:34.man who turned himself in has been charged with theft and will appear

:08:35. > :08:36.at magistrates' later this month. The leader of North East

:08:37. > :08:40.Lincolnshire Council says the Government needs to step in to help

:08:41. > :08:42.Grimsby after news of possible job losses. Around 250 workers are

:08:43. > :08:53.facing redundancy at Icelandic Sea Chill after the company said it was

:08:54. > :08:59.to stop making some ready meals. Lizo local people who shop in local

:09:07. > :09:10.to try and keep jobs. For years, there have been calls to

:09:11. > :09:13.make the road between Hull and York a dual carriageway. Today it's been

:09:14. > :09:16.announced that a five`mile stretch could be dualled between Pocklington

:09:17. > :09:20.and Wilberfoss. East Riding Council and City of York Council have joined

:09:21. > :09:23.together to ask for ?13 million to fund the upgrade. Our reporter Kate

:09:24. > :09:29.Sweeting is next to the road. Kate, what benefits would this bring?

:09:30. > :09:36.This is potentially where it will start. Of the 18,000 vehicles that

:09:37. > :09:41.use this stretch of road every day, many are heavy goods for

:09:42. > :09:46.agricultural. If you get stuck behind one of those, your journey is

:09:47. > :09:50.likely to be very slow. The idea behind the dual carriageway is to

:09:51. > :09:58.get things moving. It is a route that can get drivers

:09:59. > :10:03.are little... It is horrendous. Going to work, it can take for ever.

:10:04. > :10:11.It is a very tedious road, at Italy since there are a lot of tractors.

:10:12. > :10:17.Some say slow traffic is having a negative impact on the economy. I

:10:18. > :10:22.think it acts on a restriction. I have complaints from many businesses

:10:23. > :10:29.that at certain times of the day they had difficulty with access. We

:10:30. > :10:33.need to do something to improve prospects in the area. There's a

:10:34. > :10:39.plan to upgrade the stretch of road. The idea is to turn the single

:10:40. > :10:44.carriageway into a dual carriageway, something that is being

:10:45. > :10:46.welcomed by safety campaigners. A big problem with people overtaking

:10:47. > :10:52.when they shouldn't. They were getting frustrated. We have young

:10:53. > :10:57.people who have just started college, they have just got their

:10:58. > :11:00.first car, they are driving down the road, in the rush hour with the rest

:11:01. > :11:08.of the traffic, it can be quite intimidating. Must you think about

:11:09. > :11:13.them dual carriageway for that bit? It'll be better if it longer. It

:11:14. > :11:20.would probably be quite a good thing. What difference would it

:11:21. > :11:25.make? That you can drive at a proper speed. The bid is being submitted to

:11:26. > :11:30.the Government next month. Even if it is successful, it could be a long

:11:31. > :11:35.time before the work starts. They have already been some

:11:36. > :11:38.improvements to the road, this roundabout behind me at Pocklington

:11:39. > :11:45.is relatively new. There's another one planned after a long campaign.

:11:46. > :11:48.Whilst we have been told that this dual character goes ahead, it was

:11:49. > :11:52.more about economic growth and safety, this stretch of road is

:11:53. > :11:58.known for being relatively dangerous. There have been several

:11:59. > :12:02.fatalities. Thank you.

:12:03. > :12:05.Should the Hull to York road be improved? Is a five`mile stretch of

:12:06. > :12:30.dual carriageway enough to reduce congestion and improve safety?

:12:31. > :12:36.Thousands more school places are being created in Lincolnshire after

:12:37. > :12:39.a baby boom. The birth rate's up 17% in the last decade. It means many

:12:40. > :12:43.classes are full, while some are held in temporary cabins. This year,

:12:44. > :12:48.many parents will struggle to find a place at their local school. Gemma

:12:49. > :12:53.Dawson reports from Witham St Hughs near Lincoln.

:12:54. > :12:58.It's a growing estate, with a growing problem for parents here.

:12:59. > :13:06.People have had problems coming here, but it is a select school.

:13:07. > :13:09.Every year, there is a problem. My daughter's friend who is in the year

:13:10. > :13:13.above her had to go to a different school. Many mums and dads want to

:13:14. > :13:21.send their children to this school, but that's not always possible. We

:13:22. > :13:24.have people in the immediate community unable to get their

:13:25. > :13:28.children into their local school and that can create a bad feeling out on

:13:29. > :13:33.the estate and from the school's point of view we want to get all of

:13:34. > :13:37.the children in our immediate community into our school. Parents

:13:38. > :13:40.I've spoken to today have told me they struggled to get their children

:13:41. > :13:43.into this school, despite only living a few streets away. Two mums

:13:44. > :13:47.told me that they had to appeal, before their children got a place

:13:48. > :13:50.here. To cope with demand, the school is now going to be made

:13:51. > :13:53.bigger. New classrooms will be built in front of these mobiles. But this

:13:54. > :13:57.isn't the only school that's expanding. More than ?30 million of

:13:58. > :14:00.Government funding is going to be spent increasing the size and number

:14:01. > :14:03.of schools in Lincolnshire over the next three years, with new schools

:14:04. > :14:08.planned for areas including Gainsborough, Lincoln, North Hykeham

:14:09. > :14:11.and Spalding. The County Council says the extra

:14:12. > :14:20.places are needed, not just because people are moving into the area, but

:14:21. > :14:24.because of a baby boom. We know that babies are still being born at the

:14:25. > :14:28.moment. Those figures are rising to what they were ten years ago. I

:14:29. > :14:33.don't think it's the moment, it is a blip. `` at the moment. The council

:14:34. > :14:41.hope the extra investment in schools, like this one, will provide

:14:42. > :14:45.enough school places for the future. What is your experience? A reminder
