:02:58. > :03:01.I am my own man, I am the commission, I won't listen to the

:03:02. > :03:08.panel, the government, to anybody. Matthew Grove says police. Not

:03:09. > :03:12.provide an adequate service for the area at the fourth has to make

:04:55. > :05:00.opposed it. Is their money in reserve that you could have used?

:05:01. > :05:02.Let's be clear. At this moment in time, Humberside Police are spending

:05:03. > :05:08.more money than we receive an income. We have over the next five

:05:09. > :05:13.years to find ?30 million of savings. We are doing that. We now

:05:14. > :05:18.have an additional ?1.5 million of savings. I have reached the point

:05:19. > :05:24.where I think we can have a safe police service. The chairman of the

:05:25. > :05:28.panel said you would be foolish to press ahead with the plans and you

:05:29. > :05:34.are not willing to listen. I am answerable to the panel, not to the

:05:35. > :05:41.public. `` to the public, not to the panel. The panel was split and one

:05:42. > :05:49.of the people were so upset, they left the meeting. The chairman has

:05:50. > :05:55.said this is man show behaviour. Are you just being match? The

:07:38. > :07:42.I panel had received a lot of communications from their

:07:43. > :07:48.constituents and the general theme of those communications was a demand

:07:49. > :07:53.that the Commissioner apologised for his actions. In response, Alan

:07:54. > :07:56.Hardwick said it would be inappropriate and discourteous to

:07:57. > :07:58.comment before I have received and considered any communication from

:07:59. > :08:09.the panel following yesterday's meeting. In a moment, Age UK City of

:09:50. > :09:55.existing programme of repairs. It includes funding to protect 200

:09:56. > :10:06.homes here in East Yorkshire after damage to the Hun Burbank. `` the

:13:54. > :13:56.?67 million revenue budget so it is more than halved. Barnett is

:18:19. > :18:21.we have, then we strongly believe it was money worth spending. And

:18:22. > :18:25.they're not the only unexpected sponsor. Phil Batty is just 24 years

:18:26. > :18:27.old, running his own small advertising business. For him,

:18:28. > :18:37.donating ?17,000 is a huge sacrifice. It does represent a

:18:38. > :18:43.personal salary for a year and it is a massive investment for us to make

:18:44. > :18:46.as a company. But the longer term benefits of pristine this region

:18:47. > :18:50.will definitely outweigh that. It is not something we have done before

:18:51. > :18:57.and it would take a massive opportunity for us to do it again.

:18:58. > :19:00.Even before Hull was named City of Culture, 22 businesses ` known as

:19:01. > :19:02.the Angels ` pledged to give ?17,000 each. But it's usually big

:19:03. > :19:06.multinational companies sponsoring the arts. Take the Tate Modern in

:19:07. > :19:11.London, that's just got its sculpture hall funded by a car

:19:12. > :19:19.manufacturer for 11 years. So Arts Council England says getting small

:19:20. > :19:23.businesses on board is unusual. The answer does better out of

:19:24. > :19:27.multi`million pound giving than it necessarily does out of smaller

:19:28. > :19:32.giving but I think in terms of the money that has been given to the

:19:33. > :19:37.City of Culture, you have exceptional project which is clearly

:19:38. > :19:40.generating significant civic pride. And it's that civic pride that's

:19:41. > :19:45.encouraged firms like this to get on board ` and for small industries to

:19:46. > :19:49.give arts a helping hand. Back to our story on the ?13 million

:19:50. > :19:53.bid to make a five`mile section of the busy Hull to York road a dual

:19:54. > :19:57.carriageway. The A1079 is used by 18,000 drivers a day. East Riding
