:00:26. > :00:29.suggested by an independent panel. But Labour say it's unfair when the

:00:39. > :00:47.being dimmed, 1,500 staff posts at the council axed. These proposals
:00:48. > :00:51.will have a devastating impact. All reason for protest in recent years

:00:57. > :01:00.went a notch further ` at a full council meeting it was announced an
:01:01. > :01:08.additional ?40 million needs to be saved this year alone. So it came as
:01:09. > :01:13.a surprise to some that in the same meeting, councillors voted to accept
:01:14. > :01:16.a rise in their allowances. The leader of the council currently
:01:17. > :01:24.receives an allowance of just over ?20,000. That will rise to ?32,000.
:01:25. > :01:26.An increase of 56%. The basic allowance received by most
:01:27. > :01:34.councillors is around ?8000, which will rise to just over ?10,000, an
:01:35. > :01:37.increase of 23%. The council said these changes will bring their
:01:38. > :01:40.allowances in line with other organisations, but when thousands
:01:41. > :01:47.need to be saved from the council's budget, is it the right time to
:01:48. > :01:51.accept the rise? We have decided we will accept the recommendations and
:01:52. > :01:53.it is a matter for the individual councillor what they do. I do
:01:54. > :01:56.understand why people, in difficult times and households on tight
:01:57. > :02:00.budgets and staff is having to reduce here, and I think as leader,
:02:01. > :02:08.my own personal circumstances, I think at this time I will not be
:02:09. > :02:13.taking the recommended rise. Each councillor will now decide whether
:02:14. > :02:16.to take the increase. People out there in Lincolnshire who are
:02:17. > :02:20.struggling to survive, to find money for food, to keep their homes, will
:02:21. > :02:23.not understand what has happened. I take it for the record you will not
:02:24. > :02:26.be accepting your rise? Everybody has to make their own individual
:02:27. > :02:31.decisions. It is up to individuals, it is not for me to tell people what
:02:32. > :02:35.they will do. Will you be taking yours? I have no idea. I am against
:02:36. > :02:39.the whole principal, so I will certainly be considering what to do.
:02:40. > :02:42.I think it is extreme considering the current state of the economy and
:02:43. > :02:47.lots of people's wages haven't increased so I think it is
:02:48. > :02:53.definitely a bit extreme. I think those who are our leaders need to

:02:57. > :03:04.council did vote to freeze the council tax for a fourth year

:03:27. > :03:29.attracts anglers from around the world, and there are fears that they
:03:30. > :03:40.may be put off from visiting the area. The RSPB says it is against
:03:41. > :03:44.further culling. In the 1960s, the other members of the club here would
:03:45. > :03:47.think nothing of catching 50 grayling on a winter's afternoon.
:03:48. > :03:54.Now on this bit of preservation water, the 20 members of the club
:03:55. > :03:56.don't catch 50 grayling in one year. Concerns are being raised about the
:03:57. > :04:00.expansion of the static caravan industry on the Lincolnshire coast.
:04:01. > :04:03.The sector is worth millions to the local economy and supports thousands
:04:04. > :04:06.of jobs. But some local residents believe the holiday parks are having
:04:07. > :04:09.too big an impact in the communities where they're based. Here's our

:04:14. > :04:17.see. They are the mainstay of Lincolnshire's coastal economy. And
:04:18. > :04:21.plans for 140 more of them have now approved by East Lindsey Council.

:04:26. > :04:32.don't want change. However, we need to continuously evolve in order that
:04:33. > :04:38.we sustain what we have. It's estimated there are 25,000 caravans
:04:39. > :04:42.on the Lincolnshire coastline. In the winter months around 42,000
:04:43. > :04:46.people live on the coastal strip. But this can increase tenfold in the
:04:47. > :04:52.summer. A tourism economy thought to be worth more than ?500 million. It
:04:53. > :04:55.was quiet today but in the coming weeks the population here will start
:04:56. > :05:01.to surge again as the holiday`makers return. Of course, they bring with
:05:02. > :05:05.them huge spending power. Benefits that are felt throughout the coastal
:05:06. > :05:09.community. But they also place pressure on everything from doctors'
:05:10. > :05:20.surgeries to something as basic as the sewers. Has this coastline
:05:21. > :05:24.reached saturation point? In the village of Chapel St Leonards, some
:05:25. > :05:27.believe it has. For the residents, they see it as disruption,
:05:28. > :05:30.disruptions getting into Skegness on the main road, disruptions at the
:05:31. > :05:38.doctor's surgery and they do not feel that they get anything back
:05:39. > :05:41.from this. Caravans have transformed this coastline, according to this
:05:42. > :05:44.holiday park developer. If you are talking about putting caps on the
:05:45. > :05:50.amount of caravans, it will prevent growth. And things will stagnate.
:05:51. > :05:53.Tourism and its caravans here are the biggest single job creator.
:05:54. > :05:56.Halting the growth of this sector looks like an impossible ambition.
