:00:17. > :00:21.urge the government to upgrade the railway line through East Yorkshire

:00:22. > :00:24.to Hull sooner rather than later. The government has already approved

:00:25. > :00:27.the plans for a more sophisticated route that will accommodate faster,

:00:28. > :00:31.more reliable trains, but local business leaders want the work to be

:00:32. > :00:39.finished by 2017 when Hull becomes the City of Culture. Our Business

:00:40. > :00:43.Correspondent Paul Murphy reports. They're noisy, inefficient and slow.

:00:44. > :00:49.All the trains which service Hull are diesel. In comparison, the rail

:00:50. > :01:07.industry says electrification is cleaner and greener but, most

:01:08. > :01:10.importantly, faster. That's why this delegation is pushing for

:01:11. > :01:13.electrification and today went to see the Transport Minister, Patrick

:01:14. > :01:16.McLoughlin. He assured us that the line would be electrified, that

:01:17. > :01:20.there is an unanswerable case both in terms of cross`Pennine, as well

:01:21. > :01:24.as from Hull to London. So that will happen. What we are saying is it

:01:25. > :01:27.needs to happen now, it needs to be approved this year so work can

:01:28. > :01:38.commence next year, and it can be finished by 2017. We have got a

:01:39. > :01:43.vibrant economy in the Humber area. We have got a lot happening in the

:01:44. > :01:47.next three or four years, we want rail to be a part of that, we want

:01:48. > :01:49.as many people in the region as possible. Work is underway to

:01:50. > :01:53.electrify the TransPennine route. From Liverpool to Manchester to

:01:54. > :01:55.Leeds. But with no plans to go further than Selby ` today's

:01:56. > :01:59.proposal from First Hull Trains would see overheard line equipment

:02:00. > :02:02.added to the route between there and Hull opening the city up to the rest

:02:03. > :02:06.of the UK's high`speed network. It would be very ambitious and perhaps

:02:07. > :02:10.unlikely for the work to be ready in time for 2017, the year that Hull is

:02:11. > :02:13.City of Culture. We anticipate something like an additional 12

:02:14. > :02:21.million visitors to the city. Good, 21st`century, efficient rail links

:02:22. > :02:34.are an urgent necessity. We need them by the end of 2016 to be up and

:02:35. > :02:37.running. Rail passengers who regularly use services out of Hull

:02:38. > :02:41.say they feel left behind. I think it is outrageous. I think it would

:02:42. > :02:43.make a tremendous difference to the regeneration of the region if they

:02:44. > :02:46.could improve the travelling infrastructure of roads and

:02:47. > :02:49.railways. Very behind with things, obviously. Trains need to be faster,

:02:50. > :02:52.the railway network needs to be better at this end. And it's

:02:53. > :02:55.promised there'll be minimal disruption to current services when

:02:56. > :02:58.the work goes ahead. Paul is in Hull tonight ` why are politicians

:02:59. > :03:01.putting so much pressure on the government over this one?

:03:02. > :03:07.The last time a Transport cabinet minister had bigger link to this

:03:08. > :03:12.part of the world, it was announced that the upgrade of the main road

:03:13. > :03:23.into Hull would happen. The argument runs from politicians and business

:03:24. > :03:28.leaders that it is doubly important that the real line is upgraded and

:03:29. > :03:34.is made more reliable. The question is not if it will happen but if the

:03:35. > :03:48.rail upgrade will happen in time for the vitally important year of

:03:49. > :03:51.culture in 2017. Plans for 6000 houses on the

:03:52. > :03:54.outskirts of Scunthorpe have been put on hold. North Lincolnshire

:03:55. > :03:57.Council have taken a decision to delay consultation on the

:03:58. > :04:00.Lincolnshire Lakes scheme while they discuss flood risks. Millions of

:04:01. > :04:02.pounds will be spent improving internet speeds in East Yorkshire

:04:03. > :04:05.and Lincolnshire. The government says it will spend ?5 million

:04:06. > :04:07.installing super`fast broadband in East Yorkshire. Northern

:04:08. > :04:11.Lincolnshire will get around ?1.2 million, while Lincolnshire will get

:04:12. > :04:14.nearly ?2.5 million. A new heritage centre remembering

:04:15. > :04:19.Lincolnshire RAF history could open at RAF Scampton. The Royal Air Force

:04:20. > :04:22.Museum near London and Lincolnshire County Council have signed a deal

:04:23. > :04:32.which will see them work together to build the visitor attraction. If it

:04:33. > :04:35.goes ahead it could bring 200,000 tourists a year to the county. Jake

:04:36. > :04:39.Zuckerman reports. With exhibits spanning the history

:04:40. > :04:41.of flight, the RAF Museum in North London is a mecca for aviation

:04:42. > :04:44.enthusiasts. And today's visitors included a group from Lincolnshire

:04:45. > :04:48.County Council here to sign a cooperation agreement. It is the

:04:49. > :04:50.first step in a process that could transform RAF Scampton, the Red

:04:51. > :04:53.Arrows' Lincolnshire base, into a major tourist destination with a

:04:54. > :05:03.multi`million pound heritage centre looking something like this. I think

:05:04. > :05:06.it could be hugely important. In 2018, it is the 100th anniversary of

:05:07. > :05:13.the RAF, we are determined Lincolnshire plays a central part in

:05:14. > :05:16.the celebration. And we believe that, alongside the castle and the

:05:17. > :05:19.Cathedral, we will then have three world`class attractions that will

:05:20. > :05:22.bring people from all over the world to Lincolnshire. That is all still a

:05:23. > :05:26.long way off, today's agreement is about building the links that will

:05:27. > :05:34.allow Lincolnshire County Council to call on the expertise of the RAF

:05:35. > :05:37.Museum. We are very keen to loan our artefacts, we have a significant

:05:38. > :05:40.amount of aircraft, but it is important that we allow everyone

:05:41. > :05:43.across the country to share in those stories. If we are able to loan

:05:44. > :05:50.aircraft, we already lend artefacts to Scampton. We have been working

:05:51. > :05:58.hard to look at what else we might loan. Aviation tourism is already

:05:59. > :06:00.worth more than ?4 million a year to Lincolnshire's economy, attracting

:06:01. > :06:03.thousands of visitors. The County Council estimates that a visitor

:06:04. > :06:06.centre at Scampton could add another 200,000 visitors to that number.

:06:07. > :06:09.With dozens of historic aircraft on display, the RAF Museum attracts

:06:10. > :06:13.millions of visitors a year, putting it in a unique position to be able

:06:14. > :06:32.to help Lincolnshire achieve its own ambitions. `` attracts half a

:06:33. > :06:36.million visitors a year. Scunthorpe United remain second in League Two

:06:37. > :06:39.after a one`all draw at home to Bristol Rovers. Sam Winnell got the
