:00:31. > :00:35.after speed cameras in Lincolnshire come under attack.

:00:36. > :00:46.The first puffins of Spring arrive on the East Yorkshire coast. And

:00:59. > :01:02.Three months after the worst tidal surge on the East Coast for 60 years

:01:03. > :01:05.flooded hundreds of properthes some people have been told it cotld be

:01:06. > :01:09.months before they can return to their homes. Insurers say the sheer

:01:10. > :01:12.scale of flooding across thd country means there is a backlog in

:01:13. > :01:17.processing claims and getting homes back to normal. Residents s`y that's

:01:18. > :01:21.left them in limbo and living in temporary accommodation. Our

:01:22. > :01:28.political editor Tim Iredald joins me now. Why is it taking so long to

:01:29. > :01:32.get people back in their holes? Well that's what some peopld are

:01:33. > :01:35.asking as the battle to get back to normal continues. The tidal surge of

:01:36. > :01:38.fifth December left flood w`ter in over a thousand homes in

:01:39. > :01:41.Lincolnshire and East Yorkshire 275 homes were flooded in Hull, where

:01:42. > :01:47.the tidal barrier protected tens of thousands more properties. Hn

:01:48. > :01:52.Northern Lincolnshire 320 properties were flooded. In a moment wd'll hear

:01:53. > :01:55.from the people of South Ferriby, one of the worst affected areas But

:01:56. > :02:07.first Linsey Smith has been to Boston where 600 homes were affected

:02:08. > :02:14.by the tidal surge three months ago. This was my sitting room. The water

:02:15. > :02:19.may have receded, but the chaos remains. Three months on, this woman

:02:20. > :02:28.says insurance renovations on her home are frustrating. They took our

:02:29. > :02:33.furniture, the floorboards, the kitchen. We were put into

:02:34. > :02:47.accommodation and that was ht. They have done nothing since then. In

:02:48. > :02:58.Boston seems like this met residents. Seems a ?100 million

:02:59. > :03:05.tidal barrier should stop h`ppening again, but that is not planned until

:03:06. > :03:11.2017. If we had that tidal barrier, those homes would not have hn

:03:12. > :03:17.affected. The damage here from the 5th of December is plain to see The

:03:18. > :03:22.love people have bought this place is clear to see. We had a rdal

:03:23. > :03:30.Dunkirk spirit at the beginning with people pitching in. Tony just wants

:03:31. > :03:41.her family and pets to return home, but that could be another three

:03:42. > :03:48.months away. Here, a villagd surrounded by water. Wrote ht was

:03:49. > :03:55.about that high. Three months on, Michelle and their family `` and her

:03:56. > :04:06.family are returning home. They have lost everything. I have not really

:04:07. > :04:15.cried. This is the first tile she has cried since it happened. Part of

:04:16. > :04:24.me wants to come back and the rest doesn't. It is such a mess. Many are

:04:25. > :04:30.still living in caravans. Skips are overflowing and there are claims

:04:31. > :04:35.homes have been looted. This parish councillor patrols the area. She has

:04:36. > :04:41.set up an appeal fund to improve flood defences and help loc`l

:04:42. > :04:47.residents and businesses. Pdople are still angry. They are worridd about

:04:48. > :04:52.money and their jobs. Some local businesses have no business. There

:04:53. > :04:58.is a lot of anxiety about and fear for the future. Is the a lot of work

:04:59. > :05:09.to do and some uncertain tiles ahead by those affect by the blogs in

:05:10. > :05:12.December. Why are the floods still causing political debate?

:05:13. > :05:15.Of course, much attention rdcently has been focused on floods hn the

:05:16. > :05:18.south of England. Tomorrow people living on the Somerset Levels will

:05:19. > :05:21.ask the government directly for ?100 million for flood protection, even

:05:22. > :05:24.though far fewer homes were affected. Some Labour MPs claims

:05:25. > :05:27.there's been a north`south divide to the Government's response to the

:05:28. > :05:34.floods, but local Conservathves insist that's not the case. I am

:05:35. > :05:38.satisfied there will be extra funding coming for the rest of the

:05:39. > :05:45.country. Obviously my first responsibility is to make stre that

:05:46. > :05:48.comes to Northern Lincolnshhre and when the Environment Agency have put

:05:49. > :05:52.forward their capital progr`mme I will be lobbying very hard.

:05:53. > :05:56.Tonight the government says we can expect ministerial visits to our

:05:57. > :05:59.area over the next few weeks where further plans will be outlined to

:06:00. > :06:08.prevent further flooding on the Humber and Lincolnshire coast.

:06:09. > :06:15.In a moment on the programmd batch I will be asking the head of

:06:16. > :06:18.TransPennine Express why thdy are sending some of their trains to the

:06:19. > :06:22.south of England. ?100 million has been spent in

:06:23. > :06:25.Lincolnshire in the past fotr years fixing speed cameras that h`ve been

:06:26. > :06:30.attacked. Since January four cameras have been targeted, costing the

:06:31. > :06:33.taxpayer more than ?100,000. Road safety officials say the money could

:06:34. > :06:36.have been better spent educ`ting drivers and that the problel in

:06:37. > :06:44.Lincolnshire is one of the worst in the country.

:06:45. > :06:49.This is a relatively common sight in Linconshire these days. Somdone has

:06:50. > :06:53.been charged in connection with this vandalism. But the problem hs

:06:54. > :06:56.costing the people of lincolnshire dearly Over the past four ydars the

:06:57. > :07:01.cost of repairing speed camdras in Lincolnshire has been significant.

:07:02. > :07:17.This camera is going to cost over 30,000 pounds to repair. It puts the

:07:18. > :07:21.drivers of Lincolnshire at risk In the Humber area they have only been

:07:22. > :07:25.a handful of attacks on spedd cameras in the last decade, so why

:07:26. > :07:41.is it such a problem in Lincolnshire. Most of our c`meras

:07:42. > :07:55.are in poor locations. Over the last few years, the cost of repahring

:07:56. > :08:05.speed cameras have risen. . So are motorists surprised at the scale of

:08:06. > :08:09.the problem? They are a nuisance, but if they are stopping accidents,

:08:10. > :08:16.we have to live with it. I then think vandalising them is the thing

:08:17. > :08:21.to do. More police on patrol or a camera with a camera showing the

:08:22. > :08:25.person who has on it. The most common form of vandalism on cameras

:08:26. > :08:27.is arson. This footage shows one in grantham set alight. Lincolnshire

:08:28. > :08:30.Road Safety Partnership says it s getting better at catching Those

:08:31. > :08:33.responsible. And the punishlent is severe. Ashley Rowland and @nthony

:08:34. > :08:37.Luty were both jailed in 2002 for attacking this camera in Helswell.

:08:38. > :08:47.But despite that deterrent, this is a problem that doesn't seem to be

:08:48. > :08:50.going away. Earlier I spoke to Independdnt MEP

:08:51. > :08:53.Godfrey Bloom who campaigns on behalf of the driver's union. I

:08:54. > :09:02.started by asking him if he likes speed cameras. No, I don't. Identity

:09:03. > :09:08.they work and they take mondy away from genuine road safety problems

:09:09. > :09:14.and cameras don't actually work But of all the sites in Lincolnshire

:09:15. > :09:19.where they have been speed cameras, there has been a 42% reducthon in

:09:20. > :09:25.speed cameras. They are not interpreting the statistics

:09:26. > :09:29.properly. They are not lookhng at things like the Simpsons paradox.

:09:30. > :09:37.Those statistics are put together by people who want to sell spedd

:09:38. > :09:51.cameras. At the road safety charity 's `` but the road safety charity 's

:09:52. > :09:54.do not want to sell speed c`meras. These charities are lay

:09:55. > :10:07.organisations without a gre`t deal of expertise. What you need to look

:10:08. > :10:15.at is the actual statistics here. They don't prove anything at all. In

:10:16. > :10:21.a survey, 79% of people thotght that speed cameras should be used to

:10:22. > :10:33.reduce road casualties. That is because they are not aware of the

:10:34. > :10:41.real situation. Even if we see a camera, we slow down. It shows they

:10:42. > :10:46.work. You do slow down, but maybe you hit the brakes it rationally and

:10:47. > :10:57.someone runs into the back of you. We have too many speed cameras and

:10:58. > :11:00.the reason people are getting frustrated is because of thd fines

:11:01. > :11:08.and that is why they are vandalising them, even though I don't condone

:11:09. > :11:11.that. Please let us don't your thoughts on speed cameras. Do you

:11:12. > :11:39.agree with them? Concern is growing for the safety of

:11:40. > :11:42.a missing woman in Revesby. 52`year`old Denise Gray hasn't been

:11:43. > :11:46.seen since Monday afternoon when she went for a walk. Lincolnshire Police

:11:47. > :11:51.and volunteers are continuing to search the area south of Horncastle

:11:52. > :12:00.for the American tourist. Pdople living close by are being asked to

:12:01. > :12:03.check sheds and farm buildings. We are really concerned. When someone

:12:04. > :12:10.leaves under these circumst`nces and they don't return, it is worrying.

:12:22. > :12:24.Weeks earlier than usual thd first Puffin has been spotted on the East

:12:25. > :12:27.Yorkshire coast. There had been worries the winter storms h`d harmed

:12:28. > :12:31.sea bird colonies, but bird`watchers at Bempton Cliffs say the e`rly

:12:32. > :12:35.return is a sign that all is well on the coast.

:12:43. > :12:46.conditions it seems for a ptffin. It's very rare for them to be seen

:18:08. > :18:13.in eight of its trains which are to be transferred to Chilton r`il for

:18:14. > :18:18.the greater comfort and convenience of commuters in the south of

:18:19. > :18:22.England? We have plans to electrified the TransPennind Express

:18:23. > :18:26.and we are going ahead with the northern half, which will m`ke a

:18:27. > :18:36.difference. These are big steps forward. I have the managing

:18:37. > :18:44.director of TransPennine Express with me. Are you disappointdd with

:18:45. > :18:49.this situation? We are disappointed. In just a few weeks, we will

:18:50. > :18:56.increase the capacity across our net work by about 30%. That includes

:18:57. > :19:04.through places like Grimsby, whole and Selby. But you will be losing

:23:08. > :23:13.restoration job on a 19th cdntury Swiss cottage. It was built by a

:23:14. > :23:16.rich landowner in Bedfordshhre to remind him of his holidays hn

:23:17. > :23:20.Switzerland but nearly two hundred years on it was in need of some

:23:21. > :23:30.expert repairs. Gemma Dawson has been to see the work.

:23:31. > :23:34.The quiet of the Swiss Garddn in Bedfordshire is being interrupted.

:23:35. > :23:36.Covered in scaffolding, a tdam from the University of Lincoln are

:23:37. > :23:50.carefully restoring this cottage's rustic porch using twigs and pine

:23:51. > :23:56.cones. We have removed the old 0s decoration. It had degraded and

:23:57. > :24:03.stood out against the rest of the declaration. We are trying to smooth

:24:04. > :24:08.the surface to put on new decoration. The cottage and its

:24:09. > :24:15.grounds were created by Lord Ongley in the 1820s. And this is now a rare

:24:16. > :24:18.example of a Regency`style garden. It was created to look like the

:24:19. > :24:25.footholds of the Swiss Alps, which is in itself unique, although at the

:24:26. > :24:29.time, which is when Jane Austin was writing about everyone being in

:24:30. > :24:34.Switzerland on their grand Tours, it was the in thing to bring b`ck ideas

:24:35. > :24:37.from that area. In the main room of the cottage ` conservators `re now

:24:38. > :24:41.cleaning and retouching the decoration... And they think they've

:24:42. > :24:45.made a big discovery. The tdam believes much of this interhor was

:24:46. > :24:52.salvaged from a Swiss cottage in Regents Park which was demolished in

:24:53. > :24:58.1875, just two years before work took place here. The team from

:24:59. > :25:03.Lincoln think this illustration proves their theory. You can see the

:25:04. > :25:09.similarities between the Chdvron designs. There are lots of dlements

:25:10. > :25:14.in the interior where you c`n see that it has been chopped up and

:25:15. > :25:21.created to fit this space. What we really could do with is a ptrchase

:25:22. > :25:25.order or something in the archives. A lot of work has been done, but as

:25:26. > :25:36.yet, we cannot find that absolute proof. The team from Lincoln think

:25:37. > :25:39.this illustration of the Regents Park cottage proves their theory...

:26:47. > :26:53.using its 1970s technology cameras and invest in new ones. Thex will

:26:54. > :26:59.drastically reduce speeding and speed related accidents in the

:27:00. > :27:02.county. Marie says, speed c`meras do improve the roads as they slow

:27:03. > :27:07.people down and prevent acchdents. If they were not there, the roads

:27:08. > :27:14.would be more dangerous. Russell says, speed cameras don't c`tch

:27:15. > :27:25.drink drivers or careless drivers. Finally, Marie says, I have never

:27:26. > :27:29.been so incensed as I have hn watching the discussion on speed

:27:30. > :27:36.cameras. I live in a villagd and neighbours and I regularly see

:27:37. > :27:44.vehicles going over the 30 lph speed limit. It is a speed limit for a
