:01:19. > :01:21.happen by 2017. Danny Alexander has been meeting with business leaders

:01:22. > :01:25.in the city to hear their concerns about the local economy. Ond key

:01:26. > :01:29.factor is electrifying the rail line between Hull and the East Coast Main

:01:30. > :01:32.line in time for City of Culture. In a moment, we'll be hearing from

:01:33. > :01:39.Danny Alexander but first hdre's our business correspondent, Paul Murphy.

:01:42. > :01:48.London had a clear message `` they want a better service and f`ster

:01:49. > :01:55.services between coal and the capital, meaning only be a

:01:56. > :02:00.electrification of the rail line. Electrifying the whole routd will

:02:01. > :02:10.make it simpler and could bring down the costs of going down there. That

:02:11. > :02:15.could keep people in Hull, rather than them leaving the area for

:02:16. > :02:18.work. I generally go to Doncaster Rovers it is more reliable `nd much

:02:19. > :02:26.quicker. Electrification wotld help me a lot. Property boss Malcolm

:02:27. > :02:31.Scott is building a new cafd bar and music venue in the city. He says

:02:32. > :02:37.local and national politici`ns need to stop squabbling and work together

:02:38. > :02:43.to benefit the Humber region. This is the energy estuary and wd need to

:02:44. > :02:45.hammer that home. Because wd are a great trading city and region,

:02:46. > :02:50.central government and regional government needs to sing from the

:02:51. > :02:59.same hymn sheet, that we can help the UK as a whole. This haulage

:03:00. > :03:05.company says cutting fuel dtty would be a start and also a review of

:03:06. > :03:13.business rates. To give somd tax breaks on business rates wotld be

:03:14. > :03:18.very helpful as a start for people in Hull. We have got the budget

:03:19. > :03:21.coming up later this month so what I would like to see, first and

:03:22. > :03:25.foremost, is an agreement whth the government that we can have rail

:03:26. > :03:29.electrification all the way through to Hull. That would be numbdr one.

:03:30. > :03:33.There will be no shortage of opinions shared with Danny @lexander

:03:34. > :03:37.when he meets the business leaders in Hull later this evening.

:03:38. > :03:44.Earlier today I met with Danny Alexander during his visit to Hull.

:03:45. > :03:48.Howell needs investment, as one businessman has told us he will have

:03:49. > :03:55.do we locate a London because the rail line still is not electrified.

:03:56. > :04:00.When will it be? The coalithon government has funded the

:04:01. > :04:03.electrification up to Selby and there is now a lot of presstre on

:04:04. > :04:07.the line from Selby to Hull. That has been raised with me tod`y and I

:04:08. > :04:10.will certainly take that message back. The network rail programme is

:04:11. > :04:18.funded for the next few years will stop they have allocated thd

:04:19. > :04:24.projects they will spend it on, so it will be a question of whdther it

:04:25. > :04:27.can be funded in the next ones. I'm not sure it can be done in time for

:04:28. > :04:32.city of culture. Network rahl would have do work that out. So that is

:04:33. > :04:38.not something you can sign tp yourself? I cannot say, you must

:04:39. > :04:42.fund this other project. We have heard from a businessman who needs

:04:43. > :04:48.help with business rates. Wd have got so many shops boarded up in this

:04:49. > :04:53.city. Why not make this a special case for the city to help otr

:04:54. > :04:56.economy grow? Can you do th`t? No one has so far mentioned business

:04:57. > :05:02.rates to me so I will happily take your representations. There is a

:05:03. > :05:06.nationwide is this rates system and what we have done for this xear and

:05:07. > :05:10.next year is put in place additional discounts for small businesses. We

:05:11. > :05:13.have put in place a cap on the increases are business rates because

:05:14. > :05:18.we recognise that business rates are a big rush for businesses hdre and

:05:19. > :05:26.around the country. Siemens are looking to invest ?200 millhon in

:05:27. > :05:28.Hull at the green part `` green port but they need a commitment from the

:05:29. > :05:35.government going beyond 2020 and lots of jobs rest on this. Will that

:05:36. > :05:38.commitment begins? It is a hugely important project for Hull `nd one

:05:39. > :05:43.which we continue to discuss with the company. We have set out the

:05:44. > :05:48.framework for investment in offshore wind especially. I announced it in

:05:49. > :05:52.December and we put in placd the final pieces. I am working with my

:05:53. > :05:54.colleague Ed Davey in the energy Department to make sure all final

:05:55. > :06:02.decisions are taken as quickly as possible. I need to put in place the

:06:03. > :06:05.correct environment for this set that and for Siemens to invdst about

:06:06. > :06:09.is what I am working very h`rd to do because I know how important it is,

:06:10. > :06:19.not just for Hull, but for the whole of the United Kingdom. How will this

:06:20. > :06:22.city of culture `` Hull is city of culture for 2017. Would you agree it

:06:23. > :06:28.was a better choice than rival Dundee? I think it was a fantastic

:06:29. > :06:32.choice. It has been exciting to hear about some of the plans. How the

:06:33. > :06:38.digital sector will contribtte to that. These are enormously hmportant

:06:39. > :06:44.for the city but for the whole of the UK as well, so we needed to be a

:06:45. > :06:50.success. That was the correct answer and we will not play it in Dundee

:07:34. > :07:37.of poor air quality. In North Lincolnshire alone, that figure is

:07:38. > :07:40.almost 200. The Yorkshire and Humber region is one of 16 areas across the

:07:41. > :07:43.country which exceeds limits set by the European Union as our hdalth

:07:44. > :07:49.correspondent, Vicky Johnson reports.

:07:50. > :07:52.The great choking smog of the 1 50s almost brought London to a

:07:53. > :08:00.standstill and contributed to the deaths of almost 4000 peopld. It led

:08:01. > :08:04.to the clean air act if 1956. While air quality has certainly ilproved,

:08:05. > :08:06.some patients attending this cough clinic run by Hull University say

:08:07. > :08:17.their condition is affected by certain pollutants. I noticd with my

:08:18. > :08:22.asthma that sometimes I cough more if I am not running running along

:08:23. > :08:25.the road. Last month, a schdme to build new homes close to

:08:26. > :08:27.Scunthorpe's steelworks was turned down because of concerns about

:08:28. > :08:37.pollution, particularly levdls of PM10s ` fine dust particles which

:08:38. > :08:41.can get lodged in the lungs. We do have about 179 deaths a year as a

:08:42. > :08:46.result of a pollution, which is really more than we would w`nt, so

:08:47. > :08:50.our aim is to get those down. You need to set that in the context of

:08:51. > :08:52.all the premature death that we have in North Lincolnshire, which we want

:08:53. > :08:56.to get down anyway. There are eight of these air

:08:57. > :09:00.monitoring stations across North Lincolnshire and they show `n

:09:01. > :09:04.improving picture. A spokeslan for Tartars still says they are

:09:05. > :09:09.committed to reducing emisshons from the steelworks here and say recent

:09:10. > :09:15.improvements to the air quality have been because of investments they

:09:16. > :09:18.made. They added the relationship between the steelworks and the

:09:19. > :09:24.surrounding area is important and it is only right what they do `` that

:09:25. > :09:27.they reduce the impact on their neighbours. But the EU isn't happy

:09:28. > :09:33.with the pace of improvements and is now threatening legal action. Legal

:09:34. > :09:37.limits are being breached across the UK and across Yorkshire and the

:09:38. > :09:42.deadline was 2010. The government says they will not achieve limits

:09:43. > :09:44.until 2020, so the improvemdnts are not being made quickly enough.

:09:45. > :09:46.Campaigners claim lives will continue to be put at risk tntil the

:09:47. > :09:55.government cleans up its act and forces reductions in traffic and

:09:56. > :09:58.industrial emissions. An armed robber who killed his

:09:59. > :10:02.accomplice while fleeing police in Hull has been told to expect a long

:10:03. > :10:05.jail sentence. Neville Kitt pleaded guilty to killing Matthew Httchinson

:10:06. > :10:09.by dangerous driving and to the robbery of a newsagents last

:10:10. > :10:12.October. He also pleaded not guilty to possession of a weapon, `n

:10:13. > :10:17.aggravated burglary, theft `nd possession of a CS gas canister The

:10:18. > :10:20.pair were being pursued by police when their motorbike crashed into a

:10:21. > :10:24.car. A coroner says a Lincolnshire man

:10:25. > :10:27.who had surgery at Lincoln County Hospital died in part because

:10:28. > :10:33.adequate steps were not takdn to protect him from the risks of the

:10:34. > :10:38.operation. `` because inadepuate step where taken. Ray Law, who was

:10:39. > :10:42.60, died in 2010 after a prostate operation. The trust that rtns the

:10:43. > :10:46.hospital says it's made significant improvements in all areas of patient

:10:47. > :10:54.safety in the past four years. Ray's family are now considering further

:10:55. > :11:01.action. Relieved it is all over We can settle down. Like my solicitor

:11:07. > :11:09.want to go forward. Underwater search teams are

:11:43. > :11:47.coordination of the voluntedr search and rescue teams from across the

:11:48. > :11:50.East Midlands. From as far `field as Cambridgeshire and Leicestershire,

:11:51. > :11:55.they have been coming and going all day. Searching the fields and the

:11:56. > :11:59.woodland that's around this area, a very isolated area, with lots of

:12:00. > :12:05.agricultural land to search as they look for Denise Gray. There is

:12:06. > :12:09.obviously concern as well bdcause of the extremely cold nights that have

:12:10. > :12:15.set in over the past few daxs. We have got a large team today working.

:12:16. > :12:20.About 20 people. We have got teams from different other countids ``

:12:21. > :12:22.different parts of other cotnties as well. Nottinghamshire,

:12:23. > :12:32.Leicestershire and Cambridgdshire two. What have the police s`id

:12:38. > :12:44.whereabouts. They have been diving in lakes for the last coupld of

:12:45. > :12:50.days. They are unsure as to why she has gone missing. She was l`st seen

:12:51. > :12:55.as she left her friend's hotse, staying on a terrorist Beazdr in the

:12:56. > :13:01.country. She was last seen wearing a red waist length jacket and brown

:13:02. > :13:06.trousers. They asked people to keep their eyes open for her. We are

:13:07. > :13:10.appealing for anyone who max have seen hazards Monday when shd was

:13:11. > :13:15.reported missing, any sighthngs at all, we will follow those up. Also

:13:16. > :13:19.for the people that live with in the area, if you can check out

:23:28. > :23:31.bits and we are going to turn the whole lot into affordable

:23:32. > :23:38.accommodation using local pdople and apprentices. Many people wanted to

:23:39. > :23:46.see this has turned into a luseum or a cinema but turning it into

:23:47. > :23:53.affordable housing and opportunities for Hull's next generation hs surely

:23:54. > :24:01.a project that his father would have approved of. His father founded the

:24:02. > :24:06.smell and his philanthropy hs marked in this museum. The charitids that

:24:07. > :24:11.they both founded continue to do good work now. This is absolutely

:24:12. > :24:18.within the spirit of what the foundation is about. It is within

:24:19. > :24:23.this spirit of what the Rank family stood for. It is a proud dax for

:24:24. > :24:33.those that have campaigned to see the house restored. Brilliant. Well
