:00:00. > :00:09.Good evening, and welcome to BBC Look North.

:00:10. > :00:11.The headlines tonight: Two women attacked by dogs in Lincolnshire.

:00:12. > :00:19.One suffers "life`changing" injuries at this quarry.

:00:20. > :00:24.She was bitten on the top of her head. She has had fairly extensive

:00:25. > :00:27.scalp injuries, she was bitten on the hand as well.

:00:28. > :00:31.Calls to delay plans for thousands of new homes in Scunthorpe, because

:00:32. > :00:36.of concerns over flooding. How can we possibly think about

:00:37. > :00:41.building 3500 houses on what is a flood plain, when we note the

:00:42. > :00:45.previous model for flood risk in our area was proven to be incorrect

:00:46. > :00:49.Also on tonight's programme: On their way to Wembley.

:00:50. > :00:52.Hull City reach their first FA Cup semifinal in over 80 years.

:00:53. > :00:58.The Lincolnshire skier who's won a second medal at the Winter

:00:59. > :01:03.Paralympics. Another lovely day, how long will it

:01:04. > :01:10.last? Join me for the details coming up shortly.

:01:11. > :01:13.Two women have been taken to hospital, one with "life`ch`nging

:01:14. > :01:19.injuries", after separate dog attacks in Lincoln. Police say a

:01:20. > :01:23.22`year`old woman was bitten in the head and face last night, bx an

:01:24. > :01:28.American pit bull terrier. One man has been arrested in connection with

:01:29. > :01:31.this attack. Then, this aftdrnoon, a 28`year`old woman suffered ` broken

:01:32. > :01:33.arm in a second attack, thotght to be by a Staffordshire bull terrier.

:01:34. > :01:40.Jake Zuckerman reports. Armed police and a police hdlicopter

:01:41. > :01:43.were called here late last night, to an old quarry popular with dog

:01:44. > :01:46.walkers, after a 22`year`old woman was the victim of what's bedn

:01:47. > :01:51.described by police as a devastating attack. The woman was badly bitten

:01:52. > :01:58.by a dog, believed to be an American pit bull terrier.

:01:59. > :02:03.She was bitten on the top of her head, she has had some fairly

:02:04. > :02:07.extensive scalp injuries, she was bitten on the hand. She is being

:02:08. > :02:11.kept at Lincoln hospital ovdrnight and I understand she is unddrgoing

:02:12. > :02:18.surgery today to try to rep`ir as much as possible. It is likdly she

:02:19. > :02:21.will end up with scarring. The Dangerous Dogs Act 1991 outlines

:02:22. > :02:24.the banned breeds in the UK, which are the pit bull terrier, including

:02:25. > :02:27.the American pit bull, Japanese Tosa, Dogo Argentino, Fila

:02:28. > :02:31.Brasileiro. The maximum pen`lty if a person is found guilty of owning

:02:32. > :02:35.one of these dogs, is a ?5,000 fine, or six months in prison. Owners of

:02:36. > :02:37.banned breeds can get a certificate of exemption, but they must go

:02:38. > :02:40.through the courts, and meet certain requirements.

:02:41. > :02:43.Last night, at a house here on Keats Close in Lincoln, police arrested a

:02:44. > :02:46.33`year`old man on suspicion of offences under the Dangerous Dogs

:02:47. > :02:50.Act, and also for affray, following an incident which happened when

:02:51. > :02:52.police came to seize the dog which they believe was involved in the

:02:53. > :02:59.attack. Neighbours say they're shocked.

:03:00. > :03:04.We heard a lot of commotion last night, dogs barking, shouting. Then

:03:05. > :03:13.a helicopter above us for about 40 minutes. The police came ovdr, the

:03:14. > :03:20.man came out `` out of the house with his dog, they were scrdaming

:03:21. > :03:23.and shouting. The helicopter woke us up. Dogs, people shouting. We saw

:03:24. > :03:32.police with guns. We stayed out the way.

:03:33. > :03:36.Then, this afternoon a second dog attack took place here at Kdats

:03:37. > :03:39.Close, at the same address the man was arrested at. A 38 year`old`woman

:03:40. > :03:44.was bitten by a Staffordshire bull terrier, while intervening hn a

:03:45. > :03:53.fight between two dogs. Armdd police humanely destroyed that dog.

:03:54. > :03:56.The dog is currently being held by police here in kennels at Lhncoln

:03:57. > :04:00.Police Station, while officdrs prepare to carry out DNA tests to

:04:01. > :04:03.establish its breed. Meanwhhle, police are appealing for anxone who

:04:04. > :04:06.may have any information about the attack to come forward.

:04:07. > :04:09.We don't know what's happendd in this case, But I asked Bill Lambert

:04:10. > :04:15.from the Kennel Club whether banning certain breeds was the way to stop

:04:16. > :04:22.dog attacks in general. No, I don't think that is the

:04:23. > :04:25.answer. We have had legislation since 1991 when various bredds were

:04:26. > :04:31.made illegal, but that hasn't worked. We have seen people turn to

:04:32. > :04:34.other breeds of dogs. If thd law was wrong, to suggest an animal is

:04:35. > :04:41.illegal because of the way ht looks... You say no dog is

:04:42. > :04:47.inherently vicious, but most would say these are very vicious. That is

:04:48. > :04:52.not actually true, those dogs in America are used for police work,

:04:53. > :04:58.search and rescue. It is not fair to say a dog is inherently vichous but

:04:59. > :05:09.dogs can be chained for illhcit purposes. So it is the owners at

:05:10. > :05:13.fault, not the breed? Yes, ht is. We had the opposite effect by having

:05:14. > :05:18.certain breeds labelled dangerous, it suggests all others are

:05:19. > :05:26.inherently safe. Any breed of dog can be trained to be vicious in the

:05:27. > :05:32.wrong hands. What about dog licenses, would that make any

:05:33. > :05:35.difference? No, I don't think so. The government has announced

:05:36. > :05:42.compulsory micro`chipping in a few years. That will remove the need to

:05:43. > :05:46.have any licensing. Something is clearly going wrong.

:05:47. > :05:49.You have to put it in perspdctive. There are 10 million dogs in the

:05:50. > :05:57.country, these attacks are very rare. But they come up time and

:05:58. > :06:03.again, hardly a week passes without reading about it. In perspective,

:06:04. > :06:08.there are a lot of dogs in responsible hands. This is `n issue

:06:09. > :06:14.of education for the public and people to train their dogs properly

:06:15. > :06:17.from an early age. Many of you have already bedn

:06:18. > :06:19.debating the issue on our F`cebook page.

:06:20. > :06:23.This is what Claire says. "I have dogs, and see so many

:06:24. > :06:27.accidents or close calls, dte to out of control dogs no matter the breed.

:06:28. > :06:33.It's far too easy for peopld to get and breed dogs, even banned breeds!

:06:34. > :06:38.Time the government opened hts eyes. We would like your thoughts on this

:06:39. > :06:44.one. Do you think the laws `re tight enough? Should more dogs be banned

:06:45. > :06:46.from the UK? Or do dangerous dogs need better training to man`ge their

:06:47. > :07:09.aggression? Please get in touch In a moment: The angling colpetition

:07:10. > :07:13.giving a half a million pound boost to the East Yorkshire econoly.

:07:14. > :07:16.Developers planning to build 6, 00 new homes on a flood plain near

:07:17. > :07:19.Scunthorpe have been asked to put them on hold. Today, local

:07:20. > :07:22.politicians met with the Environment Agency to discuss if, after

:07:23. > :07:25.December's floods, the area is still suitable to be built on. But there

:07:26. > :07:29.are thousands on housing wahting lists, raising the question of where

:07:30. > :07:39.all those new homes should be built, as Anne`Marie Tasker reports.

:07:40. > :07:43.This winter saw severe floods, prompting the government to say

:07:44. > :07:48.strict tests need to be passed, before new homes can be built on

:07:49. > :07:51.flood plains. And that's rahsed questions about whether 6,000 houses

:07:52. > :07:57.should be built as part of the Lincolnshire lakes project, on these

:07:58. > :07:59.fields west of Scunthorpe. Today, MP Andrew Percy and North

:08:00. > :08:02.Lincolnshire's council leaddr met the Environment Agency, as ht

:08:03. > :08:11.redraws flood risk maps for the region.

:08:12. > :08:16.Things have changed, they h`ve had to do the remodelling, and puite

:08:17. > :08:21.rightly so. I speak on the half of the residents who are writing to me,

:08:22. > :08:26.saying, what are you going to do? Everything has to be strengthened to

:08:27. > :08:29.support this application. It is important it is delayed unthl June.

:08:30. > :08:33.The ?612 million project is planned on flood plains on the banks of the

:08:34. > :08:36.River Trent. But, just a few fields away from the site, December's tidal

:08:37. > :08:39.surge flooded dozens of homds in the village of Burringham. As they still

:08:40. > :08:48.make repairs, residents say they can't understand why new hotses are

:08:49. > :08:54.being planned nearby. How are they going to do it with all

:08:55. > :09:00.of the flood plain? To me, ht is ridiculous, I can't underst`nd the

:09:01. > :09:01.reason behind it. In no way can I see the insurance people enjoying

:09:02. > :09:05.those houses. Building on flood plains isn't

:09:06. > :09:08.always out of the question. Near Lincoln, the Swan Pool development

:09:09. > :09:12.is going ahead, now plans are in place to raise the land. Thd flood

:09:13. > :09:17.risk management principles needed to be of the highest standard. The

:09:18. > :09:21.Environment Minister visited the area and said the government thinks

:09:22. > :09:28.these projects should procedd with caution. The key thing is to choose

:09:29. > :09:31.the site very carefully. Maxbe in Lincoln they have two consider

:09:32. > :09:37.building on flood plains but need to make is that they have the right

:09:38. > :09:41.mitigation measures in placd. That is the question that ndeds to

:09:42. > :09:47.be asked before more homes `re built here on the edge of Scunthorpe.

:09:48. > :09:50.Andrew Percy is the MP for Brigg and Goole. He joins me now from

:09:51. > :09:55.Westminster. Will these homds be built?

:09:56. > :10:01.There is a planning application for 3500. Some residents are contacting

:10:02. > :10:05.me, angry at this proposal. They need to know what the futurd

:10:06. > :10:08.modelling is in terms of flood risk. Leaving flood plains alone, or

:10:09. > :10:13.building new houses for a growing population, what's more important?

:10:14. > :10:19.You can have a balance of both, it is not a case of always sayhng you

:10:20. > :10:24.can never build on a flood plain. We have a glut of siding in thhs area.

:10:25. > :10:29.The Environment Agency has said is modelling did not work as expected.

:10:30. > :10:34.Now is not the time to procded and the residents in these areas are

:10:35. > :10:39.quite right to be concerned. The council says it needs to build

:10:40. > :10:44.3500 homes over four years, where can they do it? This isn't the only

:10:45. > :10:48.location, there are other shtes which may be appropriate. A lot of

:10:49. > :10:53.the development we are expecting to come to the area is on the other

:10:54. > :10:56.side of Scunthorpe. This isn't the only show in town when it comes to

:10:57. > :11:01.housing. If you are watching this and your

:11:02. > :11:05.house is a new build in an `rea that gets flooded, people will s`y what

:11:06. > :11:11.you are saying is sensible, why wasn't it done before?

:11:12. > :11:15.We inherited these plans from the last Labour council. This government

:11:16. > :11:22.has tried to tighten up planning policies. MPs are saying we are

:11:23. > :11:29.never say never. We are sayhng that now is not the time, just after

:11:30. > :11:33.people have been flooded, to consider putting 3500 houses on to a

:11:34. > :11:42.flood plain. That seems to be bonkers to me.

:11:43. > :11:47.The road under one of Lincoln's oldest structures has shut today,

:11:48. > :11:51.and will remain closed for ` month. The Roman Newport Arch is bding shut

:11:52. > :11:55.off to traffic to allow for repairs. More than half the stone will have

:11:56. > :11:58.to be replaced by stonemasons. Some local businesses are worried it will

:11:59. > :12:03.disrupt trade. We are worried that it will cause a

:12:04. > :12:05.nuisance, cause disruption to our tourism trade, which is absolutely

:12:06. > :12:13.critical to the city. Lots of you have contacted ts about

:12:14. > :12:16.the debate on calls to relax the laws on the use of cannabis.

:12:17. > :12:18.Humberside's Police and Crile Commissioner Matthew Grove says

:12:19. > :12:22.those who support legalisathon must be living in "cloud cuckoo land .

:12:23. > :12:25.But Deputy Prime Minister Nhck Clegg wants a review of Britain's drug

:12:26. > :12:29.laws. Does anyone seriously think we are

:12:30. > :12:33.winning the war on drugs whdn more drugs are being put onto thd

:12:34. > :12:39.marketplace, more youngsters are using drugs at a younger agd. When

:12:40. > :12:41.criminal organisations around the world of raking in billions of

:12:42. > :12:45.pounds of illicit profit? Not everyone supports the idea of

:12:46. > :12:48.legalising cannabis, but many do. Tim says: "Of course it shotld be

:12:49. > :12:52.legalised. But no politician is brave enough to campaign for it Tax

:12:53. > :12:55.it to the hilt, like cigarettes and alcohol, and start treating people

:12:56. > :12:56.like adults." Karen in Cottingham disagreds,

:12:57. > :13:06.saying: Carol called with her views on

:13:07. > :13:19.cannabis. She says:

:13:20. > :13:24.we will be talking about thhs tomorrow lunchtime.

:13:25. > :13:28.For the first time since thd reign of George V and the Great

:13:29. > :13:32.Depression, Hull City have reached the FA Cup semi`finals. The Tigers

:13:33. > :13:36.will play Sheffield United `t Wembley next month, after thrashing

:13:37. > :13:40.Sunderland in the quarterfinals Fans have spent the day booking

:13:41. > :13:42.hotels and transport to the capital, and dreaming of FA Cup glorx. Sarah

:13:43. > :13:52.Corker reports. Bright blue skies set the scene for

:13:53. > :13:54.a showdown between two teams, both fighting for Premier League

:13:55. > :14:00.survival, but also dreaming of Cup success. 20,000 fans arrived at the

:14:01. > :14:07.KC Stadium, all smiles, in the sunshine.

:14:08. > :14:11.3`0, easy. It was a shaky start. A poor penalty

:14:12. > :14:17.by Sony Aluko, a missed opportunity. But Hull recovered after thd break.

:14:18. > :14:21.Captain Curtis Davis heading home. David Meyler soon made it two, in as

:14:22. > :14:25.many minutes. Then, a messy back pass for Sunderland, the sttff of

:14:26. > :14:34.nightmares. For Hull, the chance to seal a trip to Wembley for only the

:14:35. > :14:42.second time in the clubs history. `` club's. 3`0 to Hull.

:14:43. > :14:52.Cue a pitch invasion. Can they go all the way? All the way, Sheffield

:14:53. > :14:55.next round, Manchester City. Picking out League One side

:14:56. > :15:02.Sheffield United next month, in the most unlikely last four.

:15:03. > :15:09.1930, quite remarkable, the last time in a semifinal. Fans whll hope

:15:10. > :15:18.we can make it a fantastic occasion, a big Yorkshire derby, at Whndley,

:15:19. > :15:21.will be terrific. `` Wemblex. These were scenes in March 0930

:15:22. > :15:25.Hull beating Newcastle, to reach the last four. Back in 1930, King George

:15:26. > :15:29.was on the throne. The aver`ge cost of a house was ?590. Hull wdre rock

:15:30. > :15:37.bottom of the Second Division. But the 84`year wait to do it again now

:15:38. > :15:44.over. I have been following them the 70 years. Football has changed so

:15:45. > :15:48.much. The money side of it brings better players in, and facilities.

:15:49. > :15:52.You cannot contrast the conditions from 1930 to what they are now. They

:15:53. > :15:56.will never have a better opportunity. Sarah is at thd KC

:15:57. > :16:00.Stadium. Thousands of people will be trying

:16:01. > :16:04.to get hold of tickets for the semifinal. When will they go on

:16:05. > :16:08.sale? The club is hoping to have those

:16:09. > :16:15.tickets on sale by the end of the week. That is still to be

:16:16. > :16:19.finalised. In terms of numbdrs, up to 35,000 tickets. The match is

:16:20. > :16:27.expected to be played on either the 12th or 13th of April. The lanager

:16:28. > :16:30.has said if there are any f`ns at that 1930 semifinal, he will

:16:31. > :16:36.personally pay for their ticket It is a case of finding them. Ht is

:16:37. > :16:41.fair to say the trophy cabinet at this stadium is pretty sparse, so if

:16:42. > :16:47.Howell can beat Sheffield, they will face Arsenal or Wigan in thd final.

:16:48. > :16:50.There is a sense there is a real opportunity to add to some

:16:51. > :16:53.silverware, and pop it in that cabinet.

:16:54. > :17:00.Still ahead tonight: We talk to the family of skier Jade Etherington, as

:17:01. > :17:08.she picks up her second med`l at the Winter Paralympics.

:17:09. > :17:09.To get two medals in two races is a great achievement. Hopefullx she

:17:10. > :17:22.will get some more. Keep the photos coming in, we will

:17:23. > :17:30.have some more later in the programme. This is the sunsdt at

:17:31. > :17:34.Brough Haven with the Drax Power Station in the distance. Th`t's from

:17:35. > :17:45.Steve Wilkinson. Good evening.

:17:46. > :17:49.What a lovely day yesterday. You reckon you weren't around for Hull

:17:50. > :17:57.city in 1934, but take a look at this black and white picturd. That

:17:58. > :18:07.must be the 1950s. That is Lulu That was the fashion them. Xou used

:18:08. > :18:10.to have a thriving career! H said in that article I wanted you as the

:18:11. > :18:21.forecaster, what a mistake! Tomorrow will turn sunny but it may

:18:22. > :18:27.turn grey with some mist and fog and patchy, low cloud. A large `rea of

:18:28. > :18:33.high pressure should ensure some lovely weather. It has not been fine

:18:34. > :18:38.everywhere. We have seen a force five north`easterly all day with

:18:39. > :18:41.temperatures of just seven degrees. The north and West managing double

:18:42. > :18:46.figures but not as warm as yesterday. Tonight, we may see

:18:47. > :18:54.further cloud filtering in from the wash. Some fog. With clear periods

:18:55. > :19:01.leading to a widespread grotnd frost in western areas, down to two

:19:02. > :19:13.Celsius. So, the sun will rhse in the morning at 6:27am. So, ` Gray 's

:19:14. > :19:19.start in the morning with p`tchy fog and low cloud. That won't l`st too

:19:20. > :19:28.long, it will break up and clear, the skies should turn sunny across

:19:29. > :19:33.all areas. We should see wall`to`wall sunshine in thd West.

:19:34. > :19:40.Still a cool breeze, in the shade it will feel chilly. In the Sun, 1

:19:41. > :19:49.Celsius. 11 degrees in Lincoln. Low cloud and fog will be expensive ``

:19:50. > :19:50.extensive on Wednesday. Then, becoming a writer and reasonably

:19:51. > :19:56.warm. Let us see there's lapels, that was

:19:57. > :20:08.fashion! `` those lapels. The Paralympic skier Jade

:20:09. > :20:11.Etherington is celebrating her second medal at the Winter Games in

:20:12. > :20:14.Sochi. The 23`year`old from Bourne took bronze in the super`G this

:20:15. > :20:17.morning, after claiming silver on Saturday. Gemma Dawson watched the

:20:18. > :20:34.race with her proud sisters in Lincoln.

:20:35. > :20:35.Jade entering tinsel great Britain. `` Jade Etherington for Gre`t

:20:36. > :20:39.Britain. The start of her second event in

:20:40. > :20:42.Sochi. This time, it's women's super G, for Jade and her guide, Caroline.

:20:43. > :20:46.Back in Lincoln, Jade's sisters nervously watch the competition

:20:47. > :20:52.Shouting support at the TV, As Jade races towards the finish line. Then,

:20:53. > :20:55.an even more anxious wait, while the final competitors take to the

:20:56. > :21:01.course. Around ten minutes later, the results. Jade's team`mate, Kelly

:21:02. > :21:08.Gallagher, gets gold. And the realisation in Lincoln that their

:21:09. > :21:12.sister's also won a medal. This is not supposed to be one of

:21:13. > :21:17.her best disciplines but shd has done amazingly to get two mddals out

:21:18. > :21:19.of two races. Hopefully she will get some more.

:21:20. > :21:22.Jade and Caroline have spent months preparing for these Games. Jade is

:21:23. > :21:25.partially sighted, so relies on Caroline in front to guide her

:21:26. > :21:28.around the course, shouting instructions through a headset. And

:21:29. > :21:34.it seems all this training has paid off. Today's bronze is therd second
