:01:24. > :01:28.American pit bull terrier. One man has been arrested in connection with
:01:29. > :01:31.this attack. Then, this aftdrnoon, a 28`year`old woman suffered ` broken
:01:32. > :01:33.arm in a second attack, thotght to be by a Staffordshire bull terrier.
:01:34. > :01:40.Jake Zuckerman reports. Armed police and a police hdlicopter
:01:41. > :01:43.were called here late last night, to an old quarry popular with dog
:01:44. > :01:46.walkers, after a 22`year`old woman was the victim of what's bedn
:01:47. > :01:51.described by police as a devastating attack. The woman was badly bitten
:01:52. > :01:58.by a dog, believed to be an American pit bull terrier.
:01:59. > :02:03.She was bitten on the top of her head, she has had some fairly
:02:04. > :02:07.extensive scalp injuries, she was bitten on the hand. She is being
:02:08. > :02:11.kept at Lincoln hospital ovdrnight and I understand she is unddrgoing
:02:12. > :02:18.surgery today to try to rep`ir as much as possible. It is likdly she
:02:19. > :02:21.will end up with scarring. The Dangerous Dogs Act 1991 outlines
:02:22. > :02:24.the banned breeds in the UK, which are the pit bull terrier, including
:02:25. > :02:27.the American pit bull, Japanese Tosa, Dogo Argentino, Fila
:02:28. > :02:31.Brasileiro. The maximum pen`lty if a person is found guilty of owning
:02:32. > :02:35.one of these dogs, is a ?5,000 fine, or six months in prison. Owners of
:02:36. > :02:37.banned breeds can get a certificate of exemption, but they must go
:02:38. > :02:40.through the courts, and meet certain requirements.
:02:41. > :02:43.Last night, at a house here on Keats Close in Lincoln, police arrested a
:02:44. > :02:46.33`year`old man on suspicion of offences under the Dangerous Dogs
:02:47. > :02:50.Act, and also for affray, following an incident which happened when
:02:51. > :02:52.police came to seize the dog which they believe was involved in the
:02:53. > :02:59.attack. Neighbours say they're shocked.
:03:00. > :03:04.We heard a lot of commotion last night, dogs barking, shouting. Then
:03:05. > :03:13.a helicopter above us for about 40 minutes. The police came ovdr, the
:03:14. > :03:20.man came out `` out of the house with his dog, they were scrdaming
:03:21. > :03:23.and shouting. The helicopter woke us up. Dogs, people shouting. We saw
:03:24. > :03:32.police with guns. We stayed out the way.
:03:33. > :03:36.Then, this afternoon a second dog attack took place here at Kdats
:03:37. > :03:39.Close, at the same address the man was arrested at. A 38 year`old`woman
:03:40. > :03:44.was bitten by a Staffordshire bull terrier, while intervening hn a
:03:45. > :03:53.fight between two dogs. Armdd police humanely destroyed that dog.
:03:54. > :03:56.The dog is currently being held by police here in kennels at Lhncoln
:03:57. > :04:00.Police Station, while officdrs prepare to carry out DNA tests to
:04:01. > :04:03.establish its breed. Meanwhhle, police are appealing for anxone who
:04:04. > :04:06.may have any information about the attack to come forward.
:04:07. > :04:09.We don't know what's happendd in this case, But I asked Bill Lambert
:04:10. > :04:15.from the Kennel Club whether banning certain breeds was the way to stop
:04:16. > :04:22.dog attacks in general. No, I don't think that is the
:04:23. > :04:25.answer. We have had legislation since 1991 when various bredds were
:04:26. > :04:31.made illegal, but that hasn't worked. We have seen people turn to
:04:32. > :04:34.other breeds of dogs. If thd law was wrong, to suggest an animal is
:04:35. > :04:41.illegal because of the way ht looks... You say no dog is
:04:42. > :04:47.inherently vicious, but most would say these are very vicious. That is
:04:48. > :04:52.not actually true, those dogs in America are used for police work,
:04:53. > :04:58.search and rescue. It is not fair to say a dog is inherently vichous but
:04:59. > :05:09.dogs can be chained for illhcit purposes. So it is the owners at
:05:10. > :05:13.fault, not the breed? Yes, ht is. We had the opposite effect by having
:05:14. > :05:18.certain breeds labelled dangerous, it suggests all others are
:05:19. > :05:26.inherently safe. Any breed of dog can be trained to be vicious in the
:05:27. > :05:32.wrong hands. What about dog licenses, would that make any
:05:33. > :05:35.difference? No, I don't think so. The government has announced
:05:36. > :05:42.compulsory micro`chipping in a few years. That will remove the need to
:05:43. > :05:46.have any licensing. Something is clearly going wrong.
:05:47. > :05:49.You have to put it in perspdctive. There are 10 million dogs in the
:05:50. > :05:57.country, these attacks are very rare. But they come up time and
:05:58. > :06:03.again, hardly a week passes without reading about it. In perspective,
:06:04. > :06:08.there are a lot of dogs in responsible hands. This is `n issue
:06:09. > :06:14.of education for the public and people to train their dogs properly
:06:15. > :06:17.from an early age. Many of you have already bedn
:06:18. > :06:19.debating the issue on our F`cebook page.

:07:17. > :07:19.Scunthorpe have been asked to put them on hold. Today, local
:07:20. > :07:22.politicians met with the Environment Agency to discuss if, after
:07:23. > :07:25.December's floods, the area is still suitable to be built on. But there
:07:26. > :07:29.are thousands on housing wahting lists, raising the question of where
:07:30. > :07:39.all those new homes should be built, as Anne`Marie Tasker reports.
:07:40. > :07:43.This winter saw severe floods, prompting the government to say
:07:44. > :07:48.strict tests need to be passed, before new homes can be built on
:07:49. > :07:51.flood plains. And that's rahsed questions about whether 6,000 houses
:07:52. > :07:57.should be built as part of the Lincolnshire lakes project, on these
:07:58. > :07:59.fields west of Scunthorpe. Today, MP Andrew Percy and North
:08:00. > :08:02.Lincolnshire's council leaddr met the Environment Agency, as ht
:08:03. > :08:11.redraws flood risk maps for the region.
:08:12. > :08:16.Things have changed, they h`ve had to do the remodelling, and puite
:08:17. > :08:21.rightly so. I speak on the half of the residents who are writing to me,
:08:22. > :08:26.saying, what are you going to do? Everything has to be strengthened to
:08:27. > :08:29.support this application. It is important it is delayed unthl June.
:08:30. > :08:33.The ?612 million project is planned on flood plains on the banks of the
:08:34. > :08:36.River Trent. But, just a few fields away from the site, December's tidal
:08:37. > :08:39.surge flooded dozens of homds in the village of Burringham. As they still
:08:40. > :08:48.make repairs, residents say they can't understand why new hotses are
:08:49. > :08:54.being planned nearby. How are they going to do it with all
:08:55. > :09:00.of the flood plain? To me, ht is ridiculous, I can't underst`nd the
:09:01. > :09:01.reason behind it. In no way can I see the insurance people enjoying
:09:02. > :09:05.those houses. Building on flood plains isn't
:09:06. > :09:08.always out of the question. Near Lincoln, the Swan Pool development
:09:09. > :09:12.is going ahead, now plans are in place to raise the land. Thd flood
:09:13. > :09:17.risk management principles needed to be of the highest standard. The
:09:18. > :09:21.Environment Minister visited the area and said the government thinks
:09:22. > :09:28.these projects should procedd with caution. The key thing is to choose
:09:29. > :09:31.the site very carefully. Maxbe in Lincoln they have two consider
:09:32. > :09:37.building on flood plains but need to make is that they have the right
:09:38. > :09:41.mitigation measures in placd. That is the question that ndeds to
:09:42. > :09:47.be asked before more homes `re built here on the edge of Scunthorpe.

:09:51. > :09:55.Westminster. Will these homds be built?
:09:56. > :10:01.There is a planning application for 3500. Some residents are contacting
:10:02. > :10:05.me, angry at this proposal. They need to know what the futurd
:10:06. > :10:08.modelling is in terms of flood risk. Leaving flood plains alone, or
:10:09. > :10:13.building new houses for a growing population, what's more important?
:10:14. > :10:19.You can have a balance of both, it is not a case of always sayhng you
:10:20. > :10:24.can never build on a flood plain. We have a glut of siding in thhs area.
:10:25. > :10:29.The Environment Agency has said is modelling did not work as expected.
:10:30. > :10:34.Now is not the time to procded and the residents in these areas are
:10:35. > :10:39.quite right to be concerned. The council says it needs to build
:10:40. > :10:44.3500 homes over four years, where can they do it? This isn't the only
:10:45. > :10:48.location, there are other shtes which may be appropriate. A lot of
:10:49. > :10:53.the development we are expecting to come to the area is on the other
:10:54. > :10:56.side of Scunthorpe. This isn't the only show in town when it comes to
:10:57. > :11:01.housing. If you are watching this and your
:11:02. > :11:05.house is a new build in an `rea that gets flooded, people will s`y what
:11:06. > :11:11.you are saying is sensible, why wasn't it done before?
:11:12. > :11:15.We inherited these plans from the last Labour council. This government
:11:16. > :11:22.has tried to tighten up planning policies. MPs are saying we are
:11:23. > :11:29.never say never. We are sayhng that now is not the time, just after
:11:30. > :11:33.people have been flooded, to consider putting 3500 houses on to a
:11:34. > :11:42.flood plain. That seems to be bonkers to me.
:11:43. > :11:47.The road under one of Lincoln's oldest structures has shut today,
:11:48. > :11:51.and will remain closed for ` month. The Roman Newport Arch is bding shut
:11:52. > :11:55.off to traffic to allow for repairs. More than half the stone will have
:11:56. > :11:58.to be replaced by stonemasons. Some local businesses are worried it will
:11:59. > :12:03.disrupt trade. We are worried that it will cause a
:12:04. > :12:05.nuisance, cause disruption to our tourism trade, which is absolutely
