:01:11. > :01:13.Getting it right on ambulance response times in Lincolnshire

:01:14. > :01:16.remains our top priority, that's the message from the woman who runs the

:01:17. > :01:20.service. Chief executive Sue Noyes insists patients are seeing

:01:21. > :01:23.improvements. The East Midlands Ambulance Service has been fined in

:01:24. > :01:27.each of the past three years for missing its targets and a planned

:01:28. > :01:32.reorganisation has been put on hold until that improves. Our health

:01:33. > :01:36.correspondent, Vicky Johnson, has today met senior managers from the

:01:37. > :01:44.Trust to find out what the future holds for patients.

:01:45. > :01:47.Peter, it's worth remembering the plans to reorganise the East

:01:48. > :01:50.Midlands Ambulance date back to 2012 and were the Trust's response to its

:01:51. > :01:53.consistently poor performance. But the Being the Best project meant

:01:54. > :01:55.plans were approved to close ten ambulance stations across

:01:56. > :01:57.Lincolnshire. Campaigners have been strongly opposed, including Guy

:01:58. > :02:08.Grainger, who's raised concerns about cover in Market Rasen. We

:02:09. > :02:12.should be having two ambulances in the area on stand`by at all times.

:02:13. > :02:15.Rather than bringing those ambulances in over at least 15 miles

:02:16. > :02:20.to have to respond to those incidents. What it means is that we

:02:21. > :02:27.will be looking at a redesign of that strategy. Where appropriate,

:02:28. > :02:29.there will not be station closures. Streamlining the estate strategy in

:02:30. > :02:32.accordance with those comments. Last year, EMAS were fined ?3.5

:02:33. > :02:35.million after failing to meet response times. Of ten ambulance

:02:36. > :02:39.trusts in England, EMAS was one of only two to miss targets. The

:02:40. > :02:41.service is supposed to get an ambulance to 95% of all

:02:42. > :02:53.life`threatening emergencies within 19 minutes, but EMAS missed this

:02:54. > :02:59.target by more than 3%. We are just below on the red one. But we have

:03:00. > :03:06.seen some significant improvement on the A19 on the convenient target to

:03:07. > :03:08.just below the 95%. That is quite some improvement for Lincolnshire.

:03:09. > :03:12.We have not seen that for some time. So after a difficult few years,

:03:13. > :03:19.what's it like for the crews? They are still concerned about staff

:03:20. > :03:23.rotas and also the closure plans. My members have been through a lot in

:03:24. > :03:30.the last 12 months, 18 months, not just the response times but we have

:03:31. > :03:36.had the tobacco of the programme, proposed changes to sick leave, meal

:03:37. > :03:38.breaks and the one thing that really concerns members is the change to

:03:39. > :03:41.rotors and how that will affect the service delivery.

:03:42. > :03:44.The unions will now meet with the new management tomorrow for more

:03:45. > :03:49.discussions. `` the change to the working schedules.

:03:50. > :03:52.In a moment: The Minister for Fisheries visits

:03:53. > :03:56.Grimsby to discuss the industry's future.

:03:57. > :04:00.The only council`run public toilets in Grimsby are facing closure, even

:04:01. > :04:06.though ?1 million was recently spent upgrading them. North East

:04:07. > :04:09.Lincolnshire Council argues it needs to save more than ?70 million from

:04:10. > :04:14.its budget and they won't close until an alternative has been found.

:04:15. > :04:18.But campaigners say there has been no consultation and a petition has

:04:19. > :04:22.been started. Phillip Norton reports.

:04:23. > :04:26.Closed within weeks, the signs at Grimsby's last remaining public

:04:27. > :04:34.toilets put up yesterday. It's a move that's come as a surprise for

:04:35. > :04:39.users... And their cleaner. Two people came and said, "I am putting

:04:40. > :04:43.some signs up because they are closing." I have been told they are

:04:44. > :04:47.closing and I looked at the sign and it said the 24th of March. It is

:04:48. > :04:49.diabolical. They gave me two weeks close is that I have not got a job

:04:50. > :04:54.any more. Those who use the toilets are angry

:04:55. > :04:57.and have started a petition. I don't see why they want to close them. A

:04:58. > :05:02.lot of our customers are wondering why. There are no toilets around

:05:03. > :05:05.you. I used it when I do my shopping. They should ask people

:05:06. > :05:08.what they want, not what they want to do themselves. They never ask the

:05:09. > :05:11.people nowadays. The Government says there should be

:05:12. > :05:15.proper consultation with the public over the closure of toilets. But

:05:16. > :05:20.even the ward councillor says he's been kept in the dark. To close

:05:21. > :05:24.toilets which were only renovated a few years back, I find it bizarre.

:05:25. > :05:29.Now it will have to be signed off by the portfolio. One councillor who

:05:30. > :05:33.will sign it off... That is not right for democracy. It will not

:05:34. > :05:38.come to us councillors until the next full council meeting. That is

:05:39. > :05:43.absolutely appalling. Just four years ago, the council spent ?1

:05:44. > :05:47.million upgrading toilets across the borough. The closure of these

:05:48. > :05:50.facilities and those of the market Hall will leave Grimsby town centre

:05:51. > :05:53.without any public conveniences. Last night, the leader of North East

:05:54. > :05:56.Lincolnshire Council said the closures were due to underuse and

:05:57. > :05:59.budget cuts and that the public should use privately run facilities

:06:00. > :06:04.at Freeman Street market and Freshney Place shopping centre. The

:06:05. > :06:12.thing is that we have got alternative provision in the market.

:06:13. > :06:15.We have spoken to the alternative provider and said, " look, it seems

:06:16. > :06:20.ridiculous having to toilets within 200 yards of each other. " We might

:06:21. > :06:26.as well combine services together and make it work for both parties.

:06:27. > :06:29.Are the nearby? Yes, they are in the market. There are public toilets.

:06:30. > :06:32.But both the market and Freshney Place have told me today there's no

:06:33. > :06:35.agreement for the use of what it says are customer toilets. The

:06:36. > :06:38.shopping centre saying it was unaware of the closure. Earlier, the

:06:39. > :06:41.council did something of a u`turn. It now says Garibaldi Street will

:06:42. > :06:44.stay open until alternatives are found. Campaigners say they'll fight

:06:45. > :06:49.to keep them. Phillip Norton, BBC Look North, Grimsby.

:06:50. > :06:53.Earlier, I asked the council leader Chris Shaw if council tax payers

:06:54. > :06:57.deserve and want public toilets. Well, of course. That's why we're

:06:58. > :07:01.not actually closing them. We are doing three re`provisioned toilets.

:07:02. > :07:05.We've got this idea that the toilet is going to go. It's just going to

:07:06. > :07:09.be supplied by another set of people in a different place. Yesterday, you

:07:10. > :07:14.posted a notice on the toilet saying, " Closed on the 24th of

:07:15. > :07:18.March. " Today, you are saying they will stay open for now. Why the

:07:19. > :07:21.U`turn? It's not a U`turn. The ones on Garibaldi Street, it was the

:07:22. > :07:25.contracter put the wrong sign up on the wrong toilets. Once we get the

:07:26. > :07:29.re`provisions in place on the other side... On Garibaldi Street, it's on

:07:30. > :07:33.the other side of the road, the new toilets, then we will be closing the

:07:34. > :07:36.old ones. So you are blaming the contracters, not the fact that you

:07:37. > :07:39.had a change of mind because you're worried about bad publicity today?

:07:40. > :07:43.No, Peter. They were always supposed to put a toilet on the other side of

:07:44. > :07:47.the road. That's what we're doing. We are working with partners to do

:07:48. > :07:51.that. It's just a case of, you know, the sign was put up at the

:07:52. > :07:55.wrong place so people jumped to conclusions. The left hand does not

:07:56. > :07:58.know what the right hand is doing. I mean, Freshney Place did not even

:07:59. > :08:01.know that the toilets were closing down. You've not even spoken to

:08:02. > :08:04.them. Well, freshly place do know, Peter. That's the thing, they do

:08:05. > :08:08.know. We've had a lot of consultation with them to do what we

:08:09. > :08:11.are doing. It's the Freeman Street market where we're still negotiating

:08:12. > :08:15.with them to get the right facilities but the thing is, at the

:08:16. > :08:19.end of the day, I've got to save this authority 76 million. My choice

:08:20. > :08:23.is to keep all of these toilets open and close the children's home or ask

:08:24. > :08:26.people to walk 100 yards and use an alternative toilet. Bearing in mind,

:08:27. > :08:29.Peter, in Grimsby town centre, in July there is a brand`new set of

:08:30. > :08:33.toilets opening in our brand`new bus station. So you... It is hardly that

:08:34. > :08:37.people will not have a choice. You are trying to save money by getting

:08:38. > :08:41.people to use public toilets in the shopping centre so you can save on

:08:42. > :08:44.your budget. That's the story, the bottom line? Well, the bottom line

:08:45. > :08:48.is us being a more efficient council. That is what we have been

:08:49. > :08:51.told we have to be by the Government. The ratepayers don't

:08:52. > :08:55.want to pay an awful lot more and it is by working in partnership with

:08:56. > :08:58.people that we can get these things done. What you are doing is trying

:08:59. > :09:02.to push the customers into toilets in a public area and save money by

:09:03. > :09:06.closing down public toilets. That is what you are trying to do. Why don't

:09:07. > :09:10.you just admit it? No, Peter, what we are doing is making better use of

:09:11. > :09:14.council tax payers' money by working with... No, what you are doing... To

:09:15. > :09:17.give them toilets. What you're doing is closing public toilets to save

:09:18. > :09:21.money. Why don't you just admit it? Because we are not doing that. What

:09:22. > :09:24.we are actually doing is saving money by working with others to

:09:25. > :09:28.supply better toilets. So if you want public toilets in your area,

:09:29. > :09:31.you're not going to get them. It is tough really, isn't it? We've got

:09:32. > :09:34.ten public toilets in North East Lincolnshire. We are talking about a

:09:35. > :09:37.re`provisioning of three. Hardly doing away with public toilets! And

:09:38. > :09:40.that will save the ratepayers a considerable sum of money that we

:09:41. > :09:44.can put into street cleaning and into things like children's homes.

:09:45. > :09:47.And I think that is better value for money. We'll leave it there. Very

:10:41. > :10:46.on bail following a dog attack in Lincoln. Armed Police were called to

:10:47. > :10:48.a quarry in the east of the city on Sunday night, where a 22`year`old

:10:49. > :10:52.woman suffered what have been described as life changing injuries

:10:53. > :10:54.to her face and head. She is now in stable condition after undergoing

:10:55. > :10:58.surgery. Thanks to everyone who got in touch

:12:03. > :12:08.are making flights over eastern Europe as concerns about the future

:12:09. > :12:11.of the Ukraine continue. They are monitoring the situation of Poland

:12:12. > :12:16.and Romania. They will be joined by NATO colleagues from Germany.

:12:17. > :12:20.The former mother`in`law of the singer Amy Winehouse has told BBC

:12:21. > :12:23.Look North that parents need to take responsibility if their children use

:12:24. > :12:26.drugs. Georgette Civil lives in Lincolnshire and says she spent

:12:27. > :12:29.years in denial about her son Blake's addiction. She now has

:12:30. > :12:37.little contact with him but has written a book to try and help other

:12:38. > :12:40.parents. Gemma Dawson reports. I look at him and he does not fit that

:12:41. > :12:44.stereotype image people have of addicts. Here, he is my boy.

:12:45. > :12:47.Georgette's son, Blake, was half of one of the most famous couple's in

:12:48. > :12:51.the country. Married to Amy Winehouse, the pair's every move was

:12:52. > :12:59.followed by the press. But despite reports of drug taking, Georgette

:13:00. > :13:03.told me she spent years in denial. That is probably the hardest thing

:13:04. > :13:11.for any mother to come to terms with, to say, "my son is a drug

:13:12. > :13:16.addict. " It is the hardest words a mother will ever have to say. And it

:13:17. > :13:20.is the most destructive denial because as long as you are in

:13:21. > :13:24.denial, what you're doing is you are in enabling your child. You are

:13:25. > :13:25.enabling them to continue having a dependency.

:13:26. > :13:28.At home in Lincolnshire, Georgette's written a book sharing her

:13:29. > :13:31.experiences. After reflecting on the last few years, she now believes

:13:32. > :13:40.parents need to take some responsibility if their children use

:13:41. > :13:45.drugs. I did things, not with an intention to hurt him but I made

:13:46. > :13:50.mistakes. I was young and I made mistakes. We all say, " if I could

:13:51. > :13:54.have my chance again with the knowledge I have got today, I would

:13:55. > :13:59.do things so very differently." But yes, I take full responsibility that

:14:00. > :14:05.I contributed up to three or four runs up the ladder to his rejection

:14:06. > :14:08.`` addiction. Georgette's now estranged from her eldest son but

:14:09. > :14:14.hopes one day, they'll re`build their relationship.

:17:42. > :17:46.Winning ministerial approval. This pack's designed to get primary

:17:47. > :17:49.school pupils eating seafood. George Eustice is the government's latest

:17:50. > :17:52.Fishing Minister and he's now backing the Fish is the Dish, an

:17:53. > :17:59.education pack going nationwide on Monday. The whole thing is... This

:18:00. > :18:03.is his first trip to Grimsby. We want to encourage children to get

:18:04. > :18:06.used to eating is an early age but also preparing and so they are not

:18:07. > :18:09.just buying fish fingers. The Government is also looking at how we

:18:10. > :18:13.can promote careers in the food industry. We have got a government

:18:14. > :18:18.recommendation that you should be eating fish twice a week. One being

:18:19. > :18:22.oily fish and the other whitefish. We do not come anywhere near that in

:18:23. > :18:25.the UK. That is for health, not for pushing up the profits of seafood

:18:26. > :18:28.companies. It is for health. But will primary school pupils, even in

:18:29. > :18:36.Grimsby, be persuaded of seafood's succulence? They might give it a try

:18:37. > :18:40.but I don't think they would like it. I think it is a good idea and

:18:41. > :18:43.good for the children also. It is healthy. She lost this fingers, lost

:18:44. > :18:50.fish and chips and it is the way forward, is it not?

:18:51. > :18:53.Grimsby's industry hope so as earlier at the minister visited its

:18:54. > :18:57.fish market amid hopes that George Eustice can help the town rediscover

:18:58. > :19:00.its best years as the processing industry picks up. Whether it can be

:19:01. > :19:03.done on a huge skill, not to be done on a huge skill, not to the old days

:19:04. > :19:06.of yore when Grimsby was the Premier fishing port... But I certainly

:19:07. > :19:10.think there is scope for improvement, increase in business as

:19:11. > :19:13.well. One of the things we have to be mindful of as the history of the

:19:14. > :19:18.past. We have to build on that and look to the future. The Humber

:19:19. > :19:20.region has a great history with the fishing and deep water boards.

:19:21. > :19:24.Today, though, industry leaders in Grimsby have been looking to the

:19:25. > :19:27.future and hoping this visit will boost the town's key trade, as well

:19:28. > :19:38.as encouraging more people to eat seafood. `` deepwater fishing boats.

:19:39. > :19:40.This fingers 40! `` fish fingers 40! Lincolnshire skier Jade Etherington

:19:41. > :19:44.finished second in the Super Combined slalom event this morning,

:19:45. > :19:48.at the Winter Paralympics. It means she is virtually guaranteed another

:19:49. > :19:52.medal! Jade, who has already won two medals at the games, originally came

:19:53. > :19:55.in fourth, but moved up after two other skiers were disqualified.

:19:56. > :19:58.Earlier, I spoke to Jade and asked her how she felt after winning

:19:59. > :20:01.Silver on Saturday. Her story is amazing. As long as she finishes the

:20:02. > :20:09.course on Friday, she will win a medal.

:20:10. > :20:13.It was quite a lot to take in. For me, it was the first race, the first

:20:14. > :20:17.time I had ever raced at a Paralympic event. To come down and

:20:18. > :20:23.when that silver medal in the downhill, it was so good. It was

:20:24. > :20:26.definitely a confidence boost for me and Caroline. We have not been

:20:27. > :20:29.working that long together. It was only a third downhill together. We

:20:30. > :20:34.were both really happy with the performance and we tried to take

:20:35. > :20:39.that into the next couple of races. It was a fantastic achievement. The

:20:40. > :20:43.question that everybody has been asking me is how you do it. What do

:20:44. > :20:51.you need to be told to be able to do what you do? I spend time with

:20:52. > :20:56.Caroline all the time, on and off the hell, 24/7. In the actual cause,

:20:57. > :21:00.she will tell me when to turn, is the main thing, and when the tour

:21:01. > :21:05.bricks are. We do a lot of the communication and what they commands

:21:06. > :21:10.will be in inspection and that is when I will look at the terrain, the

:21:11. > :21:14.steepness, but we're going to land, whether there is going to be some

:21:15. > :21:18.are shared. Gosh! There's quite a lot communication. That is

:21:19. > :21:22.definitely the key to our success in skiing and also the distance. We

:21:23. > :21:27.been really close to Caroline and telling her win to go, when to wait.

:21:28. > :21:33.A chance of another medal on Friday? Hopefully! Are run today was quite

:21:34. > :21:37.good but we have not been on the slalom for a while but we are going

:21:38. > :21:41.to get up really early and, you know, try to get our energy as we

:21:42. > :21:45.are both feeling really tired from all the highs and lows that we have
