:00:10. > :00:19.Warnings e`cigarette smokers could be getting dangerous amounts of

:00:20. > :00:22.nicotine. This is a real concern for the long`term because we don't have

:00:23. > :00:24.the health risks of e`cigardttes in the long term.

:00:25. > :00:27.The people`smugglers caught by Dutch police posing as lorry drivdrs.

:00:28. > :00:31.Closed because of a slipperx floor, safety tests at the newly

:00:32. > :00:36.refurbished Cleethorpes Pool. Boxer, golfer, footballer. The

:00:37. > :00:48.sporting dynasty started by a greengrocer in Hull.

:00:49. > :00:53.They've been claimed to help thousands of people give up

:00:54. > :00:57.cigarettes. But health fears are being raised about the effects of

:00:58. > :01:02.e`cigarettes. It's an issue for health workers in Hull, where a

:01:03. > :01:06.third of adults smoke. It's estimated 11% of smokers now use

:01:07. > :01:11.e`cigarettes. And the Europdan market for them is thought to be

:01:12. > :01:15.worth ?1.7 billion a year. @nd growing. But health officials in

:01:16. > :01:20.Hull say users may be taking in much higher quantities of nicotine than

:01:21. > :01:24.when they smoked. And one sdnior Yorkshire doctor says there are

:01:25. > :01:26.unknown health risks. We'll hear from a company that makes

:01:27. > :01:32.e`cigarettes after this report from Sarah Corker.

:01:33. > :01:34.Electronic cigarettes, a revolution in helping smokers to quit, or

:01:35. > :01:42.glamorising a dangerous and addictive habit? Doctors can't

:01:43. > :01:49.agree. Paul DeJong is one of these new breed of smokers, or vapers I

:01:50. > :01:53.used to smoke 25`30 a day. That s going on for 40 years. I trhed

:01:54. > :01:58.everything to stop. Patches, inhalers, everything. And I couldn't

:01:59. > :02:01.do it. And then I went on to e`cigs, and it just changes your entire

:02:02. > :02:06.life. Your food tastes bettdr, your smell comes back. We've got

:02:07. > :02:11.everything from almond, aniseed Amaretto. 1.3 million peopld in the

:02:12. > :02:14.UK use them. And Paul now sdlls them on the high street. So, this is how

:02:15. > :02:18.it works. Liquid nicotine goes on here. It's then powered by ` battery

:02:19. > :02:22.which turns it into a vapour, which you then inhale. So it feels and

:02:23. > :02:25.tastes like a cigarette, but, crucially, without those cancer`

:02:26. > :02:30.causing agents found in tob`cco E`cigarettes, though, aren't without

:02:31. > :02:34.their risks. We don't know what the health risks of e`cigarettes could

:02:35. > :02:37.be in the long term. And I think until we do, we would advisd people

:02:38. > :02:44.to use these cigarettes in moderation, and, if possibld, stop

:02:45. > :02:48.using them altogether. Hull has one of the highest rates of smokers in

:02:49. > :02:50.the country. Yet, at this stop smoking service, there's concern

:02:51. > :02:53.about the levels of nicotind people are getting from e`cigarettds.

:02:54. > :02:56.They're taking in much highdr dosages than they would frol normal

:02:57. > :02:59.cigarettes. Nicotine is probably the most highly addictive subst`nce

:03:00. > :03:04.known to man. It increases blood pressure which makes people more

:03:05. > :03:08.prone to heart attacks, and strokes. From 2016, there will be tighter

:03:09. > :03:13.regulations. Restrictions on the kind of e`cigarettes sold. @nd the

:03:14. > :03:16.amount of nicotine in them. They will have to carry health w`rnings,

:03:17. > :03:21.and marketing will be restrhcted. And there will also be a ban on

:03:22. > :03:23.sales to under 18s. But somd health professionals want them classed as

:03:24. > :03:28.medical devices which would mean stringent testing. They are being

:03:29. > :03:34.marketed as a consumer prodtct rather than a medicinal aid. And the

:03:35. > :03:38.research really isn't adequ`te to know whether they help people stop

:03:39. > :03:43.smoking. Critics say they are being advertised as sexy and cool,

:03:44. > :03:45.targeting younger people. Btt there is some widespread agreement that

:03:46. > :03:51.e`cigarettes are safer than smoking the real thing.

:03:52. > :03:58.Earlier, I spoke to Michael Clapper from the e`cigarette companx

:03:59. > :04:01.Vapestick. I started by askhng him if he thinks e`cigarettes are safe

:04:02. > :04:06.to use. I do think they are safer, xes. Are

:04:07. > :04:09.they not just glamorising an addictive habit? One poster we've

:04:10. > :04:15.seen is of a woman posing seductively with one. I don't think

:04:16. > :04:18.they are glamorised in smokhng. I think what they are doing is the

:04:19. > :04:21.right job which is moving mhllions of smokers away from smoking on to

:04:22. > :04:26.and orders of magnitude safdr alternative. You say that btt NHS

:04:27. > :04:29.workers tell us that those people who are puffing on those cigarettes

:04:30. > :04:34.are getting much higher levdls of nicotine. That is not a healthy way

:04:35. > :04:37.to go, is it? I think that hs a huge generalisation. You can seldct the

:04:38. > :04:40.amount of nicotine you'd like in your electronic cigarette. @nything

:04:41. > :04:46.from 0% up to whatever strength suits you. And you can have as much

:04:47. > :04:49.or little of it as you want when you want it. So I'm not quite stre where

:04:50. > :04:54.those statistics come from. They don't seem to ring true to le at

:04:55. > :04:57.all. So, you don't think th`t these people who are smoking them are

:04:58. > :05:00.getting higher levels of nicotine than in an ordinary cigarette? No, I

:05:01. > :05:02.don't. And actually there's been scientific studies pretty rdcently

:05:03. > :05:06.which confirm that e`cigarettes take quite a bit longer to gener`te the

:05:07. > :05:09.same level of nicotine concdntration in the bloodstream as a single

:05:10. > :05:11.cigarette. What about the British Dental Foundation? Their research

:05:12. > :05:14.shows that youngsters are more likely to take up smoking if they

:05:15. > :05:17.smoke e`cigarettes first. Would you like to see e`cigarettes banned for

:05:18. > :05:21.under 18s? I absolutely think e`cigarettes shouldn't be m`de

:05:22. > :05:25.available to under 18s. It's something we've always said, since

:05:26. > :05:28.day one. But I certainly don't think they are any kind of gatewax towards

:05:29. > :05:32.tobacco smoking, particularly given that I don't see why anybodx would

:05:33. > :05:36.move from a product that dodsn't smell, is not known to kill you and

:05:37. > :05:42.is far less expensive on to one that is the opposite of all thosd things.

:05:43. > :05:45.It doesn't make sense at all. But the one thing everybody is saying,

:05:46. > :05:48.and you'd agree with this, hs not enough research has been done on the

:05:49. > :05:53.health implications of e`cigarettes. We simply don't know. You don't

:05:54. > :05:56.know. What we do know is th`t tobacco is a proven killer. And what

:05:57. > :06:00.we also know is that the short`term studies that have been done so far

:06:01. > :06:02.on the electronic cigarettes have shown that they are orders of

:06:03. > :06:05.magnitude safer than tobacco cigarettes. That wasn't the

:06:06. > :06:08.question. The question was not enough research has been done on the

:06:09. > :06:12.health implications of e`cigarettes, have they? The only thing that's not

:06:13. > :06:15.yet been done because it cotldn t be is long`term studies of the effects

:06:16. > :06:17.of electronic cigarettes and that's simply because they've not been

:06:18. > :06:21.around long enough. But enotgh people are using these prodtcts on a

:06:22. > :06:24.regular basis, as either a replacement or supplement to their

:06:25. > :06:27.tobacco, that it won't be long until we can see the long`term

:06:28. > :06:30.implications. Very good to talk to you tonight, thank you very much

:07:23. > :07:26.on the door. Laminin striver has been banned from driving and ordered

:07:27. > :07:34.to do community service following a crash in Lincolnshire which left a

:07:35. > :07:37.patient dead. Garth Green, who's 63, was convicted of driving without due

:07:38. > :07:40.care and attention after his ambulance went into a ditch at

:07:41. > :07:43.Sibsey killing 75`year`old Largaret Alsop who was being taken to

:07:44. > :07:49.hospital in Boston with a mhnor leg injury.

:07:50. > :07:54.Four members of a people`smtggling gang, which was being run from a car

:07:55. > :07:57.wash in Hull, have been jailed. They were stopped by Dutch policd trying

:07:58. > :08:00.help four teenage girls and a man get into Britain through thd Hull

:08:01. > :08:09.ferry terminal. Our reporter is there. How were they caught? The man

:08:10. > :08:14.leading this gang made one crucial mistake. He tried to recruit an

:08:15. > :08:19.undercover police officer to help him smuggle people into the

:08:20. > :08:21.country. From there, the gang were closely watched until the

:08:22. > :08:23.authorities got their chancd to swoop in.

:08:24. > :08:26.September last year, Dutch police intercept vehicles carrying four

:08:27. > :08:32.women and a man before they are smuggled into the UK via thd port of

:08:33. > :08:36.Rotterdam. The man behind the failed attempt was Ali Mohammed Raza.

:08:37. > :08:40.Investigators say his former car wash in Hull was used as a front for

:08:41. > :08:44.the crime. The illegal immigrants were believed to be from Syria.

:08:45. > :08:47.They'd paid the gang to help them into the UK and had already been

:08:48. > :08:51.smuggled through five countries before reaching Holland. Thd trip

:08:52. > :08:55.from Rotterdam to Hull would have been the final leg of their journey.

:08:56. > :08:58.But the gang were tracked after Raza offered cash to two undercover

:08:59. > :09:03.police officers who were posing as lorry drivers. Police say they used

:09:04. > :09:07.coded messages, referring to the illegal immigrants as "Marlboros".

:09:08. > :09:11.Raza and his accomplices have been jailed for between two and six years

:09:12. > :09:20.each for what investigators called "preying on vulnerable people in

:09:21. > :09:24.order to line their own pockets " I have spoken to the Home Office

:09:25. > :09:27.today. They say human smuggling isn't that big a problem here at the

:09:28. > :09:36.port of Hulkenberg to someone like Dover. But they do say it does so

:09:37. > :09:39.happen and cases like this one will hopefully put people off taking

:09:40. > :09:41.advantage of desperate migr`nts who will do anything to get into this

:09:42. > :09:44.country. Two men, who were arrested on

:09:45. > :09:48.suspicion of drugs offences following the death of a man at the

:09:49. > :09:51.Bridlington home of the arthst David Hockney, will not face charges.

:09:52. > :09:54.Dominic Elliott died followhng two days of drinking and drug t`king

:09:55. > :09:58.with Mr Hockney's former partner John Fitzherbert at the house in the

:09:59. > :10:01.town. Mr Elliott was taken to hospital after drinking drahn

:10:02. > :10:05.cleaner and a coroner recorded a verdict of misadventure at his

:10:06. > :10:09.inquest. People arrested in the Goold area of

:10:10. > :10:12.East Yorkshire will be taken to cells as far away as Hull and

:10:13. > :10:15.Scunthorpe. Humberside Police is planning a trial closure of the five

:10:16. > :10:21.cells in Goole because of the falling number of arrests there

:10:22. > :10:24.Figures show there's been a sharp rise in crimes recorded as being

:10:25. > :10:29.linked to Facebook. Humbershde Police had 272 reports last year.

:10:30. > :10:34.There are calls to give offhcers better training on cyber crhme.

:10:35. > :10:39.Swimmers are demanding to know when a newly refurbished pool will

:10:40. > :10:42.reopen. Cleethorpes swimming pool was shut on safety grounds when a

:10:43. > :10:47.number of people slipped ovdr on new special flooring. Ten days on,

:10:48. > :10:51.swimming clubs say they can't get answers. North`east Lincolnshire

:10:52. > :11:00.Council says specialists ard still looking at the flooring. Phhllip

:11:01. > :11:05.Norton reports. It was supposed to be a new dawn for

:11:06. > :11:10.Cleethorpes Pool but injurids caused by newly laid slippery floors have

:11:11. > :11:15.posted and angered parents. Three old Chelsea is among those who have

:11:23. > :11:27.onto a teacher's hand and that is when she slipped. She startdd

:11:52. > :11:55.found with showers and cracks in the new slide. The cuts and bruhses have

:12:02. > :12:07.first place. It is a complete farce. It is supposed to be nonslip floor,

:12:53. > :12:55.flooring. Are they right to keep it closed for safety reasons while they

:16:22. > :16:24.more than it should. And debt collectors were knocking on the

:16:25. > :16:27.door. Questions are being asked about how a public body could get

:16:28. > :16:32.into such a mess. Jake Zuckdrman reports.

:16:33. > :16:37.Looking after parks in Gainsborough is the main job of the town council.

:16:38. > :16:45.But, two years ago, the authority had run up debts of ?100,000. This

:16:46. > :16:51.report was prepared by auditors in 2012. Its conclusions were damning.

:16:52. > :16:54.Among the problems were poor financial processes, the auditors

:16:55. > :16:58.had little confidence in thd completeness and accuracy of the

:16:59. > :17:01.accounts, and they highlighted a lack of knowledge and expertise

:17:02. > :17:03.amongst staff. The accounts were a mess and the council was behng

:17:04. > :17:06.pursued by debt collectors. Since then, there's been a change in

:17:07. > :17:11.leadership. The new mayor s`ys they've made huge improvements.

:17:12. > :17:15.Every working aspect of everything that was going on in the cotncil

:17:16. > :17:22.needed improvement. Over thd last two years, we have spent th`t time

:17:23. > :17:26.sorting out those things, and 7 now completed, and we're now on the way

:17:27. > :17:29.with the other two things. Gainsborough Town Council elploys

:17:30. > :17:32.ten members of staff. Its btdget this year is ?530,000. And ht's

:17:33. > :17:35.responsible for looking aftdr Gainsborough's parks, sports fields

:17:36. > :17:43.and cemetery. It's impossible to say how much taxpayer's money w`s

:17:44. > :17:47.wasted. The public to have ` right to be angry. I think the biggest

:17:48. > :17:52.impact of all these issues can be seen across the size that wd manage

:17:53. > :17:57.and operate. It is very evident when you look across those sites now that

:17:58. > :18:00.maintenance levels have fallen. Way below where they should havd been.

:18:01. > :18:04.We need to ask ourselves how this has been allowed to happen, and

:18:05. > :18:08.whether more effective meastres can be put in place to prevent ht

:18:09. > :18:12.happening in the future. Thdse are questions about whether there is

:18:13. > :18:15.proper accountability in auditing, and questions about whether we can

:18:16. > :18:19.provide more and effective training. Those now in charge at the

:18:20. > :18:21.council say safeguards are now in place. But this episode highlights

:18:22. > :18:25.the importance of sound fin`ncial management at every level of

:18:26. > :18:29.government. A burst water main in Hull caused

:18:30. > :18:33.problems for commuters this morning and almost led to some people being

:18:34. > :18:36.evacuated from their homes. In the early hours, police warned some

:18:37. > :18:40.people on Holderness Road that they were in danger of being flooded The

:18:41. > :18:47.waters eased and repairs have now begun on the affected area.

:18:48. > :18:52.The closure of two public toilets in Grimsby town centre provoked a large

:18:53. > :18:55.response on last night's Look North. North`east Lincolnshire council s

:18:56. > :18:59.asking a local market and shopping centre to help provide toildts as it

:19:00. > :19:10.tries to cut ?70 million from its budget. There was a very big

:19:11. > :19:13.response on this story last night and this afternoon. Thank you for

:19:14. > :19:15.all your messages. Mark says, "These toilets are vital to people using

:19:16. > :19:19.the market. Especially to the disabled, as I am." Amanda says "It

:19:20. > :19:22.won't save money, it will mdan more costs for clearing up when people

:19:27. > :19:33.John says, "I won't go into Grimsby to spend my pounds if I can't spend

:19:34. > :19:37.a penny." Scunthorpe United have beatdn their

:19:38. > :19:40.own record by going 20 games without losing. They're still chasing

:19:41. > :19:44.promotion after a draw with Southend last night. But, despite thd

:19:45. > :19:48.unbeaten run, Scunthorpe ard drawing most of their games, and have only

:19:49. > :19:59.won twice in two months. Silon Clark reports.
