:00:12. > :00:25.pounds for leaving patients outside in ambulances.

:00:37. > :00:39.it might threaten our investment. The Lincolnshire MP Sir Peter

:00:40. > :00:41.Tapsell, elected in 1959, is to retire. Could Boris Johnson replace

:00:42. > :00:51.him as a local MP? Law`breaking cyclists could be sent

:00:52. > :00:55.on a course to improve their riding. I still wouldn't think twice about

:00:56. > :00:59.using the pavement if I felt I was in danger.

:01:00. > :01:06.And good news for barn Owls as new breeding pairs are spotted in East

:01:07. > :01:10.Yorkshire. After some wet weather tonight, a

:01:11. > :01:19.mix of sunshine and showers for the weekend.

:01:20. > :01:23.The trust which runs Hull Royal Infirmary could be fined nearly

:01:24. > :01:26.?200,000, after hundreds of ambulances were kept waiting for at

:01:27. > :01:35.least half an hour outside accident and emergency this winter. More than

:01:36. > :01:38.800 patients were delayed in three months, which is more than times as

:01:39. > :01:47.many as during a similar period the previous winter. Our health

:01:48. > :01:50.correspondent Vicky Johnson reports. Ambulances delivering patients to

:01:51. > :01:53.the Hull Royal Infirmary. For most, the turnaround time meets government

:01:54. > :01:56.guidelines, but if there are no bays available inside accident and

:01:57. > :01:59.emergency, patients have to stay in the ambulance. One paramedic has

:02:00. > :02:06.told us that during busy periods they are often held up with patients

:02:07. > :02:09.on stretchers for up to an hour. When the ambulance vehicles are

:02:10. > :02:12.parked outside Hull Royal, they are not doing what they're supposed to

:02:13. > :02:16.be doing, responding to 999 calls. That means their figures drop for

:02:17. > :02:20.response time so they get fined. If they can't get the patients to Hull

:02:21. > :02:24.Royal in time they get fined as well, so it's a double whammy.

:02:25. > :02:27.New NHS figures show that in the three months to February more than

:02:28. > :02:30.870 patients had to wait longer than they should have before being

:02:31. > :02:35.transferred to accident and emergency. Hospitals now face fines

:02:36. > :02:40.of ?200 for every 30 minutes an ambulance is kept waiting. In

:02:41. > :02:43.theory, this could mean that the hospital trust here could be fined

:02:44. > :02:51.?175,000 Hospital managers haven't yet been told whether they are to be

:02:52. > :02:54.fined. We want to spend every penny to

:02:55. > :02:57.improve patient care. We are investing about ?7 million to

:02:58. > :03:00.improve our emergency department facilities, and obviously if we are

:03:01. > :03:04.fined a huge amount of money it might threaten our investment. The

:03:05. > :03:08.key thing for us is to work with our partners to deliver the right care

:03:09. > :03:12.for patients at the right time, and spend the money wisely. We need to

:03:13. > :03:23.invest in improvements both in the hospital and in the community.

:03:24. > :03:26.We have received a statement from the Yorkshire Ambulance Service,

:03:27. > :03:29.saying that patient handovers can be a challenge during times of high

:03:30. > :03:32.demand. But it adds that they're working with hospitals to minimise

:03:33. > :03:35.and avoid delays in the future. Meanwhile, doctors insist that even

:03:36. > :03:38.when patients are kept waiting in ambulances they are still getting

:03:39. > :03:42.the care that they need. Well, we did want to speak to a

:03:43. > :03:45.government minister about the issue of fining hospitals but nobody was

:03:46. > :03:48.available. In a statement we were told that ?400 million is being

:03:49. > :03:56.invested in A departments across the country. Earlier, I spoke to

:03:57. > :03:59.Richard Murray who is the Director of Policy at an independent health

:04:00. > :04:03.charity, The Kings Fund, and asked him if more people were being

:04:04. > :04:11.admitted at A to speed up waiting time targets:

:04:12. > :04:13.It absolutely is. There is no doubt that making people wait in

:04:14. > :04:17.ambulances outside A is very poor practice. All NHS managers have been

:04:18. > :04:22.completely clear that this is not acceptable. Numbers like that are

:04:23. > :04:26.far, far too high. Should ambulances and the hospital

:04:27. > :04:29.trust be fined if they don't meet their targets?

:04:30. > :04:33.There is not a lot of evidence that finds is actually work. On one side

:04:34. > :04:36.they may help provide a focus for the management to get people into

:04:37. > :04:40.A quickly, but if there is a shortage of beds or a shortage of

:04:41. > :04:42.money fines aren't really going to help.

:04:43. > :04:45.The other thing is that hospitals are admitting more people and

:04:46. > :04:49.keeping them. Do they get need to get rid of people more quickly?

:04:50. > :04:53.They absolutely do. But that's not just a job for the hospital that

:04:54. > :04:56.needs a lot of services, needs GPs, needs district nurses, and needs

:04:57. > :05:01.social care to help hospitals get people out as quickly as they can.

:05:02. > :05:04.If you were in one of those ambulances, those ten a day for that

:05:05. > :05:07.three`month period, you are not going to be very happy, you're going

:05:08. > :05:12.to feel that you are short`changed. Absolutely. I think patients should

:05:13. > :05:17.be angry. I think the clinician should be angry, as well. This is

:05:18. > :05:20.not good quality care. There are ways in which patients can complain,

:05:21. > :05:24.ways of trying to put pressure on the system. But it does need working

:05:25. > :05:28.across the hospital, with district nurses and GPs to make sure that

:05:29. > :05:34.people go into hospital quickly and out of hospital quickly.

:06:45. > :06:47.confirmed he'll be stepping down at the next General Election. Sir Peter

:06:48. > :06:51.first entered parliament in 1959 and is the longest serving member of the

:06:52. > :06:54.House of Commons. He's served under ten prime ministers. Sir Peter will

:06:55. > :06:57.inform his constituency party of his decision at a meeting tonight. More

:06:58. > :07:01.from our political editor Tim Iredale.

:07:02. > :07:05.This is one of the earliest TV interviews with young MP Peter

:07:06. > :07:09.Tapsell. He was speculating on who would replace Prime Minister Harold

:07:10. > :07:12.Macmillan back in 1963. In a world that is threatened by the

:07:13. > :07:16.hydrogen bomb, experience and statesmanship are things which one

:07:17. > :07:20.should look for first of all in a leader.

:07:21. > :07:24.More than half a century later, Sir Peter Tapsell was on his feet in the

:07:25. > :07:30.House of Commons, this week, paying tribute to the former Labour MP Tony

:07:31. > :07:35.Benn, died at the age of 88. He made a stunning speech. I

:07:36. > :07:42.remember thinking to myself, how am I ever going to be able to compete

:07:43. > :07:45.with that? As the longest serving MP, Sir Peter

:07:46. > :07:49.holds the honorary title of Father of the House of Commons, prompting

:07:50. > :07:54.this tribute from the Prime Minister following the 2010 General Election:

:07:55. > :07:58.May I also congratulate my friend the honourable member for Louth and

:07:59. > :08:02.Horncastle on becoming the Father of the House.

:08:03. > :08:05.Sir Peter's decision to step down has prompted speculation that the

:08:06. > :08:08.London Mayor Boris Johnson may be tempted to run for the seat if he

:08:09. > :08:14.decides to return to the Commons. This was the reaction of voters in

:08:15. > :08:19.Louth: Too much of a buffoon for my liking!

:08:20. > :08:23.He's popular with me because I've read a lot of things he has written

:08:24. > :08:28.and there is a lot to it. I would never vote for Boris

:08:29. > :08:31.Johnson! No! Sir Peter says he intends to

:08:32. > :08:35.represent his constituents to the best of his abilities until next

:08:36. > :08:41.year's general election. By then he will be 85 ` the right time, he

:08:42. > :08:44.says, to leave the political stage. And Tim joins us live tonight.

:08:45. > :08:53.How seriously should we take these rumours about Boris Johnson taking

:08:54. > :08:56.over from Sir Peter Tapsell? The rumours were started by Sir

:08:57. > :09:01.Peter himself when he was asked recently about his political future.

:09:02. > :09:06.He said he was keeping his seat is safe for Boris. I suspect he was

:09:07. > :09:11.joking, but who knows? Stranger things have happened. This comes on

:09:12. > :09:14.the day when David Cameron gave an interview to the Sun newspaper as

:09:15. > :09:21.saying he would like Boris Johnson to be back in Parliament next year.

:09:22. > :09:26.This is a safe Conservative seat. If he was the Tory candidate barely

:09:27. > :09:31.would almost certainly win. A bookmaker is offering odds of six to

:09:32. > :09:34.one against Boris Johnson. But Sir Peter Tapsell doesn't want to be

:09:35. > :09:40.spoken about in the past tense just yet. He's got more than a year to

:09:41. > :09:49.go. This was someone who used to be the assistant to the former Prime

:09:50. > :10:00.Minister. A man who has felt the hand of history on his shoulders.

:10:01. > :10:03.A woman from Hull has welcomed the government's decision to allow a new

:10:04. > :10:06.Meningitis B vaccine for children. Claire Newman's six`year`old son

:10:07. > :10:09.Liam died of the illness in 2007. A petition with more than 35,000

:10:10. > :10:17.signatures was sent to the Health Secretary Jeremy Hunt asking him to

:10:18. > :10:21.back the vaccine. 's is The speed limit on a main road in Grimsby is

:10:22. > :10:24.likely to be raised from 30 to 40 miles per hour, against the wishes

:10:25. > :10:27.of the police. Councillors backed a petition from

:10:28. > :10:30.members of the public last night after claims the limit on Peaks

:10:31. > :10:33.Parkway is too low and leading to many people getting speeding

:10:34. > :10:37.tickets. The council also voted to keep the average speed cameras on

:10:38. > :10:40.the road. Cyclists who ride dangerously on

:10:41. > :10:46.pavements or jump red lights could be sent on considerate cycling

:10:47. > :10:50.courses instead of being fined. Humberside Police is planning to

:10:51. > :10:54.trial the scheme in Hull ` a city where the number of people who cycle

:10:55. > :10:59.to work is three times the national average. It'll be similar to speed

:11:00. > :11:04.awareness courses that are run for motorists. Sarah Corker has been

:11:05. > :11:08.finding out more. Cyclists who prefer riding on the

:11:09. > :11:12.pavements rather than the roads. There were plenty of them today in

:11:13. > :11:14.Hull. It's a fineable offence. So are they a menace to pedestrians or

:11:15. > :11:23.keeping themselves safe from impatient motorists?

:11:24. > :11:28.I get more angry at the fact that they don't say sorry. There is no

:11:29. > :11:37.manners. It is really annoying.

:11:38. > :11:47.Pedestrians are definitely at risk. Your kids cycle on the pavements?

:11:48. > :11:53.They do at the moment. There some riders still use the footpath,

:11:54. > :11:59.and that has been an offence since 1885. If you are caught you face a

:12:00. > :12:03.fine of ?50. PCSO Paul Chalmers spends most of

:12:04. > :12:09.his time patrolling on two wheels ` he says most stick to the rules,

:12:10. > :12:17.it's the minority ignoring them. Cycling through red lights, traffic

:12:18. > :12:20.signals, cycling on footpath. `` cycling on footpaths.

:12:21. > :12:24.But some cyclists today told me, today, it's a constant battle with

:12:25. > :12:27.other road users. I wouldn't think twice about using

:12:28. > :12:36.the pavement if I felt like I was in danger. It's not worth it.

:12:37. > :12:39.In 2011, Hull was named as one of Britain's top cycling cities `

:12:40. > :12:43.events like Skyride and the arrival of the Tour de Yorkshire this summer

:12:44. > :12:51.` boosting its popularity. Those in the business welcome the move to

:12:52. > :12:54.help educate cyclists... They maybe don't think about the

:12:55. > :13:01.inherent dangers of riding on the pavements. Pedestrian collisions,

:13:02. > :13:04.etc. Maybe more cycle path, may be more awareness.

:13:05. > :13:07.So, the aim's not to penalise responsible riders ` but the

:13:08. > :13:12.cyclists putting others at risk or those who just know what the rules

:13:13. > :13:16.are. You might also have a view on this

:13:17. > :13:19.one ` do you think courses for anti`social cyclists will help cure

:13:20. > :13:33.the problem? Maybe you think there's a better way?

:13:34. > :13:46.Still ahead tonight: Barn Owls are starting to thrive again in East

:13:47. > :13:48.Yorkshire. We thought the boxes would be empty, but we found I was

:16:46. > :16:48.vital to help the club progress in the Premier League. Club owner Assem

:16:49. > :16:51.Allam says the name Hull Tigers will bring in millions of pounds from

:16:52. > :16:54.overseas markets. The Football Association is unconvinced, ahead of

:16:55. > :17:00.a club ballot asking fans for their views. Phillip Norton reports.

:17:01. > :17:04.Football ` these days it's a multi`million pound global industry.

:17:05. > :17:10.Hull City say money from overseas must keep flowing into the KC to

:17:11. > :17:13.secure the club's future. But the owner's plans to change the name to

:17:14. > :17:17.help with that has upset some fans. Now, businessmen associated with the

:17:18. > :17:21.club have appealed to those fans to put their faith in Assem Allam.

:17:22. > :17:32.The game is now more about bringing in money and revenue. That is a

:17:33. > :17:35.really big and important issue. When you see the likes of Wayne Rooney

:17:36. > :17:40.getting paid more than our club turned over last year, that to me is

:17:41. > :17:42.a pivot point. We have to try to run things differently.

:17:43. > :17:45.If you want to progress and get better players, you have to generate

:17:46. > :17:49.more revenue in whatever way you can.

:17:50. > :17:53.Is there a risk of alienating those fans without whom the club wouldn't

:17:54. > :17:56.exist? I think the majority of the fans

:17:57. > :18:04.want the current owners to stay. My view would be that you've got to

:18:05. > :18:07.back the current owners. Other businessmen associated with

:18:08. > :18:11.the club are hoping that what they call a silent majority will agree.

:18:12. > :18:16.Benefits to the area already being felt.

:18:17. > :18:19.When we were in the Premier club a few years back, over those two years

:18:20. > :18:29.applications to the University went up by 10%. Student numbers, people

:18:30. > :18:33.coming, people staying. All brings a massive amount to this city. We're

:18:34. > :18:35.not just talking football, here, we're talking regional economy and

:18:36. > :18:41.what should be international regional economy, not just for the

:18:42. > :18:45.local city. The issue has pitted some fans

:18:46. > :18:47.against the owner's proposals. This afternoon, details were released on

:18:48. > :18:51.how season`ticket holders can have their say on the name change in a

:18:52. > :18:55.ballot. Those against the move feel it goes against the club's history

:18:56. > :18:58.and won't bring in extra revenue. We have all the ingredients to make

:18:59. > :19:02.money anyway, as Hull City playing in amber and stripes, and nicknamed

:19:03. > :19:07.the Tigers. There is nothing that needs to be done. If we can't make

:19:08. > :19:10.the money off the back of being in the Premier league then it really

:19:11. > :19:13.does beg the question of when we are going to be able to create extra

:19:14. > :19:17.revenue? One marketing expert says if the

:19:18. > :19:20.fans and the club work together, a re`brand could make a huge

:19:21. > :19:23.difference. There are more people that support

:19:24. > :19:26.Manchester United in India alone than the rest of Europe put

:19:27. > :19:30.together. Hull has a long way to go forward. They have had ?74 million

:19:31. > :19:36.of investment, and I think what they have been asking for is that they

:19:37. > :19:40.would like to make it sustainable. The Football Association will make a

:19:41. > :19:44.final decision on the proposals next month. Phillip is live at The KC

:19:45. > :19:56.Stadium for us tonight ` we have heard the business case there.

:19:57. > :20:01.How can fans have their say? This is the ballot paper that has

:20:02. > :20:06.now mean made available to the ticket holders. It says we ask you

:20:07. > :20:11.to support our aspirations for the longer term sustainability of the

:20:12. > :20:20.club. A global television broadcasting name is at the heart of

:20:21. > :20:25.this plan. Yes to hold Tigers is the first option. The second option is

:20:26. > :20:29.no. The third option is that I am not concerned and will continue to

:20:30. > :20:33.support the club either way. Fans have one week to get their answers

:20:34. > :20:39.in. They can be put into postboxes at the KC Stadium. Yet again this

:20:40. > :20:43.will be another huge talking point in the stands.

:20:44. > :20:46.Hull City manager Steve Bruce has defended George Boyd after he was

:20:47. > :20:49.banned for three matches for spitting. Boyd was found guilty of

:20:50. > :20:52.spitting at Manchester City's Joe Hart last weekend and will miss

:20:53. > :20:57.tomorrow's game against West Bromwich Albion. His manager says

:20:58. > :21:05.the accusation is upsetting for the player.

:21:06. > :21:09.If there was legal action to take he would take it. It's a case of

:21:10. > :21:16.accusing him of something that is not in his make`up at all. He is

:21:17. > :21:18.certainly not capable of it. Scunthorpe United are hoping to

:21:19. > :21:22.extend their unbeaten run to 22 games this weekend at home against

:21:23. > :21:24.Burton Albion. The Iron are currently third in League Two just

:21:25. > :21:28.behind Rochdale and Chesterfield. Manager Russ Wilcox says there's

:21:29. > :21:32.still a lot of points up for grabs: There's nine to play ` there are a

:21:33. > :21:36.lot of points at stake. There are still 27 points to play for. We know

:21:37. > :21:40.this is a big game on Saturday, but again our preparation will just be

:21:41. > :21:45.the same. We know that if we win we go seven points above. We know that

:21:46. > :21:49.if they win it's six down to one, so it is a six`pointer. We will be

:21:50. > :21:51.fully focused on what we are going to do.

:21:52. > :21:54.Grimsby Town's top scorer from last season has left the club. Liam Hearn

:21:55. > :21:56.suffered a serious knee injury in November and has asked to leave

:23:17. > :23:21.messages last night. I raised about ?200. I think we've raised about

:23:22. > :23:26.?5000 altogether. The total has gone up by nearly

:23:27. > :23:39.?2000 in the last 24 hours. A lot of that I think is from seeing us on

:23:40. > :23:43.the roads this morning. Don't forget that the Sport Relief

:24:02. > :24:06.Harsh winters and late springs have hit words and numbers. Building

:24:07. > :24:12.nesting boxes and improving their habitat appears to be working.

:24:13. > :24:17.They're a much`loved and illusive native bird ` the barn owl. But

:24:18. > :24:25.sadly in recent years, you're more likely to see them like this.

:24:26. > :24:29.It was quite heartbreaking. People were bringing dead Owls to meet

:24:30. > :24:34.which were about a third underweight. Effectively, they have

:24:35. > :24:37.starved to death. It's why the Wolds Old Barn Group

:24:38. > :24:40.have been working flat out installing nesting boxes like these.

:24:41. > :24:50.They've also been growing grasslands nearby to encourage mice and voales

:24:51. > :24:54.` the barn owl's favourite dish. We are going around these boxes to

:24:55. > :24:59.do our usual maintenance, and went to boxes which we thought would be

:25:00. > :25:04.empty. We actually found pair is in them, in several cases, which gives

:25:05. > :25:08.us a lot of encouragement. If the weather stays as mild as it has

:25:09. > :25:11.been, he may have a chance of turning it around this year.

:25:12. > :25:14.It's welcome news, because barn owl numbers had reduced seventy % since

:25:15. > :25:18.the 1930s. There are now only four thousand breeding pairs in the UK

:25:19. > :25:23.and 2013 was the worst breeding season on record. But the Yorkshire

:25:24. > :25:31.Wildlife Trust say you don't have to be a conservationist to help.

:25:32. > :25:37.Putting a barn owl box up in your garden actually gives them that

:25:38. > :25:41.opportunity to nest. If you put up to boxes close by that is a really

:25:42. > :25:45.good thing because the male sometimes isn't allowed in the

:25:46. > :25:49.female's box when she is resting. If you've got space put to boxes.

:25:50. > :25:52.Sandy now lives at the South Cave Falconry Centre after being found

:25:53. > :26:00.abandoned from her nest. Wardens say it's not the wild that's making

:26:01. > :26:04.these birds suffer. We rescue birds which have been

:26:05. > :26:08.thoroughly kept in captivity. A lot of them have been bought on the

:26:09. > :26:13.Internet. We call it the Harry Potter syndrome. Evil thing that

:26:14. > :26:15.they will make a good pad but they don't.

:26:16. > :26:19.Farmers and land owners who may want a nesting box are encouraged to

:26:20. > :26:22.contact Robin's group. And help make sure sights like these, are still
