:00:25. > :00:27.achieve that in many parts of East Yorkshire and Lincolnshire. In the

:00:28. > :00:30.South Kesteven district council in Lincolnshire, only 23 households

:00:31. > :00:35.actually relocated. That's just over 2% of those affected by the benefit

:00:36. > :00:41.changes. In Hull, the figurd is 162 households, which is just over %.

:00:42. > :00:47.But it has been more successful in the East Riding. 204 households have

:00:48. > :00:52.moved out ` almost 17%. The national average is 6%. Jake Zuckerm`n

:00:58. > :00:59.critics as the bedroom tax. A policy, says the government,

:01:00. > :01:02.designed to move benefit cl`imants with more bedrooms than thex need

:01:03. > :01:05.into smaller accommodation lore suited to their requirements. But

:01:06. > :01:11.evidence suggests it's failhng in that aim, and driving tenants into

:01:12. > :01:15.arrears. Anne Lawton suffers from mental health problems. Changes to

:01:16. > :01:20.the benefits system meant she had to downsize from a two to a ond bedroom

:01:21. > :01:23.flat. She was lucky enough to find somewhere to move to, but in the

:01:24. > :01:29.meantime, she's been left htndreds of pounds in debt. I am still in

:01:30. > :01:35.arrears. I go to the soup khtchen. I am struggling and I am sellhng

:01:36. > :01:40.stuff. I haven't really got stuff to sell now, so how am I going to pay

:01:41. > :01:43.back the rent? In North Lincolnshire, 40% of those `ffected

:01:44. > :01:51.by the so`called bedroom tax are in arrears, the highest rate in the

:01:52. > :01:55.region. `` 48%. In Lincoln, where the council are subsidising it, it

:01:56. > :01:58.is just over 7%, while in Htll, more than 20% are in arrears. In Hull,

:01:59. > :02:04.they have refurbished more than 70 small flats to meet the dem`nd for

:02:05. > :02:07.one bed accommodation. I have been here for two months and I al now

:02:08. > :02:11.delighted to get a one`bedroom place. It took a lot of strdss off

:02:12. > :02:14.me. In Northeast Lincolnshire, Shoreline Housing Partnershhp says

:02:15. > :02:21.its tenants now owe ?155,000 in total. We provide as much stpport as

:02:22. > :02:25.we can, but the responsibilhty does ultimately fall to the tenant to

:02:26. > :02:29.pay. Regrettably, in a circtmstance when the tenant can't pay, we have

:02:30. > :02:34.little option other than to take action to encourage them to do so.

:02:35. > :02:38.But the Government rejects accusations that the policy is not

:02:39. > :02:45.working. Tens of thousands `re already able to move out of

:02:46. > :02:48.overcrowded homes. We had a ridiculous situation where the

:02:49. > :02:53.taxpayer was subsidising rooms that people did not need at a tile when

:02:54. > :02:58.we had a real shortage of housing. I am 100% behind this policy. It is

:02:59. > :03:00.working. Whatever the Government's intentions, in East Yorkshire and

:03:01. > :03:04.Lincolnshire, thousands of people like Anne are now in arrears, many

:03:05. > :03:19.with no idea how they are going to pay.

:03:20. > :03:21.It's billed as one of Yorkshire s biggest arts festivals: A

:03:22. > :03:25.celebration of the 100 days of countdown to the start of the Tour

:03:26. > :03:29.de France. Events are being held across the county but only ` handful

:03:30. > :03:31.are in East Yorkshire and only two have been given any funding.

:03:32. > :03:34.Tonight, the organisers havd denied the area has been overlooked as

:03:35. > :03:38.Sarah Walton reports. A dance display to mark 100 until

:03:39. > :03:41.the Tour de France comes to the region. This event in Rippon last

:03:42. > :03:44.night kicked off a festival running up to the start of the race

:03:45. > :03:52.involving arts and cultural events across the region. And it whll

:03:53. > :03:55.involve things like this. This video artwork will be displayed at the

:03:56. > :03:59.Ferens Art Gallery in Hull from May with the help of an ?8,000 grant

:04:00. > :04:02.from the festival organisers Welcome To Yorkshire. I hope that the effect

:04:03. > :04:06.will be beneficial in that people, whilst in the area, will be

:04:07. > :04:13.attracted to come to Hull and see our wonderful museums and dhsplays

:04:14. > :04:17.at the gallery. Now, when the Tour comes to Yorkshire in July, none of

:04:18. > :04:20.the stages will be in the E`st of the county. But organisers say the

:04:21. > :04:25.whole region will benefit from thousands of visitors, bringing ?100

:04:26. > :04:28.million to the local economx. This is the brochure setting out all the

:04:29. > :04:32.events taking place for the festival. In the opening it says it

:04:33. > :04:36.will be 'spanning the countx', engaging the widest possibld

:04:37. > :04:44.audience. But turn to the m`p, and just three of the 47 events listed

:04:45. > :04:48.are in East Yorkshire or Hull. More events are being added but only two

:04:49. > :04:51.have been given any funding. There were 28 applications, including Hull

:04:52. > :04:59.Truck's performance of A Taste Of Honey. It was rejected. He

:05:00. > :05:03.transforms into a show dog! This play is part of the Heads Up

:05:04. > :05:06.Festival in Hull, also listdd as one of the Tour's cultural events. But

:05:07. > :05:10.the organisers say they didn't even apply for funding, because they were

:05:11. > :05:14.made to feel like it wasn't worth it. I think we got the feelhng that

:05:15. > :05:17.most of the funding for the big projects would go to companhes that

:05:18. > :05:20.deliver projects around the Leeds and Harrogate area, although it

:05:21. > :05:23.might be a conduit for people in Europe to going to that part of the

:05:24. > :05:29.world, which wouldn't necessarily be a stop off point for people going to

:05:30. > :05:33.the race. It was always cle`r in the road shows that there were different

:05:34. > :05:36.strands to the festival and that, very clearly, it was not just about

:05:37. > :05:39.having the events happening where the route is going, although there

:05:40. > :05:45.was one very specific strand for that. The organisers still want

:05:46. > :05:49.groups from East Yorkshire to get involved, and more events whll be
