:01:16. > :01:21.after being knocked down and killed on a zebra crossing by a driver who

:01:22. > :01:26.was, effectively blind in one eye, is calling for a change in the law

:01:27. > :01:34.to prevent another death. 93`year`old Audrey Noden died six

:01:35. > :01:38.weeks after being hit to you so ago. The 70 three macro 73`year`old

:01:39. > :01:43.driver of the car is starting a two`year jail sentence after

:01:44. > :01:46.admitting causing death by dangerous driving. He had a serious eye

:01:47. > :01:52.condition and had been lying about being fit to drive.

:01:53. > :01:58.This CCTV footage shows Audrey and her daughter Margaret approaching

:01:59. > :02:04.the zebra crossing. We saw this car and it was going really slowly. We

:02:05. > :02:10.assumed it was going to stop. So we started out on the crossing, and it

:02:11. > :02:14.didn't stop. A second or two later, the care were hit on this crossing

:02:15. > :02:21.by eight car driven by 73`year`old Peter Conroy. He suffers from a

:02:22. > :02:24.degenerative eye disease. He admitted causing death by dangerous

:02:25. > :02:30.driving and was jailed for two years yesterday. Earlier, Audrey's

:02:31. > :02:33.daughters told me they believe there needs to be a change in the law to

:02:34. > :02:39.prevent this happening to anyone else. It is just horrendous that a

:02:40. > :02:43.driver who has hardly got any vision at all is allowed on the road.

:02:44. > :02:49.Something has to be done, probably when you are applied to have your

:02:50. > :02:53.license renewed when you are 70, maybe you have to have an

:02:54. > :02:58.optician's note to say that you are able to drive. Warranty, all drivers

:02:59. > :03:03.over 70 has to renew their licence every three years. They are required

:03:04. > :03:09.to tell the DVLA about any condition that might affect their driving. Mr

:03:10. > :03:14.Conway should have done this. In his case it was a case of self

:03:15. > :03:18.certification that will continue his licence. He should have stopped at

:03:19. > :03:23.that point. He knew it was on the form, he knew it was a criminal

:03:24. > :03:28.offence to fall further details on that form, but he continued to do

:03:29. > :03:32.so. And this was the result. Audrey's family wanted this footage

:03:33. > :03:36.to be released to act as a warning to other drivers to prevent anyone

:03:37. > :03:43.else experiencing the pain they have suffered. I had to go to my

:03:44. > :03:48.mother's funeral in a wheelchair, and it was horrible. I just wanted

:03:49. > :03:53.to walk again. I have not coped with my emotions at all. Audrey's

:03:54. > :03:58.daughters hope motorists will now think seriously about whether they

:03:59. > :04:05.are safe to drive. In a moment, there is opposition to

:04:06. > :04:12.plans to build the country's tallest wind turbines in Lincolnshire.

:04:13. > :04:17.A two`year`old is recovering in hospital in Hull after being hit by

:04:18. > :04:20.a car. The incident happened on Sculcoates Lane about a mile from

:04:21. > :04:28.the city centre, just before 5pm yesterday afternoon.

:04:29. > :04:35.24 hours later, do we know what happened? All that remains to be

:04:36. > :04:39.seen that an incident happened here is the yellow police markings here

:04:40. > :04:43.on the road, but we do note that it was he on Sculcoates Lane that a

:04:44. > :04:47.two`year`old girl ran out into the road and was hit by a car. I

:04:48. > :04:52.understand that she did live on the estate behind me, and eyewitnesses

:04:53. > :04:56.have described to me how she ran out into the road before she was hit.

:04:57. > :05:01.Her family were here and close by at the time, and luckily, there was a

:05:02. > :05:05.PC as Owen the neighbourhood he was one of the first at the scene. It

:05:06. > :05:10.was 852`year`old woman driving a blue Mercedes who hit girl, and she

:05:11. > :05:16.was understandably shaken `` a 52`year`old woman. There was a lot

:05:17. > :05:20.of screaming. The parents were around. There was no screeching of

:05:21. > :05:26.tyres. She apparently run out in the road and got knocked down by a car.

:05:27. > :05:31.The driver was in shock. She could not say anything. I have been

:05:32. > :05:34.speaking to many who live nearby. Although they are saddened by this

:05:35. > :05:39.news, they are not entirely surprised that it has happened on a

:05:40. > :05:43.road like this. There is a 30 mph speed limit, but as you can see,

:05:44. > :05:48.this electronic sign behind me, the only thing that is registering

:05:49. > :05:52.speed, and the only speed control in this area, and many residents are

:05:53. > :05:56.calling for a reduction in that speed limit to 20 mph. At about 5pm

:05:57. > :06:05.you have got traffic all the way down here. You have got loads of

:06:06. > :06:13.kids down here from the estate. It is a bad road. My daughter has had a

:06:14. > :06:19.near miss on it. The latest from Humberside Police this evening, that

:06:20. > :06:23.this little girl is in a comfortable condition in hospital, but we do

:06:24. > :06:27.know that she has been treated for fractures to the body and bad

:06:28. > :06:32.grazing to her face. Now, more than 24 hours since this incident

:06:33. > :06:36.happened, and Elise are keen to speak to anyone who might have seen

:06:37. > :06:43.what happened here. `` police are keen.

:06:49. > :06:51.A man from Grimsby who committed a number of sex offences over a 16

:06:52. > :06:59.year period has been handed a five`year jail term. 53`year`old

:07:00. > :07:02.Stephen Charlotte, who was first arrested in 2012, was today

:07:03. > :07:06.convicted by a jury at Grimsby Crown Court.

:07:07. > :07:11.Humberside Fire and Rescue Service has put forward plans to build a

:07:12. > :07:16.training centre to recreate flooding. The ?3 million site could

:07:17. > :07:20.be told in Grimsby. It would be the first of its kind and include a

:07:21. > :07:26.water tank, enough to submerge vehicles. Last December, more than

:07:27. > :07:30.1000 homes and businesses along the River Humber were affected by a

:07:31. > :07:35.tidal surge. It is not a question of if these events will happen in the

:07:36. > :07:39.future, it is when. We need to be as prepared as we can be. Humberside

:07:40. > :07:45.suffers from all the different types of flooding, including tidal surges.

:07:46. > :07:49.We need to make sure we are the best prepared in the country. A decision

:07:50. > :07:53.is expected this evening on plans for nearly 1500 homes in Sleaford. A

:07:54. > :07:58.developer and would include a primary school, health centre and

:07:59. > :08:01.shops. The council is recommending the plans go ahead, despite some

:13:16. > :13:25.planning applications. Developers need a presentation today. They say

:13:26. > :13:33.they expect to submit a formal planning application by the end of

:13:47. > :13:52.to 22 turbines, should local people welcome this wind farm? They should

:13:53. > :13:57.because wind energy is helping us to have an affordable source of power.

:13:58. > :14:01.What the developers are doing is absolutely right, coming in early,

:14:02. > :14:04.talking to the community, setting out its plans and listening to what

:14:05. > :14:08.people say, and the planning process will test that scheme and make sure

:14:09. > :14:13.it is the right scheme for this location. What do you say to locals

:14:14. > :14:18.who don't want this wind farm? It is best that they look at the proposals

:14:19. > :14:23.that are on the table and engage with what is happening at the

:14:24. > :14:28.moment. Equally, the need to realise that wind is supported, so there is

:14:29. > :14:33.a poll out today from the government showing that 70% of the population

:14:34. > :14:38.support wind. Yes, you said today that public support for onshore wind

:14:39. > :14:44.is that record levels. That is a poll that the government released

:14:45. > :14:48.today. The government needs to take stock. Last week, the energy

:14:49. > :14:51.minister said there was a lack of support for onshore wind, yet their

:14:52. > :14:58.own data says there is. You say that, but the wind farm bubble has

:14:59. > :15:01.burst, hasn't it? The Prime Minister said last week that financial

:15:02. > :15:07.incentives should not be in place any longer than necessary. I think

:15:08. > :15:13.12% of the population say they oppose onshore wind. People see it

:15:14. > :15:17.as a workable, positive technology. People back onshore wind ahead of

:15:18. > :15:22.other... At Lincolnshire has already got 22 wind farms. It is one of the

:15:23. > :15:26.three top areas in the UK for wind farms. Hasn't it done is fair

:15:27. > :15:31.share? The planning decision has to look at humour at its capacity. But

:15:32. > :15:36.companies will come in, set out their plans, and they are doing a

:15:37. > :15:41.lot of work to engage and support the local supply chain. What do you

:15:42. > :15:48.say to those watching tonight who don't want them? Look at the plans,

:15:49. > :15:53.engage, but be aware that wind is a big part of our energy for the

:16:28. > :16:31.Charities say that 200 people in the area have no permanent address, but

:16:35. > :16:40.fund drink or drug habits. They say some beggars make as much as ?400 a

:16:41. > :16:46.week. We heard yesterday that somebody and ?160 in half a day.

:17:33. > :17:36.Dozens of flights have been cancelled, and thousands of

:17:37. > :17:40.passengers have been affected by the incident.

:18:19. > :18:24.leaving earlier than this. We thought we would be leaving at 7am.

:18:25. > :18:29.But that has been a delay, there is a problem with the coach getting us

:20:04. > :20:06.next three days. It is the first time they have stood side in the

:20:07. > :20:10.county since the trust that runs hospitals was placed in special

:20:11. > :20:16.measures last summer. The trust believe they are making progress. I

:20:17. > :20:20.am anticipating that the team will be able to identify the improvements

:20:21. > :20:24.we have made since last year. But also, it is important that we get

:20:25. > :20:28.across to them that we know we have still got further improvements to

:20:29. > :20:32.make and we understand what those improvements are.

:20:33. > :20:35.Plans to close 30 libraries in Lincolnshire will be considered by
