:00:08. > :00:14.Good evening. Investigations are continuing into how a fire destroyed

:00:15. > :00:19.two businesses in Hull. It started at a plastics recycling plant on a

:00:20. > :00:23.Saltend industrial estate. At its height, huge plumes of black smoke

:00:24. > :00:26.could be seen for miles around. Now fire crews say they're likely to

:00:27. > :00:31.spend two more days there, as Caroline Bilton reports.

:00:32. > :00:34.24 hours on and still burning. These are the charred remains of two

:00:35. > :00:40.businesses, a plastics recycling plant and a forklift truck company.

:00:41. > :00:44.Both completely destroyed. Hundreds of tonnes of paper and plastic went

:00:45. > :00:47.up in flames, the fire so intense it melted the perimeter fence, which

:00:48. > :00:55.made for challenging conditions for the fire crews trying to bring it

:00:56. > :00:59.under control. Once it catches fire, the risk for us is not only the

:01:00. > :01:03.smoke, but it spreads very rapidly. So it's a case of balancing the

:01:04. > :01:07.safety of our own crews with extinguishing the fire as quickly as

:01:08. > :01:09.we can. So really challenging. It started yesterday lunch time,

:01:10. > :01:15.captured on camera by those working nearby. The black plumes of smoke

:01:16. > :01:20.could be seen from miles around. Everybody ran out into the street

:01:21. > :01:26.and saw the black smoke. It was just like a big black mushroom in the

:01:27. > :01:30.sky. It was really, really black. In the village of Preston, the fire

:01:31. > :01:33.caused a power cut. For this local pub, it couldn't have come at a

:01:34. > :01:38.worse time, right in the middle of lunch service, and it lasted for 11

:01:39. > :01:43.hours. Luckily, a customer went home and brought me a massive, big box of

:01:44. > :01:54.candles. I'm running to the old neighbours to take them them,

:01:55. > :01:57.because nobody had matches, even. ?? WHITE It also started during a

:01:58. > :02:00.five`hour walk`out by firefighters in a dispute over pensions. The fire

:02:01. > :02:03.service said it tested their contingency plans did but not affect

:02:04. > :02:09.the way they fought the fire. Their work at the site is expected to

:02:10. > :02:19.continue into tomorrow. In other news, Six people have been

:02:20. > :02:23.injured in a three`vehicle crash near Skegness. The A158 Burgh Road

:02:24. > :02:25.has been closed for most of the afternoon. None of the injuries are

:02:26. > :02:28.thought to be life`threatening. Earlier, the A15 near Lincoln

:02:29. > :02:31.reopened after a man was airlifted to hospital following a collision

:02:32. > :02:34.between a car and a motorbike. Probation officers say plans to

:02:35. > :02:37.privatise part of their service will put people at risk. The Government

:02:38. > :02:40.wants to outsource the care of medium`to`low`risk offenders and

:02:41. > :02:43.says reforms are being rolled out in a way that maintains public safety.

:02:44. > :02:47.Unions disagree and have held a series of strikes to show their

:02:48. > :02:48.opposition to the plans. Emma Massey reports.

:02:49. > :02:51.Offenders on community orders working with the probation service,

:02:52. > :02:55.making sure they don't get into trouble again. New changes to the

:02:56. > :03:02.service will mean offenders who've served sentences of less than a year

:03:03. > :03:05.will now also be given support. It's been a glaring gap within criminal

:03:06. > :03:11.justice, and successive governments have done nothing about it. This

:03:12. > :03:18.Government has introduced provision for it, and on that basis, I welcome

:03:19. > :03:21.it wholeheartedly. The current probation trust will be split. The

:03:22. > :03:25.National Probation Service will remain in place to manage high risk

:03:26. > :03:27.offenders, but the responsibility of low`to`medium`risk offenders will be

:03:28. > :03:30.privatised, leading many probation workers to take industrial action,

:03:31. > :03:38.saying reforms could put the public in danger. The group of people who

:03:39. > :03:40.make up the low`to`medium`risk tend to be domestic violence

:03:41. > :03:48.perpetrators, robbers, burglars, gang violence, alcohol`fuelled

:03:49. > :03:53.violence. How can we be sure or confident that the public are going

:03:54. > :03:56.to be safe? We are fundamentally against any privatisation, but we

:03:57. > :03:59.would understand a pilot, because that would actually show whether it

:04:00. > :04:02.would work, whether there's any evidence based on what the new

:04:03. > :04:10.projects will do, whether there are any difficulties and flaws, which is

:04:11. > :04:24.what we anticipate. The Ministry of Justice says:

:04:25. > :04:30.The unions argue that these changes could have happened without

:04:31. > :04:43.privatisation. They say they'll continue to fight against them.

:04:44. > :04:46.Veterans from Hull have received a special torch from the Dutch to

:04:47. > :04:50.thank them for their efforts during the Second World War. The Flame of

:04:51. > :04:52.Liberation was handed over during a ceremony overnight. The veterans,

:04:53. > :04:56.who helped free Holland from German occupation almost 70 years ago, will

:04:57. > :05:03.bring the torch back to Hull later this week. At last, we have

:05:04. > :05:07.accomplished what we set out to do. Now we have got to accomplish the

:05:08. > :05:11.second part, which is to get it back home.

:05:12. > :05:15.The Hull City manager, Steve Bruce, has admitted his side can now look

:05:16. > :05:17.forward to the FA Cup Final, after securing Premier League survival.

:05:18. > :05:20.Norwich City drew at Chelsea yesterday, meaning the Tigers cannot

:05:21. > :05:24.be relegated. Arsenal's win also means Hull City will be playing in

:05:25. > :05:34.Europe for the first time in their history next season. An FA Cup final

:05:35. > :05:38.is something to look forward to, but it has been around the corner now

:05:39. > :05:42.four weeks. It has been difficult to focus everybody. Thankfully, the

:05:43. > :05:46.season is now coming to a close and we are safe, which is a fantastic

:05:47. > :05:50.achievement. We can look forward to the cup final, and of course, the

:05:51. > :05:52.added reward of being in Europe, too, is quite remarkable. The

:05:53. > :06:05.weather. What a lovely day it has been. Very

:06:06. > :06:11.similar tomorrow. Sunny spells, feeling born, just an isolated

:06:12. > :06:15.shower. Patchy rain will push in from the West later this evening. It

:06:16. > :06:21.will be heavy and persistent for a time, just about clearing the coast

:06:22. > :06:25.from dawn. Just a bit of rain around the coast at first light but that

:06:26. > :06:30.will soon be into the North Sea and then sky is bright. It looks to be a

:06:31. > :06:34.lovely day. Fine, bright, some sunny spells and just a small chance of

:06:44. > :06:46.Fahrenheit. Wednesday is not looking too bad. Sunny intervals with a view

:06:47. > :06:50.scattered showers but it turns much more unsettled for those I am

:07:15. > :07:18.temperature of the long weekend in eastern England today, at 20

:07:19. > :07:22.Celsius. But to the west, the cloud has been gathering. We have seen a

:07:23. > :07:25.bit of rain in Northern Ireland and western Scotland, but the thicker

:07:26. > :07:30.cloud now pushing into the south-west of England is delivering

:07:31. > :07:35.more rain. It will become more extensive over the next few hours. A

:07:36. > :07:40.ragged area of rainfall will move east as the night goes on. If you

:07:41. > :07:44.have yet to make your journey home from the bank holiday weekend, you

:07:45. > :07:51.may encounter sums are a. -- some spray. Temperatures are not too bad
