:01:00. > :01:01.have been ordered to make urgent improvements after inspectors found
:01:02. > :01:09.that staff shortages were affecting patient care. The team from the
:01:10. > :01:13.health watchdog the Care Quality Commission has also demanded action
:01:14. > :01:16.over allegations of bullying. Management at Hull Royal Infirmary
:01:17. > :01:19.and Castle Hill say they're already addressing some of the issues raised
:01:20. > :01:25.in the report. Vicky Johnson's been looking at the report. What's new
:01:26. > :01:28.about this investigation? This latest CQC inspection is one of
:01:29. > :01:34.the new`style, more thorough investigations. A team of 45
:01:35. > :01:38.specialists spent time in all the main departments at both Castle Hill
:01:39. > :01:41.hospital and the Hull Royal. While some services like critical care and
:01:42. > :01:44.maternity have been rated as "good", inspectors have identified 20 areas
:01:45. > :01:47.where the Trust must now improve. These include a review of incident
:01:48. > :01:50.reporting to ensure staff receive feedback, the cancellation of
:01:51. > :01:53.outpatient clinics must be kept to a minimum and the hospital must ensure
:01:54. > :02:05.there are sufficient qualified staff.
:02:06. > :02:08.Hull's accident and emergency is always busy, but during their
:02:09. > :02:13.three`day visit in February, inspectors found a department
:02:14. > :02:24.struggling to cope. Staff shortages were highlighted as a problem. Union
:02:25. > :02:30.leaders say they're not surprised. We know there is a shortage of
:02:31. > :02:36.qualified staff. A hospital consultant agreed
:02:37. > :02:46.staffing is an issue. We don't seem to have enough nursing staff to look
:02:47. > :02:48.after patients with lots of problems. That is what I think is
:02:49. > :02:51.the real problem. Inspectors were told that bullying
:02:52. > :02:56.was a problem, with some staff feeling pressure to put targets
:02:57. > :03:05.above patient care. Ian Philp, the Trust's chief medical director,
:03:06. > :03:09.insists this is now being tackled. We are going to commission an
:03:10. > :03:15.independent organisation to come and talk to our staff and find out what
:03:16. > :03:18.the problem is. We will not tolerate bullying in the organisation. Staff
:03:19. > :03:20.should feel they come to work and are supported to do the best they
:03:21. > :03:23.can for patients. Inspectors also criticised the
:03:24. > :03:26.practice of patients being moved between wards, often at night. But
:03:27. > :03:33.visitors to Hull Royal today were full of praise for the hospital.
:03:34. > :03:38.Excellent service all the time I have been here. I have been coming
:03:39. > :03:45.for quite awhile and I can't fault them my care. I had a heart attack
:03:46. > :03:48.last year. They kept me alive. He has had a kidney transplant, and
:03:49. > :03:51.they could not have been any better. Today's report comes just over two
:03:52. > :03:54.weeks after the former chief executive Phil Morley resigned.
:03:55. > :03:57.Officials have refused to link his departure with the criticisms made.
:03:58. > :04:03.Instead, managers say they're already working on the improvements
:04:04. > :04:05.needed. The Trust has already announced ?1
:04:06. > :04:10.million investment to recruit more nurses. Plus they're working with
:04:11. > :04:14.other organisations to tackle bullying and to improve incident
:04:15. > :04:17.reporting. Earlier I spoke to Kath Lavery from
:04:18. > :04:30.Healthwatch, who represent the interests of patients. I asked her
:04:31. > :04:32.if she was surprised by the findings of the Care Quality Commission
:04:33. > :04:40.report? With much of it, no. We've known of
:04:41. > :04:44.the pressures in A for some time. But the staff shortages problems I
:04:45. > :04:47.think were a surprise in their depth and breadth across the organisation.
:04:48. > :04:51.This is a damning report. Are the people of Hull and East Yorkshire
:04:52. > :04:54.being let down by the trust? The report does say that the staff and
:04:55. > :04:58.the organisation is very caring, they have got good screens across
:04:59. > :05:00.that indicators. They're saying the services are effective. A hospital
:05:01. > :05:04.needs three things ` a building, equipment and staff, and you haven't
:05:05. > :05:07.got the staff. They are not mine. Well, they haven't got the staff.
:05:08. > :05:11.But the staff that are there are delivering caring services that are
:05:12. > :05:15.effective, but how long can they continue to do that when they are
:05:16. > :05:19.obviously short staffed? What are you going to be doing as
:05:20. > :05:32.HealthWatch? What will you be saying to the trust? Have you got enough
:05:33. > :05:36.teeth? Yes, I think we do, and already, we have been invited in. We
:05:37. > :05:40.have been asked to be part of the solution by the new team at the
:05:41. > :05:44.acute trust, which is very good. Our job is to find out what the public
:05:45. > :05:48.think. You know what the public think about A and now they hear
:05:49. > :05:51.junior doctors are being forced to undertake procedures they are not
:05:52. > :05:54.qualified to do so. That will frighten people. I don't think they
:05:55. > :05:56.should be frightened. I think they should be ready to give their
:05:57. > :05:59.opinions when HealthWatch Kingston`upon`Hull, HealthWatch East
:06:00. > :06:02.Riding of Yorkshire Council go out there to do that in`depth survey and
:06:03. > :06:16.meeting with people. That's a talking shop. No, it's not. You've
:06:17. > :06:20.got to find out. Well, this tells you what you need. You need more
:06:21. > :06:32.people. It does, but that is the CQC's report. What we have to find
:06:33. > :06:36.out, from my point of view, is what 300,000 people in Hull think and
:06:37. > :06:39.believe and have experience of in that trust. We got to get all
:06:40. > :06:43.together, with the East Ridings findings, go into the trust and make
:06:44. > :06:55.sure that is respected when it comes to a solution. I wish you well with

:07:19. > :07:21.Sleaford Town Centre has moved a step closer after Tesco confirmed
:07:22. > :07:28.its commitment to building a new supermarket and link road in the
:07:29. > :07:31.town. The district council says it will bring much needed investment to
:07:32. > :07:35.Sleaford, but not everyone is happy with the plans, as Jake Zuckerman
:07:36. > :07:42.reports. Sleaford's recreation ground. Land
:07:43. > :07:46.North Kesteven district council says must be sacrificed for the good of
:07:47. > :07:49.the town. It's a saga that's dragged on since 2009, when Tesco won
:07:50. > :07:53.planning permission for a new store on this disused site. In order to
:07:54. > :07:57.connect the new Tesco with the rest of the town, the company is paying
:07:58. > :08:00.for a link road that will cross the town's recreation ground ` and will
:08:01. > :08:12.also allow new flats, offices and shops to be built at the derelict
:08:13. > :08:16.bass maltings. They need a strip of land here on the recreation ground.
:08:17. > :08:20.The mature trees behind me would have to be felt, at the town council
:08:21. > :08:27.that owns the land is refusing to sell it. The district council plans
:08:28. > :08:41.to force them to sell. We would like to see Sleaford grow and develop and
:08:42. > :08:46.be the type of market Many in the town oppose the scheme, which would
:08:47. > :08:52.also see this level crossing closed to traffic. But restaurant owner
:08:53. > :09:07.Martin Crute says the scheme is long overdue. Town we want. Tesco has
:09:08. > :09:18.confirmed plans to go ahead. It's a statement of intent that
:09:19. > :09:26.gives the district council the confidence to move forward with
:09:27. > :09:29.compulsory purchase. Fire crews say they could be dealing with a fire at
:09:30. > :09:38.a recycling centre in Scunthorpe for another two days. The fire, which
:09:39. > :09:41.started yesterday evening, is now under control but there's been more
:09:42. > :09:59.disruption in the area during the day, as Simon Spark reports. The

:10:12. > :10:16.inside the building. There are wider issues and good reasons why the Fire

:11:16. > :11:21.Service will need to stay on scene. They say it is likely to run into
:11:22. > :11:31.Thursday, possibly Friday before this fire is fully extinguished. An
:11:32. > :11:36.investigation has begun after a 77`year`old man died when his car
:11:37. > :11:43.was hit by the train on a level crossing. The train driver has been
:11:44. > :11:46.treated for shock. None of the passengers were hurt. The line was
:11:47. > :11:50.closed until early afternoon. 80 jobs could go at a turkey factory
:11:51. > :11:53.near Grimsby. Lincs Turkeys in Grainthorpe, which is owned by

:15:17. > :15:20.Hundreds of oak trees are to be grown as part of Hull's 2017 City of
:15:21. > :15:23.Culture celebrations. The acorns to grow them are returning to the city
:15:24. > :15:28.after being gathered from trees in Western Australia. Those trees were
:15:29. > :15:32.grown by some of the first settlers there, who had taken acorns from
:15:33. > :15:38.East Yorkshire to their new home in the 1800s. Jo Makel has the story.
:15:39. > :15:48.On the other side of the world, in Western Australia, the autumn winds
:15:49. > :15:52.had shaken down hundreds of acorns. They've been gathered to be shipped
:15:53. > :15:56.to Hull, and in a way sent back to their historical home, because they
:15:57. > :15:59.come from these old oak trees near Perth. The settlers who established
:16:00. > :16:02.this farm nearly 200 years ago were from East Yorkshire. The Hardy
:16:03. > :16:07.family and other families actually left England from Hull. They brought
:16:08. > :16:10.with them acorns, from which these magnificent oak trees were
:16:11. > :16:13.propagated and grown, and we are now able to use them as a vehicle for
:16:14. > :16:19.re`establishing a cultural connection between the two places.
:16:20. > :16:26.And a few days ago, the acorns arrived. There we are. It's here at
:16:27. > :16:33.the university's botanic gardens that they'll be planted and grown.
:16:34. > :16:38.Two years ago, they successfully propagated a smaller number of
:16:39. > :16:41.saplings from Australia. Two were planted on Holme on Spalding moor,
:16:42. > :16:45.where some of the emigrants came from. This time, they're hoping to
:16:46. > :16:49.succeed with around 400, to be used in a project for the City of Culture
:16:50. > :16:53.celebrations. This is a real reminder of the past. Hull's got a
:16:54. > :16:58.remarkable number of links with every country almost in the world.
:16:59. > :17:03.We should celebrate this, especially as part of 2017. Where the trees
:17:04. > :17:07.will go hasn't been finalised, but the City of Culture organisers are
:17:08. > :17:13.working with artists and a number of environmental projects. The oak
:17:14. > :17:16.trees could form part of what they are calling Growing Gateways to the
:17:17. > :17:23.City. It fits with the international dimensional to the programme, it
:17:24. > :17:28.fits with the legacy. It is fantastic. It's absolutely lovely,
:17:29. > :17:36.but it's kind of unusual. It's a slightly quirky sort of situation.
:17:37. > :17:39.Hull tends to celebrate its quirkiness, and these acorns not
:17:40. > :17:52.only bring history full circle but will provide a lasting reminder of
:17:53. > :17:56.2017. The southbound carriageway of the Humber Bridge is closed due to

:24:08. > :24:15.Castle Hill and received excellent care, in 2009 I was rushed into
:24:16. > :24:21.their Hull Royal infirmary, where they said my life. Andrea says I was
:24:22. > :24:29.sent home with a migraine, saying I was sure it was a glaucoma task. I
:24:30. > :24:34.could have lost my sides. It is appalling.
