:01:24. > :01:28.detectives to investigate. Alex died after a blow to the head. A report
:01:29. > :01:31.by Kenyan detectives cleared local police of any involvement. Now his
:01:32. > :01:37.family want the Metropolitan Police to be allowed to open their own
:01:38. > :01:42.inquiry. Caroline Bilton reports. He died two years ago in police
:01:43. > :01:46.custody in Kenya. Today, Alex Monson's family took their quest for
:01:47. > :01:50.answers to the Kenyan Embassy in London. It felt like two years was a
:01:51. > :01:55.long enough time to have waited and that we would start coming in person
:01:56. > :01:59.to ask for personal assurance that something was being done. We just
:02:00. > :02:03.hoped by reaching out to the Kenyan High Commission as Kenya's
:02:04. > :02:08.representatives here in the UK that they might help us. Alex Monson was
:02:09. > :02:15.a son of the Lincolnshire peer Lord Monson. He had been living here in
:02:16. > :02:21.Kenya since 2009. 28`year`old Alex was arrested on drugs charges on
:02:22. > :02:27.18th May, 2012. In the early hours of the 19th friends visited him in
:02:28. > :02:34.jail reporting that he was both jovial and normal. By 9. 9.30 that
:02:35. > :02:40.morning investigators say officers realised he hadn't woken up and
:02:41. > :02:49.breathing heavily. By 5. 10 he was dead. The family believe the police
:02:50. > :02:52.have questions to answer. Alexander entered the police station as a
:02:53. > :03:00.healthy man and he came out in a coma. He was with police the entire
:03:01. > :03:04.time. From when he was healthy to when he was dead. A investigation by
:03:05. > :03:08.Kenyan authorities have ruled out police involvement. The family are
:03:09. > :03:12.today calling for the Kenyan Government to allow Scotland Yard to
:03:13. > :03:21.investigate. We are calling for what any other family would call for,
:03:22. > :03:26.which is justice and we are seeking a prosecution of those responsible.
:03:27. > :03:36.In a statement the Foreign Office says:
:03:37. > :03:43.His death remains a mystery but his family say they won't give up their

:04:24. > :04:29.Hull is a city steeped in maritime history. Last year it won the title
:04:30. > :04:34.for UK City of Culture for 2017. The city needs to grow and Hull City
:04:35. > :04:38.Council has a plan, to expand the city's boundaries in to what is now
:04:39. > :04:46.the East Riding. This September people living in communities near
:04:47. > :04:50.Hull's existing boundary, will all get a chance to vote on these two
:04:51. > :04:54.questions: Do they want to remain in the East Riding? Or be part of
:04:55. > :05:01.Hull's expansion? And, do they want to keep the so`called green space in
:05:02. > :05:06.between? There's been no significant changes since 1996 when the
:05:07. > :05:11.boundaries were last redrawn and Humberside County Council was
:05:12. > :05:16.abolished. Neither council has the power to redraw the boundaries. It
:05:17. > :05:22.will be used to gauge local opinion and any eventual changes would be
:05:23. > :05:27.made by the Secretary of State. We are asking for your thoughts on
:05:28. > :05:32.this in a moment, first I spoke with the leader of East Riding Council
:05:33. > :05:37.and asked him was the concern about Hull taking over or was it snobbery?
:05:38. > :05:42.I don't think it's anything to do with snobbery. We get on well with
:05:43. > :05:47.the city council, they get on well with us. It's about identity. Is it
:05:48. > :05:52.like asking turkeys to vote for Christmas? I think it pretty much is
:05:53. > :05:55.actually. I am pretty sure the vote will be overwhelming but we need to
:05:56. > :05:58.prove that and need to ask people. Why do you need to prove it? We need
:05:59. > :06:01.to demonstrate this is a waste of time and effort on behalf of the
:06:02. > :06:06.city council and that actually the public don't want it so we need to
:06:07. > :06:10.prove that beyond doubt. Hull City council would say they are
:06:11. > :06:15.disadvantaged by not having leafy suburbs like other cities, do you
:06:16. > :06:22.agree with that? No, I don't actually. If you look at statistics,
:06:23. > :06:25.they're no different to many cities throughout the country. It's a
:06:26. > :06:29.non`argument, frankly. You are just trying to lance the boil and get it
:06:30. > :06:33.down on paper that we don't want to be part of Hull, that's what you are
:06:34. > :06:36.trying to do? Let's get it over with and celebrate all the great things
:06:37. > :06:41.happening in the city and the East Riding and move on. So you want the
:06:42. > :06:43.city to be down the road so you can come and use the waterfront and
:06:44. > :06:51.theatres and stuff like that but you don't want to be part of it? No,
:06:52. > :06:57.they can come and use ` come to East Riding and the Spa in Bridlington.
:06:58. > :07:02.We welcome people. We are not building brick walls around it. We
:07:03. > :07:06.want people to live in. If you lived in Cottingham say, what would you
:07:07. > :07:09.vote? I would be voting to stay exactly as we are, as we have done
:07:10. > :07:14.for send trees and that's the best place to be `` centuries. Are you

:10:13. > :10:17.were talking about the FA Cup in places as far away as Malaysia,
:10:18. > :10:23.Africa, and America. When you get it on the type of scale that you get
:10:24. > :10:28.for something like the FA Cup final, the power of it is phenomenal, it's

:10:35. > :10:38.City of Culture bid and demonstrated again around the FA Cup as well.

:10:42. > :10:45.talking about it. I believe in Hull. But I am an Arsenal fan. I realise

:10:54. > :10:56.Arsenal to win. We were rooting for them as a Stoke`on`Trent team

:12:58. > :13:00.a marathon task. The ambitious makeover was far from simple. Just
:13:01. > :13:04.as the crew arrived on site, temperatures dropped well below
:13:05. > :13:10.freezing. The whole project hung in the balance. It's minus four around
:13:11. > :13:15.here which means that the concrete won't go off, plaster won't go off,
:13:16. > :13:20.mortar won't go off. We have bricks delivered today. A bit of a worry.
:13:21. > :13:24.With nine days to finish the job, builders battled some of the worst
:13:25. > :13:30.weather in years. And conscious that this could make a huge difference
:13:31. > :13:35.for Paula's family. This, in terms of Dakota's life is absolutely a
:13:36. > :13:39.life`saver. There's no question. Could the team beat the British
:13:40. > :13:42.weather? And would the family's new home be everything they had hoped
