:01:39. > :01:42.14 months on, and with the cost of living
:01:43. > :01:45.continuing to rise, the authority still hasn't brought in the policy.
:01:46. > :01:49.The union has asked us to take that particular part of the terms and
:01:50. > :01:52.conditions proposal off the table and it is not as daft as it sounds
:01:53. > :01:58.because what they are saying is that most people would have benefited
:01:59. > :02:00.from that increase that we are proposing.
:02:01. > :02:04.to lose working family tax credits with a partial implementation
:02:05. > :02:08.so they have asked us to take it off the table and bring it back
:02:09. > :02:11.when we are in a position to implement it in full.
:02:12. > :02:14.The GMB maintain the living wage is needed but accept
:02:15. > :02:17.That may be an unfortunate situation but that
:02:18. > :02:22.When you get to a threshold, there are always winners and losers and
:02:23. > :02:26.that may well be the case but for the vast majority of people, they
:02:27. > :02:30.Both the unions and the council agree that the
:02:31. > :02:35.But many of those who work in the lowest paid jobs with
:02:36. > :02:38.the authority will be wondering just how long it will take.
