:01:07. > :01:09.local council is not giving enough Ofsted, the government's schools
:01:10. > :01:12.watchdog, says North East Lincolnshire Council gives `ttention
:01:13. > :01:14.to the weakest schools while slightly better schools are
:01:15. > :01:16.not given appropriate attention Ofsted warns that schools in
:01:17. > :01:21.North East Lincolnshire are only improving marginally, saying parents
:01:22. > :01:27.and children deserve better. In response, the council,
:01:28. > :01:31.which is based in Grimsby, says most schools in its area are academies
:01:32. > :01:34.and are not under its control. They do say every child desdrves
:01:35. > :02:04.a good education and that most Academy schools in North East
:02:05. > :02:07.Lincolnshire. These were among seven inspected earlier than planned by
:02:08. > :02:13.Ofsted Ahmed concerns about the level of support. We inspected the
:02:14. > :02:17.number of schools because your chances of sending a child to the
:02:18. > :02:22.good outstanding skill are luch lower than in other parts of
:02:23. > :02:27.Yorkshire. All secondary schools and many remedies in the north`dast are
:02:28. > :02:33.run as academies but how do the work and why are they different? Before
:02:34. > :02:37.they were introduced, money would pass from the Department of
:02:38. > :02:42.education to local councils who pass it on to schools and oversed how
:02:43. > :02:45.they are run. What academies the money goes straight from central
:02:46. > :02:50.government to the skill itsdlf effectively pushing aside dhrect
:02:51. > :02:58.involvement from local authorities, and they can use money from business
:02:59. > :03:02.and charities. In extreme circumstances they can go dhrectly
:03:03. > :03:08.to the Secretary of State and say they are being let down by `cademy
:03:09. > :03:14.sponsors. The oasis Academy in Grimsby was one of those inspected
:03:15. > :03:18.and phones to require improvement. The local authority is stuck between
:03:19. > :03:21.a rock and a hard place bec`use only one hand have a duty to makd sure
:03:22. > :03:24.skills improve but on the other hand and a hard place because on the one

:04:12. > :04:18.level. It went on to say schools facing challenges face a higher
:04:19. > :04:19.level of support but academhes are different because responsibhlity
:04:20. > :04:25.lies with the Department of education. The government h`s said
:04:26. > :04:27.tonight the quality of educ`tion in Lincolnshire has been not good
:04:28. > :04:33.enough for too long. I spoke to Jonathan Simons from
:04:34. > :04:35.the Think Tank Policy Exchange and started by asking him if a local
:04:36. > :04:50.authority can wash their hands of a They absolutely cannot and hn fact
:04:51. > :04:52.the opposite. They have a responsibility to ensure all
:04:53. > :04:59.children in the area are receiving a higher level of education. Hf a
:05:00. > :05:04.school is not under local atthority control our Ofsted wrong to point
:05:05. > :05:07.the finger? They are right because if they are not doing their job
:05:08. > :05:11.properly and advocating for all children and providing high`quality
:05:12. > :05:17.services and formerly raising concerns, Ofsted is right to
:05:18. > :05:21.criticise them. It is interdsting because the local authority does not
:05:22. > :05:25.have the role of bass but are still expected to monitor the Academy
:05:26. > :05:34.Some would say that is not puite fair. It is not the boss but it has
:05:35. > :05:39.the responsibility. It has ` responsibility to advocate on behalf
:05:40. > :05:43.of those children. Is it fe`r the council gets accused of
:05:44. > :05:48.underachieving when they ard not in overall responsibility? It has that
:05:49. > :05:52.they are not doing the things we ought to be doing, providing
:05:53. > :05:57.high`quality services and advocating for high standards and raishng
:05:58. > :06:07.concerns before it gets to the stage of a full inspection, it saxs. The
:06:08. > :06:11.academies here are equally `t fault because F Ofsted says they `re
:06:12. > :06:15.underperforming they have a responsibility to make that well, so
:06:16. > :06:21.the system works but we havd an evolving role. Have academids
:06:22. > :06:35.appeared to quickly? I do not think they have and are responding to pay
:06:36. > :06:37.rental demand. `` pay rental `` parental.

:08:38. > :08:42.where you live. ?33 works ott at less than a pound a week so it is
:08:43. > :08:49.not a lot. I would pay it, what can I do? I do not know about v`lue for
:08:50. > :08:55.money. But that is the test for Eric Pickles who has spoken out `gainst
:08:56. > :09:00.unfair town parking rules and said increases can only cover costs and
:09:01. > :09:06.not make a profit. An annual parking permit and Scunthorpe will cost ?50
:09:07. > :09:13.and in Grimsby it is ?80 whhle in Skegness it will set you back ? 20.
:09:14. > :09:20.Tonight Hull City Council s`ys no decisions have been made but the
:09:21. > :09:29.actual reviewing all happen at a time when they still need to find
:09:30. > :09:34.savings. At the moment, 10,000 permits have been issued and of

:09:40. > :09:44.rugby and football crowds. Tp until now many homes have not had to pay

:10:08. > :10:15.whether he thought increases of more than 300% is acceptable. I think it
:10:16. > :10:19.is. It looks like a big increase as a percentage but if you consider the
:10:20. > :10:24.total figure lower than othdr places places and the Legion. Many will
:10:25. > :10:30.think it is not fair to be charged to park outside your own hole. The
:10:31. > :10:35.council has a responsibilitx to manage places and such a wax they
:10:36. > :10:41.meet the needs of all residdnts keeping traffic moving and reducing
:10:42. > :10:47.pollution and congestion. Btt you are paying to park and does not even
:10:48. > :10:52.guarantee you a spot. Many will say the council is acting as a cash
:10:53. > :10:57.cow? Only one in five counchls report making any form of strplus on
:10:58. > :11:02.parking, and you have to relember councils cannot make money `nd do
:11:03. > :11:05.not have shareholders. Any hncome they bring and is spent on other
:11:06. > :11:06.activities such as looking `fter vulnerable children, protecting the
:11:07. > :11:34.elderly. 11, not polluted and the local
:11:35. > :11:44.economy being served. When xou try to make those decisions, sole people
:11:45. > :11:48.will be unhappy. In Skegness, ? 20 is the figure. That is on a par with
:11:49. > :11:56.London and does not even gu`rantee you a spot. What is important is
:11:57. > :11:56.that these decisions are made by democratically elected and
:11:57. > :13:44.accountable local bodies. and be able to maintain the fitness
:13:45. > :13:48.levels, so that will mean they are likely to be sacked.
