:00:00. > :00:00.cooler through the weekend, but the weather is looking pretty good for

:00:00. > :00:00.most Good evening and welcome to

:00:00. > :00:00.BBC Look North. Children at a disadvantage `

:00:07. > :00:10.the warning from school inspectors demanding improvements in

:00:11. > :00:32.North East Lincolnshire. Got a responsibility to enstre all

:00:33. > :00:33.children are receiving a high standard education.

:00:34. > :00:36.Anger at plans to charge more for permits.

:00:37. > :00:38.Prosecution for the seaside caravaners who've stayed

:00:39. > :00:43.And the ten`year old fan gohng to Brazil to lead out England

:00:44. > :00:55.And don't forget the detaildd forecast for next weekend, join me

:00:56. > :01:04.for the details. Inspectors say children in

:01:05. > :01:06.North East Lincolnshire are being put at a disadvantage because their

:01:07. > :01:09.local council is not giving enough Ofsted, the government's schools

:01:10. > :01:12.watchdog, says North East Lincolnshire Council gives `ttention

:01:13. > :01:14.to the weakest schools while slightly better schools are

:01:15. > :01:16.not given appropriate attention Ofsted warns that schools in

:01:17. > :01:21.North East Lincolnshire are only improving marginally, saying parents

:01:22. > :01:27.and children deserve better. In response, the council,

:01:28. > :01:31.which is based in Grimsby, says most schools in its area are academies

:01:32. > :01:34.and are not under its control. They do say every child desdrves

:01:35. > :02:04.a good education and that most Academy schools in North East

:02:05. > :02:07.Lincolnshire. These were among seven inspected earlier than planned by

:02:08. > :02:13.Ofsted Ahmed concerns about the level of support. We inspected the

:02:14. > :02:17.number of schools because your chances of sending a child to the

:02:18. > :02:22.good outstanding skill are luch lower than in other parts of

:02:23. > :02:27.Yorkshire. All secondary schools and many remedies in the north`dast are

:02:28. > :02:33.run as academies but how do the work and why are they different? Before

:02:34. > :02:37.they were introduced, money would pass from the Department of

:02:38. > :02:42.education to local councils who pass it on to schools and oversed how

:02:43. > :02:45.they are run. What academies the money goes straight from central

:02:46. > :02:50.government to the skill itsdlf effectively pushing aside dhrect

:02:51. > :02:58.involvement from local authorities, and they can use money from business

:02:59. > :03:02.and charities. In extreme circumstances they can go dhrectly

:03:03. > :03:08.to the Secretary of State and say they are being let down by `cademy

:03:09. > :03:14.sponsors. The oasis Academy in Grimsby was one of those inspected

:03:15. > :03:18.and phones to require improvement. The local authority is stuck between

:03:19. > :03:21.a rock and a hard place bec`use only one hand have a duty to makd sure

:03:22. > :03:24.skills improve but on the other hand and a hard place because on the one

:03:25. > :03:27.hand we have a duty to make sure skills improve but on the other hand

:03:28. > :03:30.no legal power to enforce them to do that. You would hope all schools

:03:31. > :03:33.want to improve and I cannot imagine there's a school in the country that

:03:34. > :03:42.does not want to get better at what it does. As long as he is s`fe and

:03:43. > :03:48.learning loads. I can only go by the progress my daughter is makhng and I

:03:49. > :03:52.am happy at that. Despite sdveral requests, the council refusdd to

:03:53. > :03:58.make anybody available for hnterview today but released a statemdnt. It

:03:59. > :04:04.pointed out 76% of primary schools were judged as good in the `rea but

:04:05. > :04:11.technology is a particular problem with just 33% meeting the s`me

:04:12. > :04:18.level. It went on to say schools facing challenges face a higher

:04:19. > :04:19.level of support but academhes are different because responsibhlity

:04:20. > :04:25.lies with the Department of education. The government h`s said

:04:26. > :04:27.tonight the quality of educ`tion in Lincolnshire has been not good

:04:28. > :04:33.enough for too long. I spoke to Jonathan Simons from

:04:34. > :04:35.the Think Tank Policy Exchange and started by asking him if a local

:04:36. > :04:50.authority can wash their hands of a They absolutely cannot and hn fact

:04:51. > :04:52.the opposite. They have a responsibility to ensure all

:04:53. > :04:59.children in the area are receiving a higher level of education. Hf a

:05:00. > :05:04.school is not under local atthority control our Ofsted wrong to point

:05:05. > :05:07.the finger? They are right because if they are not doing their job

:05:08. > :05:11.properly and advocating for all children and providing high`quality

:05:12. > :05:17.services and formerly raising concerns, Ofsted is right to

:05:18. > :05:21.criticise them. It is interdsting because the local authority does not

:05:22. > :05:25.have the role of bass but are still expected to monitor the Academy

:05:26. > :05:34.Some would say that is not puite fair. It is not the boss but it has

:05:35. > :05:39.the responsibility. It has ` responsibility to advocate on behalf

:05:40. > :05:43.of those children. Is it fe`r the council gets accused of

:05:44. > :05:48.underachieving when they ard not in overall responsibility? It has that

:05:49. > :05:52.they are not doing the things we ought to be doing, providing

:05:53. > :05:57.high`quality services and advocating for high standards and raishng

:05:58. > :06:07.concerns before it gets to the stage of a full inspection, it saxs. The

:06:08. > :06:11.academies here are equally `t fault because F Ofsted says they `re

:06:12. > :06:15.underperforming they have a responsibility to make that well, so

:06:16. > :06:21.the system works but we havd an evolving role. Have academids

:06:22. > :06:35.appeared to quickly? I do not think they have and are responding to pay

:06:36. > :06:37.rental demand. `` pay rental `` parental.

:06:38. > :06:40.We want to hear from you on this story, do you think it's

:06:41. > :06:42.right that the council should monitor academies even though they

:06:43. > :06:47.Promoting natural births at hospitals where Caesareans are

:06:48. > :06:56.People who live in parts of Hull are likely to have to pay

:06:57. > :06:59.Parking permit charges could more than triple

:07:00. > :07:07.It would bring Hull into line with places including Scunthorpe

:07:08. > :07:10.and Grimsby, and the council says it will help reduce financi`l

:07:11. > :07:16.But some residents say they can't afford the increase.

:07:17. > :07:36.Match speed graphic, states never designed for cars and city centre

:07:37. > :07:40.parking. Right now these permits are either free or cost ?7 50 btt the

:07:41. > :07:46.city council is now ready to raise charges. Something pensioner Eric

:07:47. > :07:52.Hendry says he will struggld to afford. It'll be hard to pax that

:07:53. > :07:58.every year. We're not even guaranteed our parking. The council

:07:59. > :08:03.insists it is currently subsidising residential parking zones. How much

:08:04. > :08:11.does it cost to run a parking zone? Once it is set up, something like

:08:12. > :08:13.this cost ?9,000 to administer in terms of maintenance and parking

:08:14. > :08:21.enforcement but the council only brings an end, of ?5,000 whhch means

:08:22. > :08:31.it is losing ?4000 in this zone alone. Well residents put up with

:08:32. > :08:37.paying more? If you don't gdt a permit you cannot park in the street

:08:38. > :08:42.where you live. ?33 works ott at less than a pound a week so it is

:08:43. > :08:49.not a lot. I would pay it, what can I do? I do not know about v`lue for

:08:50. > :08:55.money. But that is the test for Eric Pickles who has spoken out `gainst

:08:56. > :09:00.unfair town parking rules and said increases can only cover costs and

:09:01. > :09:06.not make a profit. An annual parking permit and Scunthorpe will cost ?50

:09:07. > :09:13.and in Grimsby it is ?80 whhle in Skegness it will set you back ? 20.

:09:14. > :09:20.Tonight Hull City Council s`ys no decisions have been made but the

:09:21. > :09:29.actual reviewing all happen at a time when they still need to find

:09:30. > :09:34.savings. At the moment, 10,000 permits have been issued and of

:09:35. > :09:39.those, most are roamed the KC Stadium to cope with match days for

:09:40. > :09:44.rugby and football crowds. Tp until now many homes have not had to pay

:09:45. > :09:47.for a permit, however the chty council has never guaranteed that

:09:48. > :09:58.and it has not been reviewed since 2008. It would make things lore

:09:59. > :10:01.equitable. I have been speaking to a member of the local governmdnt

:10:02. > :10:07.information unit, an organisation supported by councils, and `sked him

:10:08. > :10:15.whether he thought increases of more than 300% is acceptable. I think it

:10:16. > :10:19.is. It looks like a big increase as a percentage but if you consider the

:10:20. > :10:24.total figure lower than othdr places places and the Legion. Many will

:10:25. > :10:30.think it is not fair to be charged to park outside your own hole. The

:10:31. > :10:35.council has a responsibilitx to manage places and such a wax they

:10:36. > :10:41.meet the needs of all residdnts keeping traffic moving and reducing

:10:42. > :10:47.pollution and congestion. Btt you are paying to park and does not even

:10:48. > :10:52.guarantee you a spot. Many will say the council is acting as a cash

:10:53. > :10:57.cow? Only one in five counchls report making any form of strplus on

:10:58. > :11:02.parking, and you have to relember councils cannot make money `nd do

:11:03. > :11:05.not have shareholders. Any hncome they bring and is spent on other

:11:06. > :11:06.activities such as looking `fter vulnerable children, protecting the

:11:07. > :11:34.elderly. 11, not polluted and the local

:11:35. > :11:44.economy being served. When xou try to make those decisions, sole people

:11:45. > :11:48.will be unhappy. In Skegness, ? 20 is the figure. That is on a par with

:11:49. > :11:56.London and does not even gu`rantee you a spot. What is important is

:11:57. > :11:56.that these decisions are made by democratically elected and

:11:57. > :13:44.accountable local bodies. and be able to maintain the fitness

:13:45. > :13:48.levels, so that will mean they are likely to be sacked.

:13:49. > :13:51.You can hear more of that interview with Richard Walker from thd

:13:52. > :13:53.Fire Brigades Union on Look North later tonight at 10:25.

:13:54. > :13:56.Court summons are being handed out to dozens of people who havd been

:13:57. > :13:59.illegally staying in a car park on the Lincolnshire coast.

:14:00. > :14:02.The County Council applied to the Secretary of State to ddal with

:14:03. > :14:04.a long standing issue of people camping overnight at Huttoft

:14:05. > :14:08.It's claimed thousands of pounds worth of damage has been done

:14:09. > :14:11.in the area and it's putting other tourists off visiting the bdaches.

:14:12. > :14:39.With its long`standing beach, Huttoft is a quiet tourist spot It

:14:40. > :14:44.is a small hard`core that w`nt to live here and create havoc.

:14:45. > :14:48.Overnight stays here is forbidden but residents say these image she

:14:49. > :14:55.will a number of people who have lived illegally on this sitd for

:14:56. > :15:01.weeks and months at a time. The council says it is taking ldgal

:15:02. > :15:04.action against 40 people. They should not be subjected to `buse or

:15:05. > :15:13.intimidation from a small group of freeloaders simply here in ten on

:15:14. > :15:17.not paying for anything. Is it a big issue or are you overreacting? Last

:15:18. > :15:24.year we had a permanent enc`mpment here all summer. We could not find

:15:25. > :15:29.any in the area today. Thesd height barriers have been put up to stop

:15:30. > :15:35.larger mobile homes from ushng these sites, but it has not worked and the

:15:36. > :15:40.council says they have been cut down three times.

:15:41. > :15:42.The Turner family have come from Leicester for a holiday and they

:15:43. > :15:50.same author homeowners are being picked on. They are not catdring for

:15:51. > :15:58.us at all. Do they want to raise or not? They are not encouraging people

:15:59. > :16:04.went to the county. Others cannot understand what the fuss is about.

:16:05. > :16:10.If you try and drive them away you are driving to the Somali. @s long

:16:11. > :16:15.as they do not make a mess. The council says it expects a grip to

:16:16. > :16:20.arrive tomorrow to stage a protest about this issue. Some todax were

:16:21. > :16:27.determined to enjoy the peace while it lasts. Thank you for watching.

:16:28. > :16:30.Still ahead tonight, the yotng fan from Hull getting ready to lead

:16:31. > :16:56.Tonight's photograph is frol Ireland with some cumulonimbus on top!

:16:57. > :17:22.I will talk over your! The next 24 hours is not bad, sunny

:17:23. > :17:28.spells and more clouds later with some showers unto tomorrow. A bet of

:17:29. > :17:36.drizzle from Friday night entered Saturday but Saturday afternoon

:17:37. > :17:53.becomes dry and looking fin`nce settled. `` fine and settled. What a

:17:54. > :17:57.date has been, in Bridlington it is beautiful right now, warm and sunny

:17:58. > :18:02.and overnight looks quiet and dry with clear spells and some patchy

:18:03. > :18:12.cloud floating down from thd North West. The sun will rise in the

:18:13. > :18:19.morning and the next firewater time for Skegness on screen. A lovely

:18:20. > :18:26.start to the day, finance bright and a warm morning to come. `` fine and

:18:27. > :18:34.bright. Clouds will increasd from the Northwest and it is still bright

:18:35. > :18:44.but one or two showers are possible. A nice day, warm and bright and

:18:45. > :18:50.temperatures up to 23 Celsits. Just a little patchy light rain to come

:18:51. > :18:56.and on Saturday, feeling frdsh with a cloudy start but Saturday

:18:57. > :18:58.afternoon looks dry and bright and variable amounts of cloud on Sunday

:18:59. > :19:23.and next week looks settled. See you tomorrow. They cost more

:19:24. > :19:31.than natural birth and can have more complications but the number of

:19:32. > :19:35.in some of our hospitals, despite recent campaigns to

:19:36. > :19:38.The United Lincolnshire Hospital Trust's rate has increased over

:19:39. > :19:42.The current rate for Hull's Women and Children's hospital is 24%,

:19:43. > :19:44.which is around the national average.

:19:45. > :19:46.However, Scunthorpe hospital has reduced its rate from 23% to

:19:47. > :19:49.Our health correspondent Vicky Johnson has been lookhng

:19:50. > :20:00.births by her first baby was born after an emergency Caesarean, and

:20:01. > :20:07.this time around she has had a natural delivery. I feel like I can

:20:08. > :20:19.take on the task but before it was my first baby and it was like a new

:20:20. > :20:24.experience. She had her babx in Scunthorpe which has reduced the

:20:25. > :20:29.Caesarean rate to around 16$, the second lowest in the countrx. They

:20:30. > :20:38.have done this by offering women one`to`one support before and during

:20:39. > :20:42.the Labour. When they comment, we try to keep them as mobile `s

:20:43. > :20:48.possible, so it is about ushng the birth pool and we also have a coach,

:20:49. > :20:56.but it is about mobilising them as much as possible. Teamwork has also

:20:57. > :21:02.proved crucial. The staff work together to recognise the ilportance

:21:03. > :21:14.of encouraging normal delivdries and reducing intervention. This

:21:15. > :21:19.consultant is based in Hull and he admits his department could be doing

:21:20. > :21:22.more. What we should be doing is having a proper discussion with the

:21:23. > :21:30.ladies right at the very beginning, starting when the goal home after

:21:31. > :21:40.Caesareans. A shortage of mhdwives is happening some efforts. To be

:21:41. > :21:44.able to give good care, that entails one`to`one care, providing good

:21:45. > :21:49.psychological and emotional support. You have to have enough to provide

:21:50. > :21:54.that model. While some babids will always have to be delivered

:21:55. > :21:55.surgically, good teamwork could help keep Caesarean sections to `

:21:56. > :21:58.minimum. New figures show ?300,000 h`s been

:21:59. > :22:01.paid out in five years to pdople There've been claims for slhpping

:22:02. > :22:05.on wet floors and from a pupil hit Lincoln Cathedral needs

:22:06. > :22:12.so much money spent on it to fix all its faults, that it

:22:13. > :22:16.could eat up nearly all of the The Church of England has admitted

:22:17. > :22:22.it needs ?87 million over the next five years to keep

:22:23. > :22:28.its cathedrals open and watdrtight. The Labour MP Helen Goodman told

:22:29. > :22:45.the Commons that action was needed I went to Lincoln Cathedral recently

:22:46. > :22:52.and I was told that the backlog of repairs just that Lincoln C`thedral

:22:53. > :22:57.is ?16.5 million. The honourable gentleman has done well to get money

:22:58. > :22:58.but Lincoln Cathedral could eat up all the money. What more dods he

:22:59. > :23:01.think we could do. In response the government says that

:23:02. > :23:03.there are several pots of money which the Church of England

:23:04. > :23:06.can use to repair buildings, but is happy to hear any suggestions

:23:07. > :23:12.for finding extra funds. Thanks for contacting us about plans

:23:13. > :23:14.to raise prices for stallholders Those of you who have contacted us

:23:15. > :23:21.have been concerned Eric says "A lot of people now do

:23:22. > :23:29.not enjoy the Christmas Market. It's crowded, it's expensivd and

:23:30. > :23:36.what you get is just not worth it." John from Lincoln says, "I `void

:23:37. > :23:38.the market like the plague. It is too crowded,

:23:39. > :23:40.too expensive and too short. Many Lincoln people are of `

:23:41. > :23:42.like mind. It is about time Lincoln took

:23:43. > :23:45.a good look at other markets Ray also wants to see changds

:23:46. > :23:51.saying, "The market has lost its wax and is

:23:52. > :23:55.more of a funfair than a market Perhaps it's time to go back to the

:23:56. > :23:58.basics that made Lincoln such a good market, and concentrate on laking

:23:59. > :24:11.the experience enjoyable ag`in. A boy from Hull has more re`son than

:24:12. > :24:15.most to be excited about thd World Cup which opens in Br`zil

:24:16. > :24:19.in just a few minutes. England play their first gale

:24:20. > :24:23.on Saturday Ten`year`old Bryant Cruz will be a

:24:24. > :24:27.mascot at the team's second match, against Uruguay next week, `fter

:24:28. > :24:52.his Mum won a competition at work. The eyes of the world are on Brazil

:24:53. > :24:58.tonight as the World Cup opdns, a chance to see top footballers from

:24:59. > :25:01.32 nations play the beautiftl game. In a back garden, ten`year`old

:25:02. > :25:09.Bryant Cruz and his brother practice their skills. A week today he will

:25:10. > :25:15.be in South America. When mx mum first told me I was so excited and I

:25:16. > :25:22.was bouncing on my bed. I al looking forward to watching them pl`y live.

:25:23. > :25:26.His Brazilian mother works `t McDonald's and he was picked when

:25:27. > :25:32.she won a competition and work but she originally wanted to enter her

:25:33. > :25:37.older brother. I found out he is a little bit old for this competition

:25:38. > :25:45.so I applied for his brother instead. Joshua says they are no

:25:46. > :25:52.hard feelings just as long `s.. I hope he gets some signings `nd I

:25:53. > :25:56.will be very thrilled. Brazhl are odds`on favourites to win the

:25:57. > :26:03.tournament. England's chancds are not fancied. Bryant Cruz saxs has

:26:04. > :26:07.allegiance lies with England but who will his family be supporting? I

:26:08. > :26:15.will be supporting anyone done Brazil as well. If Brazil plays

:26:16. > :26:20.against England, Brazil is ` good team and England as well. England's

:26:21. > :26:24.first matches against Italy this Saturday but keep your eyes peeled

:26:25. > :26:30.when Bryant Cruz will walk out for the game against Uruguay, and going

:26:31. > :26:33.by these skills, he may havd some tips for the players.

:26:34. > :26:35.Let's get a recap of the national and regional headlhnes

:26:36. > :26:38.Iraqi troops have launched `ir strikes on the city of Tikrht,

:26:39. > :26:40.which is latest to be seized by Islamist militants.

:26:41. > :26:42.Inspectors say children in North East Lincolnshire are being

:26:43. > :26:44.disadvantaged because their local council is not

:26:45. > :26:49.A fine and bright start with spells of sunshine.

:26:50. > :26:52.Tending to cloud over later, with the risk of a few showdrs.

:26:53. > :27:13.Response coming in on the stbject of parking permit charges. I don't know

:27:14. > :27:19.what they are complaining about but ?33 is nothing over the year.

:27:20. > :27:22.Another says why does the council not charge people for walking down

:27:23. > :27:31.the road as it is wailing at the pavements? Typical council loney
