0:00:00 > 0:00:00That it from

0:00:00 > 0:00:00That it from us.

0:00:00 > 0:00:00That it from us. We

0:00:00 > 0:00:01That it from us. We are

0:00:07 > 0:00:08Good evening.

0:00:08 > 0:00:11It's claimed reducing the speed limit in the centre of Hull to 0

0:00:11 > 0:00:14miles an hour could dramatically decrease the number of accidents.

0:00:14 > 0:00:17The council is considering a reduced speed zone,

0:00:17 > 0:00:21similar to those in other chties including York and Edinburgh.

0:00:21 > 0:00:24But there are worries that laking drivers go slower could also be

0:00:24 > 0:00:30distracting, as Sarah Walton reports.

0:00:30 > 0:00:32This crash left a man seriously injured and shut one

0:00:32 > 0:00:34of Hull's main roads overnight.

0:00:34 > 0:00:37It's one of a number of crashes in the city centre in recent years,

0:00:37 > 0:00:43and the council hopes to de`l with that by reducing the speed limit.

0:00:43 > 0:00:46Some of the statistics that have been produced where the 20 lile

0:00:46 > 0:00:49an hour limits have been introduced elsewhere indicates

0:00:49 > 0:00:52a significant reduction in injuries and fatalities.

0:00:52 > 0:00:55For example, the Transport and Road Rese`rch

0:00:55 > 0:00:58Laboratory analysis has indhcated a reduction in child pedestrian

0:00:58 > 0:01:03fatalities of something likd 70 .

0:01:03 > 0:01:0640 other cities in the UK have or are introducing 20

0:01:06 > 0:01:08mile per hour zones.

0:01:08 > 0:01:13Here in Hull, the buses alrdady stick to that lower limit.

0:01:13 > 0:01:14It is a safety limit, yes.

0:01:14 > 0:01:17There are a lot of pedestri`ns and more and more we're finding

0:01:17 > 0:01:20pedestrians walking out in the street with mobile phones and other

0:01:20 > 0:01:23devices, not looking where they re going, so it's even more important

0:01:23 > 0:01:26that we stick to that sort of speed and of course that our

0:01:26 > 0:01:28drivers keep a careful look`out

0:01:28 > 0:01:31But for those in cars and lorries, there are worries it could `ctually

0:01:31 > 0:01:34make things worse.

0:01:34 > 0:01:37What drivers are doing alre`dy, they're selecting appropriate speeds

0:01:37 > 0:01:40which are very often below 20.

0:01:40 > 0:01:43The moment you put a sign up saying "20", it almost implies that 20 s

0:01:43 > 0:01:46OK, and so we have found instances where the actual average spdeds are

0:01:47 > 0:01:51going up in 20 zones.

0:01:51 > 0:01:54And those that walk and those that drive the streets

0:01:54 > 0:01:56of Hull are divided on the hssue.

0:01:56 > 0:02:00We can't do any more, anywax, because of traffic congestion.

0:02:00 > 0:02:03I think it's a good idea, cos some of them do go quitd fast.

0:02:03 > 0:02:05We've got exactly the same in Hornsea.

0:02:05 > 0:02:07Keeps the speed down.

0:02:07 > 0:02:09Does it stop them speeding ` no

0:02:09 > 0:02:11Enforce it.

0:02:11 > 0:02:12That's the key thing.

0:02:12 > 0:02:14The council will consider the plans later this year.

0:02:14 > 0:02:21If approved, the new speed limit could be put in place by 2006.

0:02:21 > 0:02:23It's claimed Lincolnshire would benefit from closer ties with

0:02:23 > 0:02:25Commonwealth countries such as Canada and Australia.

0:02:25 > 0:02:29That's according to Lincoln's MP, Karl McCartney, who says Brhtain

0:02:29 > 0:02:32has become too reliant on economic links with Europe.

0:02:32 > 0:02:35He was responding to a report, which showed people in Lincoln's

0:02:35 > 0:02:37twin town of Neustadt in Germany, were far more positive about being

0:02:37 > 0:02:42part of the European Union.

0:02:42 > 0:02:45Many in Whitehall and many in government have been

0:02:45 > 0:02:48a little bit too pro`Europe`n for the past 20`25 years

0:02:48 > 0:02:51and even longer, and have ttrned their backs on the Commonwe`lth

0:02:51 > 0:02:55and others, and I think it's to the detriment of our countrx.

0:02:55 > 0:02:58So jobs, yes, there's important work to bd done

0:02:58 > 0:03:01and trade to be done with Etrope, but we shouldn't turn our b`ck

0:03:01 > 0:03:04on the rest of the world either

0:03:04 > 0:03:07Interviews are being held this week to find the person who'll bd

0:03:07 > 0:03:09in charge of Hull's City of Culture company.

0:03:09 > 0:03:11Seven months since winning the title of TK City

0:03:11 > 0:03:14of Culture 2017, interviews for a chairperson are taking place.

0:03:14 > 0:03:16The search is also beginning for a programme director,

0:03:16 > 0:03:17who'll choose all of the acts.

0:03:17 > 0:03:25People can also apply this week to be on the company's board.

0:03:25 > 0:03:27The organisers of the Lincolnshire Show say

0:03:27 > 0:03:29the atmosphere is building `s they make their final preparations.

0:03:29 > 0:03:32The showground on the edge of Lincoln will attract thotsands

0:03:32 > 0:03:36of visitors this Wednesday and Thursday.

0:03:36 > 0:03:39As well as the livestock displays, there are 600 trade stands this

0:03:39 > 0:03:40year.

0:03:40 > 0:03:45The event is in its 130th ydar.

0:03:45 > 0:03:48Fans of the Lincolnshire's singer Ella Henderson will find out shortly

0:03:48 > 0:03:50if she is number one in the pop charts.

0:03:50 > 0:03:58Ella, who's 18 and from Tetney near Grimsby, came into the public

0:03:58 > 0:04:03eye when she finished sixth on the ITV show X`factor two years ago

0:04:03 > 0:04:07Her song Ghost has been selling well through the week.

0:04:07 > 0:04:09The official number one is revealed on BBC Radio One just

0:04:09 > 0:04:15before seven this evening.

0:04:15 > 0:04:18More than 3,000 bikers from across the country have been

0:04:18 > 0:04:19in Lincoln today.

0:04:19 > 0:04:21The Lincoln Bike Fest is in its ninth year, and feattred more

0:04:21 > 0:04:23than 30 stalls and live mushc.

0:04:23 > 0:04:29Hundreds of motorbikes were on show, from classics to brand new lachines.

0:04:29 > 0:04:33We had bikers here from all over the country, xou know,

0:04:33 > 0:04:35from Merseyside...and

0:04:35 > 0:04:37people have come on trains!

0:04:37 > 0:04:40Bike fans have come on trains from Manchester and Birmingham to

0:04:40 > 0:04:42get here to this event.

0:04:42 > 0:04:44We've had stallholders coming up from London,

0:04:44 > 0:04:47driving through the night to set their stands up, so it's a very

0:04:47 > 0:04:50very popular event and hopefully it'll go from strength to strength.

0:04:50 > 0:04:51The event is great.

0:04:51 > 0:04:54It's just a shame the weather's not a bit warler.

0:04:54 > 0:04:57If it was, we'd probably all be melting!

0:04:57 > 0:05:00Been to this biek show before and it's a good little show.

0:05:00 > 0:05:01Got a little bit of everythhng.

0:05:01 > 0:05:06Nice day out.

0:05:06 > 0:05:09Now the weather forecast with Kay Crewdson.

0:05:14 > 0:05:17It'll be largely dry and fine, and we will have some clear skies

0:05:17 > 0:05:20at first, but we start to gdt cloud pulling in as we head towards dawn.

0:05:21 > 0:05:21so feeling increasingly clotdy.

0:05:26 > 0:05:29Tomorrow morning, it's going to be a fairly cloudy start to thd day.

0:05:29 > 0:05:33We hold on to an awful lot of cloud and there could be a few light

0:05:33 > 0:05:34showers as we head through the day.

0:05:34 > 0:05:37There will be some thinning of the clouds, some brighter spells

0:05:37 > 0:05:38from time to time.

0:05:38 > 0:05:41The breeze remains fairly lhght to gentle from the north east.

0:05:43 > 0:05:48Into Tuesday and Wednesday, and for Thursday, high pressure continues to

0:05:48 > 0:05:50dominate, so much of the sale.
