:01:14. > :01:16.Hello. East Yorkshire has one of the highest number of convictions

:01:17. > :01:24.74 people were convicted in the county last year `

:01:25. > :01:28.That's above places like Greater Manchester.

:01:29. > :01:33.There are now calls for tougher punishments to deter abusers.

:01:34. > :01:35.Kate Sweeting's report contains images from the st`rt

:01:36. > :01:46.This footage shows the shocking abuse of a puppy in Withernsea.

:01:47. > :01:49.The dog had done something hnside the house that he did not lhke.

:01:50. > :01:51.He thought the best way to teach the dog a lesson

:01:52. > :01:55.The animal does not underst`nd why it is being hit.

:01:56. > :01:58.The dog was terrified, you can clearly see on

:01:59. > :02:01.the video footage, cowering away and trying to hide from the ass`ilant.

:02:02. > :02:03.Bonnie has now recovered and been rehomed but her experience

:02:04. > :02:07.Certain noises will make her wary and she will try and jump

:02:08. > :02:11.She is nervous about a lot of things.

:02:12. > :02:14.At this rescue centre in Hull there is a constant stream of dogs being

:02:15. > :02:21.In my particular area I havd seen an increase in the number

:02:22. > :02:24.of case files I'm putting forward for prosecution where peopld have

:02:25. > :02:26.done something deliberately violent towards an animal.

:02:27. > :02:29.That might be because we, as inspectors, have

:02:30. > :02:48.74 people were convicted in East Yorkshire last year. In

:02:49. > :02:54.Lincolnshire, the figure was lower. The man who attacked Bonnie served 4

:02:55. > :02:58.weeks of a 16 week prison sdntence and was banned

:02:59. > :03:00.from keeping animals for life. Her new owners don't

:03:01. > :03:11.think it was enough. If it was longer sentences, it would

:03:12. > :03:14.be more of a deterrent, and people would think twice.

:03:15. > :03:16.But this legal expert says animal cruelty offences

:03:17. > :03:28.The range of punishments ard immediate imprisonment, which is a

:03:29. > :03:32.maximum of six months. Most cases would be dealt with at the lower

:03:33. > :03:41.level of penalties, find or conditional discharges.

:03:42. > :03:44.The RSPCA is working hard to bring animal abuses to justhce and

:03:45. > :04:05.does not ever expect to stalp out animal cruelty completely.

:04:06. > :04:11.Somebody says, the law needs a good overhaul.

:05:15. > :05:31.What was the reaction there to what the minister said?

:05:32. > :05:40.When he talks to farmers at the show, you get a sense that he is a

:05:41. > :05:44.respected figure within the farming community. He has a deep technical

:05:45. > :05:49.understanding of how farming operates. He had a challenghng task

:05:50. > :05:53.of balancing the need to protect urban centres with the need to

:05:54. > :05:57.protect the countryside. Not every farmer believes he's getting the

:05:58. > :06:03.balance right. Despite a bad day at the office

:06:04. > :06:07.yesterday, Owen Paterson was in good spirits, arriving at the

:06:08. > :06:10.Lincolnshire show this mornhng. He came out fighting against the select

:06:11. > :06:20.committee, which criticised his department's work. The report was

:06:21. > :06:26.extraordinary. It taxes for things we are already doing `` it `ttacked

:06:27. > :06:29.as for things we are alreadx doing. The select committee is concerned

:06:30. > :06:33.that government cost`cutting quickly to a repeat of last winter's

:06:34. > :06:40.devastating floods. We are saying we should remove this artifici`l

:06:41. > :06:47.division between capital funding and maintenance funding and havd one

:06:48. > :06:52.single budget. The minister offered assurances about flood defences

:06:53. > :07:05.This farmer was not convincdd. I think we are at serious risk. As

:07:06. > :07:10.custodians of Lincolnshire, I don't want to be a scaremonger, btt I am

:07:11. > :07:13.scared. The media were invited by the National Farmer's Union to film

:07:14. > :07:19.a meeting where the minister would take questions from local f`rmers,

:07:20. > :07:25.but his department prevented us from attending. I wanted to know why The

:07:26. > :07:32.BBC was invited to the question and answer session to film it, but we

:07:33. > :07:38.were stopped. I understood ht was a private meeting. I did not know you

:07:39. > :07:45.were invited. I have been btsy talking to stand around the show. I

:07:46. > :07:49.am giving you a free intervhew now. I'm happy to talk to the BBC any

:07:50. > :07:55.time. It is perhaps a measure of how sensitive politics have become.

:07:56. > :07:59.Despite the buoyant mood, this community will continue to have

:08:00. > :08:05.concerns about flooding and whether enough is being done to prevent it.

:08:06. > :08:09.I think one of the key mess`ge is the minister wants to send to

:08:10. > :08:15.farmers today was that they have a crucial role in being able to defend

:08:16. > :08:23.their own communities. Owen Paterson said they have the expertisd when it

:08:24. > :08:27.comes to drainage systems and see defences. There is a scheme in the

:08:28. > :08:40.wash were farmers are working together with sea defences. He also

:08:41. > :08:45.said his department does not have never`ending pockets, and there

:08:46. > :08:57.will, time when authorities and farmers may have to fund defences.

:11:34. > :11:36.highly critical report into the Hull and East Yorkshire hospitals trust.

:11:37. > :11:40.The report is still causing ripples, especially regarding

:11:41. > :11:45.allegations of bullying and harassment. Embers of East Riding

:11:46. > :11:49.Council discussed the report this afternoon, and admitted perhaps they

:11:50. > :11:53.had not been scrutinising the trust was enough. Maybe we haven't

:11:54. > :11:57.demanded information we could have had in the past. There has `lways

:11:58. > :12:05.been a positive front put on by the trust. There are many times when

:12:06. > :12:08.they would not come to meethngs and engage. Also discussed was the high

:12:09. > :12:15.turnover of staff, not just managers but doctors as well. We havd heard

:12:16. > :12:18.that six out of ten of the senior doctors have handed in their

:12:19. > :12:23.resignations. Why isn't that something to be worried abott?

:12:24. > :12:29.Councillor Mike Whitehead pointed out that the atmosphere at the trust

:12:30. > :12:31.was affecting recruitment. H think most doctors would say if they saw

:12:32. > :12:35.that their senior colleagues were happy in their work and the

:12:36. > :12:40.organisation was something they wanted to work in. The interim chief

:12:41. > :12:48.executive is due to meet melbers of the council tomorrow. Peopld hope

:12:49. > :12:50.they will be able to question him directly about what has been going

:17:24. > :17:32.rules mean the sulphur contdnt of fuel must fall to not .1% bx January

:17:33. > :17:38.2015. The shipping industry claims this will increase fuel costs by

:17:39. > :17:44.50%. They are warning of up to 000 job losses across the UK.

:17:45. > :17:49.We would like the gunmen to show leadership and lobby the yot to

:18:04. > :18:08.leadership. Out drivers would rather not pay 3p

:18:49. > :18:52.help Hull's ferries route to not suffer a similar fate.

:18:53. > :18:55.I spoke to James Cole from Friends of the Earth.

:18:56. > :19:01.I asked him if firms need to put the environment before profht?

:19:02. > :19:03.I think what we are seeing hs companies making a shift to

:19:04. > :19:08.a low impact economy, and there are very strong economic

:19:09. > :19:13.After all, we only have one planet, and if we trash it, there won't be

:19:14. > :19:18.But this fuel we are talking about could mean ferry servhces

:19:19. > :19:20.at risk of closing, routes being lost and jobs going.

:19:21. > :19:25.I think we have to look at the big picture.

:19:26. > :19:28.As we move to a low impact dconomy, lots of jobs are being created.

:19:29. > :19:31.In Hull in March this year, we heard that Siemens are opening

:19:32. > :19:34.a new wind turbine factory which will create 1,000 jobs in Htll.

:19:35. > :19:38.So those people watching who like to go on the ferry,

:19:39. > :19:41.should they be prepared to pay more for their ticket to Holland or

:19:42. > :19:46.I think evidence shows constmers are willing to pay slightly mord for

:19:47. > :19:48.goods and services when thex know it's not trashing the environment.

:19:49. > :19:52.PNO say they care about the environment,

:19:53. > :19:56.but have deep`seated concerns about the consequences of this.

:19:57. > :19:59.Shouldn't we be listening to what they are saying?

:20:00. > :20:02.I think the government needs to support

:20:03. > :20:06.industry and the travel indtstry in transitioning to a lower impact form

:20:07. > :20:09.of business, and they need to look at all modes of transport, hncluding

:20:10. > :20:15.What's more important, a ferry sailing,

:20:16. > :20:25.Again, I think we have to look at the big picture, and we havd to look

:20:26. > :20:28.at the fact that we have only got one planet in which our bushnesses

:20:29. > :20:32.and economy operate, and if we want a thriving economy and a thriving

:20:33. > :20:36.society in the future, then we have to look at doing business in a way

:20:37. > :20:40.And if we lose a ferry routd and there will be lorries

:20:41. > :20:43.on our roads going to anothdr port or whatever, you will be quhte

:20:44. > :20:47.I think the government have to support the

:20:48. > :20:57.That means reducing the imp`ct of shipping and all modes of

:20:58. > :21:39.We're less than a week in to the World Cup

:21:40. > :21:42.but the fixtures are out for the new domestic football sdason.

:21:43. > :21:44.Hull City will travel to London for the opening day of the

:21:45. > :21:47.Premier League season where they will be face promoted Queens Park

:21:48. > :21:51.A week earlier, Scunthorpe Tnited's reward for promotion into Ldague One
