:01:21. > :01:22.could face criminal charges after a man died

:01:23. > :01:25.in police custody in Grimsbx. An investigation into the ddath

:01:26. > :01:27.of David Hill has been completed by the Independent Police

:01:28. > :01:29.Complaints Commission. Today,

:01:30. > :01:30.their findings have been passed to the Crown Prosecution Service to see

:01:31. > :01:33.if any charges will be brought. In May last year,

:01:34. > :01:41.David Hill was arrested close to his home in New Waltham

:01:42. > :01:44.following a disturbance ` on charges He had just come back from

:01:45. > :02:02.a walking holiday in Turkey with He was the life and soul of the

:02:03. > :02:05.party. He was always doing lagic tricks and amusing as. He w`s good

:02:06. > :02:11.fun, great fun. On the day he was arrested Lr Hill

:02:12. > :02:14.was taken to Victoria Street Police station where he died

:02:15. > :02:17.in custody later that same day. The IPCC were called

:02:18. > :02:19.in to investigate examining In January 2014 an inquest

:02:20. > :02:22.into David Hill's death was opened and adjourned pending the rdsult

:02:23. > :02:40.of the investigation. Humberside police say the officers

:02:41. > :02:44.under investigation have not been suspended during the investhgation.

:02:45. > :02:47.Instead, they have been working in roles which would not bring them

:02:48. > :02:55.into contact with members of the public.

:02:56. > :02:56.It is a big investigation and very thorough, it takes a long thme. That

:02:57. > :03:01.is good. Today the IPCC handed its fhndings

:03:02. > :03:04.to the Crown Prosecution Service ` they will decide

:03:05. > :03:06.whether the five officers involved In a moment:

:03:07. > :03:16.Calls for more to be done to ban The Transport Secretary Patrick

:03:17. > :03:28.McLouglin has told BBC Look North he's confident that Lincoln WILL get

:03:29. > :03:30.more direct rail services to London. The city has just two direct

:03:31. > :03:33.trains per day to the capit`l. Many say Lincoln needs bettdr

:03:34. > :03:35.connections in time for next year's 800th annivdrsary

:03:36. > :03:38.of the signing of the Magna Carta ` which is expected to bring thousands

:03:39. > :03:41.of extra visitors to the city. In a moment,

:04:02. > :04:09.Lincoln station, this man h`s more power than most to improve services

:04:10. > :04:12.in and out of the city. He hs the transport Secretary. We havd such a

:04:13. > :04:15.good university and that has stimulated the economy here in

:04:16. > :04:20.Lincoln. The county is vibr`nt. Consequently, we just need `n

:04:21. > :04:25.enhanced rail service to service the needs of our population. At the

:04:26. > :04:30.moment, there are just too directed its services which go from Lincoln

:04:31. > :04:34.to London. East Midlands Tr`ins has one which leaves just after 7am The

:04:35. > :04:41.East Coast service departs shortly after. Both return from London in

:04:42. > :04:44.the evening. If passengers don't get that daily surface, they have to

:04:45. > :04:49.find a way of connecting with the East Coast mainline, which runs

:04:50. > :04:53.through Retford, Newark, Gr`ntham and Peterborough, potentially adding

:04:54. > :04:56.more time to their journey. One businessman travels from Newark

:04:57. > :05:02.instead of Lincoln because of a lack of connections. I have to do that,

:05:03. > :05:08.because if I come to Lincoln to get a train, I can't get back. H would

:05:09. > :05:13.have to switch stations awaht for an hour. Just speak to any of these

:05:14. > :05:17.Lincoln taxi drivers, and they will tell you how inconvenient it is for

:05:18. > :05:23.passengers not having many direct services to London. From here,

:05:24. > :05:30.sometimes we take them to Ndwark, most of the time, and somethmes even

:05:31. > :05:36.to Peterborough. Some passengers come running to you and say, can you

:05:37. > :05:39.get me to Newark in 20 minutes? Sometimes you can get them there

:05:40. > :05:45.Anthony Thompson July not, so they are not pleased. Much will depend on

:05:46. > :05:48.which company takes over thd running of the franchise. Can you gtarantee

:05:49. > :05:54.this city will have better rail links for the Magna Carta

:05:55. > :06:03.anniversary? Believe me, it is something I have been pushing for

:06:04. > :06:07.since before I was elected. The good news is, the transport Secrdtary's

:06:08. > :06:12.train left Lincoln on time. The bad news is, like most of the London

:06:13. > :06:15.bound travellers, he also h`d to change Newark.

:06:16. > :06:18.I spoke to the Transport Minister Patrick

:06:19. > :06:21.McLoughlin and asked him if Lincoln was missing out by only havhng two

:06:22. > :06:27.I think it's very important we improve the services we can

:06:28. > :06:29.for Lincoln, and I'm looking at a number of areas

:06:30. > :06:32.where we hope to see an improvement for Lincoln, particularly whth next

:06:33. > :06:39.year coming up and the very important Magna Carta celebrations.

:06:40. > :06:43.Is it fair that a town like Newark, with a population a fifth

:06:44. > :06:52.of Lincoln, has got 30 trains a day to London and Lincoln has two?

:06:53. > :07:05.Well, look, the truth of the matter is, we are

:07:06. > :07:08.where we are as far as wherd the trains run at the present moment.

:07:09. > :07:11.That's one of the reasons why I m very pleased that

:07:12. > :07:14.the new franchise companies have met with the local MP and has bden taken

:07:15. > :07:16.through how important it is to get extra services.

:07:17. > :07:19.That is being looked at at the moment by the Departlent

:07:20. > :07:21.of Transport and I'll be able to make announcements

:07:22. > :07:24.Three companies bidding for the East Coast franchise `

:07:25. > :07:27.can you make it a condition that whoever gets it definitely offers

:07:28. > :07:31.The three bidders have now put their case into the Departmdnt

:07:32. > :07:43.of Transport, that is being looked at and it's certainly one

:07:44. > :07:49.of the things I will look at when I see what they come forward with

:07:50. > :07:52.Can you confirm that you'll do everything you can to help Lincoln?

:07:53. > :07:54.Well, I want to see Lincoln get more and better services.

:07:55. > :07:57.But we are providing brand new trains for the lines, which I think

:07:58. > :08:04.will lead to better services and faster services, and the investment

:08:05. > :08:11.that we're already putting onto the East Coast Mainline to take some

:08:12. > :08:17.freight wagons off the passdnger line is very important indedd.
