:01:26. > :01:41.Tonight one of Hull's biggest private sector employers which
:01:42. > :01:44.suffered millions of pounds worth of damage during the tidal surge says
:01:45. > :01:47.Sarah Corker has been looking at the figures.
:01:48. > :01:57.The Humber is getting ?103 million of government money for 12 projects.
:01:58. > :01:59.And it's estimated that will help to safeguard or
:02:00. > :02:03.Now almost half of that money, ?48 million,
:02:04. > :02:16.December's tidal surge exposed Hull's vulnerability to coastal
:02:17. > :02:18.flooding, inundating businesses and homes along the Humber.
:02:19. > :02:26.Today, the port director told me improved
:02:27. > :02:28.flood defences protecting 68,000 properties will help to attract news
:02:29. > :02:38.It's very important for the multi`million pound businesses, many
:02:39. > :02:41.businesses up and down the estuary, and those who are about to relocate
:02:42. > :02:44.here that they feel confident that the Government understand that we
:02:45. > :02:51.And smaller businesses like this seafood company are now
:02:52. > :03:04.We can look at a new fleet and vehicles. It is very welcome. It has
:03:05. > :03:08.been difficult. Improved defences also means
:03:09. > :03:10.thousands of homes in North There's money too to support
:03:11. > :03:13.the electricifcation of the Hull to Selby line and
:03:14. > :03:16.for an enhanced footbridge over Lincolnshire will share ?111 million
:03:17. > :03:27.between 15 projects focusing It'll be used to build up to 2,000
:03:28. > :03:32.new homes Lincolnshire has so many transport
:03:33. > :03:46.bottlenecks, such an extensive road network, so we've really focused
:03:47. > :03:48.on some of those key bottlenecks and making sure government
:03:49. > :03:51.understands the need to put money Economic development comes
:03:52. > :04:06.from that. The biggest share of that money,
:04:07. > :04:09.?16 million, will be spent on the long`awaited Grantham relief
:04:10. > :04:15.road to cut congestion in the town. Each local enterprise partnership `
:04:16. > :04:17.made up of businesses and councils ` has had to bid
:04:18. > :04:21.for the money from the Government. These growth deals are
:04:22. > :04:23.a massive transfer of money, of power from Whitehall to local areas
:04:24. > :04:26.like this so that they can build The idea is that local people know
:04:27. > :04:30.best about how and where investment is needed
:04:31. > :04:32.helping businesses to flourish. There's a real focus on skills
:04:33. > :04:34.and training too. In Lincolnshire they'll be
:04:35. > :04:36.a new science and technology park at University
:04:37. > :04:38.of Lincoln, an agricultural college is to be built at Lincolnshire
:04:39. > :04:41.showground and a business park Three colleges in Grimsby and Goole
:04:42. > :04:52.will get money for specialist training
:04:53. > :04:54.for the renewables industry. All these projects set
:04:55. > :04:56.to start next year. Earlier I spoke with Noel Waters
:04:57. > :04:59.from Smith and Nephew, a leading medical product manufacturer in Hull
:05:00. > :05:01.who were flooded during December's He told me about
:05:02. > :05:24.the impact it had on the business. There was major damage to the site.
:05:25. > :05:28.All our head offices were flooded. It had a major impact on our ability
:05:29. > :05:33.to continue to supply from this site. How much it cost the business
:05:34. > :05:41.in total? We are still going through that, but
:05:42. > :05:46.it is many, many millions. In excess of $20 million. Good grief. Did it
:05:47. > :05:55.make you consider your position at the side of the Humber? Would you
:05:56. > :06:00.move? It was a great concern, particularly when we realised the
:06:01. > :06:11.flood defences were in such a poor state. The levels were considerably
:06:12. > :06:15.below where we had, where it grows to. What about today, with this use
:06:16. > :06:23.of ?3 million going to the Albert Dock? Does that make you feel
:06:24. > :06:28.differently? It is excellent news, for the city of Hull and all the
:06:29. > :06:31.businesses in this area. Quite clearly, it makes us feel more
:06:32. > :06:42.secure that we will be protected from the scene, but we are taking
:06:43. > :06:49.some of our own precautions as well. Can you make a firm commitment that
:06:50. > :06:56.you are staying? Yes, well, we are committed to Hull. We have a
:06:57. > :07:03.long`term commitment Hull. The business started eliminating 56. We
:07:04. > :07:06.have got this business back up and running. `` the business started
:07:07. > :07:15.back in 1856. Thank you very much. In a moment: How this driver turned
:07:16. > :07:20.the tables on the parking warden, using CCTV to prove the authorities
:07:21. > :07:27.wrong. A four`year`old girl with severe
:07:28. > :07:30.eczema is having to wait to get access to medication, even though
:07:31. > :07:40.it's been prescribed by a hospital consultant. The girl's mother
:07:41. > :07:42.believes the drugs are being withheld because of the price, and
:07:43. > :07:45.says if she lived elsewhere they would be available. A national
:07:46. > :07:48.patients' group says cases like this are becoming more common since local
:07:49. > :07:50.doctors were given more power over This, what we're looking at now,
:07:51. > :08:02.is quite good. When she starts scratching,
:08:03. > :08:03.it bleeds, Her feet, her hands,
:08:04. > :08:12.and all over her body. Four`year`old Kacey suffers
:08:13. > :08:14.from severe eczema. It's only her face
:08:15. > :08:16.which is clear from the condition. It's there all the time,
:08:17. > :08:18.it never goes away. For Kacey, I can't begin to
:08:19. > :08:22.imagine what this is like for her. According to Katylee,
:08:23. > :08:25.Kacey was prescribed special bandages and steroid creams
:08:26. > :08:30.on 3rd June by her consultant On 5th June,
:08:31. > :08:40.her GP surgery refused to issue it. Her case was reviewed last week
:08:41. > :08:42.on 3rd July by the local Clinical Commissioning Group,
:08:43. > :08:44.which overseas GP care. But the following day, the GP
:08:45. > :08:48.practice told her they'd have to wait for confirmation in writing,
:08:49. > :08:51.which could take up to ten days and then it would then be another
:08:52. > :08:55.week before her medication arrives. It makes me angry, it makes me
:08:56. > :09:06.upset and it's disheartening. For me to come out
:09:07. > :09:09.of that surgery and say you can't have it, which she can't understand,
:09:10. > :09:12.it's not good enough. Hull Royal Infirmary says it hasn't
:09:13. > :09:14.prescribed anything out of the ordinary, body bandages
:09:15. > :09:16.and topical creams, suitable To make matters worse, Katylee
:09:17. > :09:20.believes it's because she lives here in Hedon in East Yorkshire that her
:09:21. > :09:23.daughter didn't automatically get But if she lived a few miles
:09:24. > :09:30.down the road in Hull, it would have been a more positive
:09:31. > :09:39.outcome from the start. Ruth Marsden from patient group
:09:40. > :09:42.Healthwatch says cases like these aren't unusual now that decisions
:09:43. > :09:45.are made at a very local level. Most people assume that their
:09:46. > :09:47.relationship with their GP, because of the personal nature of that,
:09:48. > :09:50.means that their GP can pull out of his clinical hat whatever they
:09:51. > :09:59.may require for their condition. Now unfortunately
:10:00. > :10:01.a GP is not entirely a free agent, he is governed and,
:10:02. > :10:04.in many ways restricted, both Kacey's mother says she's worried
:10:05. > :10:08.about how much longer she'll have to wait to get the medication her
:10:09. > :10:12.daughter so desperately needs. We want to hear from you on this
:10:13. > :10:15.story. Have you had a similar experience to Kacey? Do you think
:10:16. > :11:00.some drugs and treatments should be A former Humberside police constable
:11:01. > :11:07.has appeared in court and `` and pleaded guilty to a number of sexual
:11:08. > :11:11.assaults. He pleaded guilty to misconduct by engaging in sexual
:11:12. > :11:14.activity while on duty and admitted misconduct by carrying out sexual
:11:15. > :11:19.assault while working as a police officer. He has been bailed to
:11:20. > :11:25.appear at Sheffield Crown Court for sentencing on August 27.
:11:26. > :11:28.A man accused of starting a fire on a North Sea ferry
:11:29. > :11:32.off the coast of Bridlington which led to six people being winched off
:11:33. > :11:34.the ship and airlifted to hospital has pleaded guilty to arson.
:11:35. > :11:36.26`year`old Boden George Hughes from Sunderland admitted committing
:11:37. > :11:39.arson but he still denies arson with intent to endanger life.
:11:40. > :11:41.The prosecution said he was very drunk and under the influence
:11:42. > :11:52.of drugs when he set fire to bedding in the cabin with a lighter.
:11:53. > :11:55.A driver from Lincolnshire has had a parking ticket cancelled after it
:11:56. > :11:58.was wrongly issued. Ron Best received the ticket for leaving his
:11:59. > :12:01.car on a street in Horncastle for more than two hours, in a one`hour
:12:02. > :12:04.bay. But he had his own CCTV footage showing he had actually moved his
:12:05. > :12:07.car in that time. Lincolnshire County Council has now said the
:12:08. > :12:10.member of the staff will go through further training. Jessica Lane
:12:11. > :12:21.Ron Best keeps a CCTV camera in his car in case he's in an accident.
:12:22. > :12:28.But he used it when he was given a parking ticket
:12:29. > :12:35.And accused of staying for over two hours in a one`hour space.
:12:36. > :12:44.According to the officer, my wheels were in the same position. In the
:12:45. > :12:49.meantime, not only was the car parked in a different position, it
:12:50. > :12:53.was part it different way down the road and I had driven several miles.

:12:56. > :12:57.So he appealed. After investigating, the council
:12:58. > :13:00.sent this letter saying he shouldn't have been given the ticket at all
:13:01. > :13:26.Lincolnshire County Council has apologised. In a statement, it said:

:13:40. > :13:41.tell a negative effect on the town. That it has a negative effect on the

:20:16. > :20:22.need any more money to police anti`fracking demonstrations in East
