:02:51. > :02:54.been partying and drinking `ll might before the attack, leaving Stephen

:02:55. > :03:00.with 12 injuries to his head, face and neck. If you go around

:03:01. > :03:04.assaulting people, sometimes they can get up and walk away and think

:03:05. > :03:08.nothing of it, but this is ` clear example of what can happen `nd

:03:09. > :03:14.people engage in violent crhme. It is unnecessary. The consequdnces can

:03:15. > :03:19.be devastating, not only for the victims but for the defendants and

:03:51. > :04:00.the drawing board with its plans to cut library services.

:04:01. > :04:03.A High Court judge today ruled that Lincolnshire County Council's

:04:04. > :04:05.decision to restructure the way libraries are run w`s

:04:06. > :04:14.The plans were supposed to save ?2 million

:04:15. > :04:17.but now the authority is facing a hefty bill to start all over again.

:04:18. > :04:19.Save Lincolnshire Libraries who forced the legal challenge `re

:04:20. > :04:24.After months of campaigning, today was a time for celebr`tions.

:04:25. > :04:32.Deepings Library was one of 30 Lincolnshire County Council

:04:33. > :04:35.wanted to be run by volunteers or face closure.

:04:36. > :04:37.Today, a judge described th`t plan as legally flawed and said

:04:38. > :04:50.Queue jubilation. We have been trying to point out we

:04:51. > :04:54.need the services for our children, for older people, for students, for

:04:55. > :04:57.all aspects of the communitx. Everybody needs libraries, like this

:04:58. > :05:01.The ruling follows months of protests.

:05:02. > :05:04.In June last year, the council said it would be "reviewing"

:05:05. > :05:06.how library services were rtn in an effort to save ?2 million

:05:07. > :05:09.Three months later, and 20,000 people had signed a petition

:05:10. > :05:15.In November, the council revealed 30 libraries could be saved if

:05:16. > :05:19.In December, the council voted through the plans.

:05:20. > :05:29.Campaigners challenged that decision, and today won.

:05:30. > :05:34.This is a great victory for people in Lincolnshire and all over the

:05:35. > :05:39.country who use their libraries regularly, who need their l`b is and

:05:40. > :05:43.who depend upon them. It is a historic decision for the

:05:44. > :05:46.people of Lincolnshire. It hs time they listened to the people of

:05:47. > :05:49.Lincolnshire and delivered what they want.

:05:50. > :05:51.The judge said there were shortcomings

:05:52. > :05:59.Today's decision doesn't me`n the libraries are saved for ever, but it

:06:00. > :06:02.means the council must look again at its proposals and ask people

:06:03. > :06:06.And for now, that's victory dnough for those who opposed the changes.

:06:07. > :06:08.I'm joined now from Lincoln by Richard Wells from

:06:09. > :06:22.So this was unlawful. I guess you need to apologise? We got one aspect

:06:23. > :06:26.of the proceedings wrong, btt there are helpful signs for those. The

:06:27. > :06:31.amount of money we had to s`ve was accepted by the judge, the fact we

:06:32. > :06:36.had a proper statutory servhce was accepted and the impact on community

:06:37. > :06:48.rights. But you misjudged the strength of feeling of the people in

:06:49. > :06:52.the county. We've misjudged Greenwich leisure, and that should

:06:53. > :07:00.have been at more closely as an expression of community intdrest.

:07:01. > :07:03.Why didn't you? We anticipated the legislation was really meant for

:07:04. > :07:08.local people to express intdrest, which we were seeking, but the judge

:07:09. > :07:15.took the view that because they were trust, even though they operate from

:07:16. > :07:20.Greenwich, they... So you dhsmiss them? Well, we did look at them but

:07:21. > :07:24.he thinks we did not look at them closely enough. How much has the

:07:25. > :07:29.consultation and case cost the council so far? The consult`tion was

:07:30. > :07:39.about 100,000 under review `bout ?60,000. So it is taxpayers money,

:07:40. > :07:44.gone down the drain. Not all the consultation is invalid. It is money

:07:45. > :07:49.down the drain. If you had got your facts right, you would not be in

:07:50. > :07:56.this pickle. I think it is right that people are allowed to challenge

:07:57. > :08:02.the local authority. It is not money spent as we would like to. Ht is a

:08:03. > :08:05.process that we should follow. So you are going to start all over

:08:06. > :08:13.again but you want the outcome to be the same. We must look more closely

:08:14. > :08:20.at the Greenwich leisure offer. It may mean going out for proctrement.

:08:21. > :08:25.Greenwich leisure are not necessarily likely to win. We're

:08:26. > :08:33.going to look at the whole judgement. Has it been embarrassing

:08:34. > :08:39.for the council? I think it is unfortunate when things likd this in

:08:40. > :08:45.Dublin court. Very good to talk with you.

:08:46. > :08:47.We would like your views on this story.

:08:48. > :08:49.What's your reaction to the high court's ruling tod`y?

:08:50. > :09:17.Do you think the council should allow Greenwich leisure to run them?

:09:18. > :09:20.A police investigation has begun after a two`year`old boy didd

:09:21. > :09:23.He was taken from an address on Tunnard Street in the town to

:09:24. > :09:26.Diana Princess of Wales Hospital yesterday afternoon where hd died.

:09:27. > :09:32.An inquest has opened into the death of an elderly couple, who wdre hit

:09:33. > :09:36.The court was told Peter Smhth and his wife Betty stood

:09:37. > :09:40.on the tracks even though the driver sounded the train's horn

:09:41. > :09:42.The hearing was adjourned while further investigations are

:09:43. > :09:52.?10 million of additional ftnding is being given to schools in the area.

:10:03. > :10:04.the East Riding is to help support education in the worst`funddd

:10:05. > :10:09.North Kesteven has been namdd as the safest place to live in England

:10:10. > :10:10.The district council says l`test figures

:10:11. > :10:13.from the Home Office show there were fewer crimes recorded there than

:10:14. > :10:21.A senior Labour politician has defended the party's decision to

:10:22. > :10:23.select its General Election candidate in Grimsby

:10:24. > :10:27.The Shadow Transport Secret`ry Mary Cray says it's important to promote

:10:28. > :10:30.But the move has been criticised by some who say candidates should

:10:31. > :10:34.be selected on merit, whethdr they happen to be a man or a wom`n.

:10:35. > :10:42.If you live in North East Lincolnshire, then you run the risk

:10:43. > :10:48.of bumping into a lot of politicians over the next few months.

:10:49. > :10:51.The constituencies of Cleethorpes and Great Grimsby will be hotly

:10:52. > :10:54.contested in next year's General Election, and that means thd parties

:10:55. > :10:58.will be sending their big gtns to the area to set out their policies.

:10:59. > :11:03.Today, Labour's Shadow Transport Secretary Mary Creagh pledgdd to

:11:04. > :11:05.fight proposals which could see direct rail services between

:11:06. > :11:22.It is a vital economic link for this area, and also that people hn

:11:23. > :11:26.Manchester should be able to jump on a train and come on holiday to this

:11:27. > :11:30.Grimsby's current MP Austin Mitchell will be stepping down next xear

:11:31. > :11:32.and the Labour has decided that the party's candidate in

:11:45. > :11:47.But Labour's decision to implement at all`women shortlist in Grimsby

:11:48. > :11:52.Former Tory minister Neil H`milton and

:11:53. > :11:56.his wife Christine have been touring Lincolnshire this week in the role

:11:57. > :12:06.Great Grimsby is one of UKIP's target seats.

:12:07. > :12:13.One of the great things abott the UKIP candidate is that she was

:12:14. > :12:17.chosen in her own right, not part of the long women short lists, because

:12:18. > :12:22.UKIP don't have anything like that. I think this insulting and

:12:23. > :12:26.demeaning. The Labour Party candidate will have been a result of

:12:27. > :12:32.this ludicrous process, which I think is wrong. Women should be

:12:33. > :12:38.there on the merit. As Christine Hamilton have a point? Well, she is

:12:39. > :12:43.only famous because she is larried to Neil Hamilton, who is falous

:12:44. > :12:53.because he was disgraced. Women short lists show the Labour Party is

:12:54. > :12:58.serious about equality. Offhcially, the general election campaign begins

:12:59. > :13:04.in eight months time, but the war of words is still underway alrdady

:13:05. > :13:06.You might have a view on this story as well.

:13:07. > :13:08.Should parties be using all`women shortlists to select

:13:09. > :13:51.The new ?42 million events venue could be built in Hull.

:13:52. > :14:09.Tim Scott sent this photo in. Thank you for bad. `` thank you for that.

:14:58. > :15:02.scattered thunderstorms as we had through Saturday, but it looks like
