:05:02. > :05:04.In June last year, the council said it would be "reviewing"
:05:05. > :05:06.how library services were rtn in an effort to save ?2 million
:05:07. > :05:09.Three months later, and 20,000 people had signed a petition
:05:10. > :05:15.In November, the council revealed 30 libraries could be saved if
:05:16. > :05:19.In December, the council voted through the plans.
:05:20. > :05:29.Campaigners challenged that decision, and today won.
:05:30. > :05:34.This is a great victory for people in Lincolnshire and all over the
:05:35. > :05:39.country who use their libraries regularly, who need their l`b is and
:05:40. > :05:43.who depend upon them. It is a historic decision for the
:05:44. > :05:46.people of Lincolnshire. It hs time they listened to the people of
:05:47. > :05:49.Lincolnshire and delivered what they want.
:05:50. > :05:51.The judge said there were shortcomings
:05:52. > :05:59.Today's decision doesn't me`n the libraries are saved for ever, but it
:06:00. > :06:02.means the council must look again at its proposals and ask people
:06:03. > :06:06.And for now,that's victory dnough for those who opposed the changes.

:06:37. > :06:48.rights. But you misjudged the strength of feeling of the people in
