:00:07. > :00:07.Good evening and welcome to BBC Look North.
:00:08. > :00:12.A ?15 billion plan to improve northern transport links is
:00:13. > :00:22.announced ` Hull is urged to get involved.
:00:23. > :00:28.It's really important that Hull plays an important role in the
:00:29. > :00:29.Northern economy by connecting into some of these mainstream fast
:00:30. > :00:31.routes. A man is arrested after crashing his
:00:32. > :00:34.car through a fence at Humberside It would have housed thousands
:00:35. > :00:37.of chickens ` now plans for a giant poultry farm
:00:38. > :00:50.are rejected in Sleaford. I've been getting reaction to a
:00:51. > :00:51.decision over a controversial development.
:00:52. > :00:55.And we take a special look at the impact World War One had
:00:56. > :01:11.Some heavy rain to come overnight, but it should brighten up tomorrow.
:01:12. > :01:14.A ?15 billion proposal to improve transport links across the North
:01:15. > :01:20.of England will benefit East Yorkshire and Lincolnshire.
:01:21. > :01:22.That's according to Hull City Council, which is supporting
:01:23. > :01:27.a bid by five northern cities to improve road and rail routes.
:01:28. > :01:29.But one MP has accused the other cities `
:01:30. > :01:33.which include Leeds and Manchester ` of not inviting Hull to the party.
:01:34. > :01:39.More from our political editor, Tim Iredale.
:01:40. > :01:44.Travelling across the North of England can often be
:01:45. > :02:06.It's a familiar tale for these drivers. Time is money. Everyday we
:02:07. > :02:11.have trucks delivering products for Liverpool Manchester. Our trucks can
:02:12. > :02:14.be stuck in traffic jams for over an hour.
:02:15. > :02:16.The One North report unveiled today has been compiled
:02:17. > :02:19.by five leading northern cities ` Manchester, Liverpool, Leeds,
:02:20. > :02:21.They want ?15 billion spent on transport improvements
:02:22. > :02:24.across the North over the next 15 years, including better
:02:25. > :02:31.road and rail links between the major population centres.
:02:32. > :02:36.The proposals are supported by Hull City Council.
:02:37. > :02:40.How will improved links in Leeds, Manchester and Liverpool benefit
:02:41. > :02:53.Hull? It gets people moving, goods and people. Some of the journey
:02:54. > :02:55.times and abysmal, stream trains could do it faster.
:02:56. > :03:09.trains come to Hull? Your Mac it might be a time coming. Only last
:03:10. > :03:16.Some fear those five big cities will get the lion 's share of the
:03:17. > :03:19.funding. One think tank believes Hull must be prepared to piggy bank
:03:20. > :03:31.on the success of its northern neighbours. It needs to connect into
:03:32. > :03:38.some of these mainstream, fast routes. It's not a backwater, but it
:03:39. > :03:43.needs to make sure it's probably plugged in and connected to the
:03:44. > :03:47.places where the most rapid growth is taking place. George Osborne
:03:48. > :03:50.today said he wanted to create a northern powerhouse that would rival
:03:51. > :03:54.the City of London, but many will argue that any new government
:03:55. > :04:00.investment should be equally divided from the Mersey to the Humber.
:04:01. > :04:03.I spoke to Hull North MP Diana Johnson, who gave me her
:04:04. > :04:14.There's lots of very welcome proposals about improving the
:04:15. > :04:18.transport infrastructure across the north, but it's disappointing that
:04:19. > :04:23.Hull is not in there. The reason why it isn't included is because they
:04:24. > :04:28.are as self`selecting group, they are the core cities, the big cities
:04:29. > :04:33.of the North. So they don't want Hull? They've decided they are the
:04:34. > :04:39.big cities and they will put forward what were ` what they want to see.
:04:40. > :04:44.It's very short`sighted of them not to include Hull. So we aren't
:04:45. > :04:49.invited to the party. We are making a very strong case as to why we
:04:50. > :04:54.should be at that party. We have the renewables industry in Hull, city of
:04:55. > :05:00.culture status, one of the busiest ports. Hull isn't very good at
:05:01. > :05:05.pushing itself forwards. Ed Cox says it's up to Hull to get involved and
:05:06. > :05:09.push themselves forward. He's probably right, we need to make a
:05:10. > :05:14.stronger case for wide Hull needs to be in that core group of cities
:05:15. > :05:19.across the North. The regeneration and the renaissance of the North
:05:20. > :05:24.depends... How can we talk about the importance of East West if the port
:05:25. > :05:31.of East is missed out? You're right, that's why... It's up to the council
:05:32. > :05:36.now. It's not just about the council. The council have a very
:05:37. > :05:41.strong role to play. Lord Haskins has. The MPs in this area are all
:05:42. > :05:46.banging the drum to make sure the Humber is part of this. Are we a
:05:47. > :05:50.Premier League city on not? Of course we are, we are in the
:05:51. > :05:59.football Premier League! Why aren't we part of this group? You must be
:06:00. > :06:06.hacked off. I'm not. You should be. They can't do this without Hull.
:06:07. > :06:11.They are doing it without us. This is a proposal. There's lots of
:06:12. > :06:15.reference to the Humber ports, the M`16 to add the train lines. They
:06:16. > :06:19.recognised part of that, but we need to be part of the big picture for
:06:20. > :06:23.the North. Good to see you, thank you. It's got everyone talking
:06:24. > :06:25.today. Diana Johnson mentioned Lord Haskins
:06:26. > :06:28.there ` I will be talking to him Meanwhile, you might have a view
:06:29. > :06:32.on this story. Do you think Hull and this area
:06:33. > :06:35.needs to more to be included in In a moment ` lights go out
:06:36. > :07:10.across East Yorkshire and Lincolnshire, as the area remembers
:07:11. > :07:19.the start of World War One. It would have homed over half
:07:20. > :07:22.a million chickens and supplied one of Lincolnshire's biggest food
:07:23. > :07:24.processors, but plans for an industrial scale chicken farm have
:07:25. > :07:26.been rejected by North Kesteven District Council despite the plans
:07:27. > :07:51.being recommended for approval. This is one of the reasons why.
:07:52. > :07:56.Hundreds of people living locally who lodged their objections. The
:07:57. > :08:00.plans for an industrial scale chicken farm near Sleaford. The
:08:01. > :08:06.plans which were approved in theory by the planning officers at the
:08:07. > :08:11.District Council. They recommended that this development wouldn't have
:08:12. > :08:16.a significant visual impairment. The people behind me today disagreed. 29
:08:17. > :08:22.councillors voted against these plans. Two abstained on the basis of
:08:23. > :08:26.its visual impact. We were influenced slightly by the number of
:08:27. > :08:36.heartfelt protestations that we've had about possible smell, noise, all
:08:37. > :08:41.sorts of things. We balanced it against the economic development,
:08:42. > :08:47.the number of jobs. At the end of the day, it came down to the fact we
:08:48. > :08:51.felt it was the wrong place. It's not just the visual impact of this
:08:52. > :08:54.development which concerned residents and councillors alike.
:08:55. > :08:59.There were also fears about an increasing number of HGV G`Mac which
:09:00. > :09:04.could clog up the nearby road network. They would have to access
:09:05. > :09:09.the site on an existing farm track which would be upgraded and that
:09:10. > :09:14.added other concerns because a popular cycle route between Sleaford
:09:15. > :09:20.and Lessing was used by a lot of schoolchildren. Forward Teva reason
:09:21. > :09:24.people objected, there were many relieved to see them rejected.
:09:25. > :09:31.Chicken farms per se, fine, it was the position. The position is to
:09:32. > :09:37.close. It's almost as if an area has been picked. What will cause the
:09:38. > :09:41.most disruption? The fundamental reason why I was against it was the
:09:42. > :09:48.location and the visual impact it has on the area. Who misses out in
:09:49. > :09:53.this decision? My Park is a chicken processor. They are one of the
:09:54. > :09:57.region's biggest employers and they wanted the chickens from this farm
:09:58. > :10:01.so they could expand production and employment or staff locally. We'll
:10:02. > :10:05.have to wait and see if they appealed the decision. A second
:10:06. > :10:10.proposal for a nano aerobic digester which would have turned that chicken
:10:11. > :10:14.waste into biogas has been deferred so we'll have to watch closely to
:10:15. > :10:17.see if that gets permission in the future. Thank you very much indeed.
:10:18. > :10:25.We'll continue to follow the story. A typhoon
:10:26. > :10:27.from RAF Coningsby was scrambled to escort a Qatar Airways plane into
:10:28. > :10:29.Manchester airport this afternoon. The pilot had reported concerns
:10:30. > :10:32.about a possible device on board. A man has been arrested on suspicion
:10:33. > :10:35.of making a hoax bomb threat after A man's been arrested after crashing
:10:36. > :10:39.a stolen car through the perimeter The airport say there was no threat
:10:40. > :10:58.to passenger safety What happened here at around 8:45am
:10:59. > :11:03.we don't know. Humberside Police are investigating, but we know a car
:11:04. > :11:07.struck perimeter fencing at the end of Humberside airport. There is the
:11:08. > :11:12.end of the runway and this is the per fencing, which has been
:11:13. > :11:18.damaged. And the remains of a car thought to be a black Renault Clio,
:11:19. > :11:24.which continued on. You can see tyre tracks into a field. Eyewitnesses
:11:25. > :11:30.awoke to hear the sound of sirens. We live 400 yards away from the end
:11:31. > :11:35.of the runway and we woke up to quite a large police presence. The
:11:36. > :11:40.police helicopter was at the end of the runway, which isn't normal. A
:11:41. > :11:44.large fire engine and lots of people. What could you see had
:11:45. > :11:51.happened to the car? We saw the car in the field. Humberside Police have
:11:52. > :11:56.said they've arrested a 39`year`old man in connection with the incident.
:11:57. > :12:00.It follows a burglary in Grimsby this morning and the theft of a car.
:12:01. > :12:03.But the authorities here at the airport are keen to point out
:12:04. > :12:08.there's been no operational disruption today and all this took
:12:09. > :12:10.place a long way from the passenger terminal.
:12:11. > :12:13.The sister of a man who died while in police custody says she's
:12:14. > :12:15.unhappy at the way the investigation into events
:12:16. > :12:24.Christopher Alder died at Hull's Queens Garden station in 1998.
:12:25. > :12:27.His body was believed to have been buried in 2000, but found
:12:28. > :12:31.Humberside Police is investigating whether his body was used
:12:32. > :12:38.15 people working for Hull city council received more
:12:39. > :12:44.than ?100,000 a year ` the largest number of any council in Yorkshire.
:12:45. > :12:46.Hull City Council say the figures from the TaxPayers'
:12:47. > :12:52.Alliance are misleading and they're reducing 40 managements posts.

:13:08. > :13:19.Opponents says it's in the wrong location.
:13:20. > :13:24.We'll be live in Boston at our late bulletin tonight. Thank you for
:13:25. > :13:25.watching. We take a special look at the impact
:13:26. > :13:37.World War One had on Skegness. And I'm with Scunthorpe United as
:13:38. > :13:56.they prepare for league one. Keep your photos coming in. This is
:13:57. > :14:07.old timbers by the Humber. Taken by Keith Drury. Let's get the forecast.
:14:08. > :14:12.Some good news. We were expecting it to be very wet tomorrow, but a lot
:14:13. > :14:15.of the rain will affect us tonight. Tomorrow it will be a wet start to
:14:16. > :14:20.the day, but it should brighten up nicely with the rain clearing to the
:14:21. > :14:23.north`east. You can see how that front is pushing away on the
:14:24. > :14:27.pressure chart and Thursday looks like a decent day. A few showers
:14:28. > :14:31.tomorrow and a decent day on Thursday. We have seen more cloud
:14:32. > :14:47.spreading from the West this afternoon so a pleasant morning,
:14:48. > :14:50.cloudy afternoon and quite showery in places, particularly south of the
:14:51. > :14:52.Humber. This evening, a few showers, but later in the night this band of
:14:53. > :14:55.rain pushes up from the south`west. It will be heavy and persistent in
:14:56. > :15:00.places. It will be a warm and humid night. An uncomfortable night to
:15:01. > :15:09.come. The sun will rise at 5:24am and set at 8:50pm. As we go through
:15:10. > :15:14.tomorrow, we start the day on a wet note. The heavy rain will clear away
:15:15. > :15:19.slowest to do so for the Lincolnshire coast, where it could
:15:20. > :15:22.linger until early afternoon, but brightening up elsewhere. Sunny
:15:23. > :15:26.spells through the course of the day. Scattered showers and it will
:15:27. > :15:31.be a little breezy than it has been today. Sunshine and a few showers
:15:32. > :15:41.and warm once again. Temperatures getting up to around 22 23 Celsius.
:15:42. > :15:45.On Thursday, there will be unsettled conditions. Should be largely dry.
:15:46. > :15:51.Turning showery with more persistent rain later on Friday. Not too bad
:15:52. > :15:55.for Saturday. One of the National forecasters said this week is
:15:56. > :16:02.difficult to forecast. Why do you think they've sent him away? We've
:16:03. > :16:07.got you in instead. He's out of the country! See you tomorrow.
:16:08. > :16:10.When the First World War broke out in 1914, the resort

:16:30. > :16:36.Resorts like Skegness were becoming the place to take a break `
:16:37. > :16:38.the development of the railways brought people flocking
:16:39. > :16:41.to get a taste of that ?bracing sea air? as depicted in the famous
:16:42. > :16:53.People were relocating here from the Midlands. People were moving here to
:16:54. > :16:55.set up business. It wasn't just the tourists. They came here to make
:16:56. > :16:58.money. But then war broke out `
:16:59. > :17:01.the trains were now used for troops, Skegness was in danger
:17:02. > :17:05.of closing down. But the council had a plan `
:17:06. > :17:08.Skegness could be used to offer billeting to soldiers `
:17:09. > :17:25.something Southport had done They can earn up to ?15,000 a week
:17:26. > :17:30.in income and this was going to be a huge saviour to Skegness. There was
:17:31. > :17:32.political desperation. How do you keep this new seaside resort
:17:33. > :17:39.functioning? And in November of 1914 the saviour
:17:40. > :17:42.came in the form of Lord Lovat Their role was to protect
:17:43. > :17:46.the east coast from invasion. The Lovat troops spent their time
:17:47. > :17:50.digging trenches and laying miles of wire entanglements and trip wires
:17:51. > :17:53.along the sand ` all in an effort to delay the enemy should they ever
:17:54. > :17:56.attack, and on December 16th, 1914, that threat of invasion came closer
:17:57. > :18:04.to home than many would have liked. For the Lovat troops,
:18:05. > :18:07.Skegness was seen as one of Concerts and dances were laid on for

:18:26. > :18:27.men dancing, and bringing these customs.
:18:28. > :18:29.So the First World War brought a taste
:18:30. > :18:32.of the Highlands to Lincolnshire and it?s thanks in part to the
:18:33. > :18:35.Lovat Scouts that Skegness survived its fledgling years to grow into

:20:03. > :20:08.manager. Have you had a break yourself? Went to Cyprus for a week
:20:09. > :20:13.with the family and that's it. All guns blazing after that, preparing
:20:14. > :20:18.for league one. Last season saw his side go on a record`breaking 28 game
:20:19. > :20:21.unbeaten run. It clinched them promotion to league one and sparked
