:00:08. > :00:10.A man from Grimsby, who has a potentially fatal heart condition,

:00:11. > :00:14.says his life is being put at greater risk because his hospital

:00:15. > :00:20.Phil Green, who's 65, has a chance of survival with surgery.

:00:21. > :00:23.But he says every time his appointment is cancelled,

:00:24. > :00:32.Grimsby business owner Phil Green knows any day could be his last

:00:33. > :00:37.as he waits to find out if life`saving surgery is possible.

:00:38. > :00:40.I really don't know what to do with life, whether to plan anything,

:00:41. > :00:44.I've been told not to go out of the UK for a holiday.

:00:45. > :00:49.Some nights I don't go to bed, or I don't go to sleep,

:00:50. > :00:55.because I think if I go to sleep, that will be the end.

:00:56. > :00:59.Phil has an aortic aneurysm, a bulge in the main artery in the body which

:01:00. > :01:04.It's caused by a weakness in the blood vessel wall.

:01:05. > :01:07.As blood passes through the weakened area, the pressure causes it to

:01:08. > :01:13.If it bursts, death usually occurs within minutes.

:01:14. > :01:20.But after being referred to hospital in June, he was given an

:01:21. > :01:26.That was then cancelled and moved to the 24th.

:01:27. > :01:29.That too was then cancelled and now it is on the 9th

:01:30. > :01:32.of September, four weeks after the original appointment.

:01:33. > :01:37.It is very, very important to me but it doesn't seem to be important

:01:38. > :01:47.No`one from the Hull and East Yorkshire Hospital NHS Trust

:01:48. > :01:50.was available for interview, but they did send a statement saying,

:01:51. > :01:54."We would like to acknowledge his concerns and apologise

:01:55. > :01:59."Every effort will be made to ensure upcoming appointments

:02:00. > :02:06.But this health watchdog says this is a big problem for the trust.

:02:07. > :02:09.The Care Quality Commission, when they came to visit

:02:10. > :02:14.and inspect the trust service this year, they picked up on around 20%

:02:15. > :02:20.So that is a lot of people being told quite late

:02:21. > :02:23.in the day that their appointment wasn't going to be taking place.

:02:24. > :02:25.Phil says he just wants the best possible chance

:02:26. > :02:34.of survival, but says, so far, that's not what he's been given.

:02:35. > :02:36.Street signs are being put up in part

:02:37. > :02:39.of Lincoln to try to stop what local people say are "noisy students."

:02:40. > :02:43.It's hoped they'll encourage students to be more considerate

:02:44. > :02:51.Going out drinking is part of university life but here

:02:52. > :02:55.in Lincoln some residents say they suffer from rowdy students making

:02:56. > :03:02.This man lives in the West End area of the city and

:03:03. > :03:06.says when the students move back into town he has to move back into

:03:07. > :03:12.They are up till four o'clock in the morning, coming down the

:03:13. > :03:19.street, shouting, and in some cases getting absolutely silly and kicking

:03:20. > :03:24.over bins and there are instances of vandalism on car, but it's the

:03:25. > :03:31.So signs have been put up to tell drinkers to shush.

:03:32. > :03:34.Most are in the streets around Carholme Road where residents

:03:35. > :03:38.and students literally live side by side.

:03:39. > :03:41.A whole host of organisations are behind the signs, including the

:03:42. > :03:48.It hasn't been done before and we're not sure if it will work.

:03:49. > :03:52.I don't think there is an easy solution or an overnight solution.

:03:53. > :03:56.The signs are fairly small and at least 6ft off the ground.

:03:57. > :04:07.If they are fuelled with alcohol they will not be reading any signs.

:04:08. > :04:09.I agree that a lot of students are too loud.

:04:10. > :04:15.A similar poster scheme was tried around ten years ago.

:04:16. > :04:21.This new campaign will also use branded wrstibands and

:04:22. > :04:26.In an area which has seen a massive increase in student housing over

:04:27. > :04:29.the last decade, residents hope it will make the minority of

:04:30. > :04:38.Tonight, I spoke to David Mitchell who?s lived in Lincoln

:04:39. > :04:41.for 40 years and is a member of the West End Residents' Association.

:04:42. > :05:05.I asked him what how bad the problem is.

:05:06. > :05:16.It is appalling. It really is. We have had it for ten years. We have a

:05:17. > :05:19.wonderful residents Association, we have four local councillors who are

:05:20. > :05:21.superb. We are not helped by the university authorities. We are

:05:22. > :05:24.helped by the student union and it is the lack of police with this

:05:25. > :05:28.noise, this appalling noise and bad behaviour, it is now until 5am. Do

:05:29. > :05:31.you think this campaign will work and we'll sort the problem out? I

:05:32. > :05:34.hope you can see me with a rise smile. I met a young mother from the

:05:35. > :05:39.West End, she was on her way home from work, she was looking at one of

:05:40. > :05:45.these notices and she said it was pathetic. It doesn't work at all.

:05:46. > :05:50.What about those people saying if you live in an area three miles away

:05:51. > :05:56.from the University, what do you expect? Are you telling me I have to

:05:57. > :06:01.move out? We were there long before the university and the university

:06:02. > :06:05.was put there without any planning or foresight from Lincolnshire

:06:06. > :06:10.County Council turn at Lincoln City council, and we are not going to be

:06:11. > :06:13.forced out seven nights a week we have this noise sometimes.

:06:14. > :06:16.A consultation has begun into the future of library services in Hull.

:06:17. > :06:18.People are being asked what they think of city council run libraries.

:06:19. > :06:21.The authority says budget cuts mean it has difficult choices to make

:06:22. > :06:35.about the future of libraries in the city.
