:01:16. > :01:22.children and young people but it has been revealed they she

:01:23. > :01:27.held a similar role at Rotherham Council during years of widespread

:01:28. > :01:31.child abuse and grooming. A report published earlier this week

:01:32. > :01:35.showed there had been collective failure by the authorities

:01:36. > :01:40.in that area to stop child abuse. East Riding of Yorkshire Council

:01:41. > :01:43.have refused to comment. Our correspondent Vicky

:01:44. > :01:47.Johnson has this report. Sexual grooming, rape

:01:48. > :01:50.and widespread abuse was allowed to blight the town of Rotherham

:01:51. > :01:54.for more than a decade because those It's now emerged that some senior

:01:55. > :02:00.officials employed there have since gone on to work

:02:01. > :02:03.for other local authorities. Pam Allen started work for Rotherham

:02:04. > :02:08.Council in 1996 and was appointed Towards the end of that year,

:02:09. > :02:18.she joined East Riding Council as head of children and young people's

:02:19. > :02:23.support and safeguarding services. While Pam Allen has been interviewed

:02:24. > :02:26.as part of the enquiry, it's not clear what she knew

:02:27. > :02:29.of the allegations. But there have been calls for

:02:30. > :02:33.those who once worked in Rotherham People who were clearly in positions

:02:34. > :02:40.of responsibility and authority, whose duty it was to look after

:02:41. > :02:44.these children but failed to do so, I just think it's what everyone

:02:45. > :02:48.would expect, that people would then accept responsibility

:02:49. > :02:52.and say it is not appropriate to One of the biggest Pakistani

:02:53. > :02:57.communities in our area is in Scunthorpe,

:02:58. > :03:01.less than 40 miles from Rotherham. Local people insist there isn't

:03:02. > :03:04.a problem here. If anything like this is happening,

:03:05. > :03:09.we made sure that the police, social services, the local

:03:10. > :03:13.authority, they stamp these things out and there is nothing like this

:03:14. > :03:20.happening in Scunthorpe and I hope Back in Beverley, and there's been

:03:21. > :03:25.silence from the council about what implications, if any, the Rotherham

:03:26. > :03:30.scandal has for this authority. We've been told that Rotherham's

:03:31. > :03:33.chief executive has written to East Riding Council

:03:34. > :03:36.and other employers of those individuals who are still working

:03:37. > :03:40.in child protection in light of But officials here have turned down

:03:41. > :03:47.our request for an interview and We asked to speak to Pam Allen

:03:48. > :03:58.and someone from East Riding Council, but no`one would make

:03:59. > :04:02.themselves available for interview. We also spoke to all the

:04:03. > :04:06.East Yorkshire MPs. Earlier I asked Yorkshire and

:04:07. > :04:14.Humber MEP Jane Collins, who was in Rotherham meeting victims

:04:15. > :04:16.of the abuse, It came out at 2pm

:04:17. > :04:25.and I physically felt sick when I Pam Allen held a senior role

:04:26. > :04:31.at Rotherham at the time. She is now head of children

:04:32. > :04:35.and young people safeguarding People watching tonight

:04:36. > :04:39.will be horrified at that. Having failed to protect children

:04:40. > :04:47.on her first watch here in Rotherham, she is now looking

:04:48. > :04:51.after children and young people's That is quite a disturbing thought

:04:52. > :05:00.and it needs looking into. This job holds, I'm told, a salary

:05:01. > :05:03.between ?73,000 and ?98,000 pounds. Should she still be in that job

:05:04. > :05:07.or should she call it a day? I think, really, everybody who has

:05:08. > :05:13.been associated over this period of time, that had the information

:05:14. > :05:19.in 2004 and 2005 when they had the seminars which told them all the

:05:20. > :05:24.graphic details and previous to that as well,

:05:25. > :05:28.are in an untenable position and they should all resign, whether they

:05:29. > :05:32.work for Rotherham Council or any council, they are all responsible

:05:33. > :05:35.and should be held to account. So Pam Allen,

:05:36. > :05:38.who is head of children and young people safeguarding at East Riding,

:05:39. > :05:43.you would like to see her resign? Rotherham will write to East Riding

:05:44. > :05:52.Council, I gather, and warn them and What would you say to

:05:53. > :05:59.East Riding Council tonight? I would say that you have to think

:06:00. > :06:04.about this lady's position and think about the people that she is getting

:06:05. > :06:09.paid to look after because out of all of this, right from the

:06:10. > :06:14.beginning, the priority should have been the children, not people's

:06:15. > :06:19.careers, not worrying about being called racist, not worrying about

:06:20. > :06:22.whether your colleagues will get into trouble, the main priority in

:06:23. > :06:26.all of this that should have been And finally and briefly,

:06:27. > :06:33.Pam could be watching TV tonight. I think you've got a lot

:06:34. > :06:40.of questions to answer, After December's floods, the vital

:06:41. > :07:05.support centre for disabled children If any of the people involved in

:07:06. > :07:09.trying to reopen the centre had a child that had to access that

:07:10. > :07:12.service, that building would have been opened by now, I'm sure.

:07:13. > :07:14.People living in parts of Lincolnshire say they should have

:07:15. > :07:17.a greater say in setting speed limits on the county's roads.

:07:18. > :07:21.At the moment a formula is used to determine how fast cars can travel.

:07:22. > :07:26.But campaigners say the authorities don't always get a true picture

:07:27. > :07:34.Speeding is an issue that many in Lincolnshire have an opinion

:07:35. > :07:38.about and some communities think they should have more of a say

:07:39. > :07:45.It took over four years to get the whole of this road cut to 30mph.

:07:46. > :07:48.Campaigners say their views should carry more weight

:07:49. > :07:52.and it should be quicker to get the speed limit changed.

:07:53. > :07:56.For accidents where someone has gone in the back of someone, it's not

:07:57. > :08:01.reported to the police, then they don't have statistics, so it's

:08:02. > :08:06.trying to get the place a safer road to go down but without having a

:08:07. > :08:09.tragic accident before you feel that the Highways

:08:10. > :08:14.When a council is considering reducing a speed limit,

:08:15. > :08:18.it has to decide what is appropriate for that specific location.

:08:19. > :08:21.It takes into account whether there have been accidents

:08:22. > :08:26.in the past, people who use the road and its general layout.

:08:27. > :08:29.Now new signs warning drivers to check their speed will be given

:08:30. > :08:34.The county's Police and Crime Commissioner says speed is

:08:35. > :08:38.a big issue and one raised with him wherever he goes.

:08:39. > :08:43.By providing repeater signs, which will be put on suitable

:08:44. > :08:49.lampposts or whatever, street furniture in areas where speeding

:08:50. > :08:55.has been a problem or is still a problem, simply to remind motorists

:08:56. > :09:00.But Keith Peat, a former traffic police officer who

:09:01. > :09:03.now campaigns for motorists, says residents do not have the knowledge

:09:04. > :09:10.Maybe they were a baker, a butcher or a candlestick maker, but what is

:09:11. > :09:15.their qualification to be judging what is correct and what isn't?

:09:16. > :09:19.The simple issue is that if the accidents are not happening,

:09:20. > :09:24.So although some think reducing speed limit isn't the answer,

:09:25. > :09:27.others will be hoping the new signs will help give more

:09:28. > :09:34.Councillor Richard Davies, who is responsible for Highways

:09:35. > :09:41.and Transport at Lincolnshire County Council, joins me now.

:09:42. > :09:49.Good evening. What evidence did you need before changing speed limits on

:09:50. > :09:54.roads? 25 locals say it is too high, can you act on that? That is part of

:09:55. > :09:59.the information we feed into the process. Last year we reviewed

:10:00. > :10:04.speeds but on all major roads, looking at the layout, speed of

:10:05. > :10:09.traffic and accident it to give an overall response that set limits

:10:10. > :10:14.fairly. The crime finished `` commissioner says speeding is a big

:10:15. > :10:18.problem in Lincolnshire. Lots of residents talk about it. I do not

:10:19. > :10:22.think it is necessarily as much of an issue as people think it is but

:10:23. > :10:27.it is the perception we have to think `` we have to deal with and

:10:28. > :10:31.there are lots of places where we have a problem. You say roads

:10:32. > :10:36.through villages are the lifeblood of the community. Is that code for,

:10:37. > :10:43.we cannot have everyone going slowly? You have to balance the

:10:44. > :10:47.needs of residents and motorists. In Lincolnshire we have the 4th largest

:10:48. > :10:52.road network in the country but we not have the major dual carriageways

:10:53. > :10:55.and motorways that enable us to divert traffic out of small

:10:56. > :11:00.villages. If you travel from Lincoln to grant them, you will be going

:11:01. > :11:04.through a number of small villages that are concerned about speeding.

:11:05. > :11:10.If we were to implement 20 mph speed limits on every road, the impact to

:11:11. > :11:14.the economy would be big. Earlier this year when we spoke to

:11:15. > :11:19.residents, we found the majority of people are broadly happy with our

:11:20. > :11:25.policy. You also said Lincolnshire isn't a retirement home. Are some

:11:26. > :11:31.people who are maybe retired and wanting people to go slowly, and it

:11:32. > :11:35.isn't practical for you and people trying to do business? Lincolnshire

:11:36. > :11:39.is a forward`looking county and we have to support our results and or

:11:40. > :11:43.economy, and where we don't have the public transport we might like, the

:11:44. > :11:49.road network is key to moving goods, people and services, so we have to

:11:50. > :11:52.keep traffic moving. Good to talk to you, councillor.
