:00:00. > :00:00.Good evening and welcome to BBC Look North.

:00:07. > :00:11.A family's heartbreak as thieves steal a watch given

:00:12. > :00:25.It's not just a watch. It's so much more than that. It's a link with

:00:26. > :00:30.Matthew. I just hope the person who has taken the property can return

:00:31. > :00:33.it. Just so that we can try to get back on what their lives.

:00:34. > :00:35.Revealed for the first time ` the ?25 million spent

:00:36. > :00:40.by our councils every year treating smoking`related diseases.

:00:41. > :00:43.Hundreds of complaints are made about horses

:00:44. > :01:00.I live in Hull horse owners say they have tethered for more than 30 years

:01:01. > :01:03.without any problems. DVD players, nail polish.

:01:04. > :01:06.And the Lincolnshire mum who's won thousands of pounds worth of prizes

:01:07. > :01:19.And quiet weather conditions look set to continue.

:01:20. > :01:24.The family of a soldier who was killed in Afghanistan say they've

:01:25. > :01:28.been left heartbroken after thieves stole treasured belongings that were

:01:29. > :01:34.Sergeant Matthew Telford who was from Grimsby was killed by

:01:35. > :01:41.His family returned to their home after a holiday last week

:01:42. > :01:47.Amongst the items missing is a watch that Matthew placed

:01:48. > :01:51.on his dad's wrist before he went to fight in Afghanistan.

:01:52. > :01:55.Our news correspondent Anne`Marie Tasker reports.

:01:56. > :01:58.After the murder of their son in Afghanistan, every possession

:01:59. > :02:03.Matthew Telford left behind has become precious to his mum and dad.

:02:04. > :02:06.So they were devastated to get home from a family holiday

:02:07. > :02:12.Among the things taken was the Tag Heuer watch Matthew had given to

:02:13. > :02:27.On the night we heard he had been killed, when his body came home and

:02:28. > :02:36.the day of the funeral, as we presented me the watch. You try to

:02:37. > :02:44.get on with your life, you climb up one day, then something knocks you

:02:45. > :02:49.back later this. `` like this. It would be a great help if the persons

:02:50. > :02:51.could return or property that means so much to us.

:02:52. > :02:54.Sergeant Matthew Telford was shot dead by a rogue policeman

:02:55. > :02:57.Hundreds of people attended his funeral in his home town

:02:58. > :03:01.of Grimsby and a park in the town was even renamed in his memory.

:03:02. > :03:08.But for his Mum, getting back his watch would mean everything.

:03:09. > :03:20.I know it's a watch, but it was a link to Matthew that he left his

:03:21. > :03:27.father. It was devastating. He has been very emotional because he feels

:03:28. > :03:36.that he has lost the link he had with Matthew. Whenever we go

:03:37. > :03:39.anywhere, he wears that watch and he feels as though part of Matthew is

:03:40. > :03:41.with him. Police have appealed

:03:42. > :03:43.for the public's help in tracking down the watch like this one and say

:03:44. > :03:46.they're actively investigating the And though his family have many

:03:47. > :03:50.photos, it's the watch that's the treasured link with Matthew

:03:51. > :04:01.they desperately want back. If there are any developments, we

:04:02. > :04:04.will let you know. The Lincolnshire market town told to

:04:05. > :04:08.pull down free parking signs by the council, because they don't

:04:09. > :04:13.meet regulations. The cost to the NHS

:04:14. > :04:17.of treating illnesses caused by smoking is well known but for

:04:18. > :04:20.the first time today new figures reveal just how much local councils

:04:21. > :04:25.spend on caring for smokers. Local authorities in our area spend

:04:26. > :04:30.?25 million supporting people affected by breathing problems

:04:31. > :04:32.and other chronic conditions. The Government believes

:04:33. > :04:36.the true cost is even higher and wants councils to do more to stop

:04:37. > :04:40.people smoking in the first place. Peter Hardman from Hull cared for

:04:41. > :04:48.by his wife Lynn. He has COPD or chronic obstructive

:04:49. > :04:52.pulmonary disorder, which is caused by smoking, and is a disease now

:04:53. > :04:59.claimed to cost millions, not just to the NHS, but in social care

:05:00. > :05:11.for those coping with it at home. I now need the oxygen 16 hours a day

:05:12. > :05:18.minimum, sometimes 24. I use it over night. If I wasn't here he would

:05:19. > :05:24.definitely need someone here 24 hours a day, seven days a week to

:05:25. > :05:28.look after him. He cannot call on his own.

:05:29. > :05:31.The public health charity ASH says the cost of caring for people with

:05:32. > :05:33.smoke`related diseases at home in East Yorkshire and Lincolnshire

:05:34. > :05:37.Lincolnshire County Council pays almost ?10 million a year `

:05:38. > :05:40.?9,923,421 ` and Hull City Council close to ?5 million ` ?4,826,753.

:05:41. > :05:42.But the true cost could be much higher.

:05:43. > :05:46.ASH estimates that another ?19 million ` ?18,906,848 `

:05:47. > :05:54.worth of care is provided free by the likes of family members.

:05:55. > :05:59.Over 51,000 people will need support from their families in your region

:06:00. > :06:00.alone and to support them as a result of their smoking habit

:06:01. > :06:02.leading to them having care needs. But with councils and families

:06:03. > :06:04.facing financial pressure. Who should pay for the cost

:06:05. > :06:16.of smoking`related social care? I think the Government should pay

:06:17. > :06:22.half of it. What happens to overweight people are alcoholics? It

:06:23. > :06:29.can go on for ever. If you did get ill, probably yourself, because it

:06:30. > :06:37.is your own fault. If you are an over 50s smoker, your toys as likely

:06:38. > :06:38.to need social care. You will want that in nine years sooner than

:06:39. > :06:40.nonsmokers. But with Hull having one

:06:41. > :06:42.of the highest smoking in the country, medical experts warn

:06:43. > :06:45.there will be a long term cost. But worry remains

:06:46. > :06:48.about how much councils and families What do you think should be

:06:49. > :06:54.done to stop people smoking? If it the job

:06:55. > :06:57.of the Government or councils to try Who should pay for the care

:06:58. > :07:00.of ex`smokers? Should it be the councils or do

:07:01. > :07:03.smokers pay enough in taxes? Get

:07:04. > :07:21.in touch via the details on`screen. Work could start on a multi`million

:07:22. > :07:25.pound wind turbine production plant The final plans for the

:07:26. > :07:33.development were approved for the Councillors say it could encourage

:07:34. > :07:36.other companies to now invest A 29`year`old man has been arrested

:07:37. > :07:44.as part of an attempted murder Lincolnshire Police say a member

:07:45. > :07:47.of the public was hit by a car being driven dangerously

:07:48. > :07:50.in Ingoldmells last night. He was not seriously injured

:07:51. > :07:52.but officers want to hear from anyone who saw something

:07:53. > :07:55.on Sea Lane between 7:00pm The Prime Minister says he'll look

:07:56. > :08:00.at the case of a father from Hull who is trapped in Iraq

:08:01. > :08:03.after it was raised in the Commons Kristian Nicholson had

:08:04. > :08:06.his passport confiscated in the country eight months ago after his

:08:07. > :08:09.involvement in a fatal car crash. He was given

:08:10. > :08:11.a suspended sentence last week and planned to return home but he's

:08:12. > :08:17.yet to have his passport returned. I take a personal interest

:08:18. > :08:19.in each and every one of these cases to work out what we

:08:20. > :08:23.can to do help their families, bring these people home and to resolve

:08:24. > :08:28.these dreadful, complex situations. Animal welfare groups say they're

:08:29. > :08:31.struggling to cope with the number of horses abandoned

:08:32. > :08:35.and left to graze illegally More than 850 people complained to

:08:36. > :08:42.the RSPCA last year and charities say their struggling

:08:43. > :08:44.to cope with the number of horses One group has told Look North

:08:45. > :08:48.that councils need to come up with land to help people who have

:08:49. > :08:52.nowhere to house their animals. Why are more animals being

:08:53. > :09:10.left to fend for themselves? Some say this is nothing new. Horse

:09:11. > :09:12.owners told me tonight they have tethered here for more than 30 years

:09:13. > :09:17.without any problems. To the without any problems. To the

:09:18. > :09:22.untrained eye, the field behind me seems to be in good health but as

:09:23. > :09:27.the growing number of horses whose basic care needs that are not being

:09:28. > :09:37.met that other major concerns of the big welfare charities. Jubilee will

:09:38. > :09:41.soon be forced as `` fostered as a riding horse. She was tethered

:09:42. > :09:47.illegally unlink in common. This rescue centre in Lincolnshire is at

:09:48. > :09:52.full capacity. They say the number of horses is increasing. The facts

:09:53. > :10:00.prove that abandonment is on the increase. Welfare charities have no

:10:01. > :10:09.power whatsoever. It has to be done through the proper channels. Without

:10:10. > :10:12.permission, abandoning is illegal. Hull has been abandoned as a

:10:13. > :10:18.hotspot. Some say council should designate areas. The council should

:10:19. > :10:23.put aside proper land where horses are protected and the public are

:10:24. > :10:28.protected. Set aside, land and these horses can graze happily. The source

:10:29. > :10:37.had no water. During filming, her had no water. During filming, her

:10:38. > :10:41.owner arrived. I shall keep telling them because I am doing no harm as

:10:42. > :10:48.long as the council don't worry me. They have never said anything to

:10:49. > :10:55.me. The issue has sparked a debate between MP or Mac this happening. An

:10:56. > :10:59.increasing number of groups of people who cannot afford to look

:11:00. > :11:03.after their animals. Obviously the travelling community but also

:11:04. > :11:10.dealers large and small. It is multiple groups involved. Animal

:11:11. > :11:13.welfare charities say it is hard to prosecute owners. They had to cease

:11:14. > :11:15.offering before they can seize. But the hope that the debate could cause

:11:16. > :11:16.change. He was in Jill's package and earlier

:11:17. > :11:30.I spoke to Dene Stansall who is Could this change anything? Today

:11:31. > :11:34.MPs met with the travelling community. A lot of evidence was

:11:35. > :11:42.given that this is a growing problem. It has been compounded by

:11:43. > :11:46.the number of horses being bred which is spiralling. This will all

:11:47. > :11:49.go into one big report. It could be a while before we see the Government

:11:50. > :11:51.take any action. He was in Jill's package and earlier

:11:52. > :11:55.I spoke to Dene Stansall who is I asked him what he made

:11:56. > :11:59.of people who abandon their horses. They're actually breaking

:12:00. > :12:01.the law under the 2006 Animal Welfare Act because anybody who

:12:02. > :12:04.takes on a horse has a duty of care to that horse and should be looking

:12:05. > :12:09.after it throughout its life. Let's talk about the travelling

:12:10. > :12:11.community first and the flygrazing. The travelling community leave

:12:12. > :12:17.the horses on roadside verges which is dangerous

:12:18. > :12:22.for the horses and the public. Councils need to step in,

:12:23. > :12:25.rather than hand this to the RSPCA. They need to take responsibility and

:12:26. > :12:29.put aside some common land, 30 or 40 acres maybe, to allow travelling

:12:30. > :12:32.people who don't possess land to put So you want

:12:33. > :12:36.the council to give land for Land was taken away

:12:37. > :12:42.from people many years ago, With number so high at the moment,

:12:43. > :12:49.can animal charities actually cope? Animal charities are full to

:12:50. > :12:54.the rafters with unwanted horses. We need to look

:12:55. > :12:57.at how many horses are out there and stop the over`breeding of horses

:12:58. > :13:00.and stop people taking them on. If you get a horse, you must be

:13:01. > :13:03.a horse lover and animal lover. I don't think people realise what is

:13:04. > :13:13.needed when they take on a horse. I have three horses

:13:14. > :13:24.and that costs me ?9000 a year. Are some people getting horses

:13:25. > :13:29.who shouldn't have horses? Yeah, people should understand what

:13:30. > :13:32.they are committing to and when they get into problems,

:13:33. > :13:35.they want to offload the horses onto animal charities, and that's

:13:36. > :13:37.where the problem begins. In a nutshell,

:13:38. > :13:39.if you cannot afford your horse any You need to talk to animal charities

:13:40. > :13:44.and see how best you can resolve It's not about abandoning the horse,

:13:45. > :14:12.there are ways to resolve problems You think that councils should

:14:13. > :14:17.provide land for horse owners to graze their horses on? Let us know

:14:18. > :14:21.your thoughts. We meet

:14:22. > :14:24.the Lincolnshire mum who's won thousands of pounds worth of prizes

:14:25. > :14:36.by entering online competitions. It is my hobby but it borders on

:14:37. > :14:38.obsession sometimes. You can't not get addicted to getting things for

:14:39. > :14:43.free. Now let's get the weather

:14:44. > :14:45.and your pictures. This is Gateway to Alkborough,

:14:46. > :14:52.taken by Keith Drury. Now, just to warn you that

:14:53. > :14:56.if you're watching us on Freeview, some changes have been made this

:14:57. > :14:58.afternoon. Some channels are moving number,

:14:59. > :15:02.and you may find some are missing. You can get everything back to

:15:03. > :15:04.normal by retuning your TV. But if you need extra help,

:15:05. > :15:46.contact Digital UK on 03456 505050 Let's have a look at the next 24

:15:47. > :15:52.hours. Once more, a lot of fine, settled weather. All parts will be

:15:53. > :15:57.dry if cloudy. High pressure is in charge of the lot of cloud trapped

:15:58. > :15:59.underneath. That said, it brightened up across eastern part of

:16:00. > :16:14.Lincolnshire and whole, where it was Lincolnshire and whole, where it was

:16:15. > :16:23.22 Celsius. `` Hull. You can see all the sunshine. It was nice in

:16:24. > :16:27.Skegness. The cloud will melt away tonight before returning from the

:16:28. > :16:35.south`east. It may produce the odd spot of drizzle and mist heinous. It

:16:36. > :16:46.will be a mild night of 12 or 13 Celsius. Sun rises at 6:15am and the

:16:47. > :16:52.next high water is at 1:33pm `` 1:33am. It is another cloudy day,

:16:53. > :17:03.especially in the morning. Once again, we might see breaks across

:17:04. > :17:08.eastern Lincolnshire and Yorkshire. Even on cloudy areas, it should feel

:17:09. > :17:22.pretty pleasant. Scunthorpe has been cloudy today at 19 Celsius. More of

:17:23. > :17:29.the same on Friday. Subtle changes over the weekends. The cloud might

:17:30. > :17:31.thicken on Saturday to produce rain but skies should brighten nicely on

:17:32. > :17:42.Sunday. The text last night asked, is the

:17:43. > :17:48.weatherman radioactive because the other presenters are not green!

:17:49. > :17:50.In two weeks time, Scotland will decide whether it

:17:51. > :17:52.wants to break away from Britain and become an independent country.

:17:53. > :17:55.This week we've been looking at what the referendum means for

:17:56. > :18:02.Today, we look at the relationship the RAF has with

:18:03. > :18:05.Scotland and how a Yes vote could impact on Lincolnshire's RAF bases.

:18:06. > :18:08.RAF Coningsby in Lincolnshire is on the front line of the defence

:18:09. > :18:16.But it's here in Scotland's Lossiemouth that its aircraft and

:18:17. > :18:23.So if Scotland votes Yes to independence, change is inevitable.

:18:24. > :18:33.In the long`running, the rest of the United Kingdom would not want a base

:18:34. > :18:36.`` to base expensive assets outside `` to base expensive assets outside

:18:37. > :18:42.of its own borders. It would look to transfer from Lossiemouth to another

:18:43. > :18:47.base in the UK. The risk would be that they would downsize the

:18:48. > :18:50.military so that they bring them back and not put them anywhere.

:18:51. > :18:52.The Scottish White Paper for independence proposes taking

:18:53. > :18:54.keeping 12 Typhoons as part of a plan to continue

:18:55. > :18:58.Currently, Scotland is home to more than 11,000 regular armed forces

:18:59. > :19:04.and 4000 Ministry of Defence civilians based at 50 MOD sites.

:19:05. > :19:21.If more RAF assets are brought into the county, that would ultimately

:19:22. > :19:26.mean more jobs for local people. It was at the positive economic effect

:19:27. > :19:28.on the county clearly. It would have an increased noise effect on the

:19:29. > :19:34.county. The future of defence has been

:19:35. > :19:37.a hot potato in this referendum debate but the Ministry of Defence

:19:38. > :19:40.says it has no contingency plans in place in the event

:19:41. > :19:49.of a Yes vote on September 18th. Well tomorrow we'll be looking

:19:50. > :19:52.at whether the Scottish referendum debate has

:19:53. > :19:56.lead to calls for more powers for I'll be speaking to Lord Prescott on

:19:57. > :20:06.this one on tomorrow's programme. Two years ago the retail expert

:20:07. > :20:09.Mary Portas told Market Rasen that it needed to sell itself

:20:10. > :20:15.and it's free parking. But now the signs that were put up

:20:16. > :20:19.to tell passers`by about the parking The county council says

:20:20. > :20:22.they're not appropriate. Shopkeepers say

:20:23. > :20:26.the move will harm business. In Market Rasen, they think free

:20:27. > :20:32.parking makes their town special. That's why it's

:20:33. > :20:33.on their welcoming signs. Mary Portas thought it was

:20:34. > :20:36.a good idea. This week, in Market Rasen, the car

:20:37. > :20:53.parks were full and drivers seem to The free parking was one of the

:20:54. > :20:57.first recommendation is to Government to make it convenient for

:20:58. > :21:03.people to come into town to shop. But you cannot declare that is in ``

:21:04. > :21:04.as an advantage, it makes it more difficult.

:21:05. > :21:07.Lincolnshire county council says "The reference to 'free parking'

:21:08. > :21:14.means this sign falls foul of the law for signs on the highway.

:21:15. > :21:18.The department say that road signs had to be clear enough for drivers

:21:19. > :21:37.to understand. But some here aren't happy

:21:38. > :21:48.the signs have to come down. It is a bit childish. I think they

:21:49. > :21:52.have other things to worry about Lake potholes rather than signs.

:21:53. > :21:55.Market Rasen town council says it is disappointed in the decision.

:21:56. > :22:04.But that it will now apply for suitable replacements.

:22:05. > :22:07.Thanks to everyone who got in touch about a suggestion on last

:22:08. > :22:14.night's programme that hospital parking charge be scrapped.

:22:15. > :22:19.Rachel says, 'I think they should scrap the parking charges.

:22:20. > :22:22.I've been in and out of hospital this past few months and

:22:23. > :22:27.the last thing I want to think about is getting money for the meters'.

:22:28. > :22:30.And Jackie says, 'I don't disagree with car parking charges, as long

:22:31. > :22:32.as that money is used for nurses, equipment and patient needs.

:22:33. > :22:46.I hope it isn't being used for pay rises for executives'.

:22:47. > :22:49.This photograph of the Red Arrows has been voted the best

:22:50. > :22:53.Senior Aircraftman Adam Fletcher took this image of the new

:22:54. > :22:55.Red Arrows tail fin design, which celebrates

:22:56. > :23:12.More than 150 people have taken part in a mass audition for Jesus Christ

:23:13. > :23:22.It will be the first fully`staged performance of the musical

:23:23. > :23:31.The performance will be the first of a series of shows to raise funds

:23:32. > :23:34.It's a fantastic thing to be involved in, Jesus Christ Superstar

:23:35. > :23:39.It's nerve`wracking for me, I've never done this kind

:23:40. > :23:47.The idea to raise funds for this beautiful building is tremendous.

:23:48. > :23:50.She's won holidays, mobile phones and computer games along with cash

:23:51. > :23:54.prizes and that's why Katy Spence from Boston says she's addicted to

:23:55. > :24:02.Katy enters up to a hundred competitions a day and has been able

:24:03. > :24:09.Some people treat competitions as a full time job

:24:10. > :24:14.but Katy still manages to run her own business and find time to be

:24:15. > :24:37.A pair of sunglasses. A DVD player. A personalised packet of crisps.

:24:38. > :24:44.Nail polish. A BAFTA goody bag. This is Katie Spence. Robert unluckiest

:24:45. > :24:54.lady in Lincolnshire. She doesn't buy much because she wins it. ``
