:01:05. > :01:07.will boost investment and elployment for the whole of East Yorkshire

:01:08. > :01:10.But the East Riding of Yorkshire Council says

:01:11. > :01:14.the plans could mean an expdnsive reorganisation of local govdrnment.

:01:15. > :01:18.Today ballot papers have bedn sent out asking people living ne`r Hull

:01:19. > :01:21.if they want to become part of the city.

:01:22. > :01:28.The boundary of Hull stretches a few miles from the city cdntre.

:01:29. > :01:33.The council believe this cotld be holding the region back and has set

:01:34. > :01:39.up a commission to look at whether the boundary should be removed.

:01:40. > :01:41.Every other area in the north are combining together

:01:42. > :01:45.for the benefit of their arda and we're being left out.

:01:46. > :01:48.One idea is to expand the boundary into East Riding, including places

:01:49. > :01:55.Another possibility is a single authority covering

:01:56. > :02:02.The response from the neighbouring authority ` referendum.

:02:03. > :02:06.The council are sending out ballot papers today asking people `bout

:02:07. > :02:14.What could happen if there hs to be switching, the rest of East Riding

:02:15. > :02:19.What do you do with the rest of East Riding?

:02:20. > :02:27.There will be a massive reorganisation.

:02:28. > :02:30.Another option could be what has happened here in Manchester.

:02:31. > :02:36.The city has been working whth surrounding areas to create

:02:37. > :02:41.You have arrangements in Shdffield, West Yorkshire,

:02:42. > :02:44.which are centred on Leeds `nd in the north`east these new structures

:02:45. > :02:48.are called combined authorities to drive the economies and invdst in

:02:49. > :02:57.It is the option favoured bx this IT and telecoms company.

:02:58. > :03:03.At Manchester and Leeds, thdy have looked at what skills they have got,

:03:04. > :03:10.The whole is very different to East Riding.

:03:11. > :03:13.We can have a joined up approach and have look of the resources

:03:14. > :03:15.and the planning and ensure it is funded correctly.

:03:16. > :03:17.Back in East Riding, the issue has provoked strong feelings

:03:18. > :03:22.and residents have just unddr three weeks to place their boat btt

:03:23. > :03:26.the outcome has no official bearing on the future of Hull's boundary.

:03:54. > :03:56.meet again on Friday. The commission was by Hull City Council and its

:03:57. > :04:00.remit is to look at what drhves economic growth come to see if

:04:01. > :04:06.moving this Bantry further hnto the East Riding will have an impact on

:04:07. > :04:09.that. The commission were looking to speak to a wide variety of people

:04:10. > :04:11.and will be reporting to thd boundary commission and it hs up to

:04:12. > :04:13.them whether it will make changes. I'm joined in the studio now

:04:14. > :04:27.by the leader of Hull City Council, What do you think of the referendum?

:04:28. > :04:34.There are tight restrictions around a referendum so in that terls, it

:04:35. > :04:42.isn't, it is an opinion poll and it is an opinion poll with a shmplistic

:04:43. > :04:48.question. It is not looking at the problems facing this area, the East

:04:49. > :04:54.rising council and Hull council in terms of pre`generation and the

:04:55. > :04:59.government is listening. Thd East Riding council says this is a land

:05:00. > :05:05.grab. It is the commission setting out to look at the potential of the

:05:06. > :05:10.area and what other problems from having greater opportunities and

:05:11. > :05:18.giving them time on reflecthng on that. These are eminent people. Many

:05:19. > :05:22.businesses are doing well. We are doing fine. We are still it `` we

:05:23. > :05:29.are still missing out on opportunities. The document came out

:05:30. > :05:35.and the Chancellor said he wanted to see greater links and opportunities

:05:36. > :05:39.between Liverpool and Hull. Because of the plot of the bigger

:05:40. > :05:45.authorities, it was Liverpool to Newcastle. What about those watching

:05:46. > :05:53.in these areas like cotton. They don't want to be part of Hull. We

:05:54. > :06:03.have to wait until the report. What do you say to them? Reflect before

:06:04. > :06:08.you fill your ballot for men. They think you want their council tax.

:06:09. > :06:11.They are making their minds upon a simplistic question that is being

:06:12. > :06:16.put to them. The question h`s to be asked to them and this is a

:06:17. > :06:19.fundamental question, do yot want better opportunities, better job

:06:20. > :06:23.prospects and wait until thd information comes out beford you

:06:36. > :06:39.one council. Democracy is ddmocracy. Councils change from time to time.

:06:57. > :07:00.government is concerned, thd future is about bigger authorities and

:07:01. > :07:03.having more clout and being able to take decisions quickly when

:23:09. > :23:11.excellent because they have had so many terrible seasons and to see

:23:17. > :23:21.that is brilliant. As six wdeks old, the chicks are tagged before

:23:22. > :23:25.they leave the nest soon after. A period of harsh winters and

:23:26. > :23:30.continuous wet weather has had a devastating impact on barn owl

:23:31. > :23:36.numbers. 2013 was the worst breeding season on record with numbers down

:23:37. > :23:43.by 70% since the 1930s. How lucky would we be in spotting thel today?

:23:44. > :23:48.Just a couple of seconds of a silent pure white flash but impressive all

:23:49. > :23:53.the same. We did manage a bdautiful kingfisher. They have also had a

:23:54. > :23:59.good year, as has the Marsh Harrier, ten times rarer than the barn owl.

:24:00. > :24:08.This is definitely the barn owl s year. They are an iconic bird. Barn

:24:09. > :24:14.owls have got so scarce. Because of their colouring and their ghostly

:24:15. > :24:18.appearance sometimes, they lust be the favourite. To continue to

:24:19. > :24:24.thrive, our new chicks will be hoping for another mild winter.

:25:54. > :25:56.referendum as he knows he whll lose. Wake up and listen to what the

:25:57. > :26:01.public want. John says, the problem is that the baby in the outlying

:26:02. > :26:08.villages think being part of Hull would degrade them. We moved out of

:26:09. > :26:12.Hull, this is anonymous, it is an awful place to live. We don't want

:26:13. > :26:15.potholes like they have in hold`macro.
