:01:13. > :01:19.Since 2005 the Ministry of Defence has revised its entitlement policy

:01:20. > :01:24.but it doesn't apply retrospectively to widows like Carol.

:01:25. > :01:27.As part of a special investhgation, BBC Inside Out has found th`t

:01:28. > :01:33.thousands of widows still f`ce the choice of either losing

:02:08. > :02:10.Under Ministry of Defence rtles Carol was no longer entitled to her

:02:11. > :02:13.war widow's pension, but she continued to claim ht

:02:14. > :02:18.Then, in 2011, someone wrote an anonymous letter to

:02:19. > :02:26.To live in a happy relationship as a married couple and to continue

:02:27. > :02:28.to claim the widow's benefit is both immoral and disgraceful to

:02:29. > :02:35.This prompted the MoD to wrhte to Carol, asking for an explan`tion.

:02:36. > :02:38.They then sent me another ldtter asking me the date that Andrew and I

:02:39. > :02:42.Maybe I should have took it to a solicitor.

:02:43. > :02:45.I don't know if that would have made any difference or any change.

:02:46. > :02:48.I tried to sort it out myself and I put a false date.

:02:49. > :02:51.So, you can make no bones about this ` you did lie, didn't xou?

:02:52. > :02:55.When did you tell them you'd been living with Andy from?

:02:56. > :02:58.I can't remember exactly, but it was like making out we'd been

:02:59. > :03:04.All I remember was shouting, I haven't done this on purpose!

:03:05. > :03:06.Cos I hadn't done anything on purpose.

:03:07. > :03:11.It's just what I thought I was entitled to.

:03:12. > :03:14.Carol ended up serving 11 wdeks in prison and she was forced to

:03:15. > :03:20.Since 2005, the MoD rules have changed,

:03:21. > :03:24.so women no longer lose thehr pension if they remarry or cohabit.

:03:25. > :03:27.But thousands of women whosd husbands either took out

:03:28. > :03:30.their pension or died beford 20 5 are still forced to choose between

:03:31. > :03:38.This is about living in a fair society in 2014.

:03:39. > :03:41.Let us not apply Dickensian and rules and pretend women somdhow are

:03:42. > :03:47.The Ministry of Defence told the BBC that it takes cases

:03:48. > :03:50.of fraud very seriously and doesn't hesitate to pursue prosecuthons

:03:51. > :03:56.They also said there is a long`standing principle that

:03:57. > :03:59.pensions shouldn't be improved retrospectively to ensure that

:04:00. > :04:03.schemes remain manageable and affordable.

:04:04. > :04:14.You can see more on this story on tonight's Inside Out

:04:15. > :04:24.Business leaders, academics and workers begin to

:04:25. > :04:40.investigate how the whole area may benefit from a larger Hull.

:04:41. > :04:45.More than ?1 million could be cut from Hull's stop smoking services,

:04:46. > :04:48.despite the city having one of the worst smoking rates in the country.

:04:49. > :04:51.And now a leading academic in tobacco research has criticised

:04:52. > :04:52.the plans saying any changes could cost lives.

:04:53. > :04:54.Health leaders in Hull say the number

:04:55. > :04:57.of smokers has continued to rise despite the money being invdsted.

:04:58. > :04:58.Our health correspondent Vicky Johnson has more.

:04:59. > :05:02.There are around 75,000 and the number keeps going tp,

:05:03. > :05:06.despite millions of pounds being spent trying to get them to stop.

:05:07. > :05:11.There are more people here with lung cancer and other breathing

:05:12. > :05:15.related problems than almost anywhere else in the countrx.

:05:16. > :05:23.Dr Jaymin Morjaria specailises in smoking related illnesses.

:05:24. > :05:31.We also know that smoking h`s an impact on various other org`ns such

:05:40. > :05:42.But now many schemes which support those who want to stop

:05:43. > :05:45.A report to Hull's Health and Wellbeing Board lays out three

:05:46. > :05:49.Option A proposes to keep the current wide range of sdrvices,

:05:50. > :05:51.which have, the report clails, little or no impact

:05:52. > :05:55.The cost last year was almost ?1.6 million pounds.

:05:56. > :06:00.This would provide a targeted stop smoking service and

:06:01. > :06:09.The total cost of this will be in the region of ?340,000.

:06:10. > :06:14.Option C would be not to bux in a stop smoking service at all.

:06:15. > :06:16.But a leading academic in tobacco studies has strongly

:06:17. > :06:29.Let's not beat around the btsh ` lives are at stake. If they reduce

:06:30. > :06:36.the spending on the stop But smokers

:06:37. > :06:45.in Hull today had their own views. It is a waste of government money,

:06:46. > :06:48.funding it. The services should be there to stop smoking. I go to

:06:49. > :06:59.drop`in centres and they ard getting cuts they will not there. Academics

:07:00. > :07:05.claim it is due to council hs taking over NHS budgets and say it could

:07:06. > :07:10.set a dangerous precedent that thousands of smokers would be denied

:07:11. > :07:13.help to stub out problem. We asked to speak to Hull Chty

:07:14. > :07:17.Council today about the plans but they did not want to be intdrviewed

:07:18. > :07:19.on a final decision about sloking services had been made.

:07:20. > :07:21.A woman's been charged with assisting the suicide

:07:22. > :07:24.of a 21`year`old who was fotnd dead in Sleaford earlier this ye`r.

:07:25. > :07:27.Emma Crossman's body was fotnd at a house in Leicester strdet

:07:28. > :07:34.22`year`old Milly Caller will appear in court next month.

:07:35. > :07:36.Doctors treating a seven`ye`r`old boy from Cleethorpes who was hit

:07:37. > :07:41.in the eye with a loom band say his sight has been permanently damaged.

:07:42. > :07:46.Kyle Lawrence can now see only shadows in his left eyd.

:07:47. > :07:48.Doctors had hoped his sight could be restored but now say

:07:49. > :07:52.Kyle's Mum, Carlie, has called for better safetx

:07:53. > :08:01.A group of bereaved mothers say they're disgusted that

:08:02. > :08:04.North East Lincolnshire Council wants them to remove ornaments

:08:05. > :08:08.The council says the decorations at Scartho Road cemetery in Grimsby

:08:09. > :08:14.are not permitted under graveyard regulations.

:08:15. > :08:17.But the parents say they're doing no harm, and being asked to remove

:08:18. > :08:25.Two years on from her daughter Grace's death

:08:26. > :08:27.and Laura Taylor still visits her grave every day.

:08:28. > :08:30.This is where I can come and obviously sit with Gracd

:08:31. > :08:34.and this is where I can remdmber Grace, put little things for her.

:08:35. > :08:37.I will look after her as I would have looked after Grace.

:08:38. > :08:40.I want it to be as pretty and as pink as it can be,

:08:41. > :08:45.Grace died from a rare illndss when she was six months old.

:08:46. > :08:48.She's buried at Scartho Road cemerty in Grimsby.

:08:49. > :08:53.But now Laura and several other bereaved parents have been told

:08:54. > :08:56.their children's graves are in breach of cemetery regul`tions.

:08:57. > :08:59.The council wants Laura and the other parents to remove these

:09:00. > :09:03.home`made surrounds from thd graves and the stones which it is concerned

:09:04. > :09:08.They are allowed to replace the surrounds with marble ones, but

:09:09. > :09:14.they cost around ?1000 ` solething the parents say they can't `fford.

:09:15. > :09:18.They can see that obviously, the grave is well maintained.

:09:19. > :09:28.Our graves are like our special places to remember our children

:09:29. > :09:32.and to take things off their grave I don't think is right at all.

:09:33. > :09:34.I think it's disgusting, to be honest with you.

:09:35. > :09:42.This is where we come and think of our children

:09:43. > :09:48.In a statement the council said "We realise that it can be tpsetting

:09:49. > :09:51.for families to be asked to change a loved`one's grave.

:09:52. > :09:54.However, the regulations ard there to ensure we have a safe

:09:55. > :09:59.and well`kept environment for all who visit the cemetdry.

:10:00. > :10:02.Laura has now started an online petition to try to persuade

:10:03. > :10:13.In the meantime parents havd until December to remove the ornalents.

:10:14. > :10:15.We'd like to hear your thoughts on this story.

:10:16. > :10:18.Is North East Lincolnshire Council being fair in asking these parents

:10:19. > :10:23.to remove these particular decorations from their gravds?

:10:24. > :10:38.Or should they be allowed to stay to help the parents to grieve?

:10:39. > :11:00.The parents of a Royal Marine who won three medals at the

:11:01. > :11:05.Invictus Games say they hopd it will inspire others in the futurd.

:11:06. > :11:09.And amateur side Cleethorpes Town get a plum draw in the FA Ctp,

:11:10. > :11:26.but first they've got to find some goalposts.

:11:27. > :11:41.We have heard, is Paul off``gain? He has more time off than me and I have

:11:42. > :11:48.been retired for 20 years! There are a few like that, to be honest!

:11:49. > :11:54.I have such a long working week It reminds me of the dark d`ys of

:11:55. > :11:56.the 70s when aided a three`day week. Let's have a look at tomorrow's

:11:57. > :12:01.headline. It is going to slowly brighten up.

:12:02. > :12:09.Today we had 20 degrees in Hull and in Coningsby. The mornings will

:12:10. > :12:13.start off grey and overcast with the risk of mist and fog. It should

:12:14. > :12:18.brighten up quite nicely with sunny spells coming through. That is what

:12:19. > :12:21.happened today. It has turndd out to be a lovely afternoon. One or two

:12:22. > :12:26.showers developing across E`st Yorkshire. They are pushing ever

:12:27. > :12:30.westwards. It is a fine end to the day and a bright one with a song

:12:31. > :12:34.about a site shortly. With ` song about a site shortly. It an

:12:35. > :12:39.increased risk of mist, fog and low cloud and even the odd spot of

:12:40. > :12:46.drizzle. The lowest temperatures, 12 or 13 degrees. A very mild night for

:12:47. > :12:55.the middle of September. Thd sun rises in the morning at 636 AM.

:12:56. > :12:59.There will be some brightness along the coast but it is generally going

:13:00. > :13:08.to be quite grey. The fog whll break and less. `` left. Bright and warm,

:13:09. > :13:12.just a small chance of an isolated shower and a light easterly breeze.

:13:13. > :13:20.Look at the top afternoon temperatures, coming in at `round 19

:13:21. > :13:25.Celsius. They make get up to 20 in Lincoln and that is 68 Fahrdnheit.

:13:26. > :13:29.Further ahead, a similar outlook. A cloudy start and then the sky is

:13:30. > :13:31.bright and into the afternoon. During the afternoons this week

:13:32. > :13:35.there is the chance of the odd shower. That is the forecast.

:13:36. > :13:41.I am from Castleford, my wife is from Cleethorpes. We look `` watch

:13:42. > :13:47.live zero from Leeds and thdn record you and watch you so we havd an hour

:13:48. > :13:54.of news. `` we watch look North from Leeds. See you tomorrow.

:13:55. > :13:56.It's an issue which has divhded opinion among Hull and the Dast

:13:57. > :13:59.Riding, but the process of deciding whether Hull City Council should

:14:00. > :14:02.A group of business leaders, academics and workers

:14:03. > :14:05.from the public sector will consider whether the whole region cotld

:14:06. > :14:14.They say the group isn't independent and they've been excluded.

:14:15. > :14:16.In a moment we'll hear from Hull's Deputy Leader but first,

:14:17. > :14:32.Hollis home to more than a puarter of a million people.

:14:33. > :14:39.Grow and exert more power and influence when at attracting major

:14:40. > :14:44.investors. One idea is to expand the boundary into the East Riding,

:14:45. > :14:51.including places like Cottingham and hassle. The other idea is a single

:14:52. > :14:55.authority covering East Yorkshire. It has been described as a land grab

:14:56. > :15:01.and a hostile takeover. You just have to look in the shops hdre to

:15:02. > :15:05.see there is little support for it. To date there have been questions

:15:06. > :15:10.over the independence of whole's boundary commission. You cannot be

:15:11. > :15:16.independent if the City Council are choosing the membership. We have not

:15:17. > :15:22.`` had no say. The City Council say they have asked twice to take part.

:15:23. > :15:25.That is not the case. I havd seen the letter to asked us to sdnd an

:15:26. > :15:31.observer and that is all th`t has happened. The commission st`rted

:15:32. > :15:35.work today, chaired by Tom Lartin, life President of a safety where

:15:36. > :15:39.from. It includes nine figures from the business world, the University

:15:40. > :15:44.of Hull and the city's publhc and voluntary sectors. Its size or

:15:45. > :15:52.boundaries do not hold it b`ck, providing that Holland East Riding

:15:53. > :16:01.can develop a relationship working together in mutual interests. The

:16:02. > :16:04.councils already work together, securing a Siemens investment and

:16:05. > :16:12.reducing tolls. Only the government can decide on any boundary changes.

:16:13. > :16:19.On this one, I spoke to the Deputy Leader of Mike on City Council. I

:16:20. > :16:27.asked him how independent is the commission. `` Hull City Cotncil.

:16:28. > :16:31.Most of these people have come forward because they share `n

:16:32. > :16:35.interest in business development in the region.

:16:36. > :16:39.How as a body can be independent if it was selected by Hull Citx

:16:40. > :16:41.Council? If you look at the membership, nobody could accuse

:16:42. > :16:48.those people are being anything other than independent. These are

:16:49. > :16:54.well respected industrial lhsts University of Hull business school,

:16:55. > :16:57.Hull chamber of commerce. E`st Riding council's leader says it

:16:58. > :17:01.could not be independent. Hd had every chance to put evidencd to the

:17:02. > :17:05.body and have their say. Thdy point`blank refused to do that. I do

:17:06. > :17:08.not think they are in a poshtion to give a view as to whether the people

:17:09. > :17:13.are hearing or not hearing their view at all because they refuse to

:17:14. > :17:16.take part. We have been askhng for four days for an interview with the

:17:17. > :17:19.head of this commission and yet you, as a senior figure at Hull City

:17:20. > :17:23.Council are here tonight, not the head of the commission. What does

:17:24. > :17:27.that say about its independdnce It is not reporting until earlx next

:17:28. > :17:33.year and it is a timescale driven around researching the issuds, not a

:17:34. > :17:37.ballot caused by panic in E`st Riding. It is not about the ballot,

:17:38. > :17:40.it is about the commission considering evidence. Why isn't he

:17:41. > :17:44.telling me that were answerhng questions? Probably because they

:17:45. > :17:47.think it is not the approprhate time. If they did they would be

:17:48. > :17:51.here. The appropriate time to speak is when they finish their rdport.

:17:52. > :17:54.East Riding Council did not feel part of it. They have only been

:17:55. > :17:59.invited as an observer to one meeting. How much do you re`lly want

:18:00. > :18:04.to include them? Ever given the same chance to attend and submit evidence

:18:05. > :18:08.and have point`blank refused. They have also point`blank refusd to take

:18:09. > :18:11.part in the discussions with the City Council about a combindd

:18:12. > :18:17.authority, were we work jointly on issues of interest. We the `` we are

:18:18. > :18:20.the only big city not part of a combined authority because they will

:18:21. > :18:26.not play ball. I wonder what their plan is. I wonder what you say to

:18:27. > :18:30.the person I spoke to yesterday does not want to be in Hull. Is it

:18:31. > :18:33.just tough if the commission decides it is the right thing? Yellow light

:18:34. > :18:38.well, the commission have the power only to make a report and that will

:18:39. > :18:43.hopefully form the basis of recommendations to government. What

:18:44. > :18:46.do you say to our interviewde? I say their council tax will be cheaper if

:18:47. > :18:52.they are in the Hull boundary. Thank you.

:18:53. > :18:56.I know from talking to people at the weekend, it is uppermost in a lot of

:18:57. > :19:00.people's minds. We would like your thoughts on this. Is Hull ignoring

:19:01. > :19:13.the views of the East Riding? How much should they be involved? That

:19:14. > :19:17.Hull City Manager Steve Bruce has insisted that its business

:19:18. > :19:19.as usual despite uncertaintx over the future of the club.

:19:20. > :19:22.The Tigers face West Ham tonight in a Premier League clash

:19:23. > :19:25.Steve Bruce says despite Doctor Assem Allam's announcement

:19:26. > :19:31.that he may sell the club, it's time to focus on the football.

:19:32. > :19:39.It's been hanging around us now for six months.

:19:40. > :19:41.I think the chairman reiter`ted his stance on it

:19:42. > :19:44.because there was also all sorts of rumours flying around

:19:45. > :19:46.that he'd already sold it, that he hadn't sold it,

:19:47. > :19:55.For me, now, let's just get on with playing football.

:19:56. > :20:02.David Burns will be doing commentary for BBC Radio Cymru tonight. He is

:20:03. > :20:06.already at the stadium. What reception do you think the owner

:20:07. > :20:13.will get and I? That is a vdry good question. I spoke to a club official

:20:14. > :20:18.and he said that the inform`tion is we are expecting a higher ldvel of

:20:19. > :20:23.protest, maybe personal protests. It is a concern for them. Everxthing is

:20:24. > :20:27.heightened with this being brought back into the public arena. It could

:20:28. > :20:31.be a fiery atmosphere. I gudss we have to wait and see.

:20:32. > :20:37.Thank you. The game kicks off at eight o'clock. Radio Humberside will

:20:38. > :20:42.Scunthorpe United's chairman, has called for the club's players and

:20:43. > :20:46.management to "pull their fhnger out" following back`to`back defeats.

:20:47. > :20:48.The Iron lost 4`1 to Chesterfield at the weekend.

:20:49. > :20:51.In a statement on the club's website, Peter Swann says the manner

:21:03. > :21:12.The Robins beat Wakefield by 42 points to 18.

:21:13. > :21:15.A strong second half come`b`ck saw Hull FC beat Leeds Rhinos

:21:16. > :21:21.The black and whites went into the break trailing

:21:22. > :21:25.by three points, but three tries in 10 minutes turned the match around.

:21:26. > :21:32.The final score Hull FC 24 Leeds Rhino 19.

:21:33. > :21:42.And highlights from both gales on the Super League Show tonight.

:21:43. > :21:48.The parents of a Royal Marine from Hull who won a gold and two bronze

:21:49. > :21:53.medals at a tournament for hnjured and sick servicemen and womdn say

:21:54. > :21:59.they hope his performance whll inspire others. He was one of 4 0

:22:00. > :22:04.from 13 nations competing in the first ever Invictus Games. The

:22:05. > :22:07.championships were an idea of Prince Harry. There was much success for

:22:08. > :22:10.The close of a sporting tournament like no other.

:22:11. > :22:14.Welcome to the stage, Team Great Britain!
