:01:13. > :01:19.Since 2005 the Ministry of Defence has revised its entitlement policy
:01:20. > :01:24.but it doesn't apply retrospectively to widows like Carol.
:01:25. > :01:27.As part of a special investhgation, BBC Inside Out has found th`t
:01:28. > :01:33.thousands of widows still f`ce the choice of either losing
:01:34. > :01:41.Carol Garside's husband, Royal Navy Diver Mike Thomas,
:01:42. > :01:56.I haven't talked about this for a long time.
:01:57. > :01:59.Then it was my birthday on 18th October, so I actually
:02:00. > :02:07.Ten years later, in 1993, she moved in with her new partner, Andy.
:02:08. > :02:10.Under Ministry of Defence rtles Carol was no longer entitled to her
:02:11. > :02:13.war widow's pension, but she continued to claim ht
:02:14. > :02:18.Then, in 2011, someone wrote an anonymous letter to
:02:19. > :02:26.To live in a happy relationship as a married couple and to continue
:02:27. > :02:28.to claim the widow's benefit is both immoral and disgraceful to
:02:29. > :02:35.This prompted the MoD to wrhte to Carol, asking for an explan`tion.
:02:36. > :02:38.They then sent me another ldtter asking me the date that Andrew and I
:02:39. > :02:42.Maybe I should have took it to a solicitor.
:02:43. > :02:45.I don't know if that would have made any difference or any change.
:02:46. > :02:48.I tried to sort it out myself and I put a false date.
:02:49. > :02:51.So, you can make no bones about this ` you did lie, didn't xou?
:02:52. > :02:55.When did you tell them you'd been living with Andy from?
:02:56. > :02:58.I can't remember exactly, but it was like making out we'd been
:02:59. > :03:04.All I remember was shouting, I haven't done this on purpose!
:03:05. > :03:06.Cos I hadn't done anything on purpose.
:03:07. > :03:11.It's just what I thought I was entitled to.
:03:12. > :03:14.Carol ended up serving 11 wdeks in prison and she was forced to
:03:15. > :03:20.Since 2005, the MoD rules have changed,
:03:21. > :03:24.so women no longer lose thehr pension if they remarry or cohabit.
:03:25. > :03:27.But thousands of women whosd husbands either took out
:03:28. > :03:30.their pension or died beford 20 5 are still forced to choose between
:03:31. > :03:38.This is about living in a fair society in 2014.
:03:39. > :03:41.Let us not apply Dickensian and rules and pretend women somdhow are
:03:42. > :03:47.The Ministry of Defence told the BBC that it takes cases
:03:48. > :03:50.of fraud very seriously and doesn't hesitate to pursue prosecuthons
:03:51. > :03:56.They also said there is a long`standing principle that
:03:57. > :03:59.pensions shouldn't be improved retrospectively to ensure that
:04:00. > :04:03.schemes remain manageable and affordable.

:05:24. > :05:31.We also know that smoking h`s an impact on various other org`ns such
:05:32. > :05:34.as the heart, the brain, often causing other contours in v`rious
:05:35. > :05:39.parts of the body, such as the bladder. `` other cancers.
:05:40. > :05:42.But now many schemes which support those who want to stop
:05:43. > :05:45.A report to Hull's Health and Wellbeing Board lays out three
:05:46. > :05:49.Option A proposes to keep the current wide range of sdrvices,
:05:50. > :05:51.which have, the report clails, little or no impact
:05:52. > :05:55.The cost last year was almost ?1.6 million pounds.
:05:56. > :06:00.This would provide a targeted stop smoking service and
:06:01. > :06:09.The total cost of this will be in the region of ?340,000.
:06:10. > :06:14.Option C would be not to bux in a stop smoking service at all.
:06:15. > :06:16.But a leading academic in tobacco studies has strongly
:06:17. > :06:29.Let's not beat around the btsh ` lives are at stake. If they reduce
:06:30. > :06:36.the spending on the stop But smokers
:06:37. > :06:45.in Hull today had their own views. It is a waste of government money,
:06:46. > :06:48.funding it. The services should be there to stop smoking. I go to

:07:00. > :07:05.claim it is due to council hs taking over NHS budgets and say it could
:07:06. > :07:10.set a dangerous precedent that thousands of smokers would be denied

:07:18. > :07:19.on a final decision about sloking services had been made.

:08:15. > :08:17.But the parents say they're doing no harm, and being asked to remove

:08:26. > :08:27.and Laura Taylor still visits her grave every day.

:08:57. > :08:59.The council wants Laura and the other parents to remove these
:09:00. > :09:03.home`made surrounds from thd graves and the stones which it is concerned
:09:04. > :09:08.They are allowed to replace the surrounds with marble ones, but
:09:09. > :09:14.they cost around ?1000 ` solething the parents say they can't `fford.
:09:15. > :09:18.They can see that obviously, the grave is well maintained.
:09:19. > :09:28.Our graves are like our special places to remember our children
:09:29. > :09:32.and to take things off their grave I don't think is right at all.
:09:33. > :09:34.I think it's disgusting, to be honest with you.
:09:35. > :09:42.This is where we come and think of our children
:09:43. > :09:48.In a statement the council said "We realise that it can be tpsetting
:09:49. > :09:51.for families to be asked to change a loved`one's grave.
:09:52. > :09:54.However, the regulations ard there to ensure we have a safe
:09:55. > :09:59.and well`kept environment for all who visit the cemetdry.
:10:00. > :10:02.Laura has now started an online petition to try to persuade
:10:03. > :10:13.In the meantime parents havd until December to remove the ornalents.

:14:06. > :14:14.They say the group isn't independent and they've been excluded.

:15:11. > :15:16.independent if the City Council are choosing the membership. We have not

:15:23. > :15:25.That is not the case. I havd seen the letter to asked us to sdnd an
:15:26. > :15:31.observer and that is all th`t has happened. The commission st`rted
:15:32. > :15:35.work today, chaired by Tom Lartin, life President of a safety where
:15:36. > :15:39.from. It includes nine figures from the business world, the University
:15:40. > :15:44.of Hull and the city's publhc and voluntary sectors. Its size or
:15:45. > :15:52.boundaries do not hold it b`ck, providing that Holland East Riding
:15:53. > :16:01.can develop a relationship working together in mutual interests. The
:16:02. > :16:04.councils already work together, securing a Siemens investment and
:16:05. > :16:12.reducing tolls. Only the government can decide on any boundary changes.
:16:13. > :16:19.On this one, I spoke to the Deputy Leader of Mike on City Council. I
:16:20. > :16:27.asked him how independent is the commission. `` Hull City Cotncil.
:16:28. > :16:31.Most of these people have come forward because they share `n
:16:32. > :16:35.interest in business development in the region.
:16:36. > :16:39.How as a body can be independent if it was selected by Hull Citx
:16:40. > :16:41.Council? If you look at the membership, nobody could accuse
:16:42. > :16:48.those people are being anything other than independent. These are
:16:49. > :16:54.well respected industrial lhsts University of Hull business school,
:16:55. > :16:57.Hull chamber of commerce. E`st Riding council's leader says it
:16:58. > :17:01.could not be independent. Hd had every chance to put evidencd to the
:17:02. > :17:05.body and have their say. Thdy point`blank refused to do that. I do
:17:06. > :17:08.not think they are in a poshtion to give a view as to whether the people
:17:09. > :17:13.are hearing or not hearing their view at all because they refuse to
:17:14. > :17:16.take part. We have been askhng for four days for an interview with the
:17:17. > :17:19.head of this commission and yet you, as a senior figure at Hull City
:17:20. > :17:23.Council are here tonight, not the head of the commission. What does
:17:24. > :17:27.that say about its independdnce It is not reporting until earlx next
:17:28. > :17:33.year and it is a timescale driven around researching the issuds, not a
:17:34. > :17:37.ballot caused by panic in E`st Riding. It is not about the ballot,
:17:38. > :17:40.it is about the commission considering evidence. Why isn't he
:17:41. > :17:44.telling me that were answerhng questions? Probably because they
:17:45. > :17:47.think it is not the approprhate time. If they did they would be
:17:48. > :17:51.here. The appropriate time to speak is when they finish their rdport.
:17:52. > :17:54.East Riding Council did not feel part of it. They have only been
:17:55. > :17:59.invited as an observer to one meeting. How much do you re`lly want
:18:00. > :18:04.to include them? Ever given the same chance to attend and submit evidence
:18:05. > :18:08.and have point`blank refused. They have also point`blank refusd to take
:18:09. > :18:11.part in the discussions with the City Council about a combindd
:18:12. > :18:17.authority, were we work jointly on issues of interest. We the `` we are
:18:18. > :18:20.the only big city not part of a combined authority because they will
:18:21. > :18:26.not play ball. I wonder what their plan is. I wonder what you say to
:18:27. > :18:30.the person I spoke to yesterday does not want to be in Hull. Is it
