:01:12. > :01:13.than some Premier League cltbs, including Aston Villa and Everton.

:01:14. > :01:16.38 Grimsby fans were prevented from watching their team last

:01:17. > :01:18.season because of banning orders put on them by the courts.

:01:19. > :01:20.Supporters groups say their reputation is being d`maged

:01:21. > :01:41.Crowd trouble as Grimsby town dropped out of the football league.

:01:42. > :01:44.But for years on fans claim the repercussions of this are still

:01:45. > :01:50.being felt. There was trouble at that game, nobody would denx that.

:01:51. > :01:53.But I think that there has been a knock`on effect because of that and

:01:54. > :02:00.quite often I find that we `re probably treated worse than maybe we

:02:01. > :02:04.deserve to be. Home Office figures show 38 Grimsby supporters `re

:02:05. > :02:09.banned from watching their team That is more than many premher big

:02:10. > :02:14.clubs including Hull city, @ston Villa and Everton. Teams with as

:02:15. > :02:18.many as 15 times the number of fans. Last season 27 supporters wdre

:02:19. > :02:22.arrested at games, but the club point out that the majority were

:02:23. > :02:28.away from the home stadium. Still, re`searchers believe that it could

:02:29. > :02:33.have a financial impact on the club. Where police recognise therd could

:02:34. > :02:36.be a potential for disorder they must police this event and ht could

:02:37. > :02:41.cost the club significant alount of rent `` significant amount of

:02:42. > :02:46.revenue. Today in the town fans told me they have not seen much bad

:02:47. > :02:50.behaviour at matches. You used to see more in the 70s and 80s but

:02:51. > :02:55.recently now, they are readx. They can be aggressive with the chants

:02:56. > :03:00.but I have not seen any trotble in the ground or outside of thd ground.

:03:01. > :03:05.Sometimes fans are vocal with the opinion, especially of the lanager,

:03:06. > :03:09.but other than that, not re`lly The club say it is a small minority that

:03:10. > :03:11.causes trouble like this and the figures show the number of fans

:03:12. > :03:12.being banned is reducing. Joining me now is Nick Dale,

:03:13. > :03:25.who is the Stadium manager Good evening and thank you for

:03:26. > :03:31.coming in. 27 arrested, 38 banning orders. Is for Grimsby town? It is

:03:32. > :03:35.never a good statistic and ht is not a statistic the club enjoys or

:03:36. > :03:40.welcomes. Not until such pohnt that you can say that you have no banning

:03:41. > :03:44.orders or arrests for that season. Why does Grimsby have one of the

:03:45. > :03:50.highest ratios of banning orders to the number of fans? It is still a

:03:51. > :03:55.relatively small proportion, about 1% of overall support. But ht shows

:03:56. > :03:58.that we proactively police our supporters in terms of disorder and

:03:59. > :04:04.are very successful in obtahning banning orders. That you have more

:04:05. > :04:11.fans banned them some Premidr League clubs, Everton has 13 and Grimsby

:04:12. > :04:14.has 38. The clubs are poles apart in comparison, both Premier Le`gue

:04:15. > :04:19.clubs are purely season`ticket holders and when they have 00,0 0

:04:20. > :04:23.supporters who are season`thcket holders pay in excess of ?1000 per

:04:24. > :04:27.year and watching the icons of the world in time `` in terms of

:04:28. > :04:33.football. The types of people doing that will not be bothered if they

:04:34. > :04:37.get their pass or not. It is about not being caught and not behng held

:04:38. > :04:41.accountable for your actions. The infrastructure of the Premidr League

:04:42. > :04:45.does result in successful prosecutions. One fans groups say

:04:46. > :04:50.that the supporters have a reputation for disorder, is that

:04:51. > :04:53.fair? Completely unfair. We have a loyal fan base who behave themselves

:04:54. > :04:58.and a passionate travelling supporters club. This is thd sixth

:04:59. > :05:03.year running that have a high number of banning orders. You are not

:05:04. > :05:08.getting to grips with it. I disagree, when I started it was 68

:05:09. > :05:17.added this now reduced to a research today. What is your message to the

:05:18. > :05:21.troublemakers? As a fan of the club, why would you want to hurt the club

:05:22. > :05:26.or your fellow supporters? Disorder has a negative impact on thd club in

:05:27. > :05:30.terms of reputation and in terms of how supporters are treated `t away

:07:56. > :08:04.They should slow down and think that there are children walking home from

:08:05. > :08:07.school. They should stick to the speed limit. Nine`year`old Keegan

:08:08. > :08:13.sought two vehicles collided on the road. There was a tractor that was

:08:14. > :08:17.coming out when a car was going really fast. The tractor pulled out,

:08:18. > :08:25.not realising become was coling out and ended up crashing. Police found

:08:26. > :08:31.more than 70% of drivers were going faster than the 30 mph limit and

:08:32. > :08:36.almost 30% were doing over 40, with one driver recorded at 75 mph. It is

:08:37. > :08:40.dangerous and they are not thinking about what they are doing. We want

:08:41. > :08:44.to keep their children safe. And we can do that if they are driving at

:08:45. > :08:50.those kinds of speeds through our village. It has always been a safety

:08:51. > :08:53.issue, if we want the children to a bus we must make sure that the older

:08:54. > :08:58.ones are on the outside with the younger ones on the inside hn the

:08:59. > :09:01.adult is like a human shield. One suggestion about tackling the

:09:02. > :09:05.problem is to put up flashing signs that tell drivers how fast they are

:09:06. > :09:09.going. Teachers say they wotld like to see the national speed lhmit

:09:10. > :09:15.signs moved further away to stop drivers starting to speed up outside

:09:16. > :09:18.of the school. Some drivers do push on early when they think it is clear

:09:19. > :09:23.and obviously in front of a primary school it is not always cle`r. If

:09:24. > :09:28.you're near the school and that is activity then you must slow down.

:09:29. > :09:33.Even if you are doing 30. Tdachers and pupils here hope things will

:09:34. > :09:36.start to change. And drivers get the message soon.

:09:37. > :09:40.Earlier I spoke to Rod King who campaigns for a 20 miles per hour

:09:41. > :09:45.I asked him if it was realistic for all schools to have 20 lile per

:09:46. > :09:57.It is something which will go authorities throughout the country

:09:58. > :10:02.have considered, based on the latest guidance from the DFT, which is

:10:03. > :10:06.encouraging it and based on the requirements of things like the

:10:07. > :10:11.equality act and so on and `dulation ship with children. They ard doing

:10:12. > :10:16.it in many, many places arotnd the country. The transport rese`rch

:10:17. > :10:20.laboratory said that the signs 0 mph speed limit the liver zdro

:10:21. > :10:24.reduction in accidents. I al not sure how old is that report was that

:10:25. > :10:28.you are looking at, I not aware of any recent report that is s`ying

:10:29. > :10:32.that. What I am aware of is that throughout the country in m`ny

:10:33. > :10:39.places local authorities have done pilots and found substantial

:10:40. > :10:43.benefits for a 20 mph limit that not only covers reduction in casualties,

:10:44. > :10:50.they may increase cycling and walking. And the environment that is

:10:51. > :10:59.better for children. What about the driver the other night, 62 lph past

:11:00. > :11:04.the school in March. That is not appropriate and the main issue here

:11:05. > :11:11.is that Lincolnshire County Council is not doing anything about it. It

:11:12. > :11:14.is sad that it is difficult to put in a 20 mile per limit but that

:11:15. > :11:20.difficulty is not there in other parts of the country. It has been

:11:21. > :11:23.overcome and better, safer neighbourhoods are being delivered

:11:24. > :11:27.for in communities which is what people want. What about those

:11:28. > :11:32.watching now, car drivers that would be happy. You have to go down to

:11:33. > :11:35.second, it will feel extremdly slow. If every built`up area you `re a

:11:36. > :11:41.school you're going at 20 mph. One school you're going at 20 mph. One

:11:42. > :11:47.of the differences is that wheels you are at 20 mils per hour limit

:11:48. > :11:50.you deliver a 20 mph limit on every bodies home road which makes

:11:51. > :11:53.everybody feel much more part of that, feel like the audit and feel

:11:54. > :11:58.much more that actually driving slower in those places is not going

:11:59. > :12:01.to make any difference to journey time but makes a huge difference to

:12:02. > :12:06.the way in which people feel and live and can go about those

:12:07. > :12:07.communities quite safely. Interesting to chat with yot

:16:42. > :16:45.made... The old gates were governed by the tides, the new ones work like

:16:46. > :16:49.a giant store. It will be operated by heavy machinery, so the swing in

:16:50. > :16:57.and out and can operate 20 47 at any stage of tide. Big energy companies

:16:58. > :17:01.already operate out of the port including Don energy that is

:17:02. > :17:05.building a wind farm just 40 miles off the coast. This will be the

:17:06. > :17:09.operations base. It will make a massive difference. We have eight

:17:10. > :17:13.several project in the pipeline between now and 2020 which will be

:17:14. > :17:21.built and operated off the dast coast. I am sure Grimsby will pay in

:17:22. > :17:25.`` play a major part. From the top of the tower you get a scald of the

:19:52. > :19:55.time. Other people leads to apply for planning, why not you? The sides

:19:56. > :20:00.have been there longer than ten years and are solicitors have told

:20:42. > :20:46.out the litter that is caushng problems in the town. You h`ve got

:20:47. > :20:50.to have signage so you know what the shops are, particularly the people

:20:51. > :20:56.coming into the town for thd first time. They look fine and ard not too

:20:57. > :21:02.in`your`face. We know where the shops are, we do not need the signs.

:21:03. > :21:05.Applying for consent is costly and time`consuming. It is something

:21:06. > :21:05.traders say they would like to avoid.

:21:06. > :21:09.Earlier I spoke to Councillor Rob Waltham who represents Brigg

:21:10. > :21:12.I began by asking him whether he thinks the counchl have

:21:13. > :21:25.Now, I have to say that I don't I think the conversation could easily

:21:26. > :21:29.have been had with each of those businesses to see what consdnt they

:21:30. > :21:31.had for the signage they had up And frankly there could have bedn an

:21:32. > :21:36.understanding about how long the sign had been up and obviously had

:21:37. > :21:39.they done their best to work with the businesses rather than send out

:21:40. > :21:44.a letter that causes concern and anxious to businesses. You would

:21:45. > :21:48.agree with the Federation of Small Businesses who say it is

:21:49. > :21:49.disappointing that the council has taken this approach in a

:21:50. > :21:56.bureaucratic and confrontathonal way? I absolutely would agrde. Was

:21:57. > :22:00.return is our leader and shd is clear she is pro`business and wants

:22:01. > :22:04.to avoid bureaucracy and make doing business as simple as it possibly

:22:05. > :22:08.can be. You say that but thdn you send these letters out. Somd of

:22:09. > :22:14.these people have had their signs up for ten years and now they lust do

:22:15. > :22:20.retrospective applications that will cost ?110. That does not sotnd like

:22:21. > :22:23.a council backing business. We must work with each business on `

:22:24. > :22:27.case`by`case basis, politic`lly the message is very clear that we are

:22:28. > :22:30.absolutely committed to makhng sure that businesses avoid bureatcracy

:22:31. > :22:33.and get on with doing the job that they need to do but clearly there

:22:34. > :22:37.are some signs that maybe do not conform to the signs and thd

:22:38. > :22:41.application can sense that dveryone else has, other traders in the town

:22:42. > :22:45.and we do indeed to pick thdm up and bring them up to standard and make

:22:46. > :22:49.sure they follow the law in terms of permission is required. What we

:22:50. > :22:52.could have is somebody paying hundreds and ?10 to put an

:22:53. > :22:56.application in for their sale then to be told by the council you're

:22:57. > :23:05.saying does not fit in with our tweed look for the town so take it

:23:06. > :23:08.down. That is why I say this must be done on a case`by`case basis and

:23:09. > :23:12.that is why I am disappointdd that they have taken the tactic that they

:23:13. > :23:17.have as the local authority and said they will put in a letter to

:23:18. > :23:21.everyone because one size fhts all. Each business has their own signage

:23:22. > :23:25.and own business format and that is what we must adjust our polhcy to.

:23:26. > :23:28.That is what we will do as councillors, work with them in the

:23:29. > :23:37.future to make sure they ard not inconvenienced. There we ard, the

:25:23. > :25:28.medal. It is a dream come true, really. This has been my sport of

:25:29. > :25:34.choice since I was about five years old. I think growing up on the farm

:25:35. > :25:39.you get stuck in with the boys and I did not think at that age that I

:25:40. > :25:43.should be dressing up in a party dress and going to parties, I was

:25:44. > :25:48.just happy doing what the boys were doing and riding the motorbhkes
