:01:31. > :01:32.announced this afternoon in response to plans by the cotncil to

:01:33. > :01:35.extend the boundaries of thd city. They say a larger Hull would benefit

:01:36. > :01:38.the whole area but East Ridhng Council say the move is unndcessary

:01:39. > :01:41.and have called it a land grab. We will hear from the leaders

:01:42. > :01:45.of both councils in a few moments, but our political editor Til

:01:46. > :01:59.Iredale is live in Anlaby tonight Well, East Riding council ldaders

:02:00. > :02:04.say it sends out an important message to their neighbours in this

:02:05. > :02:12.macro. Resident in this part of Yorkshire do not want to be part of

:02:13. > :02:17.a greater Hull authority. Ldt's look at a breakdown of the results. On

:02:18. > :02:31.the main question, should the boundaries of Hull be extended? More

:02:32. > :02:36.than 51,000 people said no. On the second question, should Hull City

:02:37. > :02:44.Council be allowed to build upon land it owns in the green open

:02:45. > :02:48.spaces around the city? Mord than 50,000 people said no. The key

:02:49. > :02:55.figure here has to be the ttrnout. More than 75% of local residents

:02:56. > :02:59.took part in this ballot. Those who campaigned against the boundaries

:03:00. > :03:08.being withdrawn were delighted with that result. John Dennis is the

:03:09. > :03:14.major of the local area, and he heads the No campaign. I asked him

:03:15. > :03:16.what message this sends out. I am absolutely blown away. It is

:03:17. > :03:25.brilliant. Brilliant turnout, and the result is brilliant. Wh`t

:03:26. > :03:32.message does this send out? As the campaign has been saying all along,

:03:33. > :03:36.hands off, it is a no, no. So the people here have spoken. Thdy don't

:03:37. > :03:44.want to be part of Hull. Th`t is the end of the matter, right? Not quite.

:03:45. > :03:46.Hull City Council said it intends to press ahead with an independent

:03:47. > :03:54.boundary commission looking at the way that Hull is governed in future.

:03:55. > :04:01.The debate, I suspect, will go on. As for the cost of this refdrendum,

:04:02. > :04:07.the council leaders here saxs it cost ?70,000. That equates to ? per

:04:08. > :04:11.voter. That is the price of democracy. Thank you.

:04:12. > :04:14.At the Conservative Party Conference today, the Chancellor Georgd Osborne

:04:15. > :04:16.reiterated his vision for a so called "Northern Powerhotse"

:04:17. > :04:19.Our Business Correspondent Sarah Corker has been looking

:04:20. > :04:21.at the economic arguments for a bigger Hull.

:04:22. > :04:26.Hull City Council's argument is a bigger city, taking in its

:04:27. > :04:35.Those living in Hull's borddr territory mostly agree.

:04:36. > :04:43.I think it is a case of the more people be better. They are not

:04:44. > :04:45.allowed to build down there, because they can't get planning perlission.

:04:46. > :04:47.It is a nonsense. But the East Riding's message,

:04:48. > :04:59.loud and clear, I would rather stay separatd. It

:05:00. > :05:00.makes sense, but everything is fine as it is.

:05:01. > :05:03.Ideas include expanding the boundary into the East Riding

:05:04. > :05:04.including places like Cottingham, Hessle and Hedon.

:05:05. > :05:06.Another possibility, a single authority covering

:05:07. > :05:21.One argument is that the sm`ll population here means it misses out

:05:22. > :05:27.on some government funding `nd finds it harder to compete with other

:05:28. > :05:31.larger northern cities. Hull has set up an independent commission to look

:05:32. > :05:34.at the boundaries. We will be looking at the evidence abott what

:05:35. > :05:37.works in terms of the ways that local authorities can work together

:05:38. > :05:42.to promote growth. We will be talking to a large number of people

:05:43. > :05:46.in the Hull and East Riding areas, including local councillors are

:05:47. > :05:51.leaders of other local organisations, members of the

:05:52. > :05:54.public. Another option could be what has happened in the north`e`st,

:05:55. > :05:59.seven councils acting as a combined authority to work together on the

:06:00. > :06:04.economic issues. We don't fdel that we get a fair share of the national

:06:05. > :06:10.cake in terms of spending, transport spending, and that is why wd feel

:06:11. > :06:13.that coming together, we can argue for greater share of nation`l

:06:14. > :06:15.decisions, greater share of transport spending.

:06:16. > :06:17.Hull and the East Riding do already work together,

:06:18. > :06:20.securing the Siemens investlent and reducing the bridge tolls.

:06:21. > :06:24.But there a sense the city's still overlooked.

:06:25. > :06:30.The answer is to build up the rest of the country, to create a northern

:06:31. > :06:30.powerhouse of the cities across the Pennines.

:06:31. > :06:32.Hull's barely featured in the government's big vishon

:06:33. > :06:37.But whichever side you're of the boundary you're on ultimately

:06:38. > :06:48.it's only the Secretary of State that can make the final dechsion.

:06:49. > :06:51.Earlier I spoke to the leaddrs of both Hull City Council

:06:52. > :06:58.Stephen Parnaby, the leader of the East Riding told me having

:06:59. > :07:14.Absolutely, totally worth doing and 50,000 people can't be wrong. They

:07:15. > :07:20.voted in their droves, and clearly it was the right thing to do. Why

:07:21. > :07:27.are you so convinced this is a good idea? We didn't copy ballot, but you

:07:28. > :07:33.wouldn't have needed a clairvoyant to dilute the result of this. I

:07:34. > :07:37.always expected it to be a good turnout and a big result. The wrong

:07:38. > :07:43.question has been asked, and the questionnaires, the devolved power

:07:44. > :07:48.run central government is coming after the Scottish revolution vote,

:07:49. > :07:52.and if we are not in a position where we are either a city region or

:07:53. > :07:56.a combined authority, then those powers are going to be given

:07:57. > :08:04.elsewhere and not to others. That is a very good point, isn't it? Do you

:08:05. > :08:08.not agree? Clearly, we will have to wait until after the next gdneral

:08:09. > :08:12.election to see exactly what happens, but at the moment, we have

:08:13. > :08:15.a Humber leadership board, `nd we have done very well with investment

:08:16. > :08:19.that has come from government. Now develop and has been stopped because

:08:20. > :08:23.of what we are doing, and wd are under no pressure to form a combined

:08:24. > :08:26.authority. If we need to do that we will look at it. At the momdnt, we

:08:27. > :08:33.are not, and that is clearlx what the message is that the public have

:08:34. > :08:37.given to us today. It is interesting that the government are going to

:08:38. > :08:40.produce the growth fund frol next year and they are actually going to

:08:41. > :08:44.channel that into the combined authorities, rather than thd loose

:08:45. > :08:50.arrangement that we have across the Humber. If we are not in a combined

:08:51. > :08:53.authority by next March, it will be another five years before wd will

:08:54. > :08:58.even be considered. We are lissing the boat, and to the people of East

:08:59. > :09:04.Riding, I respect their opinions, but it is about jobs, opportunities,

:09:05. > :09:08.and we are missing out. That is a very powerful argument, isn't it? Do

:09:09. > :09:14.you want the area to miss ott on economic growth? No. It hasn't. It

:09:15. > :09:17.is not missing out on econolic growth, it is completely thd

:09:18. > :09:20.opposite. We have more enterprise and in this area than anywhdre else

:09:21. > :09:24.in the country, we have dond very well with our regional road fund

:09:25. > :09:27.money and we have done well with absolutely everything that has been

:09:28. > :09:30.coming out of government, and to twist the arguing to say th`t

:09:31. > :09:33.something is going to happen next year, whatever happens next year we

:09:34. > :09:39.will respond to and we will have spotted collectively and sensibly.

:09:40. > :09:45.This is not the route to go down. Is there a danger that snobberx of

:09:46. > :09:50.where some East Riding people say they live could jeopardise the

:09:51. > :09:55.future economic success of the area? We have had a fantastic campaign. We

:09:56. > :10:00.have had three weeks of people voting, and amend as turnout. The

:10:01. > :10:05.best turnout of any election in recent years. The only person I hear

:10:06. > :10:09.in these three weeks that mdntions snobbery is yourself. Nobodx else

:10:10. > :10:13.mentions it. It is about safety of communities and so on. People are

:10:14. > :10:20.not of that ilk. They are proud of their history and proud of their

:10:21. > :10:23.communities. Final word. Many of my relatives that live in East Riding

:10:24. > :10:31.are very happy and proud to live there, but Hull is in East Riding,

:10:32. > :10:34.obviously, but I would say `gain, we will definitely miss out

:10:35. > :10:41.opportunities across the whole Humber to tie in with the ftnding,

:10:42. > :10:44.we will miss out if we do not get into a combined authorities by next

:10:45. > :10:54.March, and I will say that the three big things that have happendd in

:10:55. > :11:02.this area have been involved with Hull City Council. That is `ctually

:11:03. > :11:12.an issue to do with both Hull and East Riding. They work together

:11:13. > :11:18.really well on some issues. The five million and we put into that was put

:11:19. > :11:22.in fully by Hull City Counchl, because we needed to secure those

:11:23. > :11:39.jobs. We could talk about this for ever. Thank you very much.

:12:04. > :12:05.Six people have been taken to hospital after a chemical spill

:12:06. > :12:09.The emergency services were called to the Sutton Fields estate

:12:10. > :12:13.Most of those taken to hosphtal went as a precautionary measure,

:12:14. > :12:25.The chemical is quite dangerous however it is only a small `mount

:12:26. > :12:27.and it is well contained in our crews are currently in the process

:13:00. > :13:04.been through some difficult times. I was not aware of this tremendous

:13:05. > :13:08.regeneration and the energy and enthusiasm.

:16:17. > :16:18.in the country, with just 40 per 100,000 patients,

:16:19. > :16:21.compared to the England average of just under 60 per 100,000.

:16:22. > :16:24.The number of doctors taking early retirement is adding to the problem.

:16:25. > :16:27.But new incentives are being offered to encourage more doctors to work

:16:28. > :16:29.Our health correspondent, Vicky Johnson.

:16:30. > :16:31.Like many of us, Shirley sometimes struggles to get

:16:32. > :16:40.The St Andrews practice in Hull is typical in that it's having to cope

:16:41. > :16:47.with rising demand and GP v`cancies that it simply can't fill.

:16:48. > :16:53.Over the past year, we have lost a couple of doctors due to retirement

:16:54. > :16:57.and just natural losses, and now we are struggling to recruit for the

:16:58. > :17:01.first time ever. We have actually done some national recruitmdnt and

:17:02. > :17:05.put out a national advert, but we have had no interest.

:17:06. > :17:08.So to tackle this growing problem health bosses in Hull are now about

:17:09. > :17:15.to advertise a package of incentives to attract GPs to the city.

:17:16. > :17:23.It is a collaborative appro`ch between practices, universities

:17:24. > :17:27.public health, and our colldagues in the hospitals to try to delhver a

:17:28. > :17:28.package of experience that we hope will be attractive to doctors.

:17:29. > :17:31.GPs will be expected to sign up to work in Hull for six years.

:17:32. > :17:34.But in exchange they'll be offered experience in a range of different

:17:35. > :17:37.areas, from carrying out research at the Hull York Medical School

:17:38. > :17:40.the chance to develop commissioning skills, and work in public health.

:17:41. > :17:45.Plus they could take a sabbatical and work abroad.

:17:46. > :17:50.GPs salaries range between around ?55,000 and ?83,000 ` year,

:17:51. > :17:55.But these fourth year medic`l students

:17:56. > :18:00.in Leeds agree that the Hull incentives could be more valuable to

:18:01. > :18:13.As you qualify, a lot of people think that doctors are mainly

:18:14. > :18:16.interested in money, but it is also really important to improve

:18:17. > :18:20.ourselves and our skills. A little bit of a different approach, I

:18:21. > :18:26.guess. Give someone an option which might improve their skill sdt and

:18:27. > :18:33.their career. I do think it is an good idea, and it has got md

:18:34. > :18:35.thinking. We need to invest in medical student training within the

:18:36. > :18:39.community, so young doctors and medical students the general

:18:40. > :18:44.practice as a good career to go into from the early stages of tr`ining.

:18:45. > :18:46.That is the big problem when less than one third of this year's duets

:18:47. > :19:10.have opted for general practice On Friday's programme we
