:01:25. > :01:31.are happening as a result. Officers have caught more

:01:32. > :01:33.than 100 motorists doing things such as texting and laking

:01:34. > :01:36.calls in the last week alond. They say that so many

:01:37. > :01:38.people are now doing it, they're barely able to "scr`tch

:01:39. > :01:40.the surface" of the problem. Some are now calling for totgher

:01:41. > :01:45.penalties to act as a deterrent Our reporter Laura Foster

:02:03. > :02:05.technology. It was back in December 2003 that a law was brought in

:02:06. > :02:09.saying, it is illegal for you to drive a vehicle and use your phone

:02:10. > :02:14.at the same time. But over the last 13 years, phones have becomd a lot

:02:15. > :02:17.more useful. It is not just about making a colossal ending a text

:02:18. > :02:24.message, you can listen to xour favourite music and keep across your

:02:25. > :02:27.social media pages. As phonds have become more versatile, people have

:02:28. > :02:28.become more reliant on them, which is causing problems for Humberside

:02:29. > :02:28.Police. It looks like a normal

:02:29. > :02:31.supermarket delivery entrance. Humberside Police has been

:02:32. > :02:35.using unmarked cars to chasd after motorists using their phones,

:02:36. > :02:38.sat navs or mp3 players Officers could spot them easily

:02:39. > :02:42.because of the view from thhs lorry. An awful lot of people

:02:43. > :02:45.with the mobile phone in thdir lap, or holding it at the bottom

:02:46. > :02:48.of the steering wheel, and I think the only reason

:02:49. > :02:51.they're doing that is to avoid So we're using this

:06:32. > :06:34.angers me when I see people I said, but you've just

:06:35. > :06:38.been caught using it. So why do they do it,

:06:39. > :06:43.why do they think it's OK for them? Because they just feel it's human

:06:44. > :06:46.nature - if it buzzes, bings or rings next to you,

:06:47. > :06:49.you've just got to look at ht. Are the current fines

:06:50. > :06:52.and points, whatever, I don't think so, which is why

:06:53. > :06:57.the government is looking at increasing them, looking

:06:58. > :06:59.at doubling the fine, doubling the points,

:09:42. > :09:45.the proposal, saying that they do not want a Mayor as part of the

:09:46. > :09:49.package. The Lincoln MP Carl McCartney has accused those voting

:09:50. > :09:52.against the plans as acting like turkeys in late autumn, or dogs in a

:09:53. > :09:54.manger. Who's best placed to decide

:09:55. > :09:57.how our taxes are spent - or to make big decisions on things

:09:58. > :10:00.like housing and transport? Is it politicians at Westminster

:10:01. > :10:05.or councillors at our town halls? Lincolnshire is divided

:10:06. > :10:07.on a devolution deal Lincoln MP Karl McCartney ddscribed

:10:15. > :10:19.and acting like dogs in a m`nger. Comments which have

:10:20. > :10:22.irritated councillors. Instead of calling us names,

:10:31. > :10:34.are you so keen for us to take despite the fact

:10:35. > :10:37.that these promises, many of them, have not

:10:41. > :10:44.the government hand over ?50 million The Greater Lincolnshire de`l

:10:50. > :10:54.Lincolnshire County Council area. Other cities, like Manchestdr,

:10:55. > :10:57.Liverpool and Sheffield, have all accepted devolution deals

:10:58. > :11:01.with an elected mayor. Today in the Commons -

:11:02. > :11:05.the Boston and Skegness MP warned that Lincolnshire must not

:11:06. > :11:09.turn its back on devolution. Will the Secretary of State join me

:11:10. > :11:13.in encouraging the eight out of ten councils that have voted for this

:11:14. > :11:17.already to work with the government to make sure that we get thd best

:11:18. > :11:20.devolution deal for Lincolnshire, and that's Lincolnshire does not

:11:21. > :11:24.turn its back on half ?1 billion The importance of this devolution

:11:25. > :11:28.deal is, including greater Lincolnshire, in bringing about more

:11:29. > :11:31.growth and better productivhty But this afternoon,

:11:32. > :11:36.like the County Council, South Kesteven District council also

:11:37. > :11:40.voted against devolution. Councillors can be somewhat

:11:41. > :11:44.parochial. They particularly object

:11:45. > :11:46.to an elected mayor. Personally, I think,

:11:47. > :11:48.if you are having a combined authority, you do need

:11:49. > :11:50.someone at the centre Councillors say they do want more

:11:51. > :11:57.powers at without an elected mayor, something the government has said

:11:58. > :12:02.is not an option. Sarah, does this mean the ddvolution

:12:03. > :12:17.deal is dead in the water? Well, for a Lincolnshire de`l, all

:12:18. > :12:22.ten councils must agree. So far seven have approved it, South

:12:23. > :12:25.Holland vote on Wednesday. Two councils have rejected thosd plans,

:12:26. > :12:30.but a deal is still possibld cos council leaders have the power to

:12:31. > :12:36.overturn the vote of councillors, if they want to. It was last wdek that

:12:37. > :12:40.two MPs, the greater Grimsbx MP and the Gainsborough MP, they wrote a

:12:41. > :12:46.joint letter to all councillors urging them to reject the ddal. They

:12:47. > :12:50.said that while they once ddvolved powers, what the people of

:12:51. > :12:52.Lincolnshire don't want is `n elected Mayor because it is another

:12:53. > :12:55.additional and unsustainabld level of government. It is deadlock at the

:13:08. > :13:11.While you pleased at the Cotnty council is' decision?

:13:12. > :13:15.I was delighted that the cotnty council stood up for the people of

:13:16. > :13:20.Lincolnshire. It was an overwhelming vote, 47-17, and now another

:13:21. > :13:23.District Council has opposed it I am delighted and as far as H'm

:13:24. > :13:29.concerned, the Lincolnshire may is now dead. You cannot override the

:13:30. > :13:35.elected people of Lincolnshhre. Why is it a dog 's breakfast?

:13:36. > :13:40.It's mistaken. In terms of turkeys, any District Council voting for this

:13:41. > :13:45.would actually be a turkey voting for early Christmas. Becausd it s

:13:46. > :13:51.completely unsustainable, whth a low population in a largely rur`l County

:13:52. > :13:53.to have a Police Commissiondr and elected Mayor, a county council a

:13:54. > :13:57.District Council and parish councils. What would happen, if we

:13:58. > :14:02.accepted this, is that the government would press the bubbly

:14:03. > :14:06.for the abolition of the districts even the abolition of the county

:14:07. > :14:09.council, have an executive Layor, perhaps with a small assembly based

:14:10. > :14:14.in Lincoln. Powers would be stripped from local people. This shotld be a

:14:15. > :14:18.bottom-up process. If we want to devolution, the people should

:14:19. > :14:20.decide, and government should not impose its will on the people of

:14:21. > :14:27.Lincolnshire -based on Manchester Birmingham.

:14:28. > :14:29.Andrew Percy also said the consultation said clearly that the

:14:30. > :14:33.majority of people support devolution?

:14:34. > :14:36.That is simply not true. Thdre has not been any kind of proper

:14:37. > :14:42.referendum. Let's have a referendum by all means. Let all the pdople of

:14:43. > :14:46.Lincolnshire, not just in a few meetings, that people do not attend

:14:47. > :14:50.all know anything about, a proper referendum. I'm confident if there

:14:51. > :14:52.was a proper referendum, thd people of Lincolnshire, who have ndver had

:14:53. > :15:00.an elected mayor, mayors other big cities. The government does not like

:15:01. > :15:09.the Labour for it is and thdy want to have a. -- authorities. They want

:15:10. > :15:12.to have a Mayor. We already have our district councillors, dedic`ted

:15:13. > :15:18.local people acting locally, attending small parish councils on

:15:19. > :15:25.rainy evenings. Don't imposd a model dreamed up in Manchester and

:15:26. > :15:29.Birmingham, we can do this. It is a very small amount of devolution a

:15:30. > :15:35.very modest amount of money over many years, district can sit on the

:15:36. > :15:40.board together and they can do it without any extra cost.

:15:44. > :15:49.have an elected Mayor, you would bring it on?

:23:56. > :23:57.but what's amazing about it, is that it's completely

:23:58. > :24:00.self-sufficient and off grid from the rest of the world,

:24:01. > :24:08.And they've lived in it for the last ten years.

:24:09. > :24:15.I felt we were doing a lot of damage to the countryside we want to manage

:24:16. > :24:19.the elements of the country sustainably, but with an economic

:24:20. > :24:23.model. I probably had my doubts, btt they

:24:24. > :24:30.were very quickly dispelled, and we have raised a family off thd grid.
