:00:00. > :00:00.Good evening and welcome to BBC Look North.

:00:07. > :00:12.The woman cold-called by a cancer charity wanting money in her will -

:00:13. > :00:21.while she is midway through chemotherapy.

:00:22. > :00:25.It's disgusting, quite honestly Whoever they are, they should be

:00:26. > :00:26.struck off, totally. The charity involved has apologised

:00:27. > :00:28.but there are demands tonight for all cold calling to be lade

:00:29. > :00:31.illegal. An inquest hears a broken m`rriage

:00:32. > :00:38.drove a Spalding man to murder his wife and daughter

:00:39. > :00:41.before he killed himself. Knitted to remember the war dead -

:00:42. > :00:54.the poppy memorial stolen Really sad, because of what it is. I

:00:55. > :00:59.really thought people would have respect for what we have done.

:01:00. > :01:03.And the detailed forecast, looking at the weekend. This follows in 15

:01:04. > :01:08.minutes. A woman who is having cancer

:01:09. > :01:10.treatment says she was shocked and disgusted to receive a phone

:01:11. > :01:15.call from Cancer Research UK asking her to leave money

:01:16. > :01:20.to them in her WILL. Diane Elliot from Bardney

:01:21. > :01:23.near Lincoln wants to know how The charity says it was not aware

:01:24. > :01:32.of Diane's cancer and apologises But charities are under

:01:33. > :01:36.growing pressure to stop Cold calling has become comlon

:01:37. > :01:42.practice amongst many charities looking to raise funds

:01:43. > :01:50.by phoning potential donors. But when cancer patient Diane Elliot

:01:51. > :01:53.received an unsolicited call last week from the charity

:01:54. > :02:06.Cancer Research UK - She said, its Cancer Research UK.

:02:07. > :02:12.Can we talk to you, have yot got time to talk to us about yotr will.

:02:13. > :02:18.I said, I'm sorry, my Will has got nothing to do with you. My son is a

:02:19. > :02:25.lawyer and he will start -- sort out my will. She quickly retracted and

:02:26. > :02:27.put the phone down. You havd been called by Cancer Research UK.

:02:28. > :02:29.Diane says the charity wanted her to leave it

:02:30. > :02:34.She's convinced she was deliberately targeted,

:02:35. > :02:49.I'm convinced there was a ldak somewhere along the line. It upsets

:02:50. > :02:50.me that somebody could be so uncaring to phone somebody hn the

:02:51. > :02:52.middle of their treatment. in the past for their

:02:53. > :02:55.fundraising techniques. Last year 92-year-old

:02:56. > :02:57.poppy seller Olive Cooke was found dead in Bristol -

:02:58. > :02:59.friends said she was exhausted by requests for money

:03:00. > :03:12.from different charities. We are used to giving charities --

:03:13. > :03:16.giving to charities and fivd shops like these and fundraising dvents.

:03:17. > :03:21.But it is when people are c`lled in their own homes, something they are

:03:22. > :03:25.going to far. People feel under pressure to help whether thdy have

:03:26. > :03:31.got money or not. They feel obliged to give. It is frustrating. It

:03:32. > :03:35.bothers me less if a charitx called although I would have my dotbts as

:03:36. > :03:40.to whether it was genuine. H think even charities on the street,

:03:41. > :03:45.begging without permission, is wrong. They create a bad impression

:03:46. > :03:48.and should be stopped. Obviously, this case is distressing but it

:03:49. > :03:53.highlights the point that the telephone should no longer be used

:03:54. > :03:57.as a means of contacting people in an unsolicited marketing efforts in

:03:58. > :04:00.the home or on their person`l mobile.

:04:01. > :04:03.In a statement Cancer Research UK, said...

:04:04. > :04:06."We are sorry that Diane Elliot received a fundraising call from us,

:04:07. > :04:08.while undergoing treatment herself for cancer and apologise

:04:09. > :04:12.We were not aware of her di`gnosis and would never want anyone to feel

:04:13. > :04:16.Diane is hoping cancer will soon be in her past.

:04:17. > :04:20.But she says this experiencd with a charity which claims to help

:04:21. > :04:29.people in her position - has made her ordeal even worse.

:04:30. > :04:40.Diane got in touch with us to tell us her story.

:04:41. > :04:46.I will be asking for your vhews in a moment. It'll people talking.

:04:47. > :04:48.I put some of the points to Daniel Fluskey from

:04:49. > :04:51.the Institute of Fundraising - who speaks on behalf of charities.

:04:52. > :04:54.I asked him if the call to Diane was acceptable behaviour.

:04:55. > :04:58.It is acceptable that charities can contact their supporters, yds.

:04:59. > :05:04.So ringing somebody up randomly and asking for money, that's OK

:05:05. > :05:06.Charities have to follow the rules and regulations

:05:07. > :05:12.There are rules about how charities can contact peopld.

:05:13. > :05:14.The key thing is that supporters should have a choice about

:05:15. > :05:26.Is ringing somebody up, asking for money in their wdll

:05:27. > :05:34.With the charity had known what that person's situation was,

:05:35. > :05:37.I'm sure they would not havd made that call and I'm sure they wouldn't

:05:38. > :05:40.want to put that individual under any distress at all.

:05:41. > :05:42.So even if this phone call was, as they are saying, coinciddnce

:05:43. > :05:44.is random numbers dialled, asking for money when

:05:45. > :05:50.If you are making a call, it should be to somebody

:05:51. > :05:53.that is supporting the organisation and somebody that has had a choice

:05:54. > :05:55.to say whether they would like to get a call or not.

:05:56. > :05:57.Are you saying random calls don't go on?

:05:58. > :06:01.The organisations, charities which we work with, they wotldn t

:06:02. > :06:03.just pick random numbers and call them.

:06:04. > :06:05.It's not good fundraising, it wouldn't be a good

:06:06. > :06:08.interaction with somebody, it wouldn't be good practicd.

:06:09. > :06:13.Should there be a complete ban on cold callers?

:06:14. > :06:17.I don't think there should be a ban on charities calling supporters

:06:18. > :06:21.Lots of people like hearing from charities and they do give

:06:22. > :06:26.So I think the key thing is making sure that the people that are happy

:06:27. > :06:29.can get those calls but people who don't want to receive those

:06:30. > :06:33.calls get a complete right to say no and objects and not have called

:06:34. > :06:38.But is it right that somebody gets a call asking for

:06:39. > :06:48.What do you and the Institute of Fundraising say to her tonight?

:06:49. > :06:51.Well, I would completely sax it is absolutely not

:06:52. > :06:55.in the interests of any charity to be upsetting an individu`l

:06:56. > :06:59.and I'm sorry that somebody has had a distressing phone call.

:07:00. > :07:03.And as I say, if the charitx had known about the situation I'm sure

:07:04. > :07:06.they wouldn't have made that phone call.

:07:07. > :07:11.This is just one that we have heard about but this

:07:12. > :07:16.Charities do call their supporters, yes.

:07:17. > :07:19.The key thing is to make sure that people are happy

:07:20. > :07:23.If somebody says they don't want to receive those calls,

:07:24. > :07:26.the charity should never be calling them again.

:07:27. > :07:28.And in a sentence, your message to Diane

:07:29. > :07:33.Well, I am obviously completely sympathetic with your posithon,

:07:34. > :07:35.I'm very sorry that you have been distressed.

:07:36. > :07:39.I'm sure that the organisathon that called you won't

:07:40. > :07:50.Thank you very much indeed. Thank you.

:07:51. > :07:52.Do you support charities' efforts to raise cash,

:07:53. > :08:00.even if they have to ring people at home?

:08:01. > :08:12.Or do you agree with voices wanting the calls banned?

:08:13. > :08:23.Do you think the charities would suffer if they couldn't?

:08:24. > :08:27.It will certainly get everybody talking. I look forward to hearing

:08:28. > :08:31.from you before 7pm. An inquest has heard that

:08:32. > :08:33.Lance Hart shot dead his wife and daughter in full public view

:08:34. > :08:36.in a Lincolnshire town in calculated revenge

:08:37. > :08:38.for the breakdown of his marriage. Today, a coroner said

:08:39. > :08:40.Claire and Charlotte Hart were unlawfully killed

:08:41. > :08:44.by a cold, scheming man. They were shot by Hart days

:08:45. > :08:47.after Claire had moved out of the family home

:08:48. > :08:50.in July this year. Gemma Dawson was at

:08:51. > :08:54.the inquest in Boston. Today described as cold,

:08:55. > :09:01.calculated and scheming... But who knew he'd kill his wife

:09:02. > :09:04.Claire and 19-year-old daughter Charlotte outside this

:09:05. > :09:19.leisure centre in Spalding. It was here that Lance Hart short

:09:20. > :09:24.his wife -- shot his wife and daughter before turning the gun on

:09:25. > :09:29.himself. He had to reload in between but the shootings here in Jtly were

:09:30. > :09:32.planned. The inquest heard how police later found a document

:09:33. > :09:36.written by heart which said, revenge is a dish best served cold.

:09:37. > :09:40.at the inquest today in Boston which also heard about the Hart s

:09:41. > :09:44.The coroner's job to find out how they died -

:09:45. > :09:46.Claire and Charlotte as a rdsult of unlawful killing,

:09:47. > :09:58.Afterwards DI Evans read a statement from police...

:09:59. > :10:06.On the morning of the 29th of July, Spalding witnessed an inciddnt which

:10:07. > :10:10.was distressing. We have carried out an investigation into the wdapon

:10:11. > :10:13.used by Lance Hart. He was not a registered shot gun holder `nd we

:10:14. > :10:15.have been unable to establish how it was obtained.

:10:16. > :10:17.The two remaining family melbers - sons Luke and Ryan -

:10:18. > :10:19.also released a statement today saying...

:10:20. > :10:20.Charlotte and our mum were our inspiration

:10:21. > :10:24.They were the two most virttous and beautiful people

:10:25. > :10:27.It is not possible to descrhbe how unfairly and how cruelly

:10:28. > :10:33.Our world is a darker place because they have gone.

:10:34. > :10:36.Back in Spalding - this town is now trying to recover

:10:37. > :10:46.after the second double killing here this year.

:10:47. > :10:48.Hull City Council says it plans to meet the new Transport Sdcretary

:10:49. > :10:53.to press for improvements to the A63 to start on time.

:10:54. > :10:56.The council wants reassurances that the work will start

:10:57. > :10:59.on Castle Street at the end of 018, as agreed with the previous

:11:00. > :11:05.The body of a 40-foot fin whale which washed up on a beach

:11:06. > :11:07.in North Norfolk last week has been removed.

:11:08. > :11:09.Experts had been examining the carcass.

:11:10. > :11:12.Early this morning specialist contractors came to the beach

:11:13. > :11:15.at Holkham to take it away to a rendering plant

:11:16. > :11:21.A council accused of not helping tourism has hit back.

:11:22. > :11:24.The owners of the now closed Pleasure Island say Cleethorpes

:11:25. > :11:30.North East Lincolnshire Council says there is more to Cleethorpes

:11:31. > :11:33.than a theme park - and that one big summer event

:11:34. > :11:38.had attracted a quarter of a million people.

:11:39. > :11:42.Typhoon jets from RAF Coningsby in Lincolnshire are to be sdnt

:11:43. > :11:46.to Romania as part of Nato operations in the Black Sea area.

:11:47. > :11:50.Up to six aircraft from Conhngsby are likely to be based in the South

:11:51. > :11:54.of Romania from where they will be flying missions for Nato.

:11:55. > :11:56.They will be providing what the government describdd

:11:57. > :12:00.as "reassurance" to Britain's allies in the face of increasing

:12:01. > :12:11.Crispin Rolfe is following developments.

:12:12. > :12:14.In the last three years typhoons from RAF Coningsby have

:12:15. > :12:16.been involved in Middle Eastern war zones - flying out to

:12:17. > :12:21.But today's announcement coles in response to what the Minhstry

:12:22. > :12:24.of Defence describes as a "lore assertive Russia" and follows

:12:25. > :12:26.Vladimir Putin's decision to invade the Ukraine in 2014,

:12:27. > :12:28.and annexe the Crimea that same year.

:12:29. > :12:31.And it's that recent aggressive foreign policy which means tp to six

:12:32. > :12:36.of RAF Coningsby's typhoons are set to fly to Romania for four lonths

:12:37. > :12:39.next year to - in the words of the MOD - "offer reassur`nce

:12:40. > :12:44.to Nato's Black Sea Allies", including Bulgaria and Turkdy -

:12:45. > :12:50.countries, which like the Ukraine were once under Russian influence.

:12:51. > :12:55.We will deploy RAF Typhoon `ircraft to Romania for the very first time

:12:56. > :12:58.to provide air policing and reassurance for

:12:59. > :13:04.I'm also confirming today that we will be sending

:13:05. > :13:16.a battle group to Estonia, comprising a full British b`ttalion

:13:17. > :13:19.with light armour and French and Danish companies in support

:13:20. > :13:22.What nature does in the Baltic region and also in the south-east

:13:23. > :13:26.It is proportionate and it hs fully in line with our

:13:27. > :13:33.All of this of course comes just a week after Russia sailed hts only

:13:34. > :13:35.aircraft carrier past the white cliffs of Dover.

:13:36. > :13:40.A show of strength perhaps to Nato - the group set up to provide

:13:41. > :13:44.And perhaps also another re`son why RAF crews from Lincolnshire

:13:45. > :13:48.could spend this winter on the Black Sea coast,

:13:49. > :14:04.Thank you for your company this Thursday evening.

:14:05. > :14:14.to the dead that's been takdn from a street in Hull.

:14:15. > :14:34.now Kofi Smiles is the Face of City of Culture for the BBC.

:14:35. > :14:44.What a great judge Keely Donovan was! This is the picture for

:14:45. > :14:49.tonight. Thank you very much for that. Another picture tomorrow

:14:50. > :14:55.night. She gets asked to be a judge, she's on country file, you name it,

:14:56. > :15:02.what are you on? The brusquely -- kicked off when he

:15:03. > :15:03.found he was sitting next to her! Just before class, just do full

:15:04. > :15:17.cost! Really very quiet. A week cold front

:15:18. > :15:22.coming down from the North West Brighter skies developing across

:15:23. > :15:27.East Yorkshire. A quiet last weekend of October with high pressure in

:15:28. > :15:31.charge. A bit of patchy fog particularly on Sunday mornhng.

:15:32. > :15:36.There has been in a lot of cloud. It has been streaming down frol the

:15:37. > :15:40.North West today. It brightness in South Lincolnshire in the North West

:15:41. > :15:45.Norfolk. In the short-term puiet quiet but windy with a fresh and

:15:46. > :15:50.gusty south-west wind. Therd is a cold front, the Pennines take most

:15:51. > :15:57.of it out, but there is a rhsk of drizzle coming over East Yorkshire

:15:58. > :16:04.later. Lowest temperatures hn urban areas, double figures. In rtral

:16:05. > :16:11.areas, eight or nine Celsius. These are your high water times.

:16:12. > :16:15.A bit of brightness across Lincolnshire first thing th`t this

:16:16. > :16:20.cold front will bring light rain southwards. Not amounting to much.

:16:21. > :16:25.Skies across East Yorkshire Brighton quite nicely and that brightness met

:16:26. > :16:30.Mike -- might get injured p`rts of East Lincolnshire. But over`ll

:16:31. > :16:38.fairly cloudy. A light breeze from the West. Where it brightens up not

:16:39. > :16:45.too bad. Mild air across Lincolnshire despite the cloud.

:16:46. > :16:50.Looking a little bit further ahead, the weekend looks quite clotdy and

:16:51. > :16:52.times. Some bridal sunny spdlls A risk of patchy fog on Sundax

:16:53. > :17:01.morning. That's the forecast. After xour

:17:02. > :17:06.loose tongue last night, people need to understand that slander hs spoken

:17:07. > :17:09.criticism, libel is written criticism. Not what he said last

:17:10. > :17:15.night. What a pedant!

:17:16. > :17:20.I'm writing down, you were ` performing seal. Have I libdlled

:17:21. > :17:25.you, Peter? Keely is that tomorrow. I look

:17:26. > :17:28.forward to that. -- Keely is back tomorrow.

:17:29. > :17:30.On the day the British Legion's annual Poppy Appeal was launched -

:17:31. > :17:33.a thief has removed a hand-knitted memorial from a street in Htll.

:17:34. > :17:36.A group of knitters spent a year creating the poppy-themed dhsplays

:17:37. > :17:46.Phillip Norton is on the street - how have people reacted to this

:17:47. > :17:53.These are the knitted poppy displays that have been installed by new

:17:54. > :17:58.lens's residents association with Remembrance Sunday approachhng. They

:17:59. > :18:01.have been listed by members of the community and inspired by the Tower

:18:02. > :18:05.of London poppies. But on the day that the Poppy Appeal has bden

:18:06. > :18:10.launched, we can reveal that is -- one of these has been stolen.

:18:11. > :18:19.Knitted by the community, for the community, in remembrance. These

:18:20. > :18:25.displays have been -- has t`ken months to knit but now one has been

:18:26. > :18:30.taken. I'm disappointed bec`use we put so much into it. People said,

:18:31. > :18:34.people will take them, but H said, no, they won't. I'm very

:18:35. > :18:39.disappointed because of what it is. I really thought people would have

:18:40. > :18:44.respect for what it is. The poppy display was up high on this tree, it

:18:45. > :18:48.was adorned with crocheted `nd knitted poppies. It was seen on

:18:49. > :18:55.Tuesday but since then, has been stolen. It was knitted by a church's

:18:56. > :19:00.knitting group. People have been doing it all summer. This woman s

:19:01. > :19:04.father served in the war and she says she is disgusted. Do they

:19:05. > :19:13.really understand why they were there? Do the understand thd meaning

:19:14. > :19:18.of the Poppy? I mean, if it's a prank, it's not very nice. Ht has

:19:19. > :19:24.upset a lot of people. Everxbody is disappointed because we put a lot of

:19:25. > :19:29.hard into it. If it is destroyed or stolen, it puts you off. Yot don't

:19:30. > :19:34.want to do it any more. In Newlands, residents have been shocked by the

:19:35. > :19:38.theft. It's disgusting, when you think about people who fought for

:19:39. > :19:42.this country and we are tryhng to remember them. Some people light

:19:43. > :19:46.object to it on political grounds, but I think it looks really pretty

:19:47. > :19:51.and they are taking charge of these boxes which have been in a bad way

:19:52. > :19:56.for a while. So I think it should be applauded, and not spoiled. The

:19:57. > :20:00.crime has not been reported to police, but those who make the

:20:01. > :20:01.display hope that people who are responsible for its disappe`rance

:20:02. > :20:12.will put it back. The general feeling here is that

:20:13. > :20:16.somebody from the student committee -- community may have taken the

:20:17. > :20:23.display. It was a popular nhght for students. But although CCTV footage

:20:24. > :20:29.will be gone through to identify those responsible.

:20:30. > :20:32.If there are any developments, we will let you know. Either tomorrow

:20:33. > :20:35.or Monday. The East Yorkshire MP -

:20:36. > :20:38.Sir Greg Knight - has been told the government won't back hhs calls

:20:39. > :20:40.to stop putting the clocks Sir Greg has been a longstanding

:20:41. > :20:44.campaigner against the practice and believes that it's bad

:20:45. > :20:50.for business and is unsafe. Is the leader of the house `ware

:20:51. > :20:53.that in the next few days, we are going to go

:20:54. > :20:55.through the ridiculous ritu`l of putting our clocks back,

:20:56. > :20:57.thereby plunging the nation into darkness and misery

:20:58. > :21:00.by mid-afternoon? Can we look again at the benefits

:21:01. > :21:04.of using summertime in wintdr? It would reduce road accidents

:21:05. > :21:09.and it would boost tourism. My right honourable friend has

:21:10. > :21:15.for many years been a strong advocate for changes to the current

:21:16. > :21:21.arrangements for summertime. As he knows, there was not `greement

:21:22. > :21:26.between different parts of the United Kingdom about the way

:21:27. > :21:31.forward and I do think that on a subject like this,

:21:32. > :21:34.the unity of the United Kingdom and respecting the interests

:21:35. > :21:37.of all parts of the United Kingdom, The government has no plans

:21:38. > :21:58.at the moment to bring forw`rd Should we put the clocks back or

:21:59. > :22:03.not? If we stick to what we should do, the clocks go back on S`turday
