:00:00. > :00:00.Martin McGuinness is stepping down from politics for good.

:00:00. > :00:07.Good evening and welcome to BBC Look North.

:00:08. > :00:18.4-year-old Poppy Widdison died from neglect.

:00:19. > :00:22.Today those responsible are jailed for a total of 26 years.

:00:23. > :00:24.The judge described Michala Pyke as "unfit to be a mother",

:00:25. > :00:33.after she and her partner fed the girl sedatives.

:00:34. > :00:39.Knowing they will be behind bars is some consolation and justice for

:00:40. > :00:41.Poppy, but no amount of time will ever be justice for what they did.

:00:42. > :00:43.Also on the programme this evening:

:00:44. > :00:46.A rise in crime across East Yorkshire and Lincolnshire

:00:47. > :00:52.with violent crime in the Humberside area up by a quarter.

:00:53. > :00:58.People are trying to help us where they can, but you feel that they are

:00:59. > :00:59.limited with what they can do and we feel hopeless.

:01:00. > :01:02.The giant art work in Hull city centre that doesn't have

:01:03. > :01:14.When I hear that the entire defences everybody wanted to be a surprise,

:01:15. > :01:16.that is not good enough. We are enforcing the rules and they should

:01:17. > :01:17.be applied. They raised money to get her flying

:01:18. > :01:20.again but now the last airworthy Vulcan bomber

:01:21. > :01:25.is being put into storage. And will the sunshine this weekend?

:01:26. > :01:37.Join me for that detailed forecast. A woman who fed drugs

:01:38. > :01:42.to her four year old daughter, because she was "inconveniencing"

:01:43. > :01:49.her relationship has been Poppy Widdison collapsed at her home

:01:50. > :01:52.in Grimsby in June three Today, her mother Michala Pyke

:01:53. > :01:58.and ex partner John Ritting, were told they subdued and sedated

:01:59. > :02:03.Poppy so they could indulge Laura Foster reports

:02:04. > :02:11.from Hull Crown Court. This is how Poppy's father,

:02:12. > :02:19.uncle and grandparents remember her. As a child who loved playing

:02:20. > :02:22.with the family dog, eating roast dinners,

:02:23. > :02:25.the sort of child who'd run into a room and give

:02:26. > :02:27.everyone hugs and kisses. The last time we saw Poppy

:02:28. > :02:30.was on her birthday. Pleased to see us

:02:31. > :02:35.and excited about her We as a family could not have

:02:36. > :02:41.foreseen what would have Hull Crown Court heard

:02:42. > :02:47.how Pyke and Rytting had fed Poppy sedatives

:02:48. > :02:49.because they considered her an incovenience

:02:50. > :02:52.to their relationship. Pyke also used to abuse

:02:53. > :02:54.Poppy emotionally, shouting at her, calling her it

:02:55. > :02:57.and treating her badly. Pyke and Ritting let her live

:02:58. > :03:02.in a house in Grimsby where drugs It's not yet known exactly

:03:03. > :03:07.what killed her, but toxicology reports show Poppy had been exposed

:03:08. > :03:14.and ingested significant amounts of drugs such as heroin, methadone,

:03:15. > :03:17.ketamine and sedatives for a period of up to six months

:03:18. > :03:19.before her death. Today, Pyke was sentenced

:03:20. > :03:22.to a total of 13 years in prison for three counts of child

:03:23. > :03:26.cruelty and two drug offences. Rytting's also been jailed for 13

:03:27. > :03:31.years for two counts of child cruelty and

:03:32. > :03:35.four drug offences. Passing sentence, His Honour

:03:36. > :03:36.Judge Jeremy Richardson Today, Poppy's uncle, father,

:03:37. > :03:57.and grandparents left the court, We have waited over three and a half

:03:58. > :04:04.years for this day and although it does not get any easier

:04:05. > :04:07.as nothing can bring back the little girl that filled our lives for four

:04:08. > :04:11.years with joy and a purpose, knowing they will be

:04:12. > :04:22.behind bars is some consolation

:04:23. > :04:23.and justice for Poppy. But no amount of time will ever be

:04:24. > :04:26.justice for what they did. Questions have been asked

:04:27. > :04:28.of social and health services in North East Lincolnshire

:04:29. > :04:30.after a review found they'd missed several

:04:31. > :04:32.opportunities to protect Poppy. Since her death, practices

:04:33. > :04:37.and processes have been changed. Poppy's mother and her partner

:04:38. > :04:41.were able to pull the wool it seems So, with the benefit

:04:42. > :04:46.of hindsight, Poppy And if Poppy wasn't with her mother

:04:47. > :04:52.and her partner, she would of course But the Widdison family doesn't

:04:53. > :04:58.blame the professionals, they say the cruelty Poppy suffered

:04:59. > :05:01.was down to two people's despicable Laura Foster BBC Look North

:05:02. > :05:07.at Hull Crown Court. The Humberside Police

:05:08. > :05:09.and Crime Commissioner says he is concerned by a sharp rise

:05:10. > :05:16.in the level of crime in the area. Keith Hunter says he wants more

:05:17. > :05:21.officers out on the beat as new figures show violent crime

:05:22. > :05:23.has increased by a quarter. In Lincolnshire overall crime

:05:24. > :05:28.has increase slightly. In a moment I will be

:05:29. > :05:30.talking to Keith Hunter, but first Caroline Bilton

:05:31. > :05:43.has this report. Dell climb on top of here. You can

:05:44. > :05:48.see whether footmarks were they look up the cameras. He is a end of his

:05:49. > :05:55.tether, gangs of youths have made his Laundrette their playground. His

:05:56. > :06:00.CCTV system being the focus of his attention to track their attention.

:06:01. > :06:07.One boy can be seen trying to break the camera with a chair while his

:06:08. > :06:11.friend captures it on the phone. This petty crime is damaging his

:06:12. > :06:20.business. We're trading 20% down on the year. We know another of regular

:06:21. > :06:27.customers and users for a long time are too afraid to come in now.

:06:28. > :06:33.Businesses all along this stretch of being targeted. Even last year, we

:06:34. > :06:38.have seen a spike in instances from petty crime and vandalism to serious

:06:39. > :06:41.theft and damage. So, you would say on the ground, yeah, we are feeling

:06:42. > :06:46.it. The police are trying to help is where they can, but you feel that

:06:47. > :06:49.they are limited with what they can do. And we feel helpless. We can't

:06:50. > :06:57.defend ourselves. The Humberside force has seen

:06:58. > :07:00.the highest rise in crime levels. Figures have risen in north

:07:01. > :07:02.Lincolnshire, Hull and the east Only north-east Lincolnshire

:07:03. > :07:05.has seen a fall of 4%. There has been a 2%

:07:06. > :07:13.rise in crime in the The biggest increases

:07:14. > :07:17.in the Humberside force region were in violent

:07:18. > :07:19.crime, a right of 26%. This has been blamed partly

:07:20. > :07:21.on the way the figures Violent crime now includes

:07:22. > :07:24.offences committed over the There has been a significant

:07:25. > :07:29.drop in drug offences, both in the Humberside force area

:07:30. > :07:31.and in Lincolnshire. I don't think anyone should be

:07:32. > :07:34.scared by numbers on a Where people should feel rightly

:07:35. > :07:37.concerned is what their experience ease in

:07:38. > :07:41.their day-to-day life. . And, this is the reality. One

:07:42. > :07:47.which for the time being they feel they are stuck with. Well, we saw

:07:48. > :07:50.him very briefly bear in Caroline's report and this afternoon I spoke to

:07:51. > :07:55.the Humberside and the policing crime Commissioner. I asked if he

:07:56. > :08:01.excepts whether there is a worrying upward trend in most crime. Yes, in

:08:02. > :08:05.certain categories, I certainly do believe there is an upward trend and

:08:06. > :08:10.I am very concerned by that, yes. Concerned in what way? There is a

:08:11. > :08:14.big increase in violent crime, it's in there? Violent crime is one of

:08:15. > :08:19.them where practices have changed. That can affect the numbers on that.

:08:20. > :08:23.Even in that area, there is an upwards trend and so I am concerned

:08:24. > :08:27.about anything which affects the people who live in this area and

:08:28. > :08:32.crime is. Bye drug offences is down. People won't feel that were

:08:33. > :08:41.watching. Even you don't see this as a success, why? Drug offences are

:08:42. > :08:44.generally found by police officers when they are investigating drugs.

:08:45. > :08:50.If the number of recorded drug offences go down it is because the

:08:51. > :08:58.police's attention is on other things. So they are not reducing

:08:59. > :09:08.activity in drugs? If there is a reduction of the amount of... Bye

:09:09. > :09:13.that is a criticism of the police? . No, the police have not been finding

:09:14. > :09:22.those offensive. One Mac the police need to do more? We need to

:09:23. > :09:27.prioritise the areas that most affect the people. There is a

:09:28. > :09:32.growing fashion by police officers and Home Office people to be sniffy

:09:33. > :09:39.wanting more boots on the ground saying it is old-fashioned. Is this

:09:40. > :09:43.wrong? Yes, it is wrong. In my view. I'm here to represent the public.

:09:44. > :09:48.The public tell me all of the time that they want to see boots on the

:09:49. > :09:55.ground. I support that. I believe it works. The thing is that people feel

:09:56. > :10:00.with a gut reaction that crime is there on the streets at the moment.

:10:01. > :10:05.What do you say to those people tonight? I understand their view. I

:10:06. > :10:07.represent them to get Humberside Police focusing on the issues that

:10:08. > :10:13.actually affect them in their communities on a day-to-day basis.

:10:14. > :10:21.Will be singers be better next year? I hope so. We are going to try to

:10:22. > :10:25.work with partners in different ways to attack this. I hope we can have a

:10:26. > :10:27.good effect. Buck the trend nationally. Time will tell. Thank

:10:28. > :10:31.you for coming. We want to hear from you on this

:10:32. > :10:33.story, are you worried about the crime figures

:10:34. > :10:36.which we have been talking about? Do you agree with the commissioner

:10:37. > :10:50.that we should have more Here is how to get in touch. What do

:10:51. > :10:57.think the problems are in your area? Do you think boots on the ground are

:10:58. > :10:58.an issue? Not just on but also Lincolnshire. The e-mail address is

:10:59. > :11:13.just the same. A court has heard that a Hornsea man

:11:14. > :11:16.accused of murdering a woman who replaced him as a stable hand

:11:17. > :11:19.hoped that "he might get his job 60-year-old Fiona Southwell

:11:20. > :11:22.was stabbed 19 times Today the stepmother of 22-year-old

:11:23. > :11:31.Daniel Edwards told the jury that she told him not to "talk

:11:32. > :11:34.like that about a woman Daniel Edwards denies murder

:11:35. > :11:39.and the case continues. A major farming organisation

:11:40. > :11:43.is calling for the Government to make clear how it will support

:11:44. > :11:46.farmers after Britain leaves the EU. It comes after delays handing out

:11:47. > :11:57.European subsidies last year, meant more farmers in Lincolnshire

:11:58. > :12:01.sought hand-outs from charity - Last year, Richard planned to expand

:12:02. > :12:13.the pig sheds, on his small mixed ?10,000 in EU subsidy didn't arrive

:12:14. > :12:28.on time in December 2015, We kept getting letters saying it

:12:29. > :12:34.will be paid in January or February. We thank God a partial payment and

:12:35. > :12:40.then another partial payment in June that fact we got a partial payment.

:12:41. > :12:44.It caused a cash flow crisis. The stress level is very high.

:12:45. > :12:48.Unnecessary because we had not had our payment. Only a hand-out from a

:12:49. > :12:57.charity stopped richer from getting badly into debt. The money helps

:12:58. > :13:01.farmers with their running costs and it is distributed more than 85,000

:13:02. > :13:06.of them over the last year. The amount given berries on the amount

:13:07. > :13:11.of farm, but it often runs into tens of thousands of pounds. It must meet

:13:12. > :13:23.conditions such as farming sustainably, such as with hedgerows.

:13:24. > :13:27.The RA BIA charity in the Kuchar gave out more than nine to ?1000 to

:13:28. > :13:34.farmers last year. That is a big rise. Last year was the pinnacle of

:13:35. > :13:37.a few bad years, I think. Everything was just coming together to create a

:13:38. > :13:45.time where people were really struggling. What about the future?

:13:46. > :13:48.The British people voted for change. The Prime Minister's exits speech on

:13:49. > :13:53.Tuesday did not shed any more light on whether EU subsidies will

:13:54. > :13:58.continue after 2020. Clarity is needed on this and other issues

:13:59. > :14:05.according to this person. Planning ahead. Investing in machinery, very

:14:06. > :14:08.expensive machinery. Two or three years from here. We need to make

:14:09. > :14:12.sure that with the Government we know where we are, what is coming

:14:13. > :14:16.and we can invest in our businesses and make sure the industry goes

:14:17. > :14:20.forward and we can go forward in a profitable manner. Most subsidies in

:14:21. > :14:23.the latest round of payments have been paid more promptly. Richard is

:14:24. > :14:28.still catching up on his bills from last year though. Here's hoping that

:14:29. > :14:37.after Brexit, it will still be possible to make farming pay.

:14:38. > :14:43.You will be able to follow this every night every week. They keep

:14:44. > :14:45.watching and for your company. Still ahead on the programme for seven.

:14:46. > :14:48.The cold-war bomber which will go into storage as there's nowhere

:14:49. > :14:58.This is just another step along the long history of XH558 and I am

:14:59. > :15:08.determined at the end of the day we will be open to the public.

:15:09. > :15:18.Yeah, Vulcan Howl fans don't miss that coming up in about ten minutes.

:15:19. > :15:21.Tom took this of Bishop Wilton in East Yorkshire.

:15:22. > :15:27.Now, let's have a look at the weather.

:15:28. > :15:35.He spends a lot of time in Spain. Good weather. If you look at my

:15:36. > :15:38.Twitter feed and I know you like Twitter, there it extraordinary

:15:39. > :15:43.pictures of snow in Murcia and Almeria. Have a look, Peter. I

:15:44. > :15:47.mention that because we have a lot of viewers in southern Spain who

:15:48. > :15:53.watched on Saturday every night. Good morning southern Spain.

:15:54. > :15:59.It is looking fairly quiet. Just subtle hints that skies may well

:16:00. > :16:02.start to Brighton. Link and you might brighten up quite nicely as we

:16:03. > :16:09.slowly had through the course of tomorrow. Uprightness moving towards

:16:10. > :16:14.Yorkshire. Very persistent area of high pressure. A hint that that

:16:15. > :16:17.cloud might break at times. Look at the high pressure re-establishing

:16:18. > :16:21.itself early next week. I think there will be changes by the second

:16:22. > :16:25.half of next week. Eventually, we should get rain bearing weather

:16:26. > :16:29.fronts in from the west. Of course, that is all a long way off and these

:16:30. > :16:34.things as you well know can change. There is the satellite picture. All

:16:35. > :16:38.very boring at the moment. The best breaks again have been North West

:16:39. > :16:43.Norfolk with some brightness here. The clouds have been thick enough to

:16:44. > :16:47.produce drizzle across parts of Lincolnshire. That is the way of it.

:16:48. > :16:57.Largely overcast. Drizzle and mist in paces. Ground frost in a southern

:16:58. > :17:10.end. The sun rises in the morning at five past eight. It is a cloudy,

:17:11. > :17:13.damp start in places. Some fogging southern Lincolnshire. Watch the

:17:14. > :17:18.back edge of the cloud. If this is right, it brightens up in Grantham,

:17:19. > :17:23.Lincoln, eventually Louth. It could get all the way up to Grimsby and

:17:24. > :17:28.Scunthorpe. Always cloudy to the north of the Humber. Let's have a

:17:29. > :17:34.look at that afternoon temperature. No great shakes. Seven Celsius is

:17:35. > :17:39.the high. Over the weekend, grey starts. There will be some sunshine

:17:40. > :17:44.particularly on the early afternoon. Difficult to get right. Just grab

:17:45. > :17:50.your back, why don't you? You know me, I've done it for 20 years. You

:17:51. > :17:51.know all the stock phrases. See you whenever. Not tomorrow. Not

:17:52. > :17:57.tomorrow. It's been revealed that

:17:58. > :17:59.the iconic Blade sculpture, which has been put up as part

:18:00. > :18:01.of Hull's City of Culture celebrations hasn't got

:18:02. > :18:03.planning permission. The story was reported

:18:04. > :18:05.by the Hull Daily Mail this morning. Now, City of Culture organisers

:18:06. > :18:09.are applying for retrospective permission for the 75-metre

:18:10. > :18:20.long wind turbine blade. It's the biggest work of the city

:18:21. > :18:24.has ever seen and it's arrival at Queen Victoria Square was arranged

:18:25. > :18:27.to be a surprise. Ten days ago it was transported in darkness to

:18:28. > :18:32.protect the secret, that since its arrival a second surprise, the play

:18:33. > :18:36.does not have planning permission. One city councillor says the local

:18:37. > :18:38.authority should have insisted on planning approval. The rules are the

:18:39. > :18:42.rules. I didn't right them I didn't rules. I didn't right them I didn't

:18:43. > :18:46.make them. They've been in place for 30 or 40 years. It is a good

:18:47. > :18:51.installation. I don't know a single one of my colleagues who would have

:18:52. > :18:56.voted against it because for the short period of time that it will be

:18:57. > :19:02.up. The fact is, we can't then apply this to others and then say, oh, it

:19:03. > :19:06.doesn't matter, it was a surprise. Hull City Council says it was aware

:19:07. > :19:11.of the project and the process will be followed. Most admiring the blade

:19:12. > :19:15.today hoped for a quick resolution. I hope they work together and can

:19:16. > :19:19.sort it out because of the end of the day, that is just a tick in the

:19:20. > :19:23.box as far as I'm concerned. I think for something like this, it is just

:19:24. > :19:28.worth bending the rules of bed probably. It is going to take so

:19:29. > :19:31.long to go into an application as to weather it should or shouldn't of

:19:32. > :19:37.been. Yet they will be taking it away by then anyway. Moving this

:19:38. > :19:45.blade into the city centre required meticulous planning. The whole 2016

:19:46. > :19:53.team -- whole 2017. So is the plan to apply after the presentation so

:19:54. > :19:56.it was a big surprise. Either way, the blade is there until March.

:19:57. > :20:01.Thanks to everyone who's been in touch on our story last night

:20:02. > :20:03.about North East Lincolnshire Council who say they've had to spend

:20:04. > :20:06.thousands of pounds clearing up after travellers and still can't

:20:07. > :20:10.Local authorities have a legal duty to provide temporary stopping places

:20:11. > :20:12.for travellers but despite looking at more than 12,000 sites,

:20:13. > :20:15.North East Lincolnshire Council says it hasn't got anywhere suitable.

:20:16. > :20:37.Many of you have been in touch on this one.

:20:38. > :21:05.Not surprisingly, every time we talk about travellers, we get a big

:21:06. > :21:07.response. Thank you everyone. East Yorkshire tennis

:21:08. > :21:09.players Kyle Edmund is out The British number two lost in three

:21:10. > :21:22.sets to Spain's Pablo Carreno Busta, and says he's disappointed not

:21:23. > :21:25.to have been able to repeat the form I can always look for positives

:21:26. > :21:29.and at the same time I have to be realistic and I am

:21:30. > :21:31.disappointed at myself. Yeah, I want to do

:21:32. > :21:34.better all the time. Hull City midfielder Jake Livermore

:21:35. > :21:38.is having a medical at West Brom The two clubs are understood to have

:21:39. > :21:42.agreed a ?10 million fee for the 27-year-old after previous

:21:43. > :21:44.offers were rejected. Livermore joined the club

:21:45. > :21:46.from Tottenham in 2014. Despite the cold this week has seen

:21:47. > :21:50.queues outside Museums in Hull And there is even more

:21:51. > :21:56.on the way in the coming week So, we're three weeks in

:21:57. > :22:02.and the city of culture is on fire. An art attraction to shout

:22:03. > :22:14.about as Francis Bacon's screaming Popes exhibition finds itself

:22:15. > :22:17.a new home here at the Ferens Hull inspired photography

:22:18. > :22:24.from George Norris is on show at the Hull Central library

:22:25. > :22:26.from the 23rd of January Dorchester Primary School will be

:22:27. > :22:32.taking over a pop-up shop this Friday and Saturday in Princes Quay

:22:33. > :22:35.where they will be filling it with their artistic

:22:36. > :22:37.responses to made in Hull From the 24th to the 26th

:23:09. > :23:11.with her electro-pop This week's challenge Hull

:23:12. > :23:16.is all about sending empowering Now, I'm hiding five of these around

:23:17. > :23:35.the city and they all come A lot more from him as well as well

:23:36. > :23:37.as from the brightly coloured flats on the font in a state. Just go to

:23:38. > :23:43.our website. You might be able to buy

:23:44. > :23:46.a Red Arrows Lego set in the future, Red 10, Squadron Leader Mike Ling

:23:47. > :23:51.and his engineer Flight Lieutenant Marcus Ramsden came up with the idea

:23:52. > :23:54.and have now built a prototype. It will now appear on the Lego Ideas

:23:55. > :23:57.website where it needs 10,000 votes The Vulcan Bomber is to go

:23:58. > :24:07.into storage and public since it was grounded

:24:08. > :24:22.for the final time 15 months ago. But the lease has now

:24:23. > :24:44.expired on the hangar. When when Vulcan Howl XH558 flew

:24:45. > :24:47.over the last time,... They wanted back for the growing cargo business.

:24:48. > :24:52.The trust that looks after the aircraft is appealing for another

:24:53. > :24:56.?200,000 to put her into storage. It is a huge blow actually. The

:24:57. > :25:01.revenues that will we bring in to look after the Balkan have been

:25:02. > :25:05.slashed. I sadly this week had to give a number of rain and colleagues

:25:06. > :25:12.there notice, but the point is to put the trust now onto a bases where

:25:13. > :25:16.we can survive. All events held at this hanger and public visits will

:25:17. > :25:22.stop. Former navigator Andy Marson worked with the Vulcan Howl one with

:25:23. > :25:25.the sky trust. He says the announcement has come as a shock and

:25:26. > :25:29.risks losing the goodwill of the supporters. If you keep asking for

:25:30. > :25:35.more and more money without a tangible result, it is a fact of

:25:36. > :25:39.life that people will stop giving. People need to see a positive

:25:40. > :25:47.concrete result early Mac result coming out of it. Many years, Vulcan

:25:48. > :25:53.Howl bombers were a tear. It marks an anniversary of the Falklands

:25:54. > :25:57.conflict. The only time Vulcan Howl was used in conflict. That is why

:25:58. > :26:01.the supporters aid is important to keep history alive. Supporters were

:26:02. > :26:06.disappointed and angry. It is a shame that it is as got to the point

:26:07. > :26:09.that it has. The public is not so much money towards and I think they

:26:10. > :26:14.are now fed up. You just wonder whether they are just can put it

:26:15. > :26:19.outside and left to rot like a lot of other Vulcans have been. It is

:26:20. > :26:24.still hope that the visitor centre will still become a result of tea.

:26:25. > :26:28.But with jobs and the home lost, it is important now to save the

:26:29. > :26:44.aircraft. Dozens feared dead in Italy as an

:26:45. > :26:48.avalanche crosses a hotel. Rescuers searching for survivors.

:26:49. > :26:50.4-year-old Poppy Widdison, died after being fed drugs.

:26:55. > :26:57.but again with a risk of a little drizzle particularly at first.

:26:58. > :26:59.Brighter skies possible across parts of Lincolnshire later.

:27:00. > :27:08.We will talk about those crime figures out today. Talk about the

:27:09. > :27:11.crime commission there. Neal says is talking of streetlights at midnight

:27:12. > :27:16.partly to blame for this? I think so. It is an ongoing argument, but

:27:17. > :27:20.the police also have enough stars available to monitor the roads.

:27:21. > :27:25.Maybe this is why is raising in areas. Don't play the police, what

:27:26. > :27:29.are the parents doing? Finally, Brian says police want the public to

:27:30. > :27:33.help them, but then they take no action when they are given

:27:34. > :27:38.information. So, why should we bother? Plenty of response coming in

:27:39. > :27:42.on the subject of the crime figures out today. Thank you for watching.

:27:43. > :27:44.Have a nice evening. Enjoy it. Join me later at half ten, if not,

:27:45. > :28:23.goodbye for now. When unlocking the secrets of

:28:24. > :28:27.your past... ..you never know what

:28:28. > :28:31.the future holds. It's such a rush of history and

:28:32. > :28:39.walking back in time. How incredible,

:28:40. > :28:41.to have something like this? I feel he was the kind of guy

:28:42. > :28:43.I could have got on with. I can't tell you how much

:28:44. > :28:45.he looks like my dad. Seeing how these things all

:28:46. > :28:49.fit together.
