:01:17. > :01:19.A war of words has erupted tonight over a move to scrap the seven

:01:20. > :01:21.district councils in Lincolnshire and replace then with a unitary

:01:22. > :01:25.The leader of Lincolnshire County Council wants to hold

:01:26. > :01:28.a referendum on the proposal - which he claims would save 150

:01:29. > :01:32.I'll be speaking to Martin Hill in a moment.

:01:33. > :01:34.But first, our Political Editor Tim Iredale finds out why some

:01:35. > :01:37.in the county are fiercely opposed to the idea.

:01:38. > :01:40.There are currently seven district councils covering Lincolnshire

:01:41. > :01:42.plus the county council, so is it time to merge

:01:43. > :01:47.The leader of Lincolnshire County Council wants

:01:48. > :01:53.I think the reason we are doing it is because we keep having these

:01:54. > :01:56.conversations all the time about the difficult financial

:01:57. > :02:00.situation all councils are in and having to find ways

:02:01. > :02:06.of saving money, which means difficult decisions.

:02:07. > :02:09.This is a way you can save a good amount of money without affecting

:02:10. > :02:17.At present the district council's provide localised services

:02:18. > :02:19.such as bin collections, housing and planning.

:02:20. > :02:21.The county council is responsible for big budget services such

:02:22. > :02:25.The idea of abolishing district councils in Lincolnshire is likely

:02:26. > :02:29.You know, it is the county council acting like a rogue council,

:02:30. > :02:32.it seems to me because it is not the way we have been

:02:33. > :02:35.We have done it on a collaborative basis.

:02:36. > :02:37.This is a unilateral move by the county council.

:02:38. > :02:40.I think it's the start of their campaign for what they have

:02:41. > :02:43.sought for a long time, which is a county unitary

:02:44. > :02:49.Lincolnshire County Council is highlighting other areas

:02:50. > :02:53.which have abolished their district councils in favour of

:02:54. > :02:57.It's estimated that Cornwall saved ?16 million a year.

:02:58. > :03:00.Durham made ?21 million of annual savings.

:03:01. > :03:02.And it's estimated that Lincolnshire would save around

:03:03. > :03:08.North Hykeham is part of the North Kesteven district

:03:09. > :03:11.so how do people here feel about having all their services

:03:12. > :03:13.delivered by one so-called super council for the

:03:14. > :03:21.I think you would have less say in what goes on locally

:03:22. > :03:27.You know, I think the smaller councils are more geared up

:03:28. > :03:32.to the smaller districts, sort of thing.

:03:33. > :03:34.If we want the council tax down, yes.

:03:35. > :03:46.If the proposal is approved by the county council next month,

:03:47. > :03:49.then a referendum would take place in May on the same day

:03:50. > :03:53.However, the result wouldn't be binding and any final decision

:03:54. > :03:55.on scrapping Lincolnshire's district councils would rest

:04:09. > :04:12.I spoke to the leader of Lincolnshire County

:04:13. > :04:16.I asked him why he thought getting rid of the seven district councils

:04:17. > :04:28.If we talk about losing all the councils we all deliver services. It

:04:29. > :04:32.is all about how they are delivered so the front-line people will still

:04:33. > :04:35.be there delivering on the gritters will still be there in the bin

:04:36. > :04:39.collectors and all the rest of it. It is all about reducing the

:04:40. > :04:46.management back-office costs which is what we could do away with it

:04:47. > :04:49.with your councils. The leader of Lincoln County Council has accused

:04:50. > :04:51.the Caddick is an ongoing role because he says you're in a

:04:52. > :05:05.furniture crisis and this is a money driven. -- enough financial crisis.

:05:06. > :05:08.If it can save ?30 million a year without having a financial crisis

:05:09. > :05:14.outed as a responsible not to consider that. How much will it cost

:05:15. > :05:17.for something that is not legally binding? It will be minimal costs

:05:18. > :05:22.because it is held in the same day as County Council elections are no

:05:23. > :05:26.extra cost. It will be a question of the ballot papers and some of the

:05:51. > :05:58.Government 's position as if there is an local willingness to go for

:05:59. > :06:01.unitary status they will support it. If somebody else were leader of the

:06:02. > :06:13.County Council and you were leader of say North Kesteven you would not

:06:14. > :06:16.say it was a good idea. If we can save 30 million pounds a year and

:06:17. > :06:22.not affect council services at all that is a good idea. John says in an

:06:23. > :06:27.e-mail we are well served by a district councils and we know our

:06:28. > :06:33.councillors. -- Jordan. The only time a seat Councillor Hell is when

:06:34. > :06:43.he is on the door. They're not going to vote in favour. -- the only time

:06:44. > :06:45.I see councillor Martin Hill. We need to at least consider a

:06:46. > :06:47.situation where it can save a lot of money at the same time is not

:08:34. > :08:39.kind-hearted person who always had time for everyone. Jim Windass

:08:40. > :08:44.Described how on the morning of the 26th of June which was his birthday

:08:45. > :08:47.he and his wife had gone to the beach and reliance on loungers when

:08:48. > :08:52.he had wanted that were firecrackers and he then realised it was gunfire

:10:48. > :10:53.Kingswood Academy in Hull but now her parents have decided is not safe

:10:54. > :10:58.for Crystal to stay. We have taken out of school because she is getting

:10:59. > :11:01.physically and verbally and emotionally bullied. They said it

:11:02. > :11:10.for years now but nobody 's done anything about it. I guess we just

:11:11. > :11:12.get worse every day. Crystal Has haemophilia A, a potentially fatal

:11:13. > :11:19.disease that prevents blood from clotting. She could die. If they are

:11:20. > :11:23.punching in her robes and her kidneys we do not know they have

:11:24. > :11:28.damaged her kidneys and her spleen. There are too many bodies at school

:11:29. > :11:32.and are giving the same punishment that they get for a lesser offence.

:11:33. > :11:36.It is ridiculous. The headmaster Dale Jackson did not want to be

:11:37. > :11:40.interviewed Betty sent a statement saying the school has zero tolerance

:11:41. > :11:49.of bullying and incidents dealt with effectively. He also said that he

:11:50. > :11:56.and other members of staff have met with the honour of various occasions
