:00:33. > :00:33.couple as they inspected the millions of pounds worth of

:00:34. > :00:37.improvements to the city. Also tonight: Two teenagers

:00:38. > :00:39.are killed after their car hits Lincolnshire's new Chief Constable

:00:40. > :00:42.says he's optimistic about the future but admits

:00:43. > :00:46.the force faces financial challenges The charity training dogs

:00:47. > :01:00.for the deaf in desperate Called over the next couple of days

:01:01. > :01:02.with an increasing risk of sleet and snow showers. A detailed forecast in

:01:03. > :01:12.15 minutes. The city of Hull has played host

:01:13. > :01:15.to a Royal visit today, just six weeks into its City

:01:16. > :01:17.of Culture celebrations. The Prince of Wales and the Duchess

:01:18. > :01:20.of Cornwall arrived just before lunchtime, to be greeted by hundreds

:01:21. > :01:23.of well-wishers in the City Centre. Among the people they met

:01:24. > :01:33.were charity workers, Their first stop was outside Ferens

:01:34. > :01:41.Art Gallery. Our report Kate Sweeting has been

:01:42. > :01:54.following the Royal Couple's visit With great excitement. It is the

:01:55. > :01:59.U:K.'s City of Culture and people told me today they were excited to

:02:00. > :02:05.show them the improvement work that had been taking place in Hull and

:02:06. > :02:10.the millions of pounds it been spent to improve the city. There were five

:02:11. > :02:15.stops today and they were met with a warm welcome at all of them. My

:02:16. > :02:16.report contains flash photography. My report contains

:02:17. > :02:21.flash photography. It wasn't the best weather

:02:22. > :02:23.for a Royal visit that once the motorcade had arrived no one

:02:24. > :02:25.seemed to mind The Duke and Duchess of Cornwall

:02:26. > :02:29.to the time to thank the I was gobsmacked,

:02:30. > :02:39.she was really lovely. It might be a cold,

:02:40. > :02:44.wet day, but that has not discouraged hundreds

:02:45. > :02:46.of people took coming This is the only engagement

:02:47. > :02:57.they will carry out today together. They will first call

:02:58. > :02:59.in and inspect the ?5.2 million refurbishment of the

:03:00. > :03:01.Ferens Art Gallery before going on Once inside they took

:03:02. > :03:04.a closer look at the exhibits and met potential

:03:05. > :03:06.artists of the future. Next for Prince Charles

:03:07. > :03:08.it was a visit to Holy Trinity Church,

:03:09. > :03:11.soon to be renamed Hull Minster. There he saw some of the ?4

:03:12. > :03:14.million regeneration spot of crocheting

:03:15. > :03:16.without great success. For the Duchess it was a visit

:03:17. > :03:27.to homelessness charity She even bought a teapot for

:03:28. > :03:32.the cause and met those who had been She was asking me what

:03:33. > :03:38.was the reason I came to Emmaus and what did

:03:39. > :03:40.I think of the place? And generally just

:03:41. > :03:45.asked me about myself. The final stop on the Duchess'

:03:46. > :03:47.visit was The Deep. There she presented prizes to five

:03:48. > :03:50.young writers on behalf of the First Story charity, of

:03:51. > :03:52.which she is patron. She told to keep on writing

:03:53. > :03:55.and to never give up. I was nervous about reading

:03:56. > :03:57.it and nervous about I don't do crowds in the first place

:03:58. > :04:03.so just being in front The final billing of the day

:04:04. > :04:13.for Prince Charles was a visit to Hull Truck Theatre where

:04:14. > :04:16.he met some fellow famous faces, is in rehearsal for

:04:17. > :04:19.the co-production with the Royal There was then just enough

:04:20. > :04:26.time to thank a few more well-wishers before

:04:27. > :04:29.the visit ended but it will be

:04:30. > :04:41.a memorable day for all those The play is about rebellion against

:04:42. > :04:44.Charles the first and it will be interesting to hear what he thought

:04:45. > :04:50.about that. The organisers hope the visit deal will encourage people

:04:51. > :04:52.from all backgrounds to come and visit Hull.

:04:53. > :04:55.We'd love to hear from you if you were in Hull this

:04:56. > :04:58.If you saw Prince Charles and the Duchess of Cornwall

:04:59. > :05:01.or if you spoke with them, what did you think of them.

:05:02. > :05:07.Are you pleased they've been to your city?

:05:08. > :05:25.We will have some more royal pictures before the programme is

:05:26. > :05:26.finished. In a moment: The chalet owners

:05:27. > :05:28.worried about the future as their council talks

:05:29. > :05:35.behind closed doors. The new Chief Constable

:05:36. > :05:37.of Lincolnshire says he's 'reasonably optimistic'

:05:38. > :05:42.about the future of the force. Bill Skelly, who was previously

:05:43. > :05:46.the Deputy Chief Constable of Devon and Cornwall,

:05:47. > :05:49.took over the role last week following

:05:50. > :05:51.the retirement of Neil Rhodes. Mr Skelly says there

:05:52. > :05:53.are still challenges surrounding finance but says

:05:54. > :05:56.the service is sustainable. He's been speaking to our

:05:57. > :05:58.reporter Jake Zuckerman. Lincolnshire's new chief

:05:59. > :06:00.constable is getting to know Bill Skelly takes over at a time

:06:01. > :06:05.when the force faces challenges on many fronts.

:06:06. > :06:11.Next Friday I will be meeting with some of our farming community

:06:12. > :06:15.to talk about issues such as hare coursing and the things which really

:06:16. > :06:18.affect them in terms of anti-social Will we see more arrests,

:06:19. > :06:23.more convictions for I'm very keen to listen

:06:24. > :06:32.to and understand the problem before I really commit to where we need

:06:33. > :06:35.to put the resources. It may not be necessarily clear

:06:36. > :06:37.at the outset, for me, as to where the best effect of that

:06:38. > :06:40.resource could be. How will you get more money out

:06:41. > :06:43.of central Government? Two big things we want to see

:06:44. > :06:46.in the new arrangements that have not featured too much in the past

:06:47. > :06:51.are rurality, the sparse geography area that we have to cover

:06:52. > :06:55.and seasonal population increases. I'm optimistic this time around

:06:56. > :07:03.those two arguments, of rurality and seasonal increases

:07:04. > :07:05.in population, Whether or not they will actually

:07:06. > :07:09.translate into increased funding, that is my challenge over

:07:10. > :07:11.the next three months. Boston has been described

:07:12. > :07:13.as England's most segregated town. You have been there,

:07:14. > :07:16.you have seen it for yourself. How are you going to deal

:07:17. > :07:18.with the tensions that that I've also heard Boston described

:07:19. > :07:27.as a vibrant and multicultural town. I understand that have been historic

:07:28. > :07:30.tensions and it is my role to work with communities and with local

:07:31. > :07:33.authorities and partner agencies to intervene where we can

:07:34. > :07:35.to reduce those tensions. It may be early days

:07:36. > :07:37.but the Chief Constable says he is optimistic about the outlook

:07:38. > :07:40.for policing in the county. Jake Zuckerman, BBC

:07:41. > :08:03.Look North, Nettleham. We wish all the best with his as

:08:04. > :08:07.Chief Constable. What is the one area you think they should tackle as

:08:08. > :08:08.a matter of urgency? That is a reminder of the e-mail address and

:08:09. > :08:12.text number. The former chief executive of Hull

:08:13. > :08:14.and East Yorkshire Hospitals NHS Trust Phil Morley is leaving

:08:15. > :08:21.The Princess Alexandra Hospital NHS It was recently rated

:08:22. > :08:24."inadequate" by the Care Quality He left his chief executive post

:08:25. > :08:28.in Hull in 2014 just weeks before a highly critical

:08:29. > :08:31.report was published. Two teenagers have died

:08:32. > :08:33.in a crash in East Yorkshire. A 16-year-old girl from Selby

:08:34. > :08:36.and a 17-year-old boy from Goole died when the car

:08:37. > :08:39.they were travelling in hit a tree The driver, a 19-year-old man,

:08:40. > :08:45.sustained minor injuries and has been arrested on suspicion

:08:46. > :08:47.of causing death Our reporter Crispin

:08:48. > :08:52.Rolfe is at the scene. What more do we know

:08:53. > :09:06.about the accident? Police are appealing for witnesses

:09:07. > :09:11.after the death of these two teenage passengers which happened round this

:09:12. > :09:16.corner here. You can probably see a slow in the road sign and also

:09:17. > :09:23.warnings of sharp bend. The car struck a tree. The precise location

:09:24. > :09:31.happened at Barnhill Lane West of Howden and close to the A63. It is

:09:32. > :09:36.believed that the green Volkswagen was travelling south when it struck

:09:37. > :09:39.a tree. Those involved in the crash had not been named at present and

:09:40. > :09:44.police are still with the families trying to help them come to terms

:09:45. > :09:48.with what has tragically happen. Floral tributes have been left at

:09:49. > :09:52.the scene. Police are warning people not to continue to do so in feeling

:09:53. > :09:58.like or walking to the scene which is in many ways the older we can get

:09:59. > :10:03.it to it. They say in doing so you are a danger to yourself but also

:10:04. > :10:08.other road users. That is very much the warning from police tonight and

:10:09. > :10:12.tomorrow. Tributes have come from a nearby college which one of the

:10:13. > :10:17.deceased attended. In a statement they said it was with great sadness

:10:18. > :10:24.that staff learned of this tragic accident. He was a popular student.

:10:25. > :10:27.Tonight police investigations are continuing and a 19-year-old man has

:10:28. > :10:40.been arrested on suspicion of causing death by dangerous driving.

:10:41. > :10:46.A search and rescue operation is under way after a woman became

:10:47. > :10:58.trapped on a cliff near Culloden in East Yorkshire. -- Cowden. Police

:10:59. > :11:05.search and rescue are on the scene at the moment.

:11:06. > :11:07.A man's died after a crash on a Lincolnshire road.

:11:08. > :11:09.It happened on the A18 near Ludborough at around 11

:11:10. > :11:21.A car and a lorry were involved, and the road was closed for several

:11:22. > :11:25.The inquests into the murder of 30 British holiday-makers in Tunisia

:11:26. > :11:27.in 2015, including three from East Yorkshire

:11:28. > :11:30.and Lincolnshire, has heard that armed police guards in the area

:11:31. > :11:32.could have stopped the attack at the very beginning.

:11:33. > :11:34.Claire Windass from Hull, Bruce Wilkinson from Goole

:11:35. > :11:36.and Carly Lovett from Gainsborough died when a gunman attacked

:11:37. > :11:40.Today the inquest at the Royal Courts of justice heard

:11:41. > :11:42.that the police's refusal to intervene was down

:11:43. > :11:47.A decision could be made tonight on the future of a chalet park

:11:48. > :11:50.The council has recommended that its preferred bidder takes over

:11:51. > :11:52.the Humberston Fitties site saying it represents the best

:11:53. > :11:56.But chalet owners, a group of whom put forward their own bid

:11:57. > :11:59.to run the park, are urging the council to think again.

:12:00. > :12:02.The Humberston Fitties - for many a place for holidays

:12:03. > :12:04.and fun, for some, it s as good as home.

:12:05. > :12:09.There are around 300 chalets in this conservation area -

:12:10. > :12:11.but soon it could all pass into private hands.

:12:12. > :12:15.The council is selling the Fitties off - the community of chalet owners

:12:16. > :12:17.want to run it themselves, tabling an offer worth

:12:18. > :12:27.We are capable of looking after this properly as it should be and

:12:28. > :12:32.retaining its history and heritage. We have all the facilities available

:12:33. > :12:37.on here to run this as it should be run.

:12:38. > :12:40.But councillors at North East Lincolnshire Council have already

:12:41. > :12:43.said theyre in favour of one of four other bids.

:12:44. > :12:45.Chalet owners fear it may be a large holiday company -

:12:46. > :12:48.it will be decided at a full council meeting tonight -

:12:49. > :12:57.I do feel that has been a complete lack of transparency and I feel

:12:58. > :13:01.frightened for the future of this community and our holiday chalets

:13:02. > :13:06.and airfield that decisions are being made and I have no input. -- I

:13:07. > :13:07.feel. The Fitties - which comes

:13:08. > :13:10.from a word meaning 'salt marsh', first began life

:13:11. > :13:12.during the First World War, housing soldiers who

:13:13. > :13:14.manned the Humber forts. During peacetime, holiday-makers

:13:15. > :13:16.began setting up their own accommodation, and when it passed

:13:17. > :13:18.into council hands, it was stipulated that the chalets

:13:19. > :13:22.couldn't be lived in during January In recent years, the

:13:23. > :13:25.Fitties was connected to electricity, and there have been

:13:26. > :13:28.challenges over the closed here is that big money talks -

:13:29. > :13:33.which has prompted an impassioned plea by chalet owners to think

:13:34. > :13:36.again about what s best North East Lincolnshire Council says

:13:37. > :13:39.tonight s meeting is not public and chalet owners can t attend

:13:40. > :13:56.as details within it In a statement the council said in

:13:57. > :14:00.making a decision we were interested to understand the social economic

:14:01. > :14:04.and environmental benefits of all the offers. We believe the preferred

:14:05. > :14:09.bidder we have chosen represents the best deal for the council and the

:14:10. > :14:13.people of North Lincolnshire. We hope the council recognised that

:14:14. > :14:17.best value for this site is not necessarily the biggest number on a

:14:18. > :14:22.spreadsheet that also includes what is best for the tourism economy of

:14:23. > :14:26.Cleethorpes and for the tourists and the unique environment here. The

:14:27. > :14:37.special meeting of the council begins in the next half hour. There

:14:38. > :14:40.is always a lot of interest in the story and we will continue to follow

:14:41. > :14:52.it. Still ahead tonight: The dogs

:14:53. > :14:55.for the deaf who need volunteers And as Prince Charles visits Hull,

:14:56. > :15:05.why his namesake wasn't so welcome! This photo of the

:15:06. > :15:29.Duchess of Cornwall --Cherry Burton was

:15:30. > :15:31.taken by Andy Day. This photo of the

:15:32. > :15:52.Duchess of Cornwall They kept to 70 miles away. It looks

:15:53. > :15:56.pretty grave for the next 24 hours and there will be a keen easterly

:15:57. > :16:02.wind. We have talked about this Scandinavian bloc for some time. Low

:16:03. > :16:08.pressure from Spain and Portugal and high pressure from Sweden and

:16:09. > :16:10.Norway. Although there will be some winter showers, perhaps a slight

:16:11. > :16:15.covering of snow in places over the next few days it will not amount to

:16:16. > :16:19.much at all. Next week we will be back to the south-westerly 's. It

:16:20. > :16:22.does not look as if it will last that long. You can see what is

:16:23. > :16:26.happening on the satellite picture. A massive extent of cloud. That will

:16:27. > :16:32.be the way of it for the next few days. For this evening and overnight

:16:33. > :16:37.that flowed thick enough at times for a few scattered showers, mainly

:16:38. > :16:42.of rain at first but increasingly perhaps of some sleet and snow. A

:16:43. > :16:56.slight covering possible mainly over the walls. -- Wolds. Watch for ice

:16:57. > :17:03.patches on untreated surfaces. It looks fairly uneventful tomorrow but

:17:04. > :17:08.there will be a scattering of sleet and snow showers in places. A lot of

:17:09. > :17:10.cloud and some brighter spells. It will feel cold as the easterly

:17:11. > :17:17.breeze picks up during the second half of the day. The top afternoon

:17:18. > :17:25.temperatures will average around three which is below the average of

:17:26. > :17:30.seven. Perhaps as sleet and snow showers are more frequent through

:17:31. > :17:33.Friday, the weekend looks cloudy and those showers will return to rain

:17:34. > :17:42.and sleet. Slightly less cold by then. If you carry on being that

:17:43. > :17:47.cheeky you will get a Scandinavian bloc, whatever that is. Have a nice

:17:48. > :17:51.evening. A charity dog training centre

:17:52. > :17:58.in East Yorkshire says it's in desperate need of more

:17:59. > :18:00.volunteers, or their operation Hearing Dogs for the Deaf trains

:18:01. > :18:04.around 160 puppies a year, with one of their biggest

:18:05. > :18:06.centres near Bielby. But with hearing problems

:18:07. > :18:08.increasing, demand for the special dogs is higher than ever,

:18:09. > :18:10.and waiting times can The charity have now

:18:11. > :18:14.launched a campaign to get Joey the miniature poodle is

:18:15. > :18:23.a much-loved family pet, but for Jo, who lost her hearing four years ago,

:18:24. > :18:25.he's also given her Joey is a hearing dog,

:18:26. > :18:29.alerting her to sounds like the doorbell and fire alarms,

:18:30. > :18:32.and also helping others From our point of view,

:18:33. > :18:38.with the family, it was not only But it was actually learning how

:18:39. > :18:47.he interacts with me. What does it mean to have a dog

:18:48. > :18:50.like Joey for you and the family? A hearing dog makes a huge

:18:51. > :18:57.difference, no matter what. But when it comes to giving

:18:58. > :19:00.you self-confidence, Joey was trained here

:19:01. > :19:08.at the Hearing Dogs for the Deaf centre near Bielby

:19:09. > :19:10.in East Yorkshire. But the charity says

:19:11. > :19:13.they're in desperate need of volunteers, like Karen,

:19:14. > :19:16.who's a puppy socialiser. I really enjoy having

:19:17. > :19:19.a dog in my life. And just the joy of

:19:20. > :19:29.watching them learn. What I do just means that the supply

:19:30. > :19:32.of dogs is constant. The charity couldn't function in any

:19:33. > :19:34.way without our volunteers. Deafness is on the rise

:19:35. > :19:39.and there is always more people in need of a hearing dog

:19:40. > :19:41.and so we need more volunteers to help us,

:19:42. > :19:44.to help dogs on their journey, Over the coming months the team

:19:45. > :19:48.here will hold special open days It's hoped it'll mean

:19:49. > :19:51.more people like Jo can benefit from a hearing dog,

:19:52. > :19:55.as she says he's changed her life. Victoria Holland,

:19:56. > :20:09.BBC Look North, Bielby. Let's hope that the plug tonight on

:20:10. > :20:15.the telly will help them out. They need more volunteers. If you think

:20:16. > :20:19.he could be one of those get in touch with them.

:20:20. > :20:21.Thanks to everyone who got in touch after last night's story

:20:22. > :20:25.We told you about people living in Sandilands near Mablethorpe

:20:26. > :20:27.who say they've been left fearing for their safety since

:20:28. > :20:30.the County Council decided to switch street lights off overnight

:20:31. > :20:41.I was talking to the leader of Lincolnshire County Council about

:20:42. > :20:43.this one last night. Martin Hell. Thank you for all of your tweets and

:20:44. > :20:48.e-mails. This first e-mail says Even in Victorian times

:20:49. > :20:57.there were gaslights Of course there's a correlation

:20:58. > :21:00.between the increased number of burglaries

:21:01. > :21:17.and turning out streetlights." Martin Hell says there was no

:21:18. > :21:25.correlation. -- Martin Hell. -- Hill.

:21:26. > :21:28.does encourage burglary, but councils have to save money.

:21:29. > :21:30.If people are worried they could put lights up

:21:31. > :21:34.It is a total waste having lights on all night."

:21:35. > :21:36.While Martin asks "What about fitting street lights

:21:37. > :21:39.Is that something that might be worth thinking about,

:21:40. > :21:45.Today's Royal visit to Hull has been all about the Prince of Wales

:21:46. > :21:52.They're the latest members of the Royal Family to visitthe City

:21:53. > :21:57.But, as Katy Austin reports, that's not always been the case.

:21:58. > :21:59.It's not every day you get a royal visit.

:22:00. > :22:01.Today crowds in Hull made the most of it.

:22:02. > :22:04.But we couldn't let an appearance by the first in line

:22:05. > :22:06.to the throne go by, without mentioning the quite
