:01:39. > :01:41.to plug the gap. Most Council Tax bills

:01:42. > :01:43.will rise by three per cent to help pay for care -

:01:44. > :01:46.but new figures show a remarkable gap in how much that

:01:47. > :01:48.will actually raise - and it massively favours

:01:49. > :01:50.richer, southern areas. The Hull MP Alan Johnson has told

:01:51. > :01:52.Parliament it's not fair, as a quarter of adults

:01:53. > :01:55.in his area need care. Tonight a senior Government minister

:01:56. > :01:57.promised to listen to the problems. Our Political Editor,

:01:58. > :01:59.Tim Iredale reports. It's one of the biggest

:02:00. > :02:01.challenges facing the country. How to care for the elderly

:02:02. > :02:03.and vulnerable in areas Picking up his prescription

:02:08. > :02:10.with his heart and kidneys. He's happy with the care

:02:11. > :02:12.he receives, but is worried about reports that some councils

:02:13. > :02:14.are facing a funding crisis. We've paid tax all our life

:02:15. > :02:18.from 15 years of age. What the Government

:02:19. > :02:22.needs to do is stop playing games with not funding

:02:23. > :02:33.health and social care. The Government is allowing councils

:02:34. > :02:35.to add an extra 3% charge, or precept, onto council tax bills

:02:36. > :02:38.this year to pay for social care but it's claimed in many areas that

:02:39. > :02:42.simply won't be enough to cover Areas where they have

:02:43. > :02:45.lots of high value housing Those areas usually have less demand

:02:46. > :02:49.on adult social care. Places like Hull which has huge

:02:50. > :02:51.demand, 27% of the population needing some kind of adult social

:02:52. > :02:54.care, because it's got low value It's estimated that increasing

:02:55. > :02:58.council tax to pay for adult social care in Hull will raise an extra

:02:59. > :03:01.?8 per person. But the same increase

:03:02. > :03:03.in neighbouring East Riding brings And in the London borough

:03:04. > :03:07.of Kingston-upon-Thames it raises Picking up his prescription

:03:41. > :03:48.don't they, it's not fair. Today Alan Johnson led a debate

:03:49. > :04:00.in Parliament on social care A letter in the day as senior

:04:01. > :04:07.Government minister agreed to discuss the way social care is

:04:08. > :04:16.handled in the city. I am more than happy to meet the Hull council and

:04:17. > :04:25.just today I have contacted Hull council and offered a meeting.

:04:26. > :04:28.Many councils are hoping the Chancellor will use next month's

:04:29. > :04:30.budget to dig a little deeper and give them more money

:04:31. > :04:40.So what are the chances the Government will offer councils

:04:41. > :04:52.There was a head from Sajid Javid he might be able to do something about

:04:53. > :04:56.social care about this concern from other councils had they will pay for

:04:57. > :05:02.social care because the dues did not have enough social houses to raise

:05:03. > :05:06.the extra Council Tax. It is easy to band around phrases such as postcode

:05:07. > :05:09.lottery and North-South divide but many would argue that it is clear

:05:10. > :05:15.evidence that the wealthier southern areas are doing better than the

:05:16. > :05:18.north. So that is a real concern for the Government and real pressure on

:05:19. > :05:23.the Government to come up with more money, perhaps the next ones budget.

:05:24. > :05:29.I think we shall still be having this debate. This is all to do with

:05:30. > :05:36.the fact the rich as houses raise a greater Council Tax than other

:05:37. > :05:41.houses. If you go somewhere like Kingston upon Thames, a wealthy

:05:42. > :05:47.suburb of London, some houses worth up to ?1 million. Then you go to

:05:48. > :05:52.somewhere Hull like, Lincolnshire, are part of the world, you do not

:05:53. > :06:03.have houses anywhere near that sort of price. They don't attract the

:06:04. > :06:09.same sort of Council Tax revenue. Baroness Roz Altman is joining me

:06:10. > :06:13.from London. Do you think the current system for paying for social

:06:14. > :06:17.care through Council Tax and increasing Council Tax is right? Or

:06:18. > :06:22.do you agree with Alan Johnson is a just and fair? I agree with Alan

:06:23. > :06:28.Johnson it is not just unfair but is not working. The current social care

:06:29. > :06:34.system is broken. We need a whole new approach. To leave the care of

:06:35. > :06:38.vulnerable and increasing numbers of elderly people to cash-strapped

:06:39. > :06:43.councils who don't have enough budget and have come under

:06:44. > :06:47.increasing pressure is just not able to deliver the kind of decent care

:06:48. > :06:52.that our elderly British people deserve. Do you think we as a

:06:53. > :07:00.society need to do more ourselves? Parents and relatives? Rather than

:07:01. > :07:05.relying on it being done for us by the state. In other words a

:07:06. > :07:09.different mindset? That is part of the solution. We need to have

:07:10. > :07:13.individual responsibility but there are so many older people who do not

:07:14. > :07:20.have families nearby or who do not have families at all. And society

:07:21. > :07:27.cannot just leave them without proper and dignified care. And part

:07:28. > :07:30.of the issue here is that we have this disconnect between the National

:07:31. > :07:36.Health Service and social care system. But in fact when you're

:07:37. > :07:40.dealing with vulnerable older people the distinction between somebody who

:07:41. > :07:46.is not well and has helped lead and somebody who is not well and has a

:07:47. > :07:50.care need pretty artificial. -- health need. We need to integrate

:07:51. > :07:54.health and social care in a way that has not been done in our system. A

:07:55. > :07:57.national insurance system of some kind rather than leaving it to

:07:58. > :08:02.individual local councils were obviously if you rely on taxpayers

:08:03. > :08:09.money the pool areas will have less ability to raise the money but in

:08:10. > :08:18.most cases will have more people who need extra help. It's not

:08:19. > :08:19.distributed right. Very interesting suggestions there. Baroness Altman,

:08:20. > :08:23.thank you for talking to us. What's the answer to

:08:24. > :08:25.the social care crisis? Should families take care of older

:08:26. > :08:53.relatives where possible? There is a warning of serious

:08:54. > :08:55.disruption as a predicted winter Highways England is warning drivers

:08:56. > :08:59.of bad conditions on the roads. The strongest winds

:09:00. > :09:01.are expected in the afternoon. Paul Hudson is here,

:09:02. > :09:17.which areas will be affected? I will show you the graphic. Storm

:09:18. > :09:21.Doris It is still developing off the north-west coast of Ireland. If I

:09:22. > :09:25.show you where the area is of most concern I can focus in and southern

:09:26. > :09:30.parts of Lincolnshire where gusts could reach 80 mph. It could be a

:09:31. > :09:34.little bit further north for a little bit further south but that is

:09:35. > :09:39.the main area where focusing on at the moment. I think the difference

:09:40. > :09:44.with this one is that they are not primarily older higher ground could

:09:45. > :09:47.be a low-lying parts of Lincolnshire. It is during the

:09:48. > :09:54.afternoon as well. The last couple of storms we had Warren when people

:09:55. > :09:58.were in bed. -- we had a one night when people were in bed. That is a

:11:41. > :11:44.by 20%. The profit on tyres is very low and you take your wages and the

:11:45. > :11:49.electric and the machinery in the staff you're looking at companies

:11:50. > :11:55.taking a profit of ?5. I think a lot of copies are off to go. Business

:11:56. > :12:00.rates are based on property values were taken to count things like

:12:01. > :12:04.machinery and equipment. They were last set in 2010 saw out of date and

:12:05. > :12:08.being recalculated. There will be winners and losers when the new

:12:09. > :12:15.rights come into force in April. -- rates.

:12:16. > :12:18.In the Commons today Theresa May said there will be help

:12:19. > :12:29.There will be some small businesses adversely affected by this which is

:12:30. > :12:34.why it has the Chancellor to have a look at it.

:12:35. > :12:37.But it's businesses in the south of England that will

:12:38. > :12:39.be the hardest hit - because property is so expensive.

:12:40. > :12:43.One local surveyor say it could lead to big companies moving up north.

:12:44. > :12:49.I do believe that there will be big opportunities. Retailers have

:12:50. > :12:56.downsized. The outgoing heavily online. The North would have to be a

:12:57. > :12:59.lot more economic so that would look at this immediate area as an option.

:13:00. > :13:01.They say they've also seen an increase in small shops,

:13:02. > :13:04.because businesses like this one outside the city centre might not

:13:05. > :13:16.I've heard it could be nothing. For a small shop like this might just

:13:17. > :13:20.come in under the radar. I think is good news. We are one of two empty

:13:21. > :13:27.shops in the Avenue. Hopefully some people might come along and take a

:13:28. > :13:29.chance. So when bills arrive through the letterbox there will be some

:13:30. > :13:42.shocks and surprises. It was the event that put Hull

:13:43. > :13:45.on the international map - months before City of

:13:46. > :13:47.Culture even started. Thousands of people stripped naked

:13:48. > :13:49.and smeared themselves in blue The Sea of Hull photo

:13:50. > :13:53.shoot by Spencer Tunick attracted worldwide attention

:13:54. > :13:55.for the city last summer. And today, those volunteers

:13:56. > :13:57.who took part found out Together their naked bodies

:14:28. > :14:30.it was the City of Culture. Today it was less of a sea

:14:31. > :14:33.and more of a splash, as some of the thousands who took

:14:34. > :14:43.part last summer painted The community spirit is fabulous and

:14:44. > :14:50.I'm proud to be part of it. All like-minded people. It is really

:14:51. > :14:55.nice to be back. We are promoting skin.

:14:56. > :14:57.The images in which they star will go on display in

:14:58. > :15:01.the Ferens Art Gallery in April - as part of an exhibition that

:15:02. > :15:05.examines how the naked form continues to inspire artists.

:15:06. > :15:08.Four paintings by one of Britain's most highly regarded artists

:15:09. > :15:11.Lucian Freud will be shown including this one called 'Two Men'.

:15:12. > :15:15.Sculptures by Ron Mueck including the 'Spooning Couple' will be loaned

:15:16. > :15:19.to the Ferens and a painting considered Edouard Manet's

:15:20. > :15:21.masterpiece ,which shocked 19th century audiences,

:15:22. > :15:34.This is a really big Steinman exhibition and we hope will attract

:15:35. > :15:38.not just local audiences that audiences from further afield. I

:15:39. > :15:41.think we were hoping to receive about half a million over the course

:15:42. > :15:43.of the year but if things continue to go as they are now we could

:15:44. > :15:47.easily top that. in the streets of Hull -

:15:48. > :15:50.now they'll only have to wait a few weeks to see the art

:21:48. > :21:50.Bowser and owner Sally Deegan from Scunthorpe are nominated

:22:03. > :22:04.For two years Bowser has been Sally's companion.

:22:05. > :22:06.But more than that - she says he's also

:22:07. > :22:17.I have multiple sclerosis so I happily as of remission and periods

:22:18. > :22:21.of relapse. I had a moment with the last was so bad I was unconscious.

:22:22. > :22:33.My husband was out in the garden doing painting and Bowser was out

:22:34. > :22:37.stewing in the paint brushes and being a general nuisance. When he

:22:38. > :22:38.got my husband to come back and it was like we know what is going on

:22:39. > :22:46.and a medical emergency. Now talk. It was Sally's husband Ciaron

:22:47. > :22:49.who decided to get a dog - at the time when they discovered

:22:50. > :22:59.Sally might have MS. Look terriers and not the sort of

:23:00. > :23:02.dog you would associate of being that sort of companion to support

:23:03. > :23:12.somebody particularly with ill and to see it on a daily basis brings a

:23:13. > :23:14.lot of happiness to our life and also a lot of amusement.

:23:15. > :23:16.Bowser has now been chosen as a finalist in the 'Friends

:23:17. > :23:19.for Life' competition at Crufts, which celebrates dogs that make

:23:20. > :23:24.And on today's walk he also made some new friends.

:23:25. > :23:32.When I saw him I thought it was like the cutest dog I have ever seen.

:23:33. > :23:36.Hopefully he will be crowned champion but it really is enough he

:23:37. > :23:37.has won his category and he has been recognised for having such an impact

:23:38. > :23:47.on my life. Bowser certainly seems to be getting

:23:48. > :24:06.used to life in the spotlight. A great story. If you want to put

:24:14. > :24:14.A schoolgirl has got nearly three-thousand

:24:15. > :24:17.signatures on her petition, which calls for Hull's Bee Lady

:24:18. > :24:37.Jean Bishop, who's 94, has raised more than ?300,000

:24:38. > :24:39.for Age UK by going out with a collecting

:24:40. > :24:43.13-year-old Ellie Broadley thinks she deserves to be a Dame.

:24:44. > :24:47.There's no doubt that Jean Bishop is an extra-ordinary woman.

:24:48. > :24:50.Now well into her 90s and still out collecting for charity.

:24:51. > :24:52.And Ellie Broadley thinks she deserves official recognition

:24:53. > :24:55.I think she is just lovely because ever since I was

:24:56. > :25:02.seen her around town and I just can't believe that she can do that,

:25:03. > :25:07.And she is just lovely and always smiling.

:25:08. > :25:08.She is so dedicated to what she does.

:25:09. > :25:10.An official nomination form has been filled out.

:25:11. > :25:13.And Ellie's started a petition calling on the Government to put

:25:14. > :25:25.She just wanted to get Jean what she deserves.

:25:26. > :25:29.It's amazing, people from Australia and Spain and America.

:25:30. > :25:35.I'm really surprised at how many she's got.

:25:36. > :25:41.She's had a telephone box painted in her honour.

:25:42. > :25:44.She's switched on the city's Christmas lights and even

:25:45. > :25:51.Her biggest national honour was a Pride of Britain Award in 2013.

:25:52. > :25:54.When she also got a big surprise from comedian David Walliams.

:25:55. > :26:03.She's as happy mixing with celebrities and she is with her

:26:04. > :26:17.When it comes down to it they are just ordinary like us.

:26:18. > :26:21.I just say yes and fall in with it and enjoy it, it don't

:26:22. > :26:25.So if you get to meet the Queen you will fall in with

:26:26. > :26:34.Oh, yes, I'll help her to wash the dishes.
